In the West Bank, Israeli settlers raided at-Tuba and Wadi Ijheish in the Masafer Yatta area, assaulting Palestinians and stealing 6 sheep and agricultural equipment. Israeli settlers also raided Qaryut, vandalizing property. Israeli forces shot and killed 5 Palestinians during raids in Askar refugee camp, Dheisheh refugee camp, Bayt Rima, Balata refugee camp, and Tammun. Israeli forces also shot and injured 38 people, including at least 3 children, during raids in Tammun, Dheisheh refugee camp, Balata refugee camp, ‘Urif, Askar refugee camp, Nablus, and Bayt Rima. Meanwhile, Israeli forces punitively demolished the family home in Askar refugee camp of a Palestinian man killed by Israeli forces in Nablus in May; the man was accused of taking part in the killing of 3 Israeli settlers in April. Israeli forces also punitively demolished the family home of a Palestinian killed by Israeli forces in Burqa and delivered a punitive demolition notice to the family of a Palestinian killed in Rumana. Elsewhere, Israeli forces razed land near Abu Basal to expand a nearby settlement. Israeli forces also closed the Dream Radio station in Hebron, threating to destroy its contents if it did not stop broadcasting. 35 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Hebron, Qalqilya, Tubas, Salfit, and Tulkarm. The PA Commission of Detainees and Ex-Detainees Affairs said more than 1,590 Palestinian have been arrested in the West Bank since 10/7. In East Jerusalem, Israeli forces fired tear gas at Palestinians in Silwan, igniting a fire and causing injuries. In Gaza, some communications were restored after being cut off by Israel on 10/27. At least 302 Palestinians were killed in Israeli attacks. Islamic Jihad said Israel has assassinated 1 of its senior political officials, Taysir Alghouti, and killed several members of his family in Rafah. Islamic Jihad also said it attacked some Israeli military vehicles in Gaza. 2 Israeli soldiers were injured by a mortar shell in Gaza. Rockets were fired at Israel, causing damage. In Hanita, Islamic Jihad said 2 al-Quds Brigades fighters had been killed during an operation near the Blue Line. In Lebanon, Hezbollah said it had downed an Israeli drone. The Gaza Ministry of Health said at least 8,005 Palestinians have been killed, including around 5,000 women and children, and 20,242 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, media reported that 1,500 Palestinian militants have been killed near Gaza. 115 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,150 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The bodies of 62 unidentified Palestinians were buried in a mass grave near al-Shifa Hospital. It was the third time Palestinians in Gaza had to resort to burying Palestinians killed by Israel in a mass grave since 10/7. 33 trucks carrying aid entered Gaza. Israel opened a second water pipe to Gaza. The Palestinian Red Crescent Society said Israel has ordered it to evacuate al-Quds Hospital; airstrikes later damaged the hospital as well as the al-Shifa and Indonesian hospitals. UNRWA said the slow flow of aid has prompted thousands of Palestinians in Gaza to take food supplies from its warehouses. The UN said nearly 1,000 Palestinians have been displaced from their homes in the West Bank since 10/7 due to Israeli settler attacks and Israeli military demolitions. A Palestinian citizen of Israel, actress Maisa Abd Elhadi, was charged by Israel with incitement to terrorism and expressing solidarity with a terrorist organization for an Instagram post. Interior Minister Moshe Arbel directed the Population and Immigration Authority to determine if he could revoke her citizenship. Elhadi was arrested on 10/12. (HA 10/30)

International Committee of the Red Cross president Mirjana Spoljaric said “[i]t is unacceptable that civilians have no safe place to go in Gaza amid the massive bombardments, and with a military siege in place there is also no adequate humanitarian response currently possible. 30 Israeli human rights and civil society organizations urged the international community to “act urgently to stop the state-backed wave of settler violence which has led, and is leading to, the forcible transfer of Palestinian communities in the West Bank.” The French foreign ministry called on Israel to take action to protect Palestinians in the West Bank. President Biden told Israeli prime minister Benjamin Netanyahu that more humanitarian aid has to enter Gaza immediately. Before the 2 spoke, U.S. national security advisor Jake Sullivan said Israel “has a responsibility to rein in the settlers.” Sullivan also said Israel must distinguish between “terrorist targets” and civilians and claimed Hamas was using human shields. Israel said it had arrested 7 Palestinians in the West Bank who were allegedly planning on attacking Israelis. The 7 were said to be affiliated with Islamic Jihad. (HA 4/25)

The Israeli high court of justice ordered the Israeli government to present plans on how it will prevent Israeli settlers in the Nokdim settlement from expanding into privately-owned Palestinian land. The court order was issued 1 day after Israel’s civil administration gave the residents at the Nokdim settlement 15 days to explain how their settlement expansion into privately-owned Palestinian land is not squatting. The development follows a petition by the Palestinian owners of the land to the court on the issue. (HA, MEMO 4/27)

The Jerusalem magistrate’s court ordered a rehearing of the case against the Salem family in Sheikh Jarrah, who is threatened by forced eviction by Israeli settlers. The judge ruled that the registrar had made a decision in the case without holding a comprehensive hearing on the Salem family’s claims. (WAFA 4/25; HA 4/26)

In the West Bank, Israeli settlers with military escort attacked Palestinians in Hebron, leading to tear-gas related injuries. Israeli forces violently dispersed Palestinian celebrations of the ceasefire (see below) in Hebron and Bethlehem, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 2 with rubber-coated bullets and live ammunition; others suffered tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Huwwara, injuring 2 with live ammunition; others suffered tear-gas related injuries. Israeli forces also violently dispersed protesters in Kafr Qaddum, injuring 3 with rubber-coated bullets; others suffered tear-gas related injuries. 3 Palestinians were arrested during late-night raids in Bani Na‘im, Abu Njeim, and Jaba‘. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound after the Friday noon prayer, confiscating Palestinian flags, arresting 17, and injuring 23 worshipers with rubber-coated bullets. During the raid, 1 Agence France-Presse journalist was also beaten by Israeli forces. Israeli forces also closed down Shaykh Jarrah to all Palestinians, including those living in the area. In Gaza, 17 Palestinians, including 2 children, were found dead in rubble from Israeli air strikes, raising the comprehensive death toll since 5/10 from 236 to 253, including 67 children and 3 pregnant women. 1 toddler was found dead in rubble from an air strike on Gaza City 5/11; 1 child was found in rubble from an Israeli air strike on a house in al-Shati refugee camp on 5/15; and 15 Palestinians were also found dead in rubble from Israeli air strikes in a tunnel hit by Israeli missiles. In Israel, before the ceasefire took effect (see below), 1 Israeli was injured by rocket shrapnel and 1 house in Kibbutz Be’eri was damaged by a rocket from Gaza. A ceasefire agreement between Hamas and Israel, brokered by Egypt, took effect at 2 a.m. 263 Palestinians were killed in Gaza, including 68 children, and 12 people were killed in Israel, including 1 soldier, 2 Thai citizens, 1 Indian citizen, and 2 Palestinian citizens of Israel. Around 2,000 Palestinians and 345 Israelis were wounded over the 11 days. Israel partially reopened the Kerem Shalom crossing after the ceasefire, allowing some humanitarian aid and goods into Gaza. U.S. secretary of state Antony Blinken said he would meet with Israeli and Palestinian officials during a trip in the coming days. The Gaza housing ministry said that 16,800 housing units had been damaged by Israeli missiles, including 1,800 that had become unfit for living. Some 90,000 Palestinians in Gaza were reported to be internally displaced due to the Israeli attacks, including more than 66,000 seeking shelter at UNRWA facilities. It also reported that Palestinians in Gaza were getting between 3-4 hours of electricity a day, while they previously received 12 hours a day before the escalation started on 5/10. Israel said that some 4,350 rockets had been fired from Gaza toward Israel and that the Iron Dome had intercepted approximately 90% of them. Both Israel and Hamas declared victory. Egyptian officials also arrived in Gaza to discuss with Hamas officials about maintaining the ceasefire. Islamic Jihad in Palestine said that 19 of its fighters were among the 263 Palestinians killed by Israel in Gaza during the latest escalation. Hamas later said that 80 members of its militia had been killed. The owner of 1 of the high-rise buildings in Gaza bombed by Israel said he is filing a formal complaint to the ICC about the attack on his building, calling it a war crime. His building, al-Jala Tower, housed AP and Al Jazeera offices in Gaza as well as many residential units. PA prime minister Mohammed Shtayyeh also pledged to refer the Israeli attacks on Gaza to the ICC. (AJ, WAFA 5/21)

Digital rights group 7amleh said Israel and the companies TikTok and Facebook, including its subsidiary Instagram, are cooperating in order to silence Palestinian voices and content on the social media platforms. Posts and hashtags have been deleted from the platforms and users, banned. 7amleh said it was especially concerned related to Gaza and Shaykh Jarrah, which had been censored. The U.S. state department circumvented a potential obstacle from Congress by granting Boeing an export license for $735 million’s worth of weapons to Israel. U.S. senator Bernie Sanders (D-VT) said on 5/20 that he wanted the Senate to review the sale. (JC 5/25; ALM 5/27)

A bomb killed 7 people at a Palestinian solidarity rally in Chaman City, Pakistan. The bomb was said to have targeted a political leader who had organized the event. Pakistan’s foreign minister had declared the day a “day of solidarity” with Palestinians. (AJ 5/20; HA, MEMO 5/21)

China said it would send aid to Gaza to help treat the injured and house the homeless. (AJ 5/20)

In the West Bank, Israeli forces arrested 8 Palestinians during late-night raids in and around Jenin, Tubas, Nablus, Jericho, and Bethlehem. In East Jerusalem, 1 Palestinian was shot and injured during a confrontation with Israeli forces that was sparked by a demolition of a 5-story Palestinian-owned building in Jabal Mukabir. In Gaza, incendiary balloons were sent toward Israel from Gaza, causing fires, and 1 rocket was launched at Israel. Israel fired missiles at Gaza near Rafah, Gaza City, Bayt Hanun, and Bayt Lahiya, causing damage; no injuries were reported. The Gaza power plant stopped producing electricity as Israel stopped all deliveries of fuel to Gaza on 8/13. Palestinians in Gaza only have between 3-4 hours of electricity a day, as opposed to 8-12 hours, because of the power plant closure. (AJ, HA, REU, WAFA 8/18)

Secretary general of the PLO Saeb Erakat attacked the Arab League and the Organization of Islamic Cooperation for not condemning the UAE’s move toward normalization, violating the Arab countries’ consensus of not making agreements with Israel until Israel and Palestinians have negotiated a peace agreement. PA president Mahmoud Abbas called the UAE-Israel deal nonsense and said that the UAE “have turned their backs on everything: the rights of the Palestinian people, the Palestinian state, the two-state solution, and the holy city of Jerusalem.” At the meeting, attended by officials from Hamas and Islamic Jihad, Abbas praised the steps toward Palestinian organizational unity. Israeli prime minister Benjamin Netanyahu denied reports that Israel would support U.S. sales of advanced weapons to the UAE as part of the normalization deal between the 2 countries. A spokesperson for the Sudanese foreign ministry said that Sudan is looking at normalizing relations with Israel; however, after Prime Minister Netanyahu welcomed the news and said the dialogue had been going on since 2/2020, the Sudanese foreign ministry walked back the announcement, saying that normalization had not been discussed. The IDF launches dozens of air strikes across the Gaza Strip, killing 28 Palestinians and wounding approximately 550. There are fatal strikes in Gaza City, Rafah, Dayr al-Balah, Jabaliya, Khan Yunis, and Bayt Lahiya, among others. Palestinians fire dozens of projectiles into Israel, with 1 rocket hitting a house in Ashdod, causing damage. Other targeted towns include Beersheba, Ashqelon, and Sdot Negev in the s., and Rehovot, Yavne, Lod, Ramle, and Gadera in the c. Iron Dome batteries intercept 2 rockets fired at the Jerusalem area and 2 others fall in open areas. A mortar shell injures 2 Israeli soldiers close to the border. Israeli PM Netanyahu says that attacks will continue to “expand and continue until the fire on our communities is over and the quiet returns.” The PM also tells mbrs. of the Knesset Foreign Affairs and Defense Comms. that a cease-fire with Hamas is not on the agenda. Islamic Jihad spokesperson Abu Ahmad says the “factions in Gaza are not going to surrender.” At an emergency meeting of the UNSC in New York, UN Secy.-Gen. Ban says that “it is now more urgent than ever to try to find common ground for a return to calm and a cease-fire understanding,” and that he has been in contact with Israel, the PA, Saudi Arabia, Qatar, Egypt, the Arab League, the U.S., and the EU. Palestinian UN amb. Riyad Mansour tells the meeting that the international community is obliged to ensure protection of Palestinian civilians, and accuses Israel of violating its responsibility as an occupying power. Israeli UN amb. Ron Prosor says Hamas is “committing a double war crime: targeting Israeli civilians while hiding behind Palestinian civilians.” Pres. Obama telephones PM Netanyahu and tells him that the U.S. is willing to help negotiate a cease-fire. The IDF strikes targets across the Gaza Strip on the 2d day of OPE, killing 39 Palestinians. Fatal strikes take place in al-Maghazi r.c., Bayt Hanun, Gaza City, Nussayrat r.c. and Bayt Lahiya. Among the dead is an Islamic Jihad commander, killed in a strike on his home in Bayt Hanun along with 5 civilians. Palestinians fire 82 rockets and mortar shells into Israel, with 48 rockets striking Israel and 21 intercepted by Iron Dome batteries. There are no injuries directly caused by projectile fire, but there is some damage to property. Rockets land in and around Dimona, Tel Aviv, Haifa, and Jerusalem. M-75 rockets are fired at Tel Aviv, as well as Nevatim military airport, 44 mi. away from Gaza City. Al-Qassam Brigades, al-Quds Brigades, and Ali Abu Mustafa Brigades (PFLP) all claim responsibility for rocket and mortar fire. Israeli PM Netanyahu says that “we have decided to further intensify the attacks on Hamas and the terror organizations in Gaza” and that “Hamas will pay a heavy price for the firing of rockets at Israeli civilians.” Hamas leader Khalid Mish‘al, in a press conference in Doha, Qatar, says that calm can be achieved through “an immediate halt to the aggression and bombings.” He also reiterates that he does not know who carried out the killing of the 3 Israeli settler teenagers in the West Bank. Meanwhile, PA Pres. Abbas accuses Israel of a “genocide” in Gaza and “a war against the Palestinian people as a whole.” He also describes diplomatic efforts at avoiding further hostilities, saying that Palestinian officials are talking to Egypt’s Pres. al-Sisi and UN Secy.-Gen. Ban. In the Gaza Strip, Palestinians fire 2 rockets into s. Israel. The 1st lands without causing damage or injuries, and the 2d is intercepted by an Iron Dome missile defense battery. Later in the day, IDF troops target 5 Islamic Jihad and Hamas sites across the Gaza Strip, injuring 6. Off the coast of the Gaza Strip nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or damage, and arrest 2 fishermen. Meanwhile, 5 mbrs. of Hamas’s al-Qassam Brigades and 1 firefighter die in an explosion in a tunnel nr. Gaza City. In the West Bank, the IDF conducts house searches and arrest raids in Jenin and 1 nearby village, Qalandia r.c. nr. Jerusalem, Dahaysha r.c. nr. Israeli PM Netanyahu says that he expects the Palestinian unity govt. to dissolve, and that authorities are moving closer to finding the missing Israeli settler teenagers. Hamas senior official Salah Bardawil says, at a solidarity rally in Gaza, that Hamas is “capable of igniting a 3d intifada,” while Hamas spokesperson Abu Zuhri condemns continued security coordination between the PA and Israel. As Operation Pillar of Defense continues, the IDF carries out air strikes on 133 targets across Gaza, killing 31 Palestinians, including several children, bringing the Palestinian death toll to 146. The IDF says that those killed include 18 Islamic Jihad and Hamas fighters. IDF air strikes kill 3 Palestinian journalists, attacks condemned by Reporters Without Borders. Palestinian armed groups fire 140 rockets into Israel, killing 1 IDF soldier and 1 Israeli Defense Ministry contractor, bringing the Israeli death toll to 5. In addition, 2 Israelis are wounded by a rocket strike on a building in s. Israel. The Iron Dome intercepts 51 rockets. At the press conference afterward, she says that the U.S. is pleased with the success of the Iron Dome defense system. In Cairo, Hamas chief Mishal and Islamic Jihad chief Shalah meet with Egyptian intelligence chief Raafat Shehata in an effort to finalize details of a cease-fire agreement with Israel. Egyptian sources hope that a deal will be signed in Cairo on 11/21 and will include not only an immediate cease-fire, but more long-term negotiation of an easing of Israel’s Gaza blockade. The UN Security Council (UNSC) convenes to discuss the situation in Gaza and Israel but does not come to any conclusions. Arab League secy.-gen. In the West Bank, Palestinians clash with IDF forces at the funerals in Hebron and al-Nabi Salih for the 2 Palestinians killed (see 11/19) in demonstrations against Israel’s Operation Pillar of Defense. The IDF also conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon, and in Jenin, Tulkarm and 2 nearby villages, Hebron and 2 nearby villages, Bethlehem, 1 nearby village, and Dahayshah r.c. and Aida r.c. (both in Bethlehem) at night. Jordanian protesters hold rallies across the country and issue a call for a ‘‘popular uprising’’ against the government in light of rising fuel prices and unpopular economic policies. This is the 7th consecutive day of demonstrations. (HA 11/20)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

PM Haim Ramon says Israel’s strategic goal is to overthrow Hamas in Gaza using military and economic pres sure. Islamic Jihad, declaring that it would not adhere to a truce, fires 5 rockets fr.
