Netanyahu criticizes the 2 ministers for disloyalty, citing their opposition to his “nation-state” bill, and tells the press that he will soon call for the 19th Knesset to be dissolved. Meanwhile, reps. of the 4 nonZionist parties in the Knesset, Balad, Hadash, Ra’am, and Ta’al, meet to discuss running as a joint list in the upcoming elections. The French parliament passes a symbolic res. that facilitates recognition of Palestinian statehood. The res. “invites the French govt. to use the recognition of the State of Palestine as an instrument to gain a definitive res. of the conflict,” and sets a 2-year deadline for the creation of an independent Palestinian state. Bethlehem when IDF troops raid the village and search several homes. The IDF also conducts arrest raids and house searches nr. Jenin, Nablus, and Ramallah; patrols nr. Hebron, Birzeit, Ramallah, Jericho, Tulkarm, and Qalqilya; arrests 2 Hamas mbrs. IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation in 8 locations nr. Ahead of the French Parliament’s 12/2 vote on Palestinian statehood, FM Fabius presents a new diplomatic proposal for restarting peace negotiations. The proposal includes a UNSC res., currently being drafted by French officials as an alternative to a Palestinian-drafted text, which will provide a framework and a 2-year deadline for talks. He says that France is prepared to host a new round of peace negotiations. (AFP, HA 11/28)

In the Gaza Strip, IDF troopsstationed along the border arrest 2 Palestinians attempting to enter Israel. In the West Bank, IDF troops enter e. Nablus on a raid and clash with Palestinians, injuring 3 with live ammunition and tear gas. IDF troops enter an area e. of Yatta nr. Hebron and seize a tractor and 4 water tanks; demolish several mobile homes in a village e. of Ramallah; deliver stop-work notes to several construction sites nr. Jericho and demolition notices for 6 wells in Qusra village in the n. West Bank, where Israeli settlers later attack Palestinian property; 2 of the settlers are detained. Separately, around 100 settlers from Adi Ad gather nr. al-Mughir village, but IDF troops intervene before they can attack the residents. In East Jerusalem, Israeli security forces enter Jabal Mukabir to deliver demolition orders to the homes of the Palestinians who attacked a synagogue and were killed on 11/18, then raid a mourning tent set up for them; 5 Palestinians are injured in the ensuing clashes. There are further clashes in Abu Dis, and 37 Palestinians are injured. In Sur al-Bahir, Silwan, and al-Tur, undercover Israeli military officers raid multiple homes, sparking more clashes; approximately 35 Palestinians suffer effects of tear gas inhalation and 12 are injured with rubber-coated metal bullets. Israeli security forces also conduct arrest raids on several homes in the Old City. After meeting with UK Foreign Secy. Philip Hammond in London, U.S. Secy. of State Kerry travels to Paris for meetings with French FM Laurent Fabius and Saudi FM Saud al-Faisal, then to Vienna to join the P5+1 negotiating team ahead of the 11/24 deadline. Meanwhile, the head of the International Atomic Energy Agency (IAEA), Yukiya Amano, calls on Iran to increase its cooperation with the agency, saying that the govt. has not been transparent about some aspects of its research. Two Palestinian men attack a synagogue in West Jerusalem, killing 4 rabbis and 1 Druze policeman, and injuring around 8 others. Policemen shoot and kill the 2 men. Later in the day, Israeli security forces raid the men’s homes in Jabal Mukabir, East Jerusalem, and arrest 12 of their relatives. Clashes break out between Palestinians and Israeli officers in the neighborhood, injuring 22 Palestinians with tear gas and rubber-coated metal bullets. More clashes erupt in Sur al-Bahir, Wadi al-Juz, and al-Tur. Israeli PM Netanyahu orders the punitive demolition of the 2 men’s homes, and adds additional border police in Jerusalem. In the Gaza Strip, public servants in ministry offices, schools, and public universities begin a general strike, protesting the fact that their full salaries haven’t been paid for over a year. In the West Bank, Palestinians nr. Tulkarm protest the recent Israeli violence in Jerusalem, sparking clashes with IDF soldiers. Dozens of Israeli settlers attack a Palestinian school in ‘Urif village nr. Nablus in response to the killing of the 4 rabbis, and IDF troops injure 6 Palestinians with rubber-coated metal bullets, including a Reuters cameraman. Meanwhile, an Israeli settler shoots and seriously injures a Palestinian youth after a settler demonstration e. of Ramallah and Israeli settlers attack a Palestinian home s. of Nablus. Separately, settlers throw rocks at Palestinian vehicles nr. Nablus and Hebron. IDF troops shoot and injure a Palestinian in Baytin village nr. Ramallah. Also, IDF troops search the Hebron homes of 2 of the Palestinian men accused of kidnapping and killing 3 Israeli settler teenagers on 6/12; and raid Bayt Umar village. In East Jerusalem, Israeli settlers stab a Palestinian man on the street in Kafr ‘Aqab, moderately injuring him. In the ensuing clashes with Israeli security forces, several Palestinians suffer from tear gas inhalation. Israeli forces demolish the home of the Palestinian man who was killed by police after driving a vehicle into a group of pedestrians on 10/22. Also, Israeli police arrest a Palestinian man on the charge of incitement after he posts videos and images to a Facebook page supporting violence against Israelis. At a rally in Jenin marking the anniversary of the Sabra and Shatila massacre, PA Pres. Abbas reiterates that the Palestinians will head to the UN to “achieve our goals.” Meanwhile, PA FM Riyad al-Maliki says that Abbas will use his upcoming meeting with French pres. François Hollande on 9/19 in Paris to ask for official recognition of Palestinian statehood and French support for a proposed UNSC res. demanding Israel’s withdrawal from the occupied Palestinian territories. UN peacekeepers withdraw from their posts along the Syrian side of the border with Israel. The relocation of hundreds of mbrs. of the UN Disengagement Observer Force (UNDOF) occurs following recent clashes between Syrian govt. forces and opposition groups in the area (see 9/4, 9/8, 9/11, 9/12). The PA Economic Council for Development and Reconstruction releases a report with initial estimates for the cost of rebuilding the Gaza Strip. The council, which coordinates the implementation of donor projects, concludes that the project will cost $7.8 b., which includes $4.4 b. of “direct losses” and $3.02 b. set aside for “development needs.” (MNA, REU 9/4)

U.S. and Iranian officials begin bilateral talks in Geneva on Iran’s disputed nuclear program. Meanwhile, EU officials say that reps. of Iran and the P5+1 group (the U.S., UK, China, France, Russia, and Germany) will hold new talks in New York on 9/18, to continue efforts at reaching a comprehensive deal before their 11/24 deadline. A projectile attributed to “errant fire” by the Israeli military hits the occupied Golan Heights from inside Syrian territory, causing no injuries. In response, the IDF hits an unspecified target in Syria, which opposition sources claim is a Syrian army base. There are no reports of casualties. (REU 9/4)

In the Gaza Strip, the IDF continues its assault with strikes on around 53 targets, killing 12 Palestinians and injuring dozens more. Also, IDF troops stationed nr. the border shell areas across the fence with artillery in 2 incidents. The armed Palestinian groups launch over 120 projectiles into Israel; of which, 102 land in open areas, 4 in urban areas, and 16 are intercepted by Iron Dome batteries. Also, Israeli authorities reopen the Erez border crossing, after closing it on 8/24. In the West Bank, a Palestinian teenager dies from injuries sustained in clashes with IDF troops on 8/15. The IDF conducts house searches and raids in 2 neighborhoods in Ramallah, Tulkarm r.c., and 1 suburb of Tulkarm, arresting 4. During the day, IDF troops conduct patrols in al-Fawar r.c., Hebron, and 1 village nr. Hebron; establish mobile checkpoints in 1 village nr. Hebron and 2 villages nr. Ramallah. In a village nr. Salfit, PA security forces detain 3 armed Israeli settlers and turn them over to IDF troops. In East Jerusalem, Israeli security forces enter Silwan to set up a mobile checkpoint and raid several houses. Stone-throwing Palestinian youth clash with the soldiers, but there are no arrests or injuries. (HA 8/25; PCHR 8/28)

Israeli and Palestinian negotiators return to Cairo and reports appear in the press of a potential breakthrough. Senior Islamic Jihad officials Khalid al-Batsh and Ziad Nakhleh are quoted saying they believe an agreement will be made within hours. Lebanon-based Hamas official Usama Hamdan says “there has been positive and fast progress.” An anonymous Palestinian official says that the Palestinian delegation would accept the new Egyptian proposal that would open the crossings into Gaza for aid and construction material, and defer disputed points to further negotiations to be held in 1 mo. Notably, Egypt requires the Rafah crossing to be negotiated with the Palestinians directly, separate from the indirect negotiations with the Israelis. Later in the day, however, senior Hamas official Musa Abu Marzuq says that there has been no progress in talks. (HA, JP, MNA, ToI, Yahoo! 8/25)

In closed meetings at the UN headquarters in New York, U.S. diplomats present principles for a UNSC res. that would call for a cease-fire in Gaza and conduct meetings with their German, French, and British counterparts, as well as Jordanians, in the hope of reconciling the 3 different proposals. The U.S. has sent Israel and Egypt a draft of the principles in the past 2 days. The Jordanian draft includes an international monitoring mechanism and the other 2 do not. (JP, REU 8/25)

In the Gaza Strip, the IDF continues its ground offensive as well as air strikes, killing 53 Palestinians, around 10 of whom die in a strike on a park in al-Shati r.c., which the eyewitnesses blame on an IDF drone strike and the IDF army says was a misfired Palestinian rocket. In the evening, the IDF sends text messages and phone calls to residents in n. and e. neighborhoods of Gaza City, telling them to evacuate their homes and leave for c. Gaza City. Palestinians continue to fire rockets and mortar shells into Israel, with a mortar shell killing 4 IDF soldiers nr. the Gaza border. In the West Bank, IDF troops shoot and injure 3 Palestinians outside Yatta nr. Hebron during a protest against the attack on Gaza. The IDF conducts house searches and arrest raids in 1 village each nr. Nablus and Ramallah at night. In New York City, UN Secy.-Gen. Ban says that both Israelis and Palestinians have expressed interest in a further 24-hour truce but no deal has been reached. Ban also raises concerns about the proportionality of Israel’s actions, saying that the destruction in Gaza had been described by some as a “man-made hurricane.” Meanwhile, in Washington, U.S. Secy. of State Kerry says that efforts to secure a truce between Israel and Hamas must ultimately include the disarmament of the latter. U.S. Pres. Obama, French pres. Francois Hollande, German chancellor Angela Merkel, British PM David Cameron, and Italian PM Matteo Renzi hold a teleconference to discuss various issues, including the escalation of violence in Gaza. In the Gaza Strip, the IDF continues its assault on the Gaza Strip, killing 151 Palestinians, except during a 12-hour humanitarian cease-fire. There are no Israeli strikes during the pause, but IDF troops continue to destroy tunnels. During the pause, residents of Gaza stock up on supplies and inspect the damage done to property. The armed Palestinian groups fire rockets into Israel both before the 12-hour humanitarian cease-fire and immediately after, causing no serious damage or injuries. The IDF announces that 2 soldiers died of their wounds. In the West Bank, IDF troops clash with Palestinians nr. Hebron, at the funeral for a man killed the previous day in al-‘Arub r.c., causing no serious injuries. IDF troops shoot and wound 6 Palestinians with live ammunition in n. Bethlehem, during clashes nr. Rachel’s Tomb. In Bayt Furik nr. Nablus, IDF troops injure 5 with live ammunition during clashes with residents. In the morning, U.S. Secy. of State Kerry and senior European diplomats, including the FMs of France, Britain, Germany, and Italy, as well as their counterparts from Qatar and Turkey, meet in Paris and call for an extension of the 12-hour humanitarian cease-fire. French FM Fabius, speaking for the group, says that they all “want to obtain, as quickly as possible, a durable, negotiated cease-fire that responds both to Israeli needs in terms of security and to Palestinian needs in terms of the socialeconomic development and access to the territory of Gaza.” (AFP, AP, HA, JP, MNA, REU, WAFA 7/26)

In the evening, the Israeli security cabinet responds to the calls from the international community and decides to unilaterally extend the humanitarian cease-fire for 4 hours, then an additional 24 hours, though IDF troops will continue seeking out and destroying tunnels. Al-Qassam Brigades and other Palestinian groups do not agree to the extension, and fire rockets into Israel, causing no damage or injuries. (AFP, AP, MNA, REU, WAFA 7/26)

The IDF continues its ground invasion, as well as air strikes in the Gaza Strip, killing 53 Palestinians, including 8 mbrs. of a single family killed in Bayt Hanun. IDF troops face resistance on the ground, in particular from fighters in al-Qassam Brigades and al-Quds Brigades, with both groups claiming attacks on IDF soldiers and positions inside the Gaza Strip. Palestinians fire more than 40 rockets into Israel, and Iron Dome batteries intercept several over Tel Aviv while 25 land in open areas, with no reports of casualties. In the West Bank, IDF troops shoot and injure dozens of Palestinians in a number of protests in solidarity with Gaza, including at Qalandia checkpoint, outside Ofer prison, in Biddu village nr. Jerusalem, and in Shuqba village nr. Ramallah. The IDF conducts house searches and arrest raids in Hebron at night; patrols in 3 villages each nr. Jericho and Ramallah, and 1 village nr. Salfit in the afternoon. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin). There are no serious injuries, except in Nabi Salih, where 1 is hit by a bullet, and Ni‘lin, where another is hit by a bullet. In East Jerusalem, Israeli security forces clash with Palestinians at Haram al-Sharif, 9 are taken to the hospital, including at least 4 injured by rubber-coated metal bullets. The Israeli security cabinet meets to discuss expansion of the ground operation, with Netanyahu saying that “since there is no way to deal with the tunnels only from the air, our soldiers are doing it now from the ground.” Meanwhile, Pres. Abbas asks France to lobby Hamas’s regional allies Turkey and Qatar to pressure the Palestinian group to accept a ceasefire. French FM Fabius meets Abbas in Cairo after flying out specifically to boost efforts at reaching a cease-fire. Abbas then heads to Turkey for talks with PM Recep Tayyip Erdogan. U.S. Pres. Obama, meanwhile, speaks with PM Netanyahu, underscoring Israel’s right to defend itself, but also stressing the risks of “further escalation.” In New York, the UNSC holds an emergency meeting at the request of Jordan, where it is announced that Secy.-Gen. Ban will head to the region the next day. After concluding a 6th round of talks since the beginning of the 6-mo. interim period began on 1/20, reps. of Iran and the P5+1 powers agree to extend talks on Iran’s disputed nuclear program until 11/24. (REU 7/18)

The IDF continues attacks across the Gaza Strip, killing 18 Palestinians. Also, the IDF drops leaflets over Bayt Lahiya that tell residents to evacuate ahead of intensified attacks. In response, around a quarter of Bayt Lahiya’s population, approximately 70,000 people, flees and seeks shelter in UNRWA facilities. Palestinians fire more than 70 rockets into Israel, causing some damage and injuring 1 with shrapnel. Meanwhile, Palestinian gunmen execute an alleged collaborator with Israel in Rafah. While in Vienna for talks on Iran’s nuclear program, U.S. Secy. of State Kerry speaks with PM Netanyahu on the phone, and says that the U.S. is ready to help broker a cease-fire along the lines of the 11/2012 agreement. Also, Kerry discusses the crisis with his French, British, and German counterparts. Speaking in Vienna, French FM Fabius and British foreign secy. William Hague both urge a return to the ceasefire agreement of 11/2012. Unknown persons fire 1 rocket from inside Syria and into the Israeli-occupied Golan Heights, causing no damage or injuries. IDF troops respond with artillery fire toward Syrian military bases, and claim direct hits, though there are no reports of damage or casualties. (HA 7/13)

IDF air strikes and shelling of the Gaza Strip continues for a 4th day, killing 16 Palestinians as 230 targets are hit. The attacks cause widespread damage to houses, infrastructure, and public buildings. There are fatal strikes in al-Shuja‘iya, elsewhere in Gaza City, Jabaliya, and Rafah, among others. Palestinians fire 90 rockets into Israel, causing damage and injuring 10 in Beersheba and Ashdod, including 1 seriously. Iron Dome batteries intercept 25 of the rockets. Two IDF soldiers are lightly injured by an antitank missile nr. the Gaza border, damaging their jeep. In the West Bank, IDF troops shoot and injure 9 Palestinians with live fire and rubber-coated metal bullets during clashes nr. Rachel’s Tomb in n. Bethlehem. In Kafr Qaddum, Israeli soldiers shoot and injure 5 Palestinians with live ammunition during clashes, and there are less intense confrontations after Friday prayers in Hebron and nearby al-Fawar r.c. In East Jerusalem, Israeli authorities prevent Palestinian men under 50 years old from entering Haram al-Sharif, and 20 Palestinians are injured by stun grenades and rubber-coated metal bullets during clashes in Issawiyya. A presidential election is held in Syria, and Pres. Bashar al-Asad is expected to win a majority of the vote.
