In the Gaza Strip, the IDF continues its assault with strikes on around 53 targets, killing 12 Palestinians and injuring dozens more. Also, IDF troops stationed nr. the border shell areas across the fence with artillery in 2 incidents. The armed Palestinian groups launch over 120 projectiles into Israel; of which, 102 land in open areas, 4 in urban areas, and 16 are intercepted by Iron Dome batteries. Also, Israeli authorities reopen the Erez border crossing, after closing it on 8/24. In the West Bank, a Palestinian teenager dies from injuries sustained in clashes with IDF troops on 8/15. The IDF conducts house searches and raids in 2 neighborhoods in Ramallah, Tulkarm r.c., and 1 suburb of Tulkarm, arresting 4. During the day, IDF troops conduct patrols in al-Fawar r.c., Hebron, and 1 village nr. Hebron; establish mobile checkpoints in 1 village nr. Hebron and 2 villages nr. Ramallah. In a village nr. Salfit, PA security forces detain 3 armed Israeli settlers and turn them over to IDF troops. In East Jerusalem, Israeli security forces enter Silwan to set up a mobile checkpoint and raid several houses. Israeli and Palestinian negotiators return to Cairo and reports appear in the press of a potential breakthrough. Senior Islamic Jihad officials Khalid al-Batsh and Ziad Nakhleh are quoted saying they believe an agreement will be made within hours. Lebanon-based Hamas official Usama Hamdan says “there has been positive and fast progress.” An anonymous Palestinian official says that the Palestinian delegation would accept the new Egyptian proposal that would open the crossings into Gaza for aid and construction material, and defer disputed points to further negotiations to be held in 1 mo. Notably, Egypt requires the Rafah crossing to be negotiated with the Palestinians directly, separate from the indirect negotiations with the Israelis. In closed meetings at the UN headquarters in New York, U.S. diplomats present principles for a UNSC res. that would call for a cease-fire in Gaza and conduct meetings with their German, French, and British counterparts, as well as Jordanians, in the hope of reconciling the 3 different proposals. The U.S. has sent Israel and Egypt a draft of the principles in the past 2 days. The Jordanian draft includes an international monitoring mechanism and the other 2 do not. (JP, REU 8/25)

In the Gaza Strip around midday, an armed Palestinian group launches 3 rockets into Israel that land in an open area nr. Beersheba, breaking the 24-hour extension to the previous 5-day cease-fire. The IDF responds with air strikes, hitting approximately 25 targets across Gaza, killing 2 Palestinians and injuring over 50. In 1 incident late at night, IDF troops launch 6 missiles at a house in Gaza City in an attempt to assassinate Mohammed Deif, Izzeddin al-Qassam Brigades commander. Deif’s wife and 7-mo.-old son, as well as 3 other Palestinians, are killed in the attempt. The armed Palestinian groups fire over 50 projectiles into Israel, with 1 rocket hitting a highway nr. Tel Aviv and around 14 intercepted by Iron Dome batteries. At a hospital in Turkey, 1 Palestinian succumbs to injuries sustained earlier in the assault. Overnight in the West Bank, the IDF conducts house searches and raids in Dayr Istya, Hebron, 3 villages nr. Nablus, 1 village s. of Hebron, and 1 village n. of Tulkarm, arresting 13 Palestinians. In the morning in Cairo, Palestinian and Israeli negotiators, as well as Egyptian mediators, conduct talks on a long-term ceasefire agreement, specifically the Israeli demands for Hamas’s disarmament and the Palestinian demands for lifting the blockade. Head of the Palestinian delegation al-Ahmad says “maybe we will reach an agreement and maybe not.” Palestinian negotiator Qais Abdel Karim says the Israelis have proposed measures that would comprise “not removing the blockade but easing it.” Hamas spokesperson Fawzi Barhoum says, in an email to CNN, that “if Netanyahu does not understand our message and people’s demands in Gaza through political language, we know a way to make him understand.” After hostilities resume in Gaza, both Israel and the Palestinian factions accuse the other of violating the cease-fire and instruct their reps. to end the negotiations. German, French, and British diplomats begin circulating a document containing principles for a new United Nations Security Council (UNSC) res. at the UN’s New York headquarters. The principles include a return of PA control to Gaza, reconstruction under international supervision, and a return to Israeli-Palestinian peace negotiations. U.S. and Israeli diplomats have been briefed on the initiative. (HA 8/21)

The IDF continues its assault on the Gaza Strip by air, land, and sea, killing 64 Palestinians with strikes on approximately 100 targets. Attacks occur before and after a humanitarian cease-fire running from 10:00 A.M. to 5:00 P.M. local time. The cease-fire is not observed in areas of Rafah where IDF ground troops are targeting and destroying tunnels. Armed Palestinian groups fire rockets over Ashdod and Ashqelon, causing no injuries. Other rockets land nr. the Gaza border, also causing no injuries. In the West Bank, IDF troops shoot and injure a Palestinian nr. Tulkarm. The IDF patrols during the day in 2 villages nr. Jericho and al-Bireh. In East Jerusalem, a Palestinian man kills an Israeli when he drives an excavator into pedestrians on the sidewalk. Israeli police shoot and kill the driver on the spot and later describe the incident as a “terrorist attack.” In a separate incident, armed Palestinians open fire on an Israeli soldier nr. Hebrew University, injuring him. In Issawiyya, dozens of Palestinians clash with Israeli security forces, causing no serious injuries. At Haram al-Sharif, Israeli security forces enter to escort right-wing Jewish activists out of the area. In Cairo, reps. of Israel and Hamas agree to a 72-hour humanitarian cease-fire to begin on 8/5 at 8:00 A.M. local time, with Egyptian officials urging reps. of all sides to attend further talks to negotiate a longer term cease-fire. U.S. Pres. Obama signs into law a joint res. appropriating $225 m. in supplemental funding for Israel’s Iron Dome missile defense system. The IDF continues its assault on the Gaza Strip, conducting air strikes and advancing its ground offensive. Israeli attacks kill 144 Palestinians. In air strikes on 3 homes in Khan Yunis, 13 Palestinians from the same family are killed. Israeli tank fire hits Gaza’s only power plant, partially destroying it and further cutting electricity to Gaza City and other parts of the territory. The plant’s director says that it is “finished.” Meanwhile, the IDF gives evacuation orders to more than 400,000 residents of n. Gaza. Armed Palestinian groups fire rockets into Israel, with air raid sirens in Ashqelon and nr. Jerusalem, among other places. Iron Dome batteries intercept 1 rocket above the Gush Etzion settlement bloc nr. Bethlehem, a projectile claimed by al-Quds Brigades. In the West Bank, a Palestinian dies in Hebron, succumbing to injuries he received in clashes with IDF troops on 7/20. The IDF conducts house searches and arrest raids into 1 village nr. PLO official Yasir ‘Abid Rabbuh announces that the various factions agreed to a 24-hour truce, but his claim is subsequently denied by Hamas. Al-Qassam Brigades head Mohammed Deif says in an audio address that there will be no long-term cease-fire without “the stop of the aggression and the end of the siege.” (AFP, AP, Guardian, HA, JP, MNA, REU, YA 7/29)

The IDF continues its assault on the Gaza Strip by land, sea, and air, killing 66 Palestinians. Armed Palestinian groups fire more than 80 rockets into Israel, with 16 intercepted by Iron Dome batteries. Palestinian fighters kill 2 Israeli soldiers in Gaza. Across the West Bank, there are large demonstrations against the attack on Gaza in Bethlehem, Jenin, Nablus, Ramallah, Salfit, Tulkarm, and other locations. IDF troops kill 7 Palestinians as clashes break out during the protests. In one of the clashes, at Hawara checkpoint, an Israeli settler kills a Palestinian, bringing the day’s total to 8. In addition, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 1 is injured by a bullet, and Ni‘lin, where 2 are injured by bullets. In addition, Jewish settlers attack 2 Palestinians in Bayt Hanina, seriously injuring 1. In East Jerusalem, Israeli security forces clash with Palestinians after worshippers under the age of 50 are banned from entering Haram al-Sharif, injuring around 40. Meanwhile, in the early afternoon the Israeli cabinet rejects a draft of cease-fire principles proposed by U.S. Secy. of State Kerry, which he based partly on consultations with reps. of Qatar and Turkey. A senior Israeli official reportedly later described the proposal as a “strategic terrorist attack.” Later, Secy. In the evening, the UN, U.S., Egypt, and the Arab League call for an extendable 12-hour humanitarian cease-fire. PM Netanyahu tells Secy. of State Kerry that Israel will observe the humanitarian pause the following day, but the IDF will continue working to locate “terror tunnels.” Hamas spokesperson Abu Zuhri says that al-Qassam Brigades and other factions will observe the humanitarian pause. In the Gaza Strip, Palestinians fire 3 rockets into s. Israel, 2 are intercepted by Iron Dome missile defense batteries and 1 causes minor damage, but no injuries. A 4th rocket fired by Palestinians lands inside the Gaza Strip, killing a child in Bayt Lahiya and injuring 3 other family mbrs. In response to the rocket fire, the IDF attacks 7 sites in the Gaza Strip, causing damage and injuring 2 police officers. Israeli military sources say that Islamic Jihad’s al-Quds Brigades are responsible for some of the rocket fire, along with smaller groups that operate independently, and often contrary to, Hamas’s authority. In the West Bank, the IDF scales back OBK, removing some of the mobile checkpoints set up in the Hebron area. Israeli DM Ya’alon says that “a large part of the operation against Hamas has been exhausted.” Meanwhile, the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the morning, 1 village nr. Jenin in the afternoon, and in 5 villages nr. Hebron, in Jenin, and Tulkarm at night. Jewish settlers chop down olive trees and grapevines nr. PA Pres. Abbas tells Egypt’s al-Watan newspaper that “we completely reject” the kidnapping of the Israeli youth and “are sorry it happened.” Abbas also says that Israel wants a PA “without authority or power.” Israeli PM Netanyahu praises Abbas’s condemnation of the abduction. (AFP, MNA 6/24)

Later in the day, IDF troops target 5 Islamic Jihad and Hamas sites across the Gaza Strip, injuring 6. Off the coast of the Gaza Strip nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or damage, and arrest 2 fishermen. Meanwhile, 5 mbrs. of Hamas’s al-Qassam Brigades and 1 firefighter die in an explosion in a tunnel nr. Gaza City. Israeli PM Netanyahu says that he expects the Palestinian unity govt. to dissolve, and that authorities are moving closer to finding the missing Israeli settler teenagers. Hamas senior official Salah Bardawil says, at a solidarity rally in Gaza, that Hamas is “capable of igniting a 3d intifada,” while Hamas spokesperson Abu Zuhri condemns continued security coordination between the PA and Israel. Israeli PM Netanyahu reiterates the accusation that Hamas was behind the suspected kidnapping and that the PA is responsible for the fate of the teenagers. U.S. Secy. of State Kerry condemns what he calls a “despicable terrorist act” and says “many indications point to Hamas’s involvement.” The IDF detains dozens more in the West Bank, including parliament speaker ‘Aziz Dwayk, with an estimated 150 Palestinians arrested so far during OBK. Israel’s Coordinator of Govt. Activities in the Territories Yoav Mordechai tells the media that the IDF is not coordinating with PA security forces in the search, and believes Hamas is behind the kidnapping. IDF Chief of Staff Benny Gantz tells senior officers that “we’re heading towards an extensive operation.” He says the objective is to “find the 3 teens, bring them home, hit Hamas as hard as possible and move forward.” The Executive Comm. of the PLO meets in Ramallah and issues a statement condemning the campaign in the West Bank, while PA spokesperson Ehab Bseiso says that the PA condemns Israel’s “collective punishment of the Palestinian people.” (AFP, HA, JP, MNA, WAFA, YA 6/15)

In the Gaza Strip, Israeli forces open fire on Palestinian protesters close to the border fence nr. Jabaliya, wounding 7. Separately, Israeli forces open fire on an open area in the c. Gaza Strip, causing no injuries. In the West Bank, the IDF opens fire on a crowd of a few hundred Palestinian demonstrators outside Jalazun r.c., wounding 14 with live ammunition and 4 with rubber-coated metal bullets. The protest is a response to the killing of a camp resident on 1/29. In addition, Palestinians clash with Israeli forces nr. Ramallah outside Silwad village, with 1 Palestinian wounded by live ammunition. IDF troops detain 2 Palestinians who they say went to the entrance of Nahlilel settlement and set off fireworks. In Bethlehem, amid clashes with Israeli soldiers, Palestinian youth throw an improvised explosive device at Rachel’s Tomb. The clashes result in 7 arrests. Meanwhile, hundreds of Palestinian activists with some internationals go to ‘Ayn Hiljeh, an abandoned Palestinian village in the Jordan Valley, as part of a demonstration protesting settlement activities and land confiscation. The Popular Struggle Coordination Cmte. says that the step is also aimed at averting reported Israeli intentions to annex the area. In Switzerland, the 1st round of UN-sponsored peace negotiations on Syria ends with no breakthroughs or even seeming progress in bringing the 2 sides closer together. UN-Arab League joint special envoy Brahimi, who is serving as mediator, expresses frustration that even an agreement to allow an aid convoy to reach Homs remained elusive. Opposition delegates say they will return on 2/10, but govt. reps. say they would need to check with Damascus. (REU 1/31)
