In the West Bank, DFLP activists erect a new memorial in Jenin to Khaled Nazzal, the party leader assassinated by Mossad agents in 1986, hours after IDF troops came under fire while removing the original on 6/30. Late at night, IDF troops rearrest Khalida Jarrar, a leader of the Popular Front for the Liberation of Palestine (PFLP) and Palestinian Legislative Council (PLC) mbr., during a raid of her home in Ramallah. She was released from Israeli prison on 6/3/2016, having served 12 mos. on charges related to her PFLP membership. IDF troops arrest 6 more Palestinians during late-night raids in and around Hebron and Ramallah. In East Jerusalem, a Palestinian family demolishes its own home in Issawiyya to avoid paying Israeli demolition fees. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya for the 2d day in a row, causing no damage or injuries. Along Gaza’s border, Israeli forces arrest a Palestinian reportedly attempting to cross into Israel in search of a job. Meanwhile, Hamas forces bar a Fatah Central Comm. mbr., Ahmad Halas, from leaving Gaza. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih) and Kafr Qaddum nr. Qalqilya; at least 1 Palestinian is injured. Elsewhere in the West Bank, an armed Palestinian opens fire on IDF troops conducting a late-night operation in Jenin, causing no injuries. (The Israeli soldiers were removing a memorial for Khaled Nazzal, a Democratic Front for the Liberation of Palestine [DFLP] leader assassinated by Israeli Mossad agents in 1986.) Meanwhile, IDF troops arrest 4 Palestinians and issue 2 arrest summons during late-night raids in and around Jenin and Bethlehem; and patrol nr. Nablus and Hebron during the day. Along Gaza’s border, a former resident of Gaza who moved to Israel 5 years ago under family unification law crosses back into Gaza. Hamas security forces take him into custody. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. Hamas and Islamic Jihad declare a cease-fire in Gaza, after reported mediation by Egyptian intelligence officials. Despite the cease-fire, Palestinian fighters fire 6 rockets from Gaza into Israel, causing no injuries—but this marks a huge reduction from the estimated 100 projectiles the previous day. The attacks are claimed by the PFLP, the DFLP, and the PRCs. Israel does not acknowledge the statement by the Palestinian factions. The Israeli newspaper Ha’Aretz reports that Israeli DM Barak has approved a plan to expand the Itamar settlement to 5 times its size by adding 538 homes. Meanwhile, Israeli authorities demolish a home in the East Jerusalem neighborhood of the Mount of Olives, making 8 people homeless. In the West Bank, the IDF patrols in 1 village nr. Ramallah in the morning and 1 village nr. Ramallah at night; conducts house searches and arrest raids in 2 villages nr. Hebron, 1 village nr. Tulkarm, and 1 village nr. Jenin at night. The IDF fires tank shells into Syria and hits a Syrian military mobile artillery unit, in response to a Syrian mortar shell that struck the occupied Golan Heights earlier in the day. (REU 11/12)

The IDF continues heavy air strikes (including 1 missile dropped fr. a war plane and 13 missiles fired fr. helicopters and drones) and artillery attacks (more than a dozen) hitting at least 19 targets across Gaza, killing another 11 Palestinians (5 civilians and 6 militants), wounding 20 (19 civilians and 1 militant), and damaging a commercial building and several homes. Israeli DM Barak stresses that the assaults are in response to the bus attack on 4/7 and not the start of a major offensive. Palestinians fire another 24 mortars and 6 rockets, causing damage in 2 incidents but no injuries. Various factions claim responsibility for firing, including the AMB, DFLP, Hamas, Islamic Jihad, the Popular Front for the Liberation of Palestine (PFLP), and the PRCs. Israel’s new Iron Dome system intercepts 3 of the rockets. In addition, IDF troops on the n. Gaza border fired warning shots at Palestinian farmers nr. the border fence, forcing them to flee. Israeli naval vessels fired toward the Gaza City beach and at Palestinian fishermen off the coast w. of Nussayrat r.c., causing no injuries. With the past 24 hrs. marking the worst flare-up in crossborder violence since OCL, UN Secy.-Gen. Ban calls on both sides to observe a ceasefire immediately. In the West Bank, the IDF patrols in Jericho and 2 villages nr. Ramallah (firing rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing youths who confront them, causing no serious injuries); conducts morning arrest raids, house searches nr. Jericho. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih/Dayr Nizam. Unidentified Palestinians fire 1 mortar fr. Gaza into Israel during the day, causing no damage or injuries. The DFLP and PFLP claim responsibility for firing several mortars fr. Gaza into Israel late in the evening, but the IDF says it detected no launches during that period. Later in the evening, the IDF makes at least 2 air strikes on a Hamas building in n. Gaza and an alleged weapons factory in c. Gaza, wounding 2 Palestinians. In the West Bank, IDF troops fatally shoot a Palestinian man who approaches a checkpoint nr. Nablus carrying a glass bottle and fails to heed orders to halt, later admitting the man was not carrying anything that could harm soldiers. During the day, the IDF patrols in 4 villages nr. Qalqilya and 3 nr. Jenin; raids another village nr. Jenin late at night, searching a home and arresting 1 Palestinian. Jewish settlers fr. Revava settlement nr. In retaliation for Israeli air strikes on 12/18, the Democratic Front for the Liberation of Palestine (DFLP) and the PRCs claim responsibility for firing 4–9 mortars fr. Gaza toward IDF targets just inside the Israeli border, with at least 4 landing inside Israel, causing no damage or injuries. IDF troops on the n. Gaza border fire on Palestinian shepherds who stray nr. the border fence, wounding 1. In the West Bank, IDF troops raid and search homes in Bayt Umar, searching for Palestinians who threw stones at an IDF checkpoint into the village, arresting 1 Palestinian man; conducts late-night arrest raids, house searches in Hebron and nr. Nablus. Palestinians accompanied by Israeli and international activists hold a nonviolent demonstration against settlement expansion in Bayt Umar. IDF soldiers fire tear gas and stun grenades at the protesters (causing no injuries) and arrest 3 Israelis. In East Jerusalem, Israeli authorities force a Palestinian to demolish his own home or pay the government nearly $5,500 for doing the job; the owner had already been fined more than $26,000 for building without a permit. Inside Israel, Israeli police find the body of American tourist Kristine Luken stabbed to death in a nature area southwest of Jerusalem, inside Israel, nr. the West Bank border. The woman’s friend, American Kaye Susan Wilson, escaped, telling police that she and Luken were ambushed by 2 knife-wielding Arabs who bound and stabbed them. Qalqilya, Tulkarm; patrols in Aida r.c., Dura (firing on stone-throwing children who confront them, injuring 2); fires on residential areas of Jayyus nr. Qalqilya. The IDF conducts late-night arrest raids, house searches in Balata r.c., causing a 65-yr.-old Palestinian woman to suffer a fatal heart attack; fires on a taxi nr. Erez crossing carrying 2 international aid workers, seriously injuring the driver; shoots, wounds a Palestinian working in a field nr. Jabaliya. The Democratic Front for the Liberation of Palestine (DFLP), Islamic Jihad claim joint responsibility for firing a rocket-propelled grenade at an IDF jeep nr. Netzarim, causing no damage or injuries. The IDF fires missiles at a car traveling nr. Rafah, killing 5 DFLP mbrs. Israeli security sources say 1 of those killed, Ayman Bihdari, was targeted for assassination for his role in organizing the 8/25/01 raid on a Gaza IDF post that left 3 soldiers dead. The DFLP vows retaliation. The IDF also demolishes 2 Palestinian homes in Issawiyya; shells an alleged Palestinian mortar factory in Jabaliya. Nr. Nablus, Palestinian gunmen fire on a car with Israeli license plates, wounding an Israeli Arab B'Tselem employee on the job collecting information on human rights violations by the IDF. Israel initiates land, sea, air strikes against PA targets in the West Bank and Gaza, leaving 3 Palestinians dead and destroying the PA intelligence headquarters in Gaza City, the naval headquarters in Nussayrat, a PA police station in Rafah. Israel claims the action is in response to mortar attacks staged fr. those areas. In East Jerusalem, DFLP gunmen ambush a Jewish settler vehicle, killing 1 settler, wounding 1. IDF troops guarding Har Homa settlement direct shells, heavy machine gun fire at Bayt Sahur, injuring at least 8 Palestinians. Troops continue to bombard the town as Red Crescent medical workers attempt to reach the wounded, killing a Palestinian paramedic, destroying 3 ambulances. The IDF also arrests PC vice chmn. Occupied Palestine/Israel: Three Palestinians are deported to Jordan: Amin Ramzi Dawish Maqbul, of Nablus; Walid Ahmad Mahmud Nazzal, of Jenin district; and Bahjat Mustafa Hasan al-Biyadi Jayyusi, of Tulkarm district. Nazzal is accused of being a senior leader in the DFLP, Maqbul of being a Fateh leader for the Nablus area, and Jayyusi of incitement and stone throwing [JP 10/3]. Students in Gaza, W. Bank demonstrate in support of PLO, against Tunis raid; Palestinian flag raised, Arafat's photo raised, tires bumed, stones thrown. Soldiers shoot to disperse crowds. Passenger on Israeli bus injured by breaking glass [NYT 10/3]. Israeli settler Yosef Hamoi, from Elon Moreh settlement, is convicted of manslaughter in the 1983 killing of an 8-year-old Nablus girl, and of causing grievous bodily harm to her sister. Other Countries: Pres. Reagan expresses his "sincere condolences" to Tunisia for Israel's 10/1 raid on PLO headquarters there. White House spokesman Larry Speakes says the Israeli attack is "understandable as an expression of self-defense," but "cannot be condoned" [CT, NYT 10/3; TI 10/14].
