In the West Bank, unidentified gunmen opened fire at an Israeli settler vehicle near Qalqilya. Israeli settlers attacked Palestinians with batons, pepper spray, and stone at a spring near Tubas. Israeli forces shot and injured 1 Palestinian during a raid in Jericho. Israeli forces also leveled land and uprooted olive trees in Kafl Haris and razed an agricultural road in Zanuta. Elsewhere, Israeli forces violently dispersed Palestinian protesters during a raid in Dheisheh refugee camp, causing tear-gas related injuries. Israeli forces also demolished a water cistern serving 6 Palestinian families in al-Baqa’a. 16 Palestinians were arrested during late-night raids in Qalqilya, Bethlehem, Jericho, Tulkarm, Hebron, Ramallah, and Nablus. In East Jerusalem, Israeli forces raided the home of Islamic Waqf Department deputy director Najeh Bkeirat in Sur Bahir, detaining him. PA president Mahmoud Abbas visited Jenin for the first time in 12 years, giving a speech in Jenin refugee camp. Abbas praised the steadfastness of the Jenin residents in light of Israel’s attacks. The visit followed Israel’s large-scale attack on Jenin refugee camp on 7/3 and 7/4. Around 1,000 PA troops secured the area for Abbas. 2 Israeli settlers, including an off-duty soldier, were charged with terrorism, 1 for vandalizing a mosque in ‘Urif and the other for placing a chair in front of the door of a Palestinian home in Umm Safa and setting the chair on fire. Both incidents occurred in June. (AJ, HA, REU, TOI 7/12)

In Lebanon, Israeli forces opened fire at people approaching the border fence to Israel near Metula; 3 members of Hezbollah were said to be injured. (AJ, ALM, AP, HA, HA, MEE, REU 7/12; HA 7/13)

Israeli defense minister Yoav Gallant visited Azerbaijan, discussing strategic, diplomatic, and security ties with President Ilham Aliyev, Defense Minister Zakir Hasanov, and other officials. (ALM 7/12; HA 7/13; ALM 7/14)

Congresswoman Ilhan Omar (D-MN) said she would not attend Israeli president Isaac Herzog’s address to Congress, citing Israel’s ban on Omar and representative Rashida Tlaib (D-MI) from entering Israel and Palestine in 2019, Israel’s increase in its killing of Palestinians in the West Bank, and Prime Minister Benjamin Netanyahu’s statement that he wants to crush Palestinians’ hope of statehood. Later on 7/13 and 7/14, Omar was joined in her boycott by Jamaal Bowman (D-NY), Alexandria Ocasio-Cortez (D-NY), and Cori Bush (D-MO). A U.S. national security council spokesperson said that “[t]here is no talk of some kind of formal reassessment. The United States and Israel share a special bond, and our enduring commitment to Israel’s security is ironclad.” The statement followed a New York Times column by Thomas Friedman, who said a U.S. reassessment of its ties to Israel was inevitable. In the West Bank, Palestinians in several cities observed a general strike in solidarity with residents of Shu‘fat and ‘Anata, which have been closed by Israel since 10/8. Palestinians in Nablus also observed a general strike in protest against Israeli closures of all the entrances to the city. Israeli settlers attacked 1 vehicle transporting patients to an-Najah Hospital, damaging the vehicle. Israeli settlers with military escort also visited Joseph’s Tomb, leading to a confrontation with Palestinians resisting the incursion near Nablus; 1 Palestinian was shot and injured by Israeli forces. Elsewhere, Israeli settlers raided Huwwara, attacking businesses and people and blocking a road, 1 Palestinian was injured. Israeli settlers also set fire to a poultry facility and truck in Qusra. Israeli forces shot and killed 1 Palestinian and injured 1 other while violently dispersing Palestinian protesters at al-Arroub refugee camp. Israeli forces also violently dispersed Palestinian protesters in Bethlehem, injuring 1 with a baton round and causing tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Ramallah, injuring 2 with live ammunition. Israeli forces also assaulted 1 Palestinian man after forcing him out of his vehicle at a checkpoint near Bayt Lid. In East Jerusalem, Israeli settlers led by MK Itamar Ben-Gvir toured the Haram al-Sharif compound. Coinciding with the tour, Israeli forces assaulted and arrested 3 at the compound, including 2 Waqf guards. Israeli forces violently dispersed Palestinian protesters in Isawiya, Silwan, al-Tur, Ras al-Amud, Shu‘fat refugee camp, Jabel Mukaber, Sur Baher, and Bayt Hanina, using tear gas and stun grenades. A general strike was also observed by Palestinians in East Jerusalem in solidarity with Shu‘fat and ‘Anata. The Israeli cabinet approved the maritime border agreement with Lebanon, sending it to the Knesset for final approval in 2 weeks. (AP, HA 10/12)

The U.S. White House released its National Security Strategy. The strategy included language referring to expanding normalization deals for Israel and a commitment to Israel as a “Jewish and democratic” state. The strategy paper also restated president Joe Biden’s position in support of a 2-state solution “along the 1967 lines, with mutually agreed swaps.” The paper did not mention any effort to restart negotiations. In the West Bank, Israeli settlers razed 350 dunams (86.5 acres) of land northwest of Jericho and prevented farmers in Kisan from plowing their land. Elsewhere, Israeli settlers attacked Palestinian homes in Burin; no injuries were reported. Israeli forces handed a demolition notice for a house southwest of Hebron. 17 Palestinians were arrested during late-night raids in and around Jenin, Nablus, Salfit, Tulkarm, Abu Dis, and Ramallah. In East Jerusalem, Israeli forces demolished 6 structures (2 of which were residential): 5 in Jabal Mukabir and 1 in Silwan. 3 Palestinians were arrested, including 2 during house raids and 1 Waqf guard at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Gaza City; no injuries were reported. Israeli prime minister Benjamin Netanyahu told settler leaders during a meeting that Israeli annexation of the West Bank will be promoted independently of the U.S. peace plan, according to Haaretz sources. (HA 6/2)

The Jordanian foreign minister Ayman Safadi told members of the Ad Hoc Liaison Committee that Israeli annexation of parts of the West Bank would “not go unanswered” and would “diminish all chances for a lasting and comprehensive regional peace.” (HA 6/2)

In the West Bank, Israeli forces and local residents of Sabastiyya clashed when the Israeli forces raided the town; several Palestinians suffered from tear gas inhalation. Israeli forces also arrested 4 Palestinians in raids in and around Hebron and Ramallah. In East Jerusalem, 1 Palestinian family demolished their own home in Silwan to avoid paying exorbitant fees to the Israeli Jerusalem municipality. Israel confirmed that it struck Syria in an attack where 3 were reported killed. Israel said it had attacked the Iranian Revolutionary Guard’s elite forces, the Quds Force. (HA 8/25)

Hundreds of Palestinians gather along Gaza’s border near Bayt Hanun to set tires on fire and otherwise continue the Great March of Return for a 3d day in a row. IDF troops violently disperse them, injuring 3 protesters. After some protesters reportedly hurl an explosive device over the border fence, Israeli forces shell a Hamas outpost near Bayt Hanun, causing damage. Separately, IDF troops arrest 2 Palestinians allegedly attempting to cross into Israel near Gaza City. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In East Jerusalem, Israeli forces demolish a Palestinian-owned carwash in Bayt Hanina and assault and detain a Palestinian outside the Old City. They also deliver an order to the chairman of the Islamic Waqf council, banning him from Haram al-Sharif for 40 days, and arrest 10 Palestinians during raids in Issawiyya, Silwan, and Bayt ‘Anan. In the West Bank, IDF troops shoot and kill 2 Palestinians and injure a 3d after their vehicle collides with an IDF vehicle outside Ramallah, injuring 2 Israeli soldiers. The IDF claims that it was a purposeful ramming attack, while Palestinian eyewitnesses say the collision was an accident. Separately, the Israeli authorities temporarily close the checkpoint at the southern entrance to Hebron’s al-Ibrahimi Mosque, blocking of the area to make room for Israeli settlers holding demonstration. In the West Bank, IDF troops arrest 5 Palestinians during late-night raids near Ramallah, Hebron, Nablus, and Jenin; and patrol near Tulkarm and Qalqilya. In East Jerusalem, Palestinian activists gather at Haram al-Sharif to protest the Israeli police’s sealing of al-Rahma Gate into the sanctuary on 2/17. After several protesters damage the locks in an effort to break through the gate, the Israeli police assault them, arrest 7, and seal all entrances to the sanctuary. Separately, Israeli forces raid a mosque in Issawiyya, assault a number of worshippers inside, and take down a Palestinian flag from the wall. In a statement, PA president Mahmoud Abbas condemns the Israeli decision to seal an entrance to Haram al-Sharif on 2/17. A Jordanian spokesperson also condemns the move “in the strongest possible terms.” Meanwhile, Haaretz reports that Jordan has expanded the Islamic Waqf’s council to 18 seats, from 11, to include several PA and Palestinian religious leaders. In the West Bank, Israeli forces deliver stop-work orders to a Palestinian house, water well, and barn under construction in Yatta village near Hebron. IDF troops assault and lightly injure a Palestinian at a checkpoint north of Ramallah. They ultimately let him pass through when they fail to find weapons in his vehicle. IDF troops also arrest 23 Palestinians and issue 5 arrest summons during late night-raids near Hebron, Ramallah, Nablus, Jenin, and Bethlehem; and patrol near Jenin, Hebron, and Ramallah. In East Jerusalem, Muslim worshippers block an Israeli police officer wearing a yarmulke from entering the Dome of the Rock at Haram al-Sharif. The worshippers then barricade themselves inside the building, sparking a minor confrontation; 1 Islamic Waqf official lightly injured and 4 Waqf guards are arrested. Later in the day, Israeli forces temporarily block Muslim worshippers from entering the sanctuary. Meanwhile, Israeli forces arrest 2 Palestinians during raids in Silwan. A Palestinian minor succumbs to injuries sustained when IDF troops violently dispersed Palestinian protesters gathering along Gaza’s border near Jabaliya refugee camp on 1/11. This brings the death toll stemming from the Great March of Return to 198. (HA, JP, MNA, TOI, WAFA 1/14)

Outgoing IDF chief of staff Gadi Eisenkot tells Israel’s Army Radio that he “can say with confidence that we found all Hezbollah tunnels infiltrating into Israel.” Eisenkot’s comments come one day after the IDF announced the end of Operation Northern Shield and 2 days after the discovery of a 6th Hezbollah tunnel in the context of that operation. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse the demonstrations near Khan Yunis, Rafah, al-Bureij refugee camp, Gaza City, and Jabaliya refugee camp; 2 Palestinians are killed and at least 90 are injured. Their deaths bring the Great March of Return death toll to 137. In response to shots allegedly fired at IDF border patrols in the evening, Israeli forces strike a Hamas observation post near Jabaliya refugee camp, causing damage.

In East Jerusalem, Israeli forces enter Haram al-Sharif after Friday prayers and fire sound bombs at Palestinian worshippers, clearing them from the sanctuary; 7 Palestinians and 4 Israeli police officers are injured, and 24 Palestinians are arrested. Some witnesses say that the Israelis entered the sanctuary after children threw firecrackers at them. After the clashes, Israeli forces seal the entrances to the sanctuary. The Islamic Waqf then organizes a sit-in protest outside, and the Israeli authorities order the entrances reopened hours later. Separately, Israeli forces arrest 5 Palestinians during late-night raids in Silwan and Wadi al-Juz. In the West Bank, Israeli settlers set fire to a Palestinian home under construction and surrounding wheat fields near Nablus, causing extensive damage. The IDF seals off the entrance to Kobar village near Ramallah, the hometown of the Palestinian who allegedly stabbed 3 Israeli settlers on 7/26. IDF troops conduct raids in the village throughout the day, sparking intermittent clashes; 5 Palestinians are injured (1 critically). Israeli soldiers also violently disperse Friday protests at Kafr Qaddum near Qalqilya; 5 Palestinians are injured. Dozens of Palestinians gather outside Khan al-Ahmar, a Bedouin village near Jerusalem, to protest the impending Israeli evacuation and demolition of the village. Israeli DM Lieberman pledges to advance the construction of 400 new housing units in the Adam settlement near Ramallah, justifying the settlement growth in response to the stabbing attack on 7/26. The “best response to terrorism is increased settlement,” Lieberman tweets. The 400 units are reportedly part of an existing plan to build 1,000 new units in the settlement. (HA, MNA, TOI 7/27)

In East Jerusalem, Israeli settlers visit Haram al-Sharif, sparking a minor confrontation with Islamic Waqf guards; there are no serious injuries. Israeli police later arrest 4 of the guards. Israeli forces also arrest 3 Palestinians during late-night raids in Silwan, al-Tur, and Kafr ‘Aqab. In the West Bank, IDF troops arrest 15 Palestinians during late-night raids in and around Ramallah, Bethlehem, Hebron, Nablus, and Qalqilya; and patrol near Hebron and Qalqilya. A projectile fired from Syria lands in an open area in the Israeli-controlled Golan Heights, causing no damage or injuries. It’s unclear if it was an intentional attack or errant fire from the Syrian civil war. (HA, TOI 12/3)

IDF troops shoot and kill a Palestinian driver n. of Hebron after he allegedly rams a group of Israeli soldiers, injuring 2, according to the IDF. The IDF later raids the driver’s home nearby and interrogates his brother. Elsewhere in the West Bank, Israeli forces deliver stop-work orders to 2 Palestinian families building homes in al-‘Arub r.c. nr. Hebron. IDF troops conduct raids in Bayt Umar village nr. Hebron, sparking minor clashes; there are no serious injuries. They also arrest 8 Palestinians during raids in and around Qalqilya, Bethlehem, Hebron, Ramallah, and Nablus; and patrol nr. Amid heightened tensions at Haram al-Sharif, Israeli forces violently disperse Muslim worshippers gathered outside the sanctuary to protest the new Israeli security measures; at least 2 Israeli police officers and 14 Palestinians are injured (1 seriously). The Israeli police remove 1 Jewish settler from the sanctuary after he starts to pray. The Saudi press reports that King Salman has sent a message to the Israeli govt. via the U.S. calling for Israel to reopen Haram al-Sharif to Muslim worshippers without the new security measures. Israeli PM Netanyahu reportedly sent a message back to Salman saying that the status quo would remain at the sanctuary, and inviting Saudis to inspect it for themselves. (HA, JP, TOI, WAFA, YA 7/28)

Israeli forces keep Haram al-Sharif closed for a 2d day in a row, following the deadly attack in the Old City on 7/14. Islamic Waqf officials say that Israeli troops are stationed at all the sanctuary’s entrances. The atmosphere outside the sanctuary becomes increasingly tense, with intermittent confrontations and violent incidents. In nearby Silwan, Palestinians throw Molotov cocktails at Israeli forces on patrol, lightly injuring 1. In the West Bank, unidentified assailants open fire on an Israeli plated vehicle driving nr. Ramallah, lightly injuring the Palestinian driver. IDF troops arrest 1 Palestinian and confiscate a car during late-night raids nr. Hebron; and patrol in and around Qalqilya, Salfit, and Hebron. Following the 7/14 deadly attack at Haram al-Sharif, Israeli PM Netanyahu announces a series of security measures to be implemented at the sanctuary: metal detectors will be installed at every entrance, surveillance cameras will be installed around the perimeter, and “more security measures will be taken . . . later on.” He also says that the sanctuary will be “gradually reopened” beginning at noon on 7/16. Jordan’s King Abdullah then phones Netanyahu to stress the importance of maintaining the status quo at Haram al-Sharif. (HA, MNA, TOI 7/15; HA 7/16)

Three Palestinian citizens of Israel open fire on Israeli police officers in the Old City of Jerusalem, critically injuring 3 (2 succumb to their injuries later in the day). The attackers seek refuge at Haram al-Sharif, and Israeli forces shoot and kill all 3. Israeli police deploy heavily across the Old City, block off all entrances to Haram al-Sharif, and cancel Friday prayers at the sanctuary, forcing Muslim worshippers to pray in the streets. They also detain and interrogate 58 Islamic Waqf employees. With tensions running high across the city, an unidentified assailant throws a Molotov cocktail at an Israeli settler family driving through Silwan; 3 of the settlers are injured, including an infant. Israeli forces conduct raids in Abu Dis, sparking minor clashes with stone-throwing Palestinians; at least 25 are arrested. In the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, arresting 3 Palestinians and sparking clashes; 1 Palestinian is killed. Israeli settlers throw stones at Palestinian cars driving nr. Bethlehem, causing no injuries or major damage. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c. and Jabaliya r.c.; 2 Palestinians are injured. PA pres. Abbas phones Israeli PM Netanyahu to condemn the morning’s attack in Jerusalem and to denounce violence on both sides, particularly at holy sites. He also calls for Netanyahu to reopen Haram al-Sharif. Netanyahu reportedly tells Abbas that he will uphold the status quo at the sanctuary, but that Israeli forces will maintain security at all costs. Abbas later calls on Jordan to intervene, and the Jordanian govt. releases a statement calling on Israel to reopen the sanctuary. (HA, TOI, WAFA 7/14; HA 7/16)

After shutting down on 7/12, the Gaza power plant resumes operations, with 3 of its turbines supplying 70 MW to the local grid. It’s unclear if the fuel required came from Egypt or somewhere else. (MNA 7/15)

In the West Bank, Israeli forces demolish 18 Palestinian homes and agricultural stores in 3 villages in the n. Jordan Valley and another home nr. Hebron. IDF troops conduct late-night raids and house searches in 2 villages nr. Nablus, Hebron and nearby villages, and 1 village nr. Jenin, arresting 7 Palestinians and issuing an arrest summons to 1. They also conduct raids in a village nr. Ramallah, issuing arrest summons to 3 Palestinians and sparking minor clashes with stone-throwing Palestinian youths; 5 Palestinians are arrested. In East Jerusalem, Israeli officials order 2 Palestinians to vacate their homes before 8/11 on the grounds of “absentee ownership.” Similarly, the extended Abu Nab family is ordered to vacate their Silwan homes before 8/11 following a court ruling in favor of Israeli settlers’ ownership claims (the Israeli police will forcibly remove the Abu Nab family from their homes on 10/19). Around 120 Palestinian prisoners in Israel’s Nafha Prison start an open-ended hunger strike in protest of solitary confinement, the recent ban on family visits, and other violations. The prisoners will continue their strike until the Israeli authorities end the “rabid attack against them,” according to PA Prisoners’ Affairs Comm. head Issa Qaraqe. (MEMO 8/6; MNA 8/8)

In Cairo, the Arab League’s Arab Peace Initiative follow-up comm. agrees to hold “Arab and international consultations” to draft a UNSC res. condemning Israeli settler violence against Palestinians. PA pres. Abbas attends and says that “if the Israeli govt. does not take steps to catch the perpetrators of the [7/31 arson attack], it will be a partner of these crimes.” (MNA 8/5; JP, MNA 8/6)

Nablus, Ramallah, and Salfit, confiscating property and arresting 2 Palestinians; patrol during the day in 1 village nr. Ramallah, 3 nr. Hebron, and Tulkarm. Israeli forces arrest 3 Palestinians allegedly selling fireworks in a village nr. Qalqilya claiming that they were to be used in attacks on IDF troops. In East Jerusalem, stone-throwing Palestinian worshippers who spent the night in al-Aqsa Mosque clash with Israeli police at Haram al-Sharif; 10 Palestinians are injured and 6 are arrested. The Palestinians spent the night in the sanctuary in order to circumvent Israeli restrictions on their access today, a Jewish holiday. Later, around 850 Jewish visitors tour the sanctuary under an Israeli police escort. Clashes continue later in the day when as many as 150 Israeli special forces escort 70 right-wing Jewish activists on a tour of the sanctuary; 19 guards from the Islamic Waqf, 2 Palestinian journalists, and 4 Israeli police officers are injured, and 5 Palestinians are detained. Israel’s High Court of Justice orders an immediate halt to the construction of 296 settler residences in the Beit El settlement and upholds its order for the demolition of 2 residential buildings in Beit El by the end of 7/2015. Meanwhile, Haaretz reports on an internal IDF document apparently showing that Palestinian residents of Susiya village nr. In Gaza, unknown assailants open fire on trucks at the Kerem Shalom border crossing, causing light damage to 1. In the West Bank, the IDF conducts house searches and raids in Qalqilya, 1 village nr. Ramallah, Tulkarm r.c. and 1 village nr. Tulkarm, as well as al-‘Arub r.c. and 1 village nr. Hebron, arresting 18 Palestinians; patrols in 2 villages nr. Jenin, 1 each nr. Qalqilya and Hebron, and ‘Aqabat Jabir r.c. nr. Jericho. Meanwhile, a group of armed men from the Balata r.c. shut down a main road in Nablus in protest of the PASF crackdown on the camp. In East Jerusalem, Israeli forces confiscate the contents of a store in Hizma and demolish a residential building under construction in Wadi al-Juz. They also conduct raids in Silwan, assaulting 2 Palestinians and arresting 3. Meanwhile, the Jordan-funded Islamic Waqf begins renovations at Haram al-Sharif, and Israeli minister Uri Ariel calls for the project to be halted.
