In the West Bank, settlers with military protection toured Joseph’s Tomb in Nablus, leading to a confrontation with Palestinians protesting the incursion; 3 Israelis were shot and injured by Palestinian gunmen, including 1 soldier, and Israeli forces shot and injured 1 Palestinian using live ammunition, 16 others with baton rounds, and 40 were injured with tear gas. Israeli settlers also set fire to Palestinian-owned land planted with grapes and olives in Husan and uprooted some 200 cucumber saplings in Halhul. Israeli forces rammed a motorcycle carrying 2 Palestinians with their car in al-Khader, injuring both. Israeli forces also delivered stop-work notices for 2 houses and 1 agricultural structure in Ma‘in in the Masafer Yatta area. 12 Palestinians were arrested during late-night raids in Ni‘lin, al-Am‘ari refugee camp, Qarawat Bani Hassan, Anabta, Arrabah, Aida refugee camp, and al-Arroub refugee camp. In East Jerusalem, 2 Waqf guards were arrested at the Haram al-Sharif compound; 1 of them was later barred from entering the compound for 1 week. 2 others were arrested at the Bab al-Rahma area of the Haram al-Sharif compound and in Silwan. PA president Mahmoud Abbas spoke to U.S. secretary of state Antony Blinken in a phone call. According to a statement by the PA, the 2 spoke about preparations for president Joe Biden’s upcoming trip to Palestine and Israel later this month. Secretary Blinken also spoke to the soon-to-be Israeli prime minister Yair Lapid, congratulating him on his appointment (see below). (HA, REU, WAFA 6/30; REU 7/1)

The members of the Knesset voted to dissolve the parliament, leading to a new round of Israeli elections on 11/1. Foreign minister Yair Lapid will be prime minister beginning at midnight until a new prime minister is elected. (HA 6/29; AJ, AJ, AP, AX, HA 6/30)

The EU sent a letter to Al Haq and the Palestinian Centre for Human Rights (PCHR), informing the Palestinian rights organizations that it will reinstate EU funding that was cut after Israel alleged that Al Haq had financial ties to the PFLP. The EU anti-fraud agency OLAF did not find any indication that the Israeli allegations were true. The EU suspended funding to Al Haq and PCHR in May 2021. (AJ, HA 6/30; WAFA 7/2; MDW 7/5)

Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse the demonstrations near Khan Yunis, Rafah, al-Bureij refugee camp, Gaza City, and Jabaliya refugee camp; 2 Palestinians are killed and at least 90 are injured. Their deaths bring the Great March of Return death toll to 137. In response to shots allegedly fired at IDF border patrols in the evening, Israeli forces strike a Hamas observation post near Jabaliya refugee camp, causing damage.

In East Jerusalem, Israeli forces enter Haram al-Sharif after Friday prayers and fire sound bombs at Palestinian worshippers, clearing them from the sanctuary; 7 Palestinians and 4 Israeli police officers are injured, and 24 Palestinians are arrested. Some witnesses say that the Israelis entered the sanctuary after children threw firecrackers at them. After the clashes, Israeli forces seal the entrances to the sanctuary. The Islamic Waqf then organizes a sit-in protest outside, and the Israeli authorities order the entrances reopened hours later. Separately, Israeli forces arrest 5 Palestinians during late-night raids in Silwan and Wadi al-Juz. In the West Bank, Israeli settlers set fire to a Palestinian home under construction and surrounding wheat fields near Nablus, causing extensive damage. The IDF seals off the entrance to Kobar village near Ramallah, the hometown of the Palestinian who allegedly stabbed 3 Israeli settlers on 7/26. IDF troops conduct raids in the village throughout the day, sparking intermittent clashes; 5 Palestinians are injured (1 critically). Israeli soldiers also violently disperse Friday protests at Kafr Qaddum near Qalqilya; 5 Palestinians are injured. Dozens of Palestinians gather outside Khan al-Ahmar, a Bedouin village near Jerusalem, to protest the impending Israeli evacuation and demolition of the village. Israeli DM Lieberman pledges to advance the construction of 400 new housing units in the Adam settlement near Ramallah, justifying the settlement growth in response to the stabbing attack on 7/26. The “best response to terrorism is increased settlement,” Lieberman tweets. The 400 units are reportedly part of an existing plan to build 1,000 new units in the settlement. (HA, MNA, TOI 7/27)

Along Gaza’s border, IDF troops violently disperse Great March of Return protesters gathering near Jabaliya refugee camp and Gaza City; 7 Palestinians are injured. Israeli forces conduct 3 limited incursions to level land near Gaza City, Khan Yunis, and Jabaliya refugee camp. During the late-night incursion near Khan Yunis, they also open fire on Palestinians in the area; 3 Palestinians are injured. Meanwhile, the IAF drops leaflets across Gaza warning protesters not to approach the border fence during the planned demonstrations on 5/ 14. In East Jerusalem, approximately 1,000 right-wing Jewish activists visit Haram alSharif in the morning, commemorating the Israeli conquest of Jerusalem and sparking minor confrontations between the Israeli police and Islamic Waqf guards; there are no serious injuries. Outside the sanctuary, Israeli police arrest 6 Palestinians gathering at an Islamic cemetery in the Old City to protest ongoing Israeli excavations at the site. In the afternoon, tens of thousands of right-wing Jewish activists march through the Old City in the annual Flags March, commemorating the Israeli conquest of Jerusalem in 1967; a number of Palestinians are arrested when they throw stones at the demonstrators at the Damascus Gate. Late at night, Israeli settlers vandalize 28 Palestinian-owned cars and spray-paint racist graffiti on nearby walls in Shu‘fat. Israeli forces arrest 1 Palestinian during a late-night raid in Silwan. In the West Bank, IDF troops arrest 9 Palestinians during late-night raids near Tulkarm, Jenin, Hebron, and Nablus; and patrol near Hebron and Tulkarm. In East Jerusalem, Israeli settlers visit Haram al-Sharif, sparking a minor confrontation with Islamic Waqf guards; there are no serious injuries. Israeli police later arrest 4 of the guards. Israeli forces also arrest 3 Palestinians during late-night raids in Silwan, al-Tur, and Kafr ‘Aqab. In the West Bank, IDF troops arrest 15 Palestinians during late-night raids in and around Ramallah, Bethlehem, Hebron, Nablus, and Qalqilya; and patrol near Hebron and Qalqilya. In 4 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Bayt Lahiya, causing no serious damage or injuries (5 fishermen are arrested and their boat is seized). A projectile fired from Syria lands in an open area in the Israeli-controlled Golan Heights, causing no damage or injuries. It’s unclear if it was an intentional attack or errant fire from the Syrian civil war. (HA, TOI 12/3)

IDF troops shoot and kill a Palestinian driver n. of Hebron after he allegedly rams a group of Israeli soldiers, injuring 2, according to the IDF. The IDF later raids the driver’s home nearby and interrogates his brother. Elsewhere in the West Bank, Israeli forces deliver stop-work orders to 2 Palestinian families building homes in al-‘Arub r.c. nr. Hebron. IDF troops conduct raids in Bayt Umar village nr. Hebron, sparking minor clashes; there are no serious injuries. They also arrest 8 Palestinians during raids in and around Qalqilya, Bethlehem, Hebron, Ramallah, and Nablus; and patrol nr. Amid heightened tensions at Haram al-Sharif, Israeli forces violently disperse Muslim worshippers gathered outside the sanctuary to protest the new Israeli security measures; at least 2 Israeli police officers and 14 Palestinians are injured (1 seriously). The Israeli police remove 1 Jewish settler from the sanctuary after he starts to pray. The Saudi press reports that King Salman has sent a message to the Israeli govt. via the U.S. calling for Israel to reopen Haram al-Sharif to Muslim worshippers without the new security measures. Israeli PM Netanyahu reportedly sent a message back to Salman saying that the status quo would remain at the sanctuary, and inviting Saudis to inspect it for themselves. (HA, JP, TOI, WAFA, YA 7/28)

Dozens of Muslim worshippers gather in the streets outside Haram al-Sharif for predawn prayers and to protest the new Israeli security measures at the sanctuary. They refuse to pass through the new metal detectors installed on 7/16, honoring the Islamic Waqf’s 7/16 call for a boycott. Later, Israeli forces violently disperse Muslims gathering outside the sanctuary for evening prayers, lightly injuring at least 15, including Palestinian National Initiative chair Mustafa Barghouti. Elsewhere in East Jerusalem, Israeli forces demolish a Palestinian home in al-Za’ayem. They also conduct a raid in Silwan, sparking clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. Late at night, Israeli forces raid al-Makassed Islamic Charitable Society Hospital, attempting to arrest the Palestinian injured in Silwan earlier in the day. In the West Bank, IDF troops arrest 4 Palestinians and issue 3 arrest summons during late-night raids nr. Tubas, Hebron, Nablus, and Salfit; and patrol nr. Hebron during the day. The Israeli authorities seize 70 dunams (approx. 17 acres) of Palestinian land nr. Bethlehem for “military purposes,” according to a local anti-settlement activist. (WAFA 7/17; MNA 7/18)

Israel’s Knesset passes the 1st reading of a bill that would add the Ministry of Strategic Affairs, which oversees efforts to counter the Boycott, Divestment and Sanctions (BDS) movement, on the list of bodies exempt from Israel’s Freedom of Information Law that permits citizens to obtain information from the govt. Should the bill pass, the ministry’s ability to keep its anti-BDS activities and methods secret from the public would be ensured. (KNE, MNA 7/18; MDW 7/19)

Three Palestinian citizens of Israel open fire on Israeli police officers in the Old City of Jerusalem, critically injuring 3 (2 succumb to their injuries later in the day). The attackers seek refuge at Haram al-Sharif, and Israeli forces shoot and kill all 3. Israeli police deploy heavily across the Old City, block off all entrances to Haram al-Sharif, and cancel Friday prayers at the sanctuary, forcing Muslim worshippers to pray in the streets. They also detain and interrogate 58 Islamic Waqf employees. With tensions running high across the city, an unidentified assailant throws a Molotov cocktail at an Israeli settler family driving through Silwan; 3 of the settlers are injured, including an infant. Israeli forces conduct raids in Abu Dis, sparking minor clashes with stone-throwing Palestinians; at least 25 are arrested. In the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, arresting 3 Palestinians and sparking clashes; 1 Palestinian is killed. Israeli settlers throw stones at Palestinian cars driving nr. Bethlehem, causing no injuries or major damage. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c. and Jabaliya r.c.; 2 Palestinians are injured. PA pres. Abbas phones Israeli PM Netanyahu to condemn the morning’s attack in Jerusalem and to denounce violence on both sides, particularly at holy sites. He also calls for Netanyahu to reopen Haram al-Sharif. Netanyahu reportedly tells Abbas that he will uphold the status quo at the sanctuary, but that Israeli forces will maintain security at all costs. Abbas later calls on Jordan to intervene, and the Jordanian govt. releases a statement calling on Israel to reopen the sanctuary. (HA, TOI, WAFA 7/14; HA 7/16)

After shutting down on 7/12, the Gaza power plant resumes operations, with 3 of its turbines supplying 70 MW to the local grid. It’s unclear if the fuel required came from Egypt or somewhere else. (MNA 7/15)

Overnight in the West Bank, IDF troops assault the Hebron-area home of a Palestinian, allegedly a mbr. of PIJ involved in the killing of an Israeli on 7/1. After declaring the village a closed military zone, they cut the Internet and electricity, fire anti-tank missiles and other artillery at his 3-story residential building for 7 hours, and eventually demolish it, killing the man and injuring a 2d Palestinian. The operation sparks clashes with stone-throwing Palestinians in the area; 5 Palestinians are injured and 3 are arrested. (BBC, MNA, WAFA 7/27; PCHR 8/4)

After the major IDF operation nr. Hebron overnight, the PA announces that the IDF has agreed to begin lifting its general closure of Hebron and the surrounding district, which it put in place in the wake of a Palestinian’s shooting of a settler on 7/1. Tension remains high in Hebron, as the IDF patrols the region throughout the day. (JP 7/27)

Elsewhere in the West Bank, IDF troops arrest 11 Palestinians during late-night raids in Nablus and nr. Bethlehem. In East Jerusalem, Israeli police arrest 2 mbrs. of the Islamic Waqf after they allegedly assault 2 Israeli archaeologists at Haram al-Sharif, and arrest 2 Palestinians during raids in Silwan. Off Gaza’s coast, Israeli naval forces confront a Palestinian fishing party late at night, damaging 1 boat and arresting 5 Palestinians. Meanwhile, a Gazan succumbs to injuries sustained in a confrontation with Israeli forces on 11/23/2001. In Israel, Israeli forces demolish several structures in the bedouin village of al-Araqib for the 101st time since 6/2010. The demolitions spark minor clashes, and several Palestinians are arrested. Israeli NGO Peace Now announces that the Israeli govt. has opened tenders for the construction of 323 housing units in Israeli settlements nr. Jerusalem, including 89 in Gilo, 36 in Neve Ya’acov, 68 in Pisgat Ze’ev, and 130 in Har Homa. Meanwhile, the Israeli Knesset’s Ministerial Comm. for Legislation gives preliminary approval to a bill that would make some West Bank settlements eligible for special tax breaks in connection with the severity of their security situation. The Jerusalem Municipality issues stopwork orders to the Islamic Waqf, which is building restrooms in the n. section of Haram al-Sharif ahead of Ramadan. The municipality decides not to permit the construction of a new settler building in Silwan. Sources in the PM’s office say that Netanyahu pressured Jerusalem mayor Nir Barkat to halt the settlement construction and, in return, issued the stopwork order to the Islamic Waqf to appease Barkat. Israeli forces arrest 44 Palestinians during raids and house searches across East Jerusalem. Off Gaza’s coast, Israeli naval forces open fire on 2 Palestinian fishing boats nr. Gaza City, injuring 1 fisherman, arresting 4 fishermen, and confiscating the 2 boats. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Bayt Hanun. In the West Bank, IDF troops arrest 6 Palestinians during a latenight raid in Qalqilya, sparking clashes with stone-throwing residents; 2 Palestinians are injured. They also patrol nr. In East Jerusalem, around 50,000 Palestinians pray at Haram al-Sharif for ‘Id al-Adha. Non-Muslim visitors are barred from the sanctuary, pursuant to the Israeli authorities’ 9/21 order. In the early morning, Israeli forces arrest 1 Islamic Waqf guard at the sanctuary. Late at night, Israeli forces arrest 5 Palestinians on raids in Silwan and Sur al-Bahir. On Gaza’s border e. of Khan Yunis, Israeli forces arrest 3 Palestinians attempting to cross into Israel for work. In the West Bank, Israeli forces demolish 18 Palestinian homes and agricultural stores in 3 villages in the n. Jordan Valley and another home nr. Hebron. IDF troops conduct late-night raids and house searches in 2 villages nr. Nablus, Hebron and nearby villages, and 1 village nr. Jenin, arresting 7 Palestinians and issuing an arrest summons to 1. They also conduct raids in a village nr. Ramallah, issuing arrest summons to 3 Palestinians and sparking minor clashes with stone-throwing Palestinian youths; 5 Palestinians are arrested. In East Jerusalem, Israeli officials order 2 Palestinians to vacate their homes before 8/11 on the grounds of “absentee ownership.” Similarly, the extended Abu Nab family is ordered to vacate their Silwan homes before 8/11 following a court ruling in favor of Israeli settlers’ ownership claims (the Israeli police will forcibly remove the Abu Nab family from their homes on 10/19). Around 120 Palestinian prisoners in Israel’s Nafha Prison start an open-ended hunger strike in protest of solitary confinement, the recent ban on family visits, and other violations. The prisoners will continue their strike until the Israeli authorities end the “rabid attack against them,” according to PA Prisoners’ Affairs Comm. head Issa Qaraqe. (MEMO 8/6; MNA 8/8)

In Cairo, the Arab League’s Arab Peace Initiative follow-up comm. agrees to hold “Arab and international consultations” to draft a UNSC res. condemning Israeli settler violence against Palestinians. PA pres. Abbas attends and says that “if the Israeli govt. does not take steps to catch the perpetrators of the [7/31 arson attack], it will be a partner of these crimes.” (MNA 8/5; JP, MNA 8/6)

In Gaza, hundreds of Palestinians gather outside the UNRWA office in Gaza City to protest the agency’s reduction of services. Off the n. coast, Israeli naval forces fire warning shots at Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops conduct late-night raids and searches in 1 village each nr. Nablus, Ramallah, and Salfit, confiscating property and arresting 2 Palestinians; patrol during the day in 1 village nr. Ramallah, 3 nr. Hebron, and Tulkarm. Israeli forces arrest 3 Palestinians allegedly selling fireworks in a village nr. Qalqilya claiming that they were to be used in attacks on IDF troops. Israeli settlers throw stones at Palestinians nr. Nablus, then Israeli forces intervene and arrest 1 Palestinian.

In East Jerusalem, stone-throwing Palestinian worshippers who spent the night in al-Aqsa Mosque clash with Israeli police at Haram al-Sharif; 10 Palestinians are injured and 6 are arrested. The Palestinians spent the night in the sanctuary in order to circumvent Israeli restrictions on their access today, a Jewish holiday. Later, around 850 Jewish visitors tour the sanctuary under an Israeli police escort. Clashes continue later in the day when as many as 150 Israeli special forces escort 70 right-wing Jewish activists on a tour of the sanctuary; 19 guards from the Islamic Waqf, 2 Palestinian journalists, and 4 Israeli police officers are injured, and 5 Palestinians are detained. Israel’s High Court of Justice orders an immediate halt to the construction of 296 settler residences in the Beit El settlement and upholds its order for the demolition of 2 residential buildings in Beit El by the end of 7/2015. Meanwhile, Haaretz reports on an internal IDF document apparently showing that Palestinian residents of Susiya village nr. Hebron have legitimate ownership claims to their village’s land, which supports their efforts to stop the planned evacuation and demolition of their village. (HA, JP, MDW, TOI, WAFA 7/26; YA 7/27)

In Gaza, unknown assailants open fire on trucks at the Kerem Shalom border crossing, causing light damage to 1. In the West Bank, the IDF conducts house searches and raids in Qalqilya, 1 village nr. Ramallah, Tulkarm r.c. and 1 village nr. Tulkarm, as well as al-‘Arub r.c. and 1 village nr. Hebron, arresting 18 Palestinians; patrols in 2 villages nr. Jenin, 1 each nr. Qalqilya and Hebron, and ‘Aqabat Jabir r.c. nr. Jericho. Meanwhile, a group of armed men from the Balata r.c. shut down a main road in Nablus in protest of the PASF crackdown on the camp. In East Jerusalem, Israeli forces confiscate the contents of a store in Hizma and demolish a residential building under construction in Wadi al-Juz. They also conduct raids in Silwan, assaulting 2 Palestinians and arresting 3. Meanwhile, the Jordan-funded Islamic Waqf begins renovations at Haram al-Sharif, and Israeli minister Uri Ariel calls for the project to be halted. U.S. Pres. Obama meets with several U.S. Jewish groups to discuss the “key parameters” announced on 4/2 by the P5+1 and Iran, and their concerns about Israel’s security. Israeli naval vessels intercept a Palestinian fishing boat that approaches the boundary of the permitted fishing zone off the Bayt Lahiya coast, damaging the boat, forcing the fishermen to jump into the sea, and then detaining them, taking them to Ashdod port in Israel for several hrs. of questioning, before releasing them to Gaza. A smuggling tunnel under the Rafah border collapses, killing 3 Palestinians. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Nablus. In East Jerusalem, Palestinians in Silwan report that during the previous wk., Israeli workers and archeologists resumed work on 2 archeological tunnels under the city leading to the al-Aqsa Mosque (see Quarterly Update in JPS 154). A group of right-wing Jews breaks into the al-Aqsa Mosque compound to hold prayers marking Hanukkah, but Waqf officials ask Israeli police to intervene, and police remove them peacefully. Jewish settlers in East Jerusalem celebrating Hanukkah attack a number of Palestinian shops and residents in the Old City; Israeli security forces observe but do not intervene. The PASF crackdown on Hamas mbrs. in the West Bank winds down today, with the UN reporting at least 80 and as many as 300 detained.
