In the West Bank, Israeli forces shot and killed a Palestinian during a raid in Qalandia. Israeli forces also raided Jenin, injuring 7 and uprooting streets. Elsewhere, Israeli forces shot and injured 4, including a disabled man, in Qalqas, al-Arroub refugee camp, and Baqa al-Hatab. Israeli forces also sealed 2 printing facilities in Dawha, claiming they were printing incendiary materials. Meanwhile, Israeli forces uprooted 31 olive trees in Nahalin. Israeli forces also seized a vehicle in Qablan. 38 Palestinians were arrested during raids in and around Bethlehem, Qalandia, Nablus, Ramallah, and Jenin. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces demolished a building in Bayt Hanina, displacing 13 people. In Gaza, at least 300 people were killed in Israeli attacks on Nuseirat refugee camp, Dayr al-Balah, Gaza City, al-Bureij refugee camp, and Khan Yunis. Israel said it had surrounded and invaded Khan Yunis. Israeli troops also laid siege to the Kamal Adwan Hospital in Beit Lahiya. 2 Israeli soldiers were killed in combat. Rockets were fired at Israel, injuring 2 in Ashkelon. In Lebanon, Israeli forces killed a Lebanese soldier and injured 3 others in an attack on a Lebanese military base; Israel later expressing regret, saying it would review the incident. 3 rockets were fired at Kiryat Shmona. More than 16,248 Palestinians have been killed by Israeli forces in Gaza, including at least 6,387 children and 4,257 women, and around 43,616 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 252 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 65 children. More than 3,325 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 87 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.9 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. The Gaza Ministry of Health said at least 1,207 Palestinians have been killed since the ceasefire ended on 12/1. UNRWA said 130 of its staff members have been killed by Israeli forces since 10/7. The UN said dozens of trucks carrying aid, including fuel, entered Gaza but did not provide the actual number. Rafah was the only area to receive aid for the third day in a row. At the beginning of the day, PA health minister Mai al-Kaila said at least 15,900 Palestinians have been killed and 40,900 injured in Israeli attacks on Gaza since 10/7, saying the final number of dead will be much higher since many are buried in rubble. (REU, WAFA 12/5)

The PA Ministry of National Economy said 29% of business in the West Bank have been completely or partially closed since 10/7 due to Israeli actions. (WAFA 12/5)

UNICEF spokesperson James Elder said Israeli calls for Palestinians to evacuate do not work, stating the “so-called safe zones . . . are not scientific, they are not rational, there are not possible, and I think the [Israeli] authorities are aware of this.” (AJ 12/5)

Amnesty International released an investigation saying that 43 Palestinian civilians were killed on 10/13 in Israeli attacks where U.S.-made JDAM bombs were used. The U.S. said it was reviewing the Amnesty investigation. (AJ 12/5; REU 12/6)

The PA warned against reported Israeli plans to flood tunnels in Gaza with seawater, saying it would lead to the collapse of residential buildings and infrastructure and to the mixing of ground, sea, and wastewater. (AJ 12/5)

Israeli police approved the “March of Maccabees” in the Old City of Jerusalem on 12/7, where Israeli right-wingers will march in support of removing the Islamic Waqf in order to replace it with full Israeli control over the Haram al-Sharif compound. (AJ, HA, HA 12/5)

Israeli prime minister Benjamin Netanyahu claimed Israel has killed half of Hamas’ military commanders in Gaza. Netanyahu also said that Israel is the only power that can keep Gaza demilitarized after Israel’s war, rejecting suggestions that an international force be deployed in Gaza. Egyptian foreign minister Sameh Shoukry met with senators Ted Cruz (R-TX), Marco Rubio (R-FL), Lindsey Graham (R-SC), and Chris Coons (D-DE) in Washington D.C., discussing efforts to end Israel’s war on Gaza. (AJ 12/5)

The leaders of the Gulf Cooperation Council called for an end to the Israeli attacks on Gaza at a summit in Doha. Qatari emir Sheikh Tamim bin Hamad Al Thani said at the summit that Israel was committing genocide, called support for Israel’s actions “a disgrace,” and urged the UN Security Council to force Israel back to the negotiations on a ceasefire. U.S. vice president Kamala Harris’s National Security Advisor Phil Gordon met with Israeli president Isaac Herzog, war cabinet members Benny Gantz, Tzachi Hanegbi, Ron Dermer, and Gadi Eisenkot, and opposition leader Yair Lapid, updating them on meetings Harris and Gordon held with Arab leaders in Dubai during the COP28 climate conference. Harris is leading the Biden administration’s efforts on securing another ceasefire. (AX, HA 12/5)

U.S. secretary of state Antony Blinken announced that that the U.S. has put new visa restrictions on violent Israeli settlers, saying Israel is not doing enough to combat settler violence. Israeli defense minister Yoav Gallant later condemned Israeli settler violence, saying only the military, the police, and the Shin Bet have a right to use violence against Palestinians. USAID administrator Samantha Power visited El Arish airport in Egypt where aid to Gaza arrives, saying more “must be done to protect civilians” and for aid to enter Gaza. U.S. president Joe Biden said at a fundraiser that he had heard reports “of women raped, repeatedly raped, and their bodies being mutilated while still alive” by Hamas militants on 10/7. Hamas denied the accusations. (REU 12/5)

The U.S. House of Representatives passed a resolution, H.R. 894, declaring that anti-Zionism is anti-Semitism in a 311-14 vote; 94 Democrats voted present. The resolution also condemned the phrase “from the river to the sea.” (AJ, HA, NYT 12/5; AJ 12/6)

5 U.S. pro-Israel organizations, the American Jewish Committee, the Jewish Federation of North America, the Anti-Defamation League, AIPAC, and the Conference of Presidents of Major American Jewish Organizations, created a joint lobbying arm called The 10/7 Project to promote pro-Israel narratives to journalists and U.S. lawmakers. Deutche Welle reported that applicants for citizenship in the German state of Saxony-Anhalt will be required to declare their support for Israel’s right to exist to obtain German citizenship. (AJ 12/5)

In the West Bank, Israeli settlers raided Umm Safa, throwing stones at Palestinian farmers working their land. Israeli settlers also blocked Route 60 between Jerusalem and Ramallah, burning tires in protest over an Israeli demolition of a settlement outpost nearby. Israeli forces issued 12 stop work notices for 1 soccer field and 11 shacks in Masha and demolished an irrigation system under construction in Artas. Israeli forces also razed some 50 dunams (12.35 acres) of Palestinian land near Bruqin to expand the Brukhin settlement. In East Jerusalem, Israeli forces violently dispersed Palestinians celebrating Mawlid, the birthday of the Prophet Mohammad, assaulting people gathered at the Damascus Gate Plaza. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, injuring 1 with live ammunition and others with tear gas east of Khuza’a. PA prime minister Mohammad Shtayyeh met with Saudi non-resident ambassador to Palestine and consul general in Jerusalem Nayef al-Sudairi in Ramallah. It was al-Sudairi’s third day of meetings with Palestinian officials in the West Bank. Al-Sudairi also canceled a visit to the Haram al-Sharif compound on the occasion of Mawlid, reportedly after social media calls to prevent the visit in protest over the Saudi-Israeli normalization plans and due to the visit not being coordinated with the Jordanian-run Waqf, making the security a matter for the Israeli police. UN envoy for the Middle East peace process Tor Wennesland said after visiting Gaza that the situation was dire and that all parties must avoid another conflict, saying that “the people of Gaza have suffered enough.” Wennesland also briefed the UN Security Council, saying that Israel has advanced more than 10,000 settlement housing units in the last 3 months, calling on Israel to cease settlement activity immediately and calling on member states to up funding for UNRWA and the World Food Programme, which both need funding for food assistance in Gaza and the West Bank. The U.S. admitted Israel into its Visa Waiver Program, allowing Israelis to enter the U.S. for 90 days without obtaining a visa. Democratic senators Chris Van Hollen (D-MD), Brian Schatz (D-HI), Jeff Merkey (D-OR), and Peter Welch (D-VT) criticized the move, saying Israel has failed to meet the reciprocity requirements as not all U.S. citizens are treated equally by Israel, referring to Palestinian Americans who do not enjoy the same freedom of movement in Israel and Israeli-controlled crossings in the Occupied Palestinian Territories as other Americans do. Palestinian American member of the House Rashida Tlaib also criticized the decision, saying “it explicitly condones and enables the Israeli government’s discriminatory practices towards Americans requesting entry, including hours of detainment and interrogation.” U.S. embassy to Israel chargé d’affaires ad interim Stephanie Hallett said the embassy had established a working group to solve the issue of Palestinian Americans not being able to drive from the West Bank to Israel. The Lebanese army said it had exchanged smoke grenades with Israeli forces while working to remove “infringements” placed by Israeli forces on the Lebanese side of the Blue Line. A similar incident occurred on 9/23. (HA 9/27)

In the West Bank, unidentified gunmen opened fire at an Israeli settler vehicle near Qalqilya. Israeli settlers attacked Palestinians with batons, pepper spray, and stone at a spring near Tubas. Israeli forces shot and injured 1 Palestinian during a raid in Jericho. Israeli forces also leveled land and uprooted olive trees in Kafl Haris and razed an agricultural road in Zanuta. Elsewhere, Israeli forces violently dispersed Palestinian protesters during a raid in Dheisheh refugee camp, causing tear-gas related injuries. Israeli forces also demolished a water cistern serving 6 Palestinian families in al-Baqa’a. 16 Palestinians were arrested during late-night raids in Qalqilya, Bethlehem, Jericho, Tulkarm, Hebron, Ramallah, and Nablus. In East Jerusalem, Israeli forces raided the home of Islamic Waqf Department deputy director Najeh Bkeirat in Sur Bahir, detaining him. PA president Mahmoud Abbas visited Jenin for the first time in 12 years, giving a speech in Jenin refugee camp. Abbas praised the steadfastness of the Jenin residents in light of Israel’s attacks. The visit followed Israel’s large-scale attack on Jenin refugee camp on 7/3 and 7/4. Around 1,000 PA troops secured the area for Abbas. 2 Israeli settlers, including an off-duty soldier, were charged with terrorism, 1 for vandalizing a mosque in ‘Urif and the other for placing a chair in front of the door of a Palestinian home in Umm Safa and setting the chair on fire. Both incidents occurred in June. (AJ, HA, REU, TOI 7/12)

Congresswoman Ilhan Omar (D-MN) said she would not attend Israeli president Isaac Herzog’s address to Congress, citing Israel’s ban on Omar and representative Rashida Tlaib (D-MI) from entering Israel and Palestine in 2019, Israel’s increase in its killing of Palestinians in the West Bank, and Prime Minister Benjamin Netanyahu’s statement that he wants to crush Palestinians’ hope of statehood. Later on 7/13 and 7/14, Omar was joined in her boycott by Jamaal Bowman (D-NY), Alexandria Ocasio-Cortez (D-NY), and Cori Bush (D-MO). A U.S. national security council spokesperson said that “[t]here is no talk of some kind of formal reassessment. The United States and Israel share a special bond, and our enduring commitment to Israel’s security is ironclad.” The statement followed a New York Times column by Thomas Friedman, who said a U.S. reassessment of its ties to Israel was inevitable. In the West Bank, Palestinians in several cities observed a general strike in solidarity with residents of Shu‘fat and ‘Anata, which have been closed by Israel since 10/8. Palestinians in Nablus also observed a general strike in protest against Israeli closures of all the entrances to the city. Israeli settlers attacked 1 vehicle transporting patients to an-Najah Hospital, damaging the vehicle. Israeli settlers with military escort also visited Joseph’s Tomb, leading to a confrontation with Palestinians resisting the incursion near Nablus; 1 Palestinian was shot and injured by Israeli forces. Elsewhere, Israeli settlers raided Huwwara, attacking businesses and people and blocking a road, 1 Palestinian was injured. Israeli settlers also set fire to a poultry facility and truck in Qusra. Israeli forces shot and killed 1 Palestinian and injured 1 other while violently dispersing Palestinian protesters at al-Arroub refugee camp. Israeli forces also violently dispersed Palestinian protesters in Bethlehem, injuring 1 with a baton round and causing tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Ramallah, injuring 2 with live ammunition. Israeli forces also assaulted 1 Palestinian man after forcing him out of his vehicle at a checkpoint near Bayt Lid. In East Jerusalem, Israeli settlers led by MK Itamar Ben-Gvir toured the Haram al-Sharif compound. Coinciding with the tour, Israeli forces assaulted and arrested 3 at the compound, including 2 Waqf guards. Israeli forces violently dispersed Palestinian protesters in Isawiya, Silwan, al-Tur, Ras al-Amud, Shu‘fat refugee camp, Jabel Mukaber, Sur Baher, and Bayt Hanina, using tear gas and stun grenades. The U.S. White House released its National Security Strategy. The strategy included language referring to expanding normalization deals for Israel and a commitment to Israel as a “Jewish and democratic” state. The strategy paper also restated president Joe Biden’s position in support of a 2-state solution “along the 1967 lines, with mutually agreed swaps.” The paper did not mention any effort to restart negotiations. In the West Bank, Israeli settlers toured the al-Burj archeological site south of Hebron. Israeli forces sealed off parts of Sabastiyya to Palestinians. 3 Palestinians were arrested during raids in Dayr Jarir and Jalazun. In East Jerusalem, 1 Palestinian working for the Islamic Waqf was arrested at the Haram al-Sharif compound. In Gaza, Israeli forces made incursions and leveled land east of Dayr al-Balah. Palestinian political leader and Israeli prisoner Marwan Barghouti submitted an independent list of candidates, named “Freedom,” for the Palestinian parliamentary elections, with Nasser al-Kidwa 1st on the list and Marwan Barghouti’s wife, Fadwa Barghouti, 2d. (NYT 3/31; AP, HA 4/1)

During a meeting in Ramallah, PA prime minister Mohammed Shtayyeh called on EU diplomats to pressure Israel to allow East Jerusalemites to partake in the upcoming elections. (WAFA 3/31)

Israel’s public broadcaster Kan reported that in early March, the head of Shin Bet Nadav Argaman held a meeting with PA president Mahmoud Abbas, PA intelligence service head Majed Faraj, and PA civil affairs minister Hussein al-Sheikh. In the meeting, Argaman is reported to have told President Abbas to cancel the Palestinian elections because Hamas was running, which Abbas refused to do. Argaman is also reported to have threatened to withhold all the PA tax revenue if the PA did not stop cooperating with the ICC investigation into war crimes committed in the occupied Palestinian territories. After releasing its annual report on human rights abuses with language of the Israeli occupation removed from the title of the section on the West Bank and Gaza, the U.S. state department spokesperson Ned Price said that the U.S. does consider the West Bank to be occupied by Israel. In the West Bank, Israeli forces seized 1 bulldozer north of Tubas. 12 Palestinians were arrested during late-night raids in and around Bethlehem, Nablus, Jenin, Ramallah, and Jericho. In East Jerusalem, the Islamic Waqf announced that the Haram al-Sharif compound will be closed for prayers for 3 weeks due to a rise in COVID-19 cases. In Gaza, Israeli forces fired missiles at Khan Yunis, Dayr al-Balah, and Bayt Lahiya, causing damage; no injuries were reported. According to Israeli authorities, 13 rockets were launched at Israel, 8 of which were intercepted; neither damage nor injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of Bayt Lahiya; no injuries were reported. In the West Bank, Israeli settlers vandalized several Palestinian-owned vehicles in Huwwara. Israeli forces wounded 2 Palestinians during a house arrest in Jenin refugee camp; the Israeli army said the 2 were injured by explosives used by Israeli forces to open their door, but Palestinian eyewitnesses said the 2 were shot by live ammunition and were in critical condition; after the 2 injuries, clashes between soldiers and Palestinians erupted in the camp. Israeli forces also clashed with Palestinians during a raid near Ramallah; tear-gas related injuries were reported. Elsewhere, Israeli forces opened fire on Palestinian workers trying to enter Israel near the separation wall south of Qalqilya, injuring 3 with rubber-coated bullets. Israeli authorities announced that Israel had seized the ancient Roman ruins of Dayr Samaan near Kafr al-Dik along with land totaling 6 dunams (1.5 acres). 1 Palestinian was arrested at a military checkpoint south of Jenin. In East Jerusalem, Israeli forces arrested 5 Palestinians, including 4 Waqf guards who were later released on condition of not returning to the Haram al-Sharif compound for 7 days, and 1 during a raid in Issawiyya. In the West Bank, Israeli settlers set fire to a tractor and wrote racist graffiti in ‘Urif and slashed tires on several vehicles and wrote racist graffiti on buildings in Yasuf. Israeli settlers also threw stones and paint at an Israeli border police vehicle near the Yitzhar settlement. Israeli settlers also set fire to Palestinian agricultural lands in Asira; subsequently, local Palestinians and Israeli forces clashed in the area, leading to tear-gas related injuries. Israeli forces also razed land east of Tulkarm. Separately, Israeli forces injured 3 Palestinians using rubber-coated bullets as they were seeking to enter Israel via the separation wall near Far‘un. 20 Palestinians were arrested during late-night raids in and around Ramallah, Hizma, Bethlehem, Salfit, Nablus, Tulkarm, and Jenin. In East Jerusalem, 1 Palestinian family demolished part of their house built to accommodate their disabled son in Sur Bahir. 4 Palestinians were arrested, including 3 during late-night raids in Issawiyya and the Old City, and 1 Waqf guard at the Haram al-Sharif compound. In Gaza, Israel fired missiles at Gaza City, Bayt Hanun, and Dayr al-Balah, causing damage; incendiary balloons were launched from Gaza toward Israel, sparking fires. 1 unexploded Israeli shell was found at an UNRWA school west of Gaza City. Israel announced that it would stop all imports of fuel into Gaza as collective punishment for incendiary balloons landing in Israel. U.S. president Donald Trump announced that Israel and the UAE had agreed to establish full diplomatic ties and that Israel, as part of the agreement, had decided to suspend annexation of parts of the West Bank. In a joint statement from the 3 parties, it said that “Israel will suspend declaring sovereignty over areas outlined in the President’s Vision for Peace and focus its efforts now on expanding ties with other countries in the Arab and Muslim world.” Later, Israeli prime minister Benjamin Netanyahu said that annexation is “still on the table” and a promise he is committed to. Subsequently, President Trump said, “Israel agreed not to annex parts of the West Bank. It is more than taking it off the table—they agreed not to do it. This is a very smart concession by Israel. It is off the table now.” U.S. ambassador to Israel David Friedman later said that annexation is “off the table now but it’s not off the table permanently. Israel’s Central Elections Committee voted to prevent the Palestinian-Israeli politician Heba Yazbak from the Joint List from running during the Israeli elections in March. Yazbak called the campaign against her a plot of the right wing in “trying to hide the real injustice of the occupation and the blockade.” The Israeli high court of justice will issue a final ruling. The Israeli high court of justice rejected a petition to bar the Israeli Jerusalem Day flag march from walking through the Muslim Quarter of the Old City. In the West Bank, a group of Israeli settlers attacked Jibiya village north of Ramallah overnight by throwing stones, leading to 2 Palestinian injuries. Settlers also attacked Palestinian shepherds in the northern Jordan Valley. Also in the West Bank, Israeli forces arrested 19 during late-night raids in and around Ramallah, al-Bireh, Nabi Salih, Silwad, Jenin, Tulkarm, Qalqilya, and Hebron. The raid near Jenin triggered confrontations with locals trying to block the soldiers’ entrance to their village. Elsewhere in the West Bank, Israeli forces handed out demolition orders for 9 residential structures in Yatta and for animal barns in Bayt Jala near Bethlehem. In Hebron, students and teachers suffered from tear gas inhalation after Israeli soldiers fired the gas into the yard of their school. Some students were taken to a nearby hospital for treatment. A Palestinian man arrested in July 2018 was convicted by an Israeli military court for killing an Israeli soldier in May 2018. According to Israeli forces, the Palestinian man had confessed to throwing a marble slab on the soldier, leading to his death. In East Jerusalem, the Islamic Waqf Council Chairman Sheikh Abdel-Azim Salhab returned to Haram al-Sharif after a 40-day ban issued by Israeli authorities. In Gaza, 4 Palestinian fishermen detained last week by Egyptian authorities were released. Israeli forces also opened fire on Palestinian farmers east of Khan Yunis and on Palestinian fishermen on the northwestern coast of Gaza. There were no reports of injuries. Two days after Israel’s security cabinet ordered a deduction to the monthly transfers of tax revenues to the PA, PA president Mahmoud Abbas says, “We reject the tax, we don’t want it.” The deductions are set to total NIS 502,697,000 (approximately $138 million), which is purportedly equal to the amount that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The monthly transfers of tax revenues typically total NIS 800 million (approximately $220 million), which amounts to about a third of the PA’s budget. “Frankly, if we are left with only 20 or 30 million shekels, which is the sum paid to families of martyrs, then we will pay them to the families of martyrs,” Abbas adds. Tensions stemming from new Israeli security measures at Haram al-Sharif boil over, with mass protests and clashes erupting across the oPt throughout the day; 3 Palestinians are killed (all in East Jerusalem), 235 are injured, and 27 are arrested (at least 2 Israelis are injured as well). The Islamic Waqf calls on all imams in Jerusalem to conduct their sermons outside Haram al-Sharif, and thousands of Muslim worshippers gather at the sanctuary. The Israeli police deploy heavily across Jerusalem and bar Palestinian men under the age of 50 from the Old City. In the evening, they cut off electricity to a large swathe of East Jerusalem and close the sanctuary to all visitors (it will remain closed through 7/23). In light of the crisis at Haram al-Sharif, PA pres. Abbas suspends all PA contacts with Israel, including security coordination. In the evening, a Palestinian enters the Halamish settlement nr. Bethlehem and stabs 4 Israeli settlers, killing 3 and seriously injuring the 4th. An off-duty IDF soldier hears the attack, then shoots and moderately injures the Palestinian assailant. Hours before the attack, the alleged assailant had posted to Facebook, “I’m going to die for al-Aqsa.” Late at night, the IDF raids the alleged attacker’s hometown, Kobar nr.
