Elsewhere, Israeli forces uproot 51 olive trees and 15 grape vines in Husan. Israeli forces also demolish 2 homes in Umm al-Tiran, displacing 7 people. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Ramallah, al-Bireh, Qalqilya, Salfit, and Bethlehem. In East Jerusalem, Israeli forces arrest 6 Palestinians, tying them together before dragging them through the streets in Isawiya. More than 31,112 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,760 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 419 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 247 Israeli soldiers have been killed and 1,474 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. Israel restricts entry to the Haram al-Sharif compound on the first day of Ramadan to men over the age of 55, women over the age of 50, and children under the age of 10, in addition to requiring identification to enter. The Israeli military presents a plan to dismantle UNRWA operations in Gaza and in the West Bank, saying doing so will undermine Hamas’s civilian rule in Gaza. The plan includes slandering UNRWA and its staff with help from other Israeli governmental bodies. Israel’s military says it has assassinated the deputy head of Hamas’s military wing, Marwan Issa, saying he was the fourth highest ranking Hamas member. The UN Security Council discuss the UN report on sexual violence allegedly committed in Israel and Palestine. PA ambassador to the UN Riyad Mansour says the UN is displaying double standards by never holding a meeting on sexual violence committed by Israelis against Palestinians. U.S. ambassador to the UN Linda Thomas-Greenfield says the “evidence before us is damming and devastating.” Russia’s deputy permanent representative to the UN Maria Zabolotskaya says a comprehensive study covering Gaza is also needed before any conclusions can be made and points out that most of the UN data is from the Israeli government. UN secretary-general Antonio Guterres tells reporters that “[i]nternational humanitarian law lies in tatters . . . At a U.S. Senate Intelligence Committee hearing, CIA director Bill Burns outlines the current ceasefire proposal, which includes the release of 40 Israeli captives in exchange for a “defined number of Palestinian prisoners,” a 6-week ceasefire, and “a major surge in humanitarian assistance.” State Department spokesperson Matthew Miller says the U.S. has not received Israel’s plan for the protection of Palestinians in Rafah during its planned invasion. The U.S. fiscal 2025 budget request includes $7.6 billion for Middle East partners, including Israel, Jordan, and Egypt. Unlike past years, the budget does not include funding for UNRWA. 8 Democratic Senators write a letter to President Joe Biden, urging him to stop providing offensive weapons to Israel until Israel lifts its blockade on humanitarian aid going to Gaza, saying the transfer of weapons violates the Foreign Assistance Act. The letter is written by Senators Bernie Sanders (D-VT), Chris Van Hollen (D-MD), and Jeff Merkey (D-OR) and signed by Elizabeth Warren (D-MA), Mazie K. In the West Bank, 1 Palestinian child succumbed to injuries sustained from Israeli forces on 10/30 in Zawata. Israeli settlers set fire to vehicles and buildings in Deir Sharaf, set fire to olive trees in Jit, and threw stones on a road between the 2 towns, causing damage. Israeli settlers also attacked Palestinian homes in Shaab al-Butum in the Masafer Yatta area, causing damage. Elsewhere, Israeli settlers attacked a motorist in the Jordan Valley, destroying his car; the man was able to escape. 1 Israeli settler wearing an Israeli military uniform was shot and killed near Beit Lid. Israeli forces shot and killed 4 Palestinians, including 1 child, during raids in Qalqilya, Jenin, and al-Bireh. Israeli forces also shot and injured 9 Palestinians during raids in Huwwara, Jenin, al-Bireh, and Qalqilya. Elsewhere, Israeli forces assaulted 1 Palestinian man in Salfit. Israeli forces also demolished 6 vending stalls in Jalamah. 65 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, and Hebron. In East Jerusalem, Israeli forces raided the Makassed Hospital, arresting patients from Gaza. In Gaza, Israeli military spokesperson Daniel Hagari said Israel forces had surrounded Gaza City completely. At least 256 Palestinians were killed and 671 injured in Israeli airstrikes in Gaza. The Ministry of Health in Gaza said at least 9,061 Palestinians had been killed, including around 5,980 women and children, and 22,911 had been injured in Israeli airstrikes on Gaza since 10/7. At least 1,800, including 940 children, have been reported missing. 134 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 37 children. More than 2,274 have been injured. Israel said 20 soldiers had been killed in Gaza since its ground invasion, leaving the Israeli death toll at around 1,400 Israelis, including foreign nationals, since 10/7. 5,431 Israelis have been injured. The UN reported that over 1.5 million Palestinians, more than half the population in Gaza, had been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. For the second day in a row, around 400 foreign passport holders and about 60 injured Palestinians were evacuated to Egypt via the Rafah crossing. 102 truckloads of humanitarian aid entered Gaza. Israeli prime minister Benjamin Netanyahu called on Palestinian civilians to move south from northern Gaza, despite Israeli forces having seized control of the 2 main roads leading from north to south. Israeli forces have been reportedly opening fire at civilians traveling on the roads. (AJ 11/2)

The Israeli security cabinet decided to deduct funds from the PA tax revenue that is used in Gaza, in addition to the funds it deducts from the PA that are said to be used for paying stipends to the families of Palestinian prisoners and Palestinians killed by Israel. The cabinet also decided to no longer allow Palestinians from Gaza to work in Israel and to send those held in the Israeli internment camps back to Gaza. Interior Minister Moshe Arbel approved a memorandum making it easier for Israel to revoke the citizenship for people accused of supporting, inciting, or identifying with a terrorist organization. Arbel also transferred $50.4 million to 67 Palestinian municipalities in Israel after the funds had been frozen by Finance Minister Bezalel Smotrich since July. Israeli military chief of staff Herzl Halevi said Israel would allow fuel to enter Gaza to keep hospitals running. However, Prime Minister Netanyahu’s office rejected the move. Haaretz reported that the Israeli military is setting up a program to train and arm Israeli settlers to guard Israeli settlements. The military said it was willing to overlook criminal records in hiring the settlers to guard the settlements. (HA 11/2)

The Bahraini parliament said the country had recalled its ambassador to Israel and frozen economic ties. Israel’s ambassador to Bahrain left Manama shortly after. UN secretary general Antonio Guterres said in a report issued by the UN that Israel has used disproportionate force in the West Bank in recent years, saying some killings “appeared to amount to extrajudicial executions.” (AP 11/3)

The UN Refugee Agency said it would cut the number of Palestinian refugee families that receive cash assistance in Lebanon by a third from next year, citing budget restraints. (AP 11/2)

Chilean president Gabriel Boric met with U.S. president Joe Biden at the White House. After the meeting Boric said the Israeli response to Al Aqsa Floods operation on 10/7 had been disproportionate and unacceptable and condemned both Hamas and Israel. Boric, who recalled Chile’s ambassador to Israel on 10/31, said he would not relay what Biden had said to him about the conflict. (HA 11/2; AJ 11/3)

The U.S. House of Representatives passed a bill that would provide $14.3 billion in aid to Israel and deduct the same amount from the Internal Revenue Service (IRS). The bill was unlikely to pass in the Senate due to the deduction in funds from the IRS and the lack of funding for Ukraine. Senator Chris Murphy (D-CT) said the civilian deaths in Gaza were unacceptable and called on Israel to “immediately reconsider its strategy and shift to a more deliberate and proportionate counterterrorism campaign.” Senator Dick Durbin (D-IL) called for a ceasefire, among the U.S. senators to do so. Sweden said it would donate an additional $13.4 million to Gaza on top of its $50 million in aid to Palestinians for 2023. Norway said it will increase its support to Gaza via UNICEF by $2 million. In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Burin, assaulting them at gun point and stealing tools, phones, and olive crops. Israeli settlers also raided Qarawat Bani Hassan, opening fire at Palestinians harvesting olives, forcing them to flee. Elsewhere, Israeli settlers uprooted 55 trees using a bulldozer in al-Twana. Israeli settlers also assaulted Palestinians in Khallet ad-Dabi, causing fractures and bruises on several of them. Meanwhile, Israeli settlers threw stones at Palestinian homes in Arab al-Milehat near Jericho. Israeli forces killed 7 Palestinians, including 2 children, during raids in Jenin refugee camp, Qalqilya, and Qalandia refugee camp; 5 of the Palestinians were killed in a drone strike on Jenin refugee camp. In Gaza, Israeli airstrikes killed 756 Palestinians, including the wife, son, daughter, and grandchild of Al Jazeera Gaza bureau chief Wael Dahdouh in an airstrike that was said to be targeting him. Israeli airstrikes also destroyed a bakery in Dayr al-Balah shortly after it received a shipment of flour. Rockets were fired at Israel, causing damage and injuries. In Lebanon, Israeli attacks killed 2 members of Hezbollah, increasing the number of Hezbollah members killed to 40 since 10/7. It is estimated that 1,500 were trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 102 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 29 children. More than 1,833 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The Palestinian Federation of Trade Unions said between 9,000 and 9,500 Palestinians from Gaza, employed in Israel, were in Israel on 10/7. 5,000 of them made it to the West Bank, with some 2,000 of them subsequently being arrested by Israel while 1,000 are unaccounted for. A Palestinian worker told Haaretz after he was released from an Israeli detention camp that Palestinians were held in the sun for 2 days without food, while they were blindfolded and their hands were tied. Oxfam said Israel was using starvation as a weapon of war, saying only 2% of the food that circumstances would have entered Gaza under normal circumstances has been delivered since 10/7 and that 104 trucks of food are needed daily to cover the needs of the population. (AJ 10/25)

U.S. president Joe Biden questioned the accuracy of the death toll reported by the Gaza Ministry of Health. Human Rights Watch said the data provided by the ministry is accurate, saying their own investigations are aligned with the ministry’s data. Biden also criticized Israeli settlers for “attacking Palestinians in places that they are entitled to be.” After a call with Israeli prime minister Benjamin Netanyahu, a readout of the conversation stated that they discussed a “pathway for a permanent peace.” Newly elected House of Representatives speaker Mike Johnson’s first act as speaker was to bring a pro-Israel resolution to the floor, which passed 412-10, with 6 voting present. At the UN Security Council, the U.S. and UK vetoed a Russian resolution calling for a humanitarian ceasefire. China, Gabon, Russia, and the UAE voted for the resolution while the 9 other members abstained. Russia and China vetoed a U.S. resolution calling for “humanitarian pauses.” The UAE also voted against it, while Albania, France, Ecuador, Gabon, Ghana, Japan, Malta, Switzerland, and the UK voted in favor. French president Emmanuel Macron met with his Egyptian counterpart Abdel Fattah el-Sisi, who said the 2 discussed the “many, many civilian casualties” that could result from an Israeli ground invasion of Gaza. The Wall Street Journal reported that the U.S. has asked Israel to hold off on its planned ground invasion of Gaza until the U.S. has bolstered its defenses in Iraq, Syria, Saudi Arabia, Jordan, Kuwait, and the UAE. Elsewhere, an Israeli settler attempted to ram Palestinians on a street in Tuqu’. Israeli settlers also threw stones at Palestinian vehicles traveling west of Jericho, causing damage. Israeli forces also shot and killed a Palestinian who allegedly attempted to ram soldiers at a checkpoint in Hebron using a tractor. Hamas’ Izzeddin al-Qassam Brigades spokesperson Abu Obaida said the Qassem Brigades would not negotiate the release of captives while Gaza was being bombarded. Earlier in the day Abu Obaida said Qassam Brigades would begin executing 1 Israeli captive each time Israel bombs a civilian target. There was no indication that the threat was carried out as civilian buildings were being bombed by Israel. Hamas official Moussa Abu Marzouk told Al Jazeera that Hamas is open to discussing a truce and all political dialogue. Reuters reported that Qatar was mediating a prisoner exchange that will see Israeli women and children released by Hamas in exchange for the release of 36 Palestinian women and children from Israeli prisons. Egyptian sources also said that Egypt was in close contact with Israel and Hamas to prevent further escalation, calling on Israel to exercise restraint and Hamas to keep the captives in good condition. Israeli defense minister Yoav Gallant said that he had ordered that no power, water, food, or gas enters Gaza, saying “[w]e are fighting human animals and we act accordingly.” His office later said Gallant had ordered the intensity of the Gaza bombings to increase. Several Israeli politicians called for the formation of an emergency unity government, including Finance Minister Bezalel Smotrich, who said the emergency government should “bring about the complete elimination of Hamas and the terrorist organizations in Gaza.” Benny Gantz’s National Unity party demanded that Smotrich and National Security Minister Itamar Ben-Gvir not be part of the war cabinet and that no legislation unrelated to the war would be promoted. Axios reported that Israeli prime minister Netanyahu told U.S. president Joe Biden that Israel will invade Gaza. The Washington Post reported that the U.S. is preparing for a prolonged war in Gaza and is assessing Israeli diplomatic, political, and military needs. The White House briefed members of Congress that Israel will need replenishment for the Iron Dome, ammunition rounds, precision-guided missiles, and small-diameter bombs. Biden said in a briefing that 11 U.S. citizens have been killed by Hamas and that there likely are U.S. captives being held in Gaza. The U.S. also said Iran was complicit in the Hamas attack and warned Iran about getting involved in the fighting. Iran denied any involvement or knowledge. A court in Israel rejected a lawsuit brought by 1 Palestinian-Israeli on behalf of his nephew and niece who have to travel outside the city of Carmiel to go to school as there are no Arabic-speaking schools in their city. The suit asked for the city to pay their expenses for traveling to the Arabic-speaking school, but the Israeli court dismissed the suit, citing the Jewish Nation-State Law saying the city’s Jewish character had to be preserved. The judge wrote in his ruling, “Carmiel, a Jewish city, was meant to establish Jewish settlement in the Galilee . . . Establishing an Arabic-language school . . . Saudi Arabia allowed Israeli airlines to fly over their airspace for commercial flights 1 day before the 1st commercial flight between Israel and the UAE was set to happen. Hamas’s leader in Gaza, Yahya Sinwar, says that Hamas has not made any “deal or understandings” with Israel, despite recent reports of progress in the Egypt- and UN-mediated talks on a potential Hamas-Israel cease-fire. This brings the death toll stemming from the Great March of Return to 158. One day after an Egyptian delegation visited Gaza for meetings with Hamas officials, al-Hayat reports that the Egyptians proposed a new framework for Palestinian reconciliation and a long-term cease-fire between Hamas and Israel. The plan would reportedly see the PA take control of Gaza and limits on Hamas’s military wing, inter alia. Hamas and Fatah officials both say that the proposal is unlikely to help Hamas and Fatah overcome their differences. Meanwhile, a Hamas official says that the Egypt-mediated backchannel talks with Israel over a long-term cease-fire are at an impasse, that it’s the PA’s fault for opposing the process, and that Hamas plans to escalate the ongoing protests along Gaza’s border fence in response. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. The EU’s Foreign Affairs Council announces that Israelis and Palestinians will be offered an unprecedented assistance package in the event of a final status peace deal. The incentives, under the bracket of “Special Privileged Partnership,” include political, economic, and security support. Israeli, Lebanese, and UN military officers meet to defuse tension following fatal crossborder gunfire the previous day. A statement from the UN Interim Force in Lebanon (UNIFIL) says that the Lebanese soldier who killed an Israeli soldier was acting alone. UN emergency relief coordinator Valerie Amos issues an appeal at a meeting of donor countries in Geneva for $6.5 billion for Syria and its neighbors, including Egypt, Iraq, Jordan, Lebanon, and Turkey, each of which host significant populations of Syrian refugees. An Egyptian court bans the activities of the Muslim Brotherhood as an NGO and orders its funds seized. U.S. State Dept. spokesperson Jen Psaki says that Washington will wait to see how such a decision will be implemented and urges all parties to embrace an inclusive political process.
