140 countries sign letters to the presidents of the UN Security Council and the General Assembly, and UN secretary-general Antonio Guterres supporting Palestine gaining full UN membership. The Security Council would have to approve full membership for Palestine before the General Assembly can vote on approval. U.S. deputy ambassador to the UN Robert Wood says the U.S. position remains that the issue of Palestinian statehood is a final status issue to be decided in talks between Israel and Palestine. PA prime minister Mohammad Mustafa addresses the first cabinet meeting of the new government, outlining 3 major priorities: easing the hardship of Palestinians in Gaza, achieving financial stability, and reform of public institutions to make them more productive, accountable, and transparent. Mustafa also speaks with UK foreign secretary David Cameron, Egyptian prime minister Mustafa Madbouly, and Japanese foreign minister Yoko Kamikawa in separate phone calls. PA president Mahmoud Abbas speaks with Jordanian king Abdullah II in a phone call, saying he supports Jordan as external forces are trying to interfere in internal Jordanian affairs, exploiting the situation in Gaza. It is not immediately clear what Abbas is referring to, but it could relate to the more than week-long protests outside of the Israeli embassy in Amman. The UN Security Council discusses Israel’s attack on the Iranian consulate in Damascus on 4/1. The Russian and Iranian ambassadors condemn the attack, as does Secretary-General Guterres who says the “inviolability of diplomatic and consular premises and personnel must be respected in all cases in accordance with international law.” The U.S., France, and the UK do not condemn the Israeli attack but say that diplomatic structures should be protected. Euro-Med Human Rights Monitor says Israel has killed over 200 Palestinians at the hospital since 3/18, including many that have been executed after being arrested. 13 patients have died at the hospital since 3/18. U.S. secretary of state Antony Blinken meets Egyptian, Saudi, Qatari, and Jordanian foreign ministers Sameh Shoukry, Faisal bin Farhan Al Saud, Mohammed bin Abdulrahman bin Jassim Al Thani, and Ayman Safadi and PLO secretary-general Hussein al-Sheikh in Cairo. Blinken says the group discussed “post-conflict Gaza” and the need for “a state for Palestinians and security guarantees for Israelis.” Before the meeting, the PA says Blinken’s diplomatic efforts are not yielding any results and that they are just buying Israel time. Blinken also meets with Egyptian president Abdel Fattah el-Sisi. CNN reports that on 3/6 Blinken told Qatar to threaten Hamas officials with expulsion to pressure the group into agreeing to the U.S.-Israeli ceasefire proposal. UK foreign secretary David Cameron says in a letter to a British MP that aid is not getting into Gaza because of “arbitrary denials” of aid trucks by Israel and “lengthy clearance procedures.” Cameron also denies that the UN requested that the Karem Abu Salem (Kerem Shalom) crossing be closed during Sabbath, saying it is Israel that made that decision. The Norwegian wealth fund’s ethics council says it is examining which firms are selling weapons to Israel that are used in Gaza and that the wealth fund could divest from those companies if it finds that the weapons are used for “serious and systematic violations” of international law. The Israeli High Court of Justice approves the demolition of the family home of a Palestinian man who was killed by Israeli forces after he injured an Israeli soldier in East Jerusalem on 10/12/2023. In his State of the Union address, U.S. president Joe Biden says the U.S. military will set up a temporary pier off the coast of Gaza to deliver aid but that no U.S. soldiers will enter Gaza as it will be built offshore. Biden also says, “to the leadership of Israel I say this: Humanitarian assistance cannot be a secondary consideration or a bargaining chip.” Biden is filmed telling Senator Michael Bennet (D-CO) that he has told Israeli prime minister Benjamin Netanyahu that “you and I are going to have a come to Jesus meeting.” The PA presidency thanks Biden for supporting a 2-state solution and a ceasefire during his speech. The Israeli military’s Central Command commander Yehuda Fuchs signs an order to allow the Mitzpeh Yehuda settlement outpost to be turned into a new settlement called Mishmar Yehuda that initially would have 3,600 housing units and later expand to 13,600 housing units. The Israeli Justice Ministry is investigating 3 Israeli police officers who are suspected of sexually assaulting a man they arrested at the Hizma checkpoint in late December 2023. The unnamed victim told an Israeli court that the police officers “stuck whatever they had in the car into my anus.” A sexual assault examination conducted by the Institute for Forensic Medicine found that he had been sexually assaulted. The armed wing of the PFLP, the Abu Ali Mustafa Brigades, released a picture it said showed the body of 1 of the Israeli soldiers held captive in Gaza, saying he was killed by Israeli forces when they tried to rescue him. Israeli prime minister Benjamin Netanyahu said in a press conference that the border zone between Egypt and Gaza, known as the Philadelphi Corridor, must be under Israeli control. Netanyahu reportedly invited Defense Minister Yoav Gallant and war cabinet member Benny Gantz to participate in the press conference, which they declined. Egypt presented a proposal for ending Israel’s assault on Gaza to Israel, Hamas, the U.S., and European governments that would see Israel withdraw from Gaza, all the captives released from Gaza, many Palestinian prisoners freed by Israel, and a united technocratic Palestinian government installed. In the first stage of the plan, all civilian captives would be released over a 7 to 10 day ceasefire period where Palestinian prisoners would also be released. The second stage would see all female soldiers released in exchange for Palestinian prisoners over a weeklong period. In the last stage, Hamas and Israel would negotiate the release of the remaining captives and Palestinian prisoners. A Washington Post analysis of Israeli claims that al-Shifa Hospital was a Hamas base before Israel attacked and besieged it said the Israeli claims were unsubstantiated. The Post said it had found that the rooms connected to the tunnel network Israel had shown in video material did not show “immediate evidence of military use by Hamas,” that the 5 buildings Israel said were involved with Hamas did not appear to be connected to the tunnel network, and that there was no evidence that the tunnels could be accessed directly from the hospital. The Israeli socioeconomic cabinet voted unanimously against lifting the ban on entry for Palestinian workers from the West Bank into Israel. The security cabinet later postponed voting on the recommendation after it became clear that most ministers would vote against allowing Palestinian workers to enter Israel again. Israel is having a labor shortage after expelling all Palestinian workers from Gaza and the West Bank and is expecting thousands of workers from India and Nepal to arrive within 2 weeks. Israeli videos of dozens of Palestinian men being stripped to their underwear, forced to sit on the ground, and taken by Israeli forces to a large hole dug in the ground circulated in Israeli media and on social media. What happened to the men, who were taken from UN schools in Beit Lahiya, remained unknown as some of them were identified as civilians, including journalists, doctors, and academics. Hamas condemned the Israeli action, calling it revenge for Israel’s failed invasion and calling on human rights organizations to intervene.
