Within hrs. of Arafat’s death, the PC, in keeping with the Basic Law, formally swears in PC speaker Rawhi Fattuh as interim head of the PA until elections are organized within the next 60 days;Qurai‘ maintains the position of PM, responsible for daily PA operations. Qaddumi is elected as head of Fatah by the 15-mbr. Fatah Central Comm. Abbas is voted head of the PLO by the PLO Exec. Comm. The State Dept. says that it is prepared to help the Palestinians hold elections if asked; says that Israel still must carry out Gaza disengagement. The IDF continues operations in Jenin, fatally shooting a wanted Palestinian in an exchange of fire during an arrest raid, firing on stone-throwing Palestinian youths. The IDF closes the Rafah crossing to Egypt; fires on residential and agricultural areas nr. Netzarim, seriously wounding a 52-yr.-old farmer in his field; bulldozes 15 d., shells residential areas nr. Rafah; bulldozes 4 d. outside Einav settlement nr. Tulkarm; raids 20 homes, a mosque during evening prayers in Hebron, holds those in the mosque for 3 hrs. of interrogation; conducts arrest raids, house searches in Dura. In Hebron, 2 Palestinians are killed in a mysterious explosion. The AMB distributes leaflets across the territories warning the Palestinian leadership not to give up armed struggle or compromise on Palestinian national rights now that Arafat is in Paris for treatment. Shilo attack, chase off a group of Palestinians harvesting olives in nearby al-Mughayyir village. Israeli sources confirm that the West Jerusalem municipality has completed plans for construction of a new 280-unit Jewish settlement quarter in Abu Dis in East Jerusalem following completion of the separation wall through Abu Dis. A Palestinian dies of injuries received on 10/2 during the IDF attack on n. Gaza. In Gaza, scores of Palestinians protest increasing crime, kidnappings, violence in Gaza and demand security, legal reforms. An Israeli court rules that Palestinian residents of Jerusalem have the right to register any child under age 12 without having to apply for family reunification even if 1 parent holds a West Bank ID. Previously, the Israeli Interior Min. asserted that any such children not registered by age 1 would have to apply for family reunification. (PR 11/3)

Arafat collapses in his Ramallah headquarters and deteriorates dramatically during the day, reportedly lapsing in and out of consciousness. His personal doctor is summoned fr. Amman, a medical team fr. Egypt, and his wife fr. Paris, raising speculation that he is nearing death. Outside the PC headquarters in Gaza, Fatah mbrs. continue to protest against Musa Arafat’s appointment. In the evening, some 150 armed AMB mbrs. attack the PA military intelligence headquarters in Rafah, using a bulldozer in an attempt to break into the complex, exchanging gunfire with security guards, leaving 18 Palestinians (including at least 3 AMB mbrs., several bystanders) wounded. AMB mbrs. also attack the PA military intelligence building in Khan Yunis, setting 2 offices ablaze, stealing weapons, freeing some detainees, wounding a security guard in an exchange of fire; staging marches in Nussayrat r.c. A Palestinian suicide bomber detonates a car bomb at the Rafah border crossing with Egypt, killing only himself, lightly injuring 2 IDF soldiers. The IDF fatally shoots a Palestinian, wounds a 2d nr. Dayr al-Balah; bulldozes tents and tin shacks housing 95 Palestinians nr. a settler bypass road leading to Gaza’s Gush Katif bloc; bulldozes 12 dunams of land in Wadi al-Silqa nr. Dayr al-Balah, 9 dunams nr. the Rafah crossing; fires on residential areas of Dayr al-Balah; imposes a curfew on, conducts house searches and arrest raids in Jaba‘ nr. Jenin; confiscates 5,500 m2 of agricultural land nr. Salfit, located btwn. the separation wall and the Green Line, that provides income for some 60 Palestinian families. In Hebron, 15 Jewish settlers fr. Kiryat Arba, escorted by IDF troops, attack Palestinian homes. A Palestinian dies of injuries received during the IDF raid on Rafah on 5/20. During the day, the IDF continues operations in Rafah, demolishing 5 Palestinian houses completely, redeploying tanks surrounding Tal al-Sultan away fr. the area (bulldozing 120 dunams of agricultural land before leaving), moving tanks and bulldozers into Brazil r.c., firing on residential areas. The IDF withdraws fr. Rafah after sundown, effectively ending Operation Rainbow, saying that since 5/17 it found 3 tunnels and demolished 56 “structures” that allegedly had provided cover for Palestinian gunmen, that it will regroup and resume operations soon. After the pullback, the IDF fires on a funeral in Rafah, seriously injuring several Palestinians. The IDF also raids Balata r.c., fires on stone-throwing youths, killing 1 Palestinian. Egyptian intelligence chief Omar Sulayman meets separately with Israeli PM Ariel Sharon, Palestinian Authority (PA) head Yasir Arafat to present them with a list of conditions that Egypt would require to be in place before it would agree to retrain Palestinian security forces to assume security control in Gaza under Sharon’s disengagement plan. As Israeli-Palestinian tensions continue to run high in Gaza, the Israel Defense Forces (IDF) fatally shoots 3 Palestinians who enter a closed military zone nr. Gaza’s border with Israel; fires missiles at 3 sites in Gaza City (the local Fatah headquarters, Hamas’s al-Risala newspaper, an electrical transformer), cutting electricity to part of the city, wounding at least 3 Palestinian children. Gaza crossings into Israel remain closed for the 8th consecutive week. Rejecting a 5/15 petition by a Palestinian human rights group, the Israeli High Court says the IDF may widen the Philadelphi Route buffer zone along the Gaza border with Egypt, potentially demolishing 100s of Palestinian homes, ruling that the army has a “real, imminent need” to do so. The IDF announces over loudspeakers in Rafah’s Bloc O section, where much bulldozing has occurred, that Palestinians have 24 hrs. to evacuate their homes; fires on residential areas to encourage Palestinians to leave. The International Comm. of the Red Cross begins setting up a tent camp in Rafah able to provide emergency housing for 1,500 Palestinians left homeless by IDF bulldozing operations in the past wk. and those fleeing in fear of further demolitions. In the West Bank, the IDF conducts arrest raids, house searches in Dahaysha refugee camp (r.c.) nr. Bethlehem, begins bulldozing 45 dunams (4 dunams = 1 acre) of Palestinian land nr. Clashes btwn. the IDF, Palestinians continue in Rafah for a 4th day, leaving 2 IDF soldiers, 2 Palestinians dead. Palestinians report near-continuous IDF shelling. The IDF announces plans to bulldoze 100s of Palestinian homes along the Rafah border with Egypt to widen (by “a couple of hundred meters”) the Philadelphi Route (now 4.5 mi. long and 250 m wide); bulldozes more Palestinian homes, as 1,000s of Palestinians flee the area. Human rights groups report that the IDF has demolished 72 Palestinian homes in Rafah completely, another 27 partially since 5/12. The IDF also fires on a Palestinian car nr. Netzarim settlement, wounding a pregnant Palestinian; demolishes 5 Palestinian homes in al-Qarara, 1 nr. The IDF fatally shoots at least 7 Palestinians (including 1 man who is shot, bleeds to death inside his home), wounds at least 50 (including 1 Palestinian journalist), demolishes 2 apartment buildings in ongoing clashes in Gaza City before withdrawing in the afternoon, after Egyptian mediators secure the return of the bodies of 6 IDF soldiers killed on 5/11. In Rafah, however, Islamic Jihad mbrs. fire a rocket propelled grenade into the IDF-controlled buffer zone (the Philadelphi Route) along the border with Egypt, hitting an APC carrying explosives for demolishing smugglers’ tunnels and Palestinian homes, killing 5 IDF soldiers, injuring 3. The IDF also conducts arrest raids nr. Bethlehem, Tulkarm; fires on residential areas of Balata r.c. (barring ambulances fr. reaching the wounded, arresting 1 injured man). Nablus; bulldozes a Palestinian home, levels several others that were previously heavily damaged in Rafah; bulldozes 1.5 dunams of agricultural land nr. Khan Yunis; announces that it has arrested 4 bedouin, 7 Egyptians, a Nablus Palestinian allegedly involved in a scheme to smuggle weapons fr. Egypt to Nablus. Palestinian gunmen fire on an IDF bus outside Hermesh settlement nr. Baqa‘ al-Sharqiyya, wounding 1 IDF soldier. A Palestinian stabs, wounds 2 Israeli police officers in French Hill settlement in East Jerusalem, is arrested. The IDF evacuates an illegal settlement outpost nr. Hebron that has been evacuated 7 times previously (most recently on 3/31), says 5 more outposts are due to be removed soon. At the same time, 50 armed Jewish settlers fr. Kiryat Arba rampage through Palestinian areas of Hebron, vandalizing 6 Palestinian homes, injuring 4 Palestinians; IDF soldiers observe but do not intervene. Jewish settlers fr. Meanwhile in Washington, Israeli DM Shaul Mofaz briefs U.S. VP Dick Cheney, Powell on Israel’s latest thinking regarding evacuating settlements, maintaining security control in Gaza postwithdrawal. In Cairo, Israeli FM Silvan Shalom meets with Egyptian pres. Husni Mubarak and FM Ahmad Maher, who provide assurances that Egypt would secure its border with Gaza following an Israeli pullout.
