Salfit after he stabs and injures 2 Israeli settlement security guards. The IDF later raids his home nr. Salfit and questions his family. IDF troops patrol in Qalandia r.c. nr. Ramallah, killing 1 Palestinian and injuring 4 others in clashes with stone-throwers. Meanwhile, Israeli forces return the bodies of 2 Palestinians killed on 11/23 and 11/30. Late at night, IDF troops conduct raids in Qalandia r.c., sparking clashes with stone-throwers and injuring 3 Palestinians. Off Gaza’s s. coast, Egyptian forces shoot and kill a Palestinian swimming nr. the border. The man’s family will later say that he suffered from psychological disabilities due to the difficulties of life in Gaza and that he was trying to enter Egypt for medical treatment, which he had been denied since the beginning of 2015. For the 2d time in 2 days, Israeli naval forces confront Palestinian fishermen off the coast nr. Gaza City, arresting 10 and confiscating their 2 boats. Amid escalating tensions in East Jerusalem, Israeli police violently disperse Palestinians protesting access restrictions at Haram al-Sharif in Issawiyya, Shu‘fat r.c., al-Tur, and Silwan, injuring at least 25 Palestinians and 3 Israeli police officers. Separately, Israeli forces arrest 5 Palestinians on late-night raids in al-Tur and Sur al-Bahir; shut down a café in al-Tur. As PM Netanyahu tries to push mandatory minimum sentencing for stone-throwers through the Knesset, Palestinians throw stones and a firebomb at an Israeli bus in Ras al-Amud in the evening, causing serious damage, and later throw stones at a bus driver nearby, causing minor injuries. In the West Bank, IDF troops shoot and seriously injure 1 Palestinian during clashes in Aida r.c. and 1 Palestinian after he allegedly throws a firebomb at an Israeli military vehicle nr. Nablus. Along Gaza’s border, Israeli forces arrest a Palestinian attempting to cross the border. In the West Bank, IDF troops conduct raids and house searches nr. Hebron, Jenin, and Nablus, arresting 9 Palestinians total and sparking clashes with Palestinian youths nr. Hebron. A PLO Exec. Comm. mbr. says that PA pres. Abbas will announce the termination of the Oslo Accords due to Israel’s “lack of commitment” in his 9/30 UNGA speech. Meanwhile, hundreds of Palestinian refugees gather in front of UNRWA’s headquarters in Gaza City for the 2d Sunday in a row to protest the agency’s recent reduction in services. In the West Bank, thousands of Palestinians march in Duma, nr. Nablus, in solidarity with the victims of the 7/31 arson attack in the village. Israeli forces erect mobile checkpoints outside the village to stop the march, sparking clashes in the evening; there are no serious injuries. IDF troops assault 1 Palestinian each in c. Qalqilya, Ramallah, and Jericho during the day. An Israeli settler shoots and injures a Palestinian youth nr. Ramallah. Fatah spokesperson Ahmad Assaf responds to reports of Hamas conducting long-term cease-fire negotiations with Israel, saying “Hamas aims, through these talks, to dedicate its rule to the Gaza Strip, protect its leaders and stick to the instructions of its regional donors, even if at the expense of the Palestinian cause, national unity and suffering of Gazans.” PA pres. Abbas says, “I can confidently say that there are direct negotiations between Hamas and Israel aimed at establishing a state in [the] Gaza region.” Hamas dep. chief Abu Marzuq responds to the comments, saying that Hamas wants “a state not just in Gaza, but in all of Palestine” and that Hamas is not coordinating with Israel on the formation of a state in Gaza. In Egypt, French FM Fabius calls for a return to Israeli-Palestinian peace negotiations after conducting a series of meetings with Egyptian officials. Fabius says he will be advocating for a return to peace negotiations in meetings with Abbas and Israeli PM Netanyahu on 6/21. (MNA 6/20)

Egyptian authorities open the Rafah border crossing for passage in and out of Gaza, as the PA announced they would on 6/10. They will keep the crossing open through 6/19. IDF troops stationed nr. the inactive Sufa border crossing nr. Rafah shoot and injure a mentally handicapped Palestinian man approaching the border fence. In the West Bank, Palestinians shoot and damage Israeli cars nr. Nablus, according to the IDF. IDF troops conduct late-night raids in c. Hebron, 1 village and al-‘Arub r.c. near the city, and 1 village nr. Ramallah, arresting 3 Palestinians and issuing arrest summons to 2 others; patrol in 1 village nr. Ramallah. At the annual Herzliya Conference, Israeli PM Netanyahu calls on the Palestinians to return to peace negotiations with Israel “without preconditions,” and he says that he will not require them to recognize Israel as a Jewish state as a precondition, though he would require it in a final deal. Senior Hamas officials confirm a recent meeting with Egyptian intelligence officers to discuss their poor relations. Hamas reportedly pushed for Egypt to reopen the Rafah border crossing and the Egyptians pushed for several undisclosed “confidence-building” measures, some of which Hamas agreed to. (HA 6/10)

EU officials confirm that the bloc is preparing new guidelines requiring Israel to label produce made in its West Bank settlements if it is to be exported to Europe. (JP, TOI 6/9; MNA 6/10)

In Gaza, a Palestinian man from Jabaliya succumbs to injuries sustained on 7/28/2014 during OPE. In the West Bank, the IDF conducts a late-night raid nr. Hebron, issuing an arrest summons to 1 Palestinian and sparking minor clashes with stone-throwing Palestinian youths; patrols in 2 villages each nr. Ramallah and Hebron, as well as ‘Ayn al-Sultan r.c. and 1 village nr. Jericho, and also violently disperses dozens of Palestinians protesting outside Jalazun r.c. nr. Ramallah, causing no serious injuries. In East Jerusalem, Israeli forces conduct raids and house searches in Silwan and Bayt Hanina, arresting 7 Palestinians. In s. Israel nr. French FM Laurent Fabius says that he will travel to Israel and the oPt in 6/2015 to try to persuade the Israelis, Palestinians, and the Arab states to accept a French-drafted UNSC res. setting parameters for a new round of peace negotiations between the parties. (HA, REU, TOI 5/28)

In Egypt, the Sinai Province of the Islamic State (SPIS) says on its Facebook page that it plans to attack Eilat, Israel, “in the coming days.” (SPIS will launch a rocket into Israel on 7/3.) According to Egyptian media reports, SPIS also threatens to “begin operations against Hamas positions” in Gaza. The threat comes amid escalating tension between Hamas and Islamist groups in Gaza. The month-long Nuclear Non-Proliferation Treaty Conference concludes today in New York. Egypt’s proposal for a conference on nonproliferation in the Middle East, focused on Israel’s nuclear program, failed to garner enough support after opposition from the U.S., Canada, and the UK. U.S. pres. Barack Obama signs the Iran Nuclear Agreement Review Act into law, giving Congress the opportunity to disapprove of any agreement made by the P5+1 and Iran. Speaking at a Washington synagogue, Obama reaffirms his support for Israel, but says that he refuses to “paper over our differences.” Referring to the P5+1’s ongoing negotiations with Iran, he says, “Our commitment to Israel’s security, and my commitment to Israel’s security is, and always will be, unshakable.” (JP, NYT, TOI 5/22)

ICC prosecutor Bensouda says that she has not been provided any official information from either the Palestinians or Israel relating to Israel’s assault on the Gaza Strip in 7–8/2014, and that, unless that changes, her decision to launch a full investigation will be based on publicly available materials. Israeli PM Netanyahu’s new govt. presents a document to the Knesset outlining the basic principles binding its ruling coalition. In language similar to that used for the 2009 and 2013 govts., it says that the govt. will work toward a peace agreement with the Palestinians, but it does not specify a 2-state solution. It also notes that “if an agreement of this kind is reached [with the Palestinians], it will be brought for the approval of the cabinet and Knesset, and if necessary, a national referendum as well.” (AFP, HA 5/13)

In an interview published today, U.S. Pres. Obama says that the U.S. is “taking a hard look” at its positions regarding the Israeli-Palestinian conflict, and that the Palestinians “deserve an end to the occupation and the daily indignities that come with it.” Obama is hosting several leaders of the GCC countries at a summit in Washington today to discuss regional issues. The head of the Palestinian Power and Natural Resources Authority Omar Kittanah announces that the PA cabinet has approved an initiative to connect the electricity grid in the West Bank to Jordan. The PA will begin looking for funding for the project, which is estimated to cost $100 m. It is part of a regional, 3-year initiative to connect the grids of Turkey, Lebanon, Syria, Iraq, Libya, Egypt, Jordan, and the oPt. (MNA 5/13)

In the West Bank, Israeli forces raze lands and destroy crops in a village nr. Hebron. The IDF conducts late-night raids and house searches in 1 village and al-‘Arub r.c. nr. Nablus that Palestinians were using to open a road in the area. Elsewhere, IDF troops injure a Palestinian child and confiscate several solar panels in a raid in a bedouin village nr. Abu Dis. The IDF conducts house searches and raids in 1 village nr. Ramallah, ‘Askar r.c. nr. Nablus, and al-Fara‘a r.c. nr. In Syria, fighters affiliated with ISIS conduct an assault on Yarmouk r.c. outside Damascus. During a day of intense fighting, they take control of large areas of the camp, casting further uncertainty over the fate of the approximately 18,000 Palestinian refugees and other civilian residents. Egypt’s cabinet approves a new res. designed to crack down on smuggling tunnels from Gaza into Egypt, which would make tunnel digging, or knowledge of tunnel digging, punishable by life imprisonment and home confiscation.
