In the West Bank, IDF troops shoot and wound a Palestinian driving through a checkpoint nr. Qalqilya. The IDF conducts house searches and arrest raids in 1 village each nr. Jenin and Tulkarm, and in Nablus, where clashes break out with residents, and 2 Palestinians are injured with live ammunition. During the day, the IDF patrols in 3 villages nr.  Wael Atiyeh, Egypt’s amb. to Palestine, says that no date has yet been set for a return to indirect negotiations between Israel and Hamas, and that an agenda for the meetings in Cairo also needs to be finalized. Meanwhile, Qais Abdel Karim, a mbr. of the Palestinian delegation, says that Israel’s shunning of talks would “render the cease-fire null and void,” responding to reports in the Israeli media that Netanyahu does not intend to resume cease-fire talks. In the Gaza Strip, the IDF continues its assault with attacks on 41 targets, killing 11 Palestinians and injuring dozens. Israeli fighter jets and drones strike targets in n. Gaza, as well as nr. Gaza City, Khan Yunis, and Rafah, while IDF troops fire smoke bombs and live ammunition across the Israel-Gaza border in 1 location and Israeli artillery shelling hits 2 others. The armed Palestinian groups fire over 100 projectiles into Israel; of which, 3 land in urban areas, 73 land in open areas, and 17 are intercepted by Iron Dome batteries. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In the West Bank, the IDF conducts patrols in Hebron and 2 nearby villages, as well as 1 village nr. Ramallah. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible. In the Gaza Strip, armed Palestinian groups and the IDF maintain the 5-day cease-fire on its final day. Palestinians in Gaza continue emergency relief efforts and, as more bodies are found in the rubble and more people succumb to their injuries, the Palestinian death toll since the beginning of OPE rises above 2,000. Overnight in the West Bank, IDF troops enter Hebron overnight and destroy the homes of the 3 Palestinians they hold responsible for the kidnapping and killing of 3 teenage Israeli settlers in 6/2014, demolishing 2 and sealing 1 with concrete. During the demolitions, local residents clash with Israeli soldiers, and several Palestinians are injured with rubber-coated metal bullets. The IDF also conducts house searches and raids in 2 villages s. of Jenin, Jenin refugee camp (r.c.), Hebron, and Ramallah, arresting or detaining 9 Palestinians. Palestinian and Israeli negotiators, as well as Egyptian mediators, conduct 6 hours of talks in Cairo during the day, with the goal of extending the 5-day cease-fire that is set to expire at midnight. They also work on the outline of an agreement, based on the 8/15 Egyptian proposal, that reportedly includes the opening of some crossings between Israel and Gaza, the importation of construction materials with international supervision, and the extension of the permitted fishing area to 12 naut. mi., with larger points of disagreement being deferred to future negotiations. The Israeli negotiators leave Cairo to brief PM Netanyahu and senior defense officials in the evening. PA Pres. Abbas travels to Doha, Qatar, for talks with Hamas leader Mishal and Qatari emir Shaykh Tamim Bin Hamad al-Thani. The Norwegian Foreign Ministry announces that it plans to cohost a conference with Egypt in Cairo for reps. of donor countries to attend so they can coordinate the reconstruction of Gaza. The conference will be held on 10/12. (HA, REU 8/18)

The IDF continues its assault on the Gaza Strip attacking over 30 targets with aircraft, tanks, and naval vessels, killing 17 Palestinians. Palestinians fire some 30 rockets into s. Israel, causing no damage or injuries. In the West Bank, Palestinian gunmen open fire on Israeli soldiers nr. Nablus, causing no injuries. The IDF conducts house searches and arrest raids in 1 village each nr. Ramallah and Salfit, and ‘Ayn al-Sultan r.c. nr. Jericho at night; patrols during the day in 8 villages nr. Egyptian and Palestinian officials reportedly reach a new draft cease-fire agreement to present to Israel, which stipulates that the PA would take control of the Rafah crossing. Anonymous Israeli officials tell the media that their negotiators will not return to Cairo “as long as the shooting goes on.” Senior Hamas official Abu Marzuq says that the Palestinian delegation will leave Cairo on 8/10 unless Israel agrees to return to Egyptian-mediated negotiations. In the Gaza Strip, the IDF and most armed Palestinian groups maintain the cease-fire for a 3d day. In one incident, Palestinians fire 1 rocket, which is intercepted by an Iron Dome battery, and a few mortar rounds, causing no injuries. Throughout the 72-hour cease-fire, 25 Palestinians died, succumbing to injuries sustained in earlier attacks. In the West Bank, the IDF conducts house searches and arrest raids in 1 village each nr. Acting U.S. special envoy for Palestinian-Israeli negotiations Frank Lowenstein lands in Cairo to meet with Egyptian officials to discuss a truce extension. In the evening, Hamas officials say that Israel is not responding to the group’s proposal and threaten an escalation if hostilities resume. The Palestinian delegation meets with Egyptian officials, while the Israeli envoys return to Israel to meet with PM Netanyahu and DM Ya’alon before returning to Egypt. Egyptian authorities say that Cairo will agree to permanently open the Rafah crossing on the condition that the PA’s national unity govt. runs the terminal. The IDF continues its assault on the Gaza Strip by land, sea, and air, killing 92 Palestinians. In one strike, 10 mbrs. of one Palestinian family in the Rafah area are killed. In another incident, an Israeli air strike on a UN-run school in the s. Gaza Strip kills 10 and wounds 30. Armed Palestinian groups continue firing projectiles into Israel, with al-Qassam Brigades firing 119 rockets and mortar rounds, causing no serious injuries. In the West Bank, IDF troops shoot and injure a Palestinian child during clashes nr. Hebron. The IDF conducts house searches and arrest raids in 1 village each nr. UN Secy.-Gen. Ban denounces the Israeli attack that damages the UN school as a “moral outrage and a criminal act.” State Dept. spokesperson Psaki says in a statement that the U.S. is “appalled by today’s disgraceful shelling” and urges Israel to do more to prevent civilian casualties. The IDF says the strike was targeting Islamic Jihad operatives in the vicinity of the school. (AFP, AP, HA, JP, REU, YA 8/3)

Meanwhile, the IDF confirms that in the incident on 8/1 that led to the breakdown of the cease-fire, the soldier was killed in action rather than kidnapped, as was originally reported, and says that it is preparing for the final stage of the destruction of Hamas’s tunnels. A delegation of reps. from Hamas and Islamic Jihad arrives in Cairo to prepare for indirect cease-fire talks with Israeli officials, to be mediated by Egyptian and U.S. officials. Israel does not send envoys as scheduled. The Palestinian delegation, joining officials from the PA, presents joint demands for a cease-fire. (HA, JP, MNA, REU, YA 8/3)

The IDF continues its assault on the Gaza Strip by air, land, and sea, killing 132 Palestinians. In one attack, Israeli artillery fire hits an UNRWA school serving as a shelter for the displaced, killing at least 16. Following the attack on the power plant on 7/29, electricity in Gaza City is only available for 2 hours a day and large areas of c. Gaza have no electricity at all. In the West Bank, an armed Palestinian opens fire at IDF troops during a raid in Qublan village nr. Nablus, causing 1 injury. In response to the attack on the UNRWA school, White House dep. press secy. Eric Schultz says that the Obama administration expects “a full, prompt and thorough investigation” into the shelling, but does not mention Israeli strikes in the area. UN Secy.- Gen. Ban condemns the Israeli attack on the UNRWA school “in the strongest possible terms” as “outrageous” and “unjustifiable.” PA Pres. Abbas says in a letter to Ban that Gaza has become a “humanitarian disaster area” and urges the UN to use “all tools available” to “provide relief and help to the Palestinian people.” (AFP, AP, HA, REU, YA 7/30)

The IDF continues its assault on the Gaza Strip by land, air, and sea, attacking over 90 targets and killing 104 Palestinians. One IDF strike on a UN-run school in Bayt Hanun kills at least 15, and wounds 200, mostly women and children seeking shelter. The Israeli army says it is investigating the incident and that “terrorists” opened fire at IDF personnel from the area of the school. Palestinians fire around 60 rockets into Israel, 15 of which are intercepted by Iron Dome, causing no damage or injuries (including 5 over Tel Aviv). On the ground in Gaza, al-Quds Brigades and al-Qassam Brigades claim to have killed 4 and 8 Israeli soldiers, respectively. In the West Bank, a reported 10,000 Palestinians gather in protest of the assault on Gaza and march from c. Ramallah to Qalandia checkpoint, where clashes with IDF troops break out. IDF troops kill 2 and injure more than 200 protesters, including 60 with live ammunition. The IDF conducts house searches and arrest raids in Nablus in the morning. In East Jerusalem, Israeli security forces set up checkpoints to restrict access to Haram al-Sharif, leading to clashes and the arrest of 12 Palestinian youth. Secy. of State Kerry meets with UN Secy.- Gen. Ban in Cairo once more. Meanwhile, in Amman, PA Pres. Abbas meets with Jordan’s King Abdallah and says “there is hope for a cease-fire” along the lines of “the Egyptian initiative” before fuller negotiations about wider demands. The IDF continues its attacks on the Gaza Strip from land, sea and air, killing 78 Palestinians, including 25 people from a single family nr. the border with Egypt and 10 who die in Khan Yunis after shells hit their home repeatedly as they try to flee. An air strike on a tower in c. Gaza City kills 11, including 5 children. IDF troops shell al-Aqsa Hospital in c. Gaza, killing 4 and wounding 70. Palestinian fighters kill 9 Israeli soldiers during the fighting on the ground. Al-Qassam Brigades target Haifa, Tel Aviv, and Ashdod with rocket fire, with over 50 rockets fired into Israel, causing no injuries. In an al-Qassam Brigades operation, 12 Palestinian fighters enter Israel by a tunnel nr. Bayt Hanun and attack an IDF site, killing 4 and destroying a jeep with an RPG shell. Ten of the Palestinian fighters are killed in the operation and the other 2 return through the tunnel. In the West Bank, the IDF conducts house searches and arrest raids in Hebron, 1 nearby village and al-Fawar r.c., and 1 village nr. Qalqilya at night; patrols in 2 villages nr. Speaking in a televised address, former Hamas PM Haniyeh says that “Gaza has decided to end the blockade by its blood and its heroism,” adding, “We cannot go back to the silent death” of the siege. Israeli DM Ya’alon tells a parliamentary comm. that the operation will continue “as long as necessary until the completion of the task.” However, Ya’alon mentions that the Israeli govt. would welcome the PA unity govt. exercising authority in Gaza, in an apparent reversal of policy. In Doha, Hamas leader Mish‘al meets with Pres. Abbas for the 1st time since the war began. PA spokesperson Abu Rudayna reiterates the PA leadership’s call for an immediate cease-fire as a way of realizing “the national goals of the Palestinian people.” In Cairo, UN Secy.-Gen. Ban holds talks with Egyptian FM Shoukri aimed at pressing for an immediate truce. Secy. of State Kerry also arrives in Cairo to facilitate the cease-fire talks. Kerry announces that the U.S. will send $47 m. in humanitarian aid to Gaza. Meanwhile, the IDF requests access to the U.S. War Reserves Stockpile based in Israel to resupply its munitions. On the 5th day of OPE, the IDF strikes multiple targets across the Gaza Strip, killing approximately 48 Palestinians, including 21 in a single strike on the home of a senior police commander in Gaza City. Air strikes also hit a center for the disabled, killing 2. The IDF warns Palestinians in the n. Gaza Strip to “leave their homes for their own safety,” adding that “it’s unsafe to be nr. Hamas.” Israel’s targets expand to include civilian institutions with suspected Hamas ties. Israeli naval forces raid the beach at al-Sudaniyya in the n. Gaza Strip, and clash with al-Qassam Brigades fighters. Palestinians fire some 70 rockets into Israel, and at least 6 are intercepted by Iron Dome batteries. In the evening, al-Qassam Brigades launches 10 rockets toward Tel Aviv, but they cause no damage or casualties. Overall, 2 Israelis are injured nr. Beersheba in the day’s barrage. In addition to s. and c. areas, rockets also land nr. Efrat settlement in the West Bank, causing no damage. Addressing the crisis in Gaza, the UNSC issues a presidential statement calling for a “de-escalation of the situation, restoration of calm, and reinstitution of the 11/2012 ceasefire.” It also expresses “serious concern regarding the crisis related to Gaza and the protection and welfare of civilians on both sides” and calls for “respect for international humanitarian law.” Media reports suggest that a cease-fire proposal is being drawn up at the initiative of the Palestinians with the involvement of Egypt and Qatar, but Islamic Jihad dep. head Ziad al-Nakhleh dismisses this as a rumor. The IDF launches dozens of air strikes across the Gaza Strip, killing 28 Palestinians and wounding approximately 550. There are fatal strikes in Gaza City, Rafah, Dayr al-Balah, Jabaliya, Khan Yunis, and Bayt Lahiya, among others. Palestinians fire dozens of projectiles into Israel, with 1 rocket hitting a house in Ashdod, causing damage. Other targeted towns include Beersheba, Ashqelon, and Sdot Negev in the s., and Rehovot, Yavne, Lod, Ramle, and Gadera in the c. Iron Dome batteries intercept 2 rockets fired at the Jerusalem area and 2 others fall in open areas. A mortar shell injures 2 Israeli soldiers close to the border. Israeli PM Netanyahu says that attacks will continue to “expand and continue until the fire on our communities is over and the quiet returns.” The PM also tells mbrs. of the Knesset Foreign Affairs and Defense Comms. that a cease-fire with Hamas is not on the agenda. Islamic Jihad spokesperson Abu Ahmad says the “factions in Gaza are not going to surrender.” At an emergency meeting of the UNSC in New York, UN Secy.-Gen. Ban says that “it is now more urgent than ever to try to find common ground for a return to calm and a cease-fire understanding,” and that he has been in contact with Israel, the PA, Saudi Arabia, Qatar, Egypt, the Arab League, the U.S., and the EU. Palestinian UN amb. Riyad Mansour tells the meeting that the international community is obliged to ensure protection of Palestinian civilians, and accuses Israel of violating its responsibility as an occupying power. Israeli UN amb. Ron Prosor says Hamas is “committing a double war crime: targeting Israeli civilians while hiding behind Palestinian civilians.” Pres. Obama telephones PM Netanyahu and tells him that the U.S. is willing to help negotiate a cease-fire. In the Gaza Strip, an Egyptian-brokered truce between Israel and Islamic Jihad is secured. A leader of the Palestinian group, Khaled al-Batsh, writes on Facebook that “intensive Egyptian contacts and efforts” mean a restoration of “the agreement for calm . . . in accordance with understandings reached [on 11/21/12] in Cairo,” a reference to the end of Operation Pillar of Defense. Hamas Dep. FM Ghazi Hamad says that Egypt deliberately ignored the govt. in Gaza and communicated directly with Islamic Jihad, a claim corroborated by an anonymous Egyptian security official. Following the cease-fire, the Popular Resistance Cmte. (PRC) fires 8 rockets into s. Israel, causing no damage or injuries. In response, the Israeli air force conducts air strikes against 4 sites in Rafah and Jabaliya, targeting a PRC training camp and Izzeddin alQassam Brigades sites, causing damage but no injuries, except in Rafah, where 3 civilians are injured. In the West Bank, IDF troops wound 2 Palestinians during a clash with mourners at a funeral in Bayt Umar nr. Hebron. The IDF conducts house searches and arrest raids in 1 village nr. Israeli science minister Yaakov Peri says that unless Palestinians agree to an extension of peace talks, it would be difficult for Israel to go ahead with a scheduled 4th prisoner release. Israeli FM Lieberman says that “negotiations should be extended to the end of the year at least.” Separately, Israeli authorities approve construction permits for 387 housing units in Ramat Shlomo settlement in East Jerusalem, part of the 1,500 unit-plan approved in 2/2012 by the Jerusalem municipality. Meanwhile, U.S. Secy. of State Kerry tells the House Foreign Relations Cmte. that PM Netanyahu’s insistence on a public statement of recognition from the Palestinians of Israel as a Jewish state is “a mistake.” (AIC, AFP 3/13; JP 3/14)

Islamic Jihad military wing al-Quds Brigades warns that it will respond if Israel continues to violate the post-Operation Pillar of Defense cease-fire agreement. Spokesperson Abu Ahmad says that the group is giving Egypt a chance to maintain the terms of the truce. (MNA 1/18)

In the Gaza Strip, the IDF opens fire on Palestinians close to the border fence nr. Jabalya, wounding 1, and in a similar incident, the IDF opens fire on Palestinians close to the border fence nr. Bayt Lahiya, injuring 1. The IDF also opens fire on Palestinian fishermen nr. al-Waha, causing no injuries. In the West Bank, the IDF fatally shoots a Palestinian teenager in Aida r.c. in Bethlehem during clashes in the camp. The IDF patrols in 1 village each nr. Jericho and Tulkarm in the afternoon, and in 1 village each nr. Ramallah and Tulkarm at night; conducts house searches and arrest raids in 1 village nr. Qalqilya at night. Israeli soldiers attack the weekly nonviolent demonstrations held by Palestinians, Israelis, and internationals in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih, Budrus), 1 village nr. Bethlehem (al-Ma‘sara), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Hebron (Susia). In total, 3 Palestinians in Budrus and 2 in Kafr Qaddum are wounded by rubber-coated steel bullets. In addition, Palestinian activists establish a new tent protest village nr. Bayt Iksa close to Jerusalem, calling it al-Karamah (‘‘Dignity’’). The Higher Planning Council of the IDF’s Civil Admin. meets to advance plans for 3,400 new settlement homes in the E1 area between Ma’ale Adumim and Jerusalem. Construction is expected to begin in 1–2 years. (HA, JP 12/5)

In Berlin, Israeli PM Benjamin Netanyahu meets German chancellor Angela Merkel, who expresses dismay at settlement expansion. Israeli media reports say that Merkel’s message is that Netanyahu must choose between the peace process and establishing a Palestinian state on the one hand, and continued settlement growth and international isolation on the other. Meanwhile, the E.U. summons Israel’s amb. for a meeting, following similar moves by Britain, Denmark, France, Spain, and Sweden on 12/3. Palestinian pres. Abbas says he is determined to block the proposed settlement construction E1 with all legal and diplomatic means. A mortar shell fired during an exchange inside Syria accidentally lands inside the Israeli-occupied Golan Heights, nr. an IDF base, causing no damage or injuries. Israel lodges a formal complaint with the UN. Meanwhile, the UN Disengagement Observer Force, deployed in the Golan since 1974 to monitor the Israel-Syria cease-fire, announces that it will reinforce its security due to threats of cross-border violence posed by Syrian rebels. Armed clashes take place in Tripoli as Syria’s civil war continues to spill over into Lebanon, with gunmen loyal to opposing sides in the Syrian fighting clashing in the city. The fighting has killed 6 people and wounded around 60 since the beginning of the week, sparked by the deaths on 11/30 of over a dozen Lebanese fighting with the rebels. (AP 12/5)

A Gaza cease-fire comes into effect at 9 P.M. local time, officially bringing an end to Israel’s Operation Pillar of Defense after 8 days of attacks, which saw the IDF hit around 1,500 targets and Palestinian armed groups fire around 1,500 projectiles (420 intercepted by Iron Dome). One hundred and fifty-eight Palestinians are dead, an estimated 60% of whom were civilians, while 6 Israelis were killed—4 civilians and 2 soldiers. The cease-fire deal is jointly announced by Egyptian FM Mohamed Kamel Amr and U.S. secy. of state Clinton at a press conference in Cairo. U.S. pres. Barack Obama speaks with Israeli PM Netanyahu to commend him on accepting the deal, stating that the U.S. will use the cease-fire to help Israel tackle issues such as weapons smuggling into Gaza. Obama also personally thanks Egyptian pres. Morsi for his efforts to secure a truce, comments Clinton echoes at the Cairo press conference, saying Morsi showed responsible leadership. Netanyahu tells the Israeli public that he hopes for an extended cease-fire but that tougher action might be necessary in the future. The cease-fire is not a signed agreement between Israel and Hamas, but includes pledges transmitted via Egypt to end Palestinian rocket and mortar fire and other cross-border attacks into Israel, and Israeli incursions into Gaza and assassinations. The sides also agree to further negotiations mediated by Egypt toward easing the Gaza blockade. Hamas chief Khalid Mishal says that Hamas will respect the truce but respond to any Israeli violations, and thanks Egypt for its role in securing the cease-fire. Mishal and Hamas leaders in the Gaza Strip mark the cease-fire as a victory for the resistance. During the day, before the cease-fire is implemented, the IDF attacks numerous targets in the Gaza Strip, killing around 20 Palestinians. A Palestinian-fired rocket wounds 4 Israeli soldiers. Unidentified Palestinians plant a bomb on a Tel Aviv bus, which injures two dozen Israelis, mostly lightly or moderately. Numerous groups claim responsibility for the attack, which is praised by Hamas as a natural response to Israeli aggression. In the hours after the ceasefire comes into force, Palestinians fire around a dozen rockets from the Gaza Strip into Israel, causing no injuries. (HA, MNA, REU 11/21)

In the West Bank, the IDF opens fire on Palestinian protesters in numerous locations, as demonstrations in solidarity with Gaza continue. In clashes by Ofer prison nr. Ramallah, the IDF shoots 2 Palestinians in the legs with live ammunition. Serious clashes are reported in Hebron, Nablus, and Ramallah. The IDF also conducts house searches and arrest raids in Nablus and 2 nearby villages, Balata r.c. in Nablus, Hebron and 3 nearby villages, 2 villages nr. Jenin, and 3 villages nr. Ramallah at night. The IDF strikes another 80 targets, including Gaza’s football stadium and smuggling tunnels on the Rafah border. Gaza’s Ministry of Health says that the Palestinian death toll surpasses 100, including over 30 women and children. The IDF puts the death toll at 95, and says 1/3 were civilians. Rescue workers continue to search for 2 missing persons in the rubble of the destroyed al-Dalou family home (see 11/18). Palestinian armed groups fire 42 rockets into Israel, bringing the total to 1,128 rockets since Israel’s operation began on 11/14; over 300 rockets have been intercepted by Iron Dome, and fewer than 40 have landed in populated areas. Ban Ki-moon arrives in Cairo to discuss the cease-fire talks. Hamas chief Mishal meets with Egyptian intelligence officials in Cairo, with the Egyptian side indicating that a cease-fire is close. Turkish PM Erdogan denounces Israel for conducting ‘‘terrorist attacks’’ in Gaza. In the West Bank, the IDF kills 2 Palestinians in separate incidents, as Palestinians continue to protest the attack on Gaza: 1 Palestinian from alNabi Salih dies of wounds he sustained on 11/17 when the IDF opened live fire on demonstrators, and the 2d Palestinian is shot dead by IDF troops in Hebron, who claimed they felt that their lives were in danger. At night, the IDF also conducts house searches and arrest raids in 1 village nr. Qalqilya, Bethlehem, Tubas and 1 nearby village, 1 village nr. Nablus, al-‘Arub r.c. nr. Hebron, and 1 village nr. Cross-border violence continues in Gaza. During the day, Palestinians fire some 20 rockets into Israel, causing damage in 1 instance but no injuries. Israel warplanes and drones carry out at least 3 air strikes on groups of armed Palestinians in Gaza City and n. Gaza, killing 2 Palestinians (1 civilian, 1 Popular Resistance Comm. [PRCs] mbr.) and wounding 9 (2 armed and 7 civilian, including 1 woman). Late in the evening, Hamas authorities in Gaza announce that another cease-fire with Israel has been brokered by Egypt, effective immediately. After the announcement, Palestinians fire at least 5 more rockets (no damage or injuries), but Israel does not respond. In total across 6/17–23, 11 Palestinians (7 armed; 4 civilians, including 2 children) were killed, and 49 Palestinians (7 armed; 6 PASF; and 36 civilians, including 2 women and 1 child) and 3 Israelis (2 police, 1 civilian) were injured. Palestinians fired around 155 rockets (including at least 10 Grads) and mortars; Israel carried out at least 25 air strikes. In addition, OCHA reports that during the period, several Palestinian rockets fired toward Israel fell short or exploded prematurely, killing 2 Palestinian children (a baby and a 5-yr.-old) and injuring 19 Palestinians (including 4 children ages 3–12). Cross-border fighting in Gaza enters its 3d day. Palestinians fire 10s of rockets and mortars into Israel, damaging an empty school but causing no injuries. Israel carries out at least 7 air strikes on 7 targets (1 in Abassan, 3 in Gaza City, 3 in Jabaliya), killing 2 Palestinian civilians and wounding 33 Palestinians (2 armed Palestinians and 31 civilians, including 12 children and 5 women). Egypt unsuccessfully attempts to mediate a cease-fire. Israeli DM Ehud Barak acknowledges that Hamas has not taken part in the fighting, but notes that Hamas has not tried to rein in Islamic Jihad or the PRCs. As the fighting continues Islamic Jihad publicly accuses Hamas of failing to protect Gaza. In the West Bank, the IDF conducts morning patrols in 3 villages nr. Ramallah and 1 nr. Meanwhile, residents of the illegal settlement outpost of Migron (49 families; some 300 settlers), who were informed by Israel’s High Court in 2011 that they must vacate and dismantle the outpost (on private Palestinian land nr. Ramallah) by 3/31/12, sign a deal with the government to move the outpost to a plot of state land 2 miles away, near Psagot settlement, where they will be allowed to build permanent homes, effectively creating a new Jewish settlement in Jerusalem’s environs. The government then requests that the High Court delay the evacuation until the new homes on the new site are completed (target date 2015). Bosnia, a rotating UNSC mbr., announces that it will abstain from the vote on the Palestinian membership in the UN, making it impossible for the Palestinians to secure the 9 votes needed to approve the application, making a U.S. veto unnecessary. An Israeli military delegation arrives in Egypt to discuss the preliminary findings of its investigation of the deaths of the 3 Egyptian soldiers, securing a new Gaza cease-fire (agreed later in the day), and repairing bilateral relations. U.S. asst. secy. of state for Near Eastern affairs Jeffrey Feltman and UN coordinator for the Middle East peace process Robert Serry are also in Cairo to help mediate. Around this time, Israeli DM Ehud Barak sends the message to Egypt’s transitional military council that they may skirt provisions of the 1979 peace treaty and send as many troops, armored vehicles, and helicopters into the Sinai as necessary to restore order and guarantee border security. Cross-border exchanges in Gaza continue overnight and throughout the day. The PRCs, the al-Aqsa Martyrs Brigade (AMB), and a small Salafist group (the Abdullah Azzam Brigades) fire around 17 rockets (including at least 4 Grads) and at least 2 mortars into Israel, seriously injuring 2 Israelis and damaging a religious seminary and a synagogue. The IDF carries out at least 25 air strikes (warplanes and drones) and 5 artillery strikes, killing at least another 7 Palestinians (5 militants and 2 bystanders, including 1 child) and wounding at least 40; the attacks include the targeted assassination of Islamic Jihad’s senior military cmdr. Mu’ataz Quraiqe‘ in Gaza City, also killing his brother and 2-yr.-old son. (The other 4 militants killed, including senior PRC cmdr. Samed Abed, apparently were targeted after firing rockets.) In Cairo, 100s of Egyptians angry over Israel’s killing of 3 soldiers in the Sinai on 8/18 gather outside the Israeli emb., demanding Israel’s amb. be expelled. Egypt’s Supreme Council of the Armed Forces (SCAF; the interim military leadership) summons the Israeli amb. to demand an apology and call for an investigation into the killings. The Muslim Brotherhood’s candidate for pres., Abdel Moneim Abou el-Fatouh, calls the incident an Israeli act of war, saying the SCAF should abrogate the 1979 peace treaty. (NYT, WP 8/20)

Jenin, IDF troops raid an Internet café in search of stonethrowing youths who confronted them, arresting 4 children age 11–17. Israeli interior M Eli Yishai, under pressure fr. Netanyahu, postpones a meeting of Jerusalem’s planning committee (set for later this wk.) until 5/5 (after Passover) to discuss building 980 settlement housing units in Jabal Abu-Ghunaym and 600 units in Pisgat Ze’ev. In Syria, after heavy clashes with protesters after Friday prayers on 4/8 and with mourners after funerals on 4/9, Pres. Bashar al-Asad deploys soldiers and tanks for the 1st time to surround and cut off towns where protests are being held. Instead of quelling protests, clashes continue and casualties slowly but steadily mount through the end of the quarter. Nationwide Friday protests (4/15, 4/22, 4/29, 5/6, and 5/12) steadily grow more massive (into the 10,000s) and the regime’s response more extreme. Shelling, sniper fire, and arrest raids became routine. In between Friday protests, Syrian forces raid areas where protests or funerals are the largest; Baniyas, Dara‘a, Homs, Latakia, and the Kurdish region remain frequent targets. Still, the various protests seem isolated, with little overarching organization. As of this date, human rights groups in Syria believe that at least 170 Syrians have died and some 800 have been detained since clashes began. The govt. has also expelled many media organizations and cut Internet and phone access to keep news of the clashes sparse. In a Washington Post op-ed online (in print on 4/3), South African judge Richard Goldstone, head of the UN committee that investigated possible war crimes and crimes against humanity committed during OCL, says that “if I had known then what I know now,” he would have concluded that Gazan “civilians were not intentionally targeted as a matter of [Israeli] policy” and would have given more weight to crimes perpetrated by Hamas. Israel’s unilateral cease-fire goes into effect early in the morning as planned, marking the official end to OCL. The IDF begins withdrawing ground troops fr. Gaza early in the morning and releases reservists from call-up later in the day, with Olmert stating that Israel intends to pull out of Gaza as quickly as possible. Israel generally observes its cease-fire during the day, but maintains a policy of firing on Palestinians who stray close to the Gaza border fence or approach withdrawing troops. After firing 15 rockets into Israel early in the day (lightly injuring 2 Israelis in Ashdod), Hamas and other Palestinian factions declare their own Gaza cease-fire but warn that they would resume fighting if Israel does not withdraw quickly. (Unidentified factions fire 4 rockets after Hamas’s announcement, causing no injuries.) Egypt, France, the EU, and the Arab states shift their mediation efforts to securing a lasting truce and securing donor aid to fund Gaza reconstruction.

Gaza back into the buffer zone along the n. Gaza border; redeploys outside Gaza City’s al-Dahadih, al-Sha’af, Tal al-Hawa, and al-Zaytun neighborhoods; pulls troops out of al-Zahra’ in c. Gaza; withdraws from the al-Fukhari area and al-Mughraqa in the south.

Palestinians attempting to return to their homes in Gaza City’s northwestern neighborhoods find widespread devastation (especially in Twam, used as a staging area for the IDF’s tank corps), prompting 100s to return to UNRWA shelters. Residents of al-Atatra and al-Salatin areas on the northern outskirts of Gaza City similarly report 10s of homes and 3 schools destroyed, large tracks of agricultural land razed, significant damage to infrastructure. In s. Gaza, residents of the al-Fukhari area report at least 30 homes demolished, large areas of agricultural land razed since troops occupied the area on 1/14. Rescue workers combing the rubble in heavily damaged areas in and around Gaza City report finding at least 35 bodies in the Twam area, 95 bodies in al-Zaytun neighborhood, 24 bodies in Atatra and Izbat ‘Abid Rabbuh, 5 in Jabaliya. Palestinian workers begin repairing water and electricity lines in various areas. Israel allows 150 truckloads of humanitarian goods into Gaza. Egypt announces that Gaza- and Damascus-based Hamas officials have agreed on a cease-fire offer to be present to Israel (see Quarterly Update). Israel agrees to send an envoy to Cairo on 1/15 to be briefed on the plan. Meanwhile, Israel’s intense air, naval, and ground assaults on Gaza continue.

Combat notes: Under cover of air strikes and heavy shelling, IDF troops take up new positions in s. Gaza’s al-Fukhari area nr. the Sufa crossing (occupying several homes and expelling the residents) and al-Shuka village; Israeli fire is so intense that rescuers cannot reach the wounded or retrieve the dead. The IDF reports carrying out approximately 120 air strikes today (70 of them after nightfall) that kill 10s of Palestinians. Targets include at least 24 groups of armed Palestinians, 16 smuggling tunnels, at least 10 suspected weapons depots (including a Rafah mosque), and 24 rocket launching sites (killing senior IQB cmdrs. Walid Za‘abud and Muhammad Dash nr. al-Zaytun). Air strike target areas include Bani Suhayla, Bayt Lahiya, Gaza City (areas northwest of the city and al-Nasser, al-Sabra, al-Sha‘af, Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk, al-Zaytun), Khan Yunis, Khuza, al-Mughraqa, Nussayrat r.c., al-Qarara, Rafah, al-Shabura r.c., Twam, Yibna r.c. Heavy artillery and tank fire are reported in and around Bayt Lahiya (white phosphorous suspected), al-Bureij r.c., Gaza City (al-Sabra, al-Tuffah), Jabaliya town and r.c. Naval bombardment centers on Rafah’s Tal al-Sultan neighborhood.

Palestinians fire 14 rockets and 2 mortars, including 4 Grads (2 each in Ashdod and Beersheba), into Israel, causing no injuries. Gaza medical workers put the estimated Palestinian toll at 1,018 dead (including an estimated 300 children), 4,700 injured. The IDF reports 27 soldiers wounded (1 severely, 2 moderately, 24 lightly), mostly in ground fighting with Palestinians n. Gaza, including 7 soldiers wounded (1 severely, 1 moderately, 5 lightly) by a Palestinian antitank missile. The Israeli toll stands at 13–14 dead, more than 150 wounded.

Humanitarian notes: The IDF allows at least 108 truckloads of humanitarian aid into Gaza during the lull. The Israeli cabinet rejects the 12/30 French proposal for a 48-hr. humanitarian truce, complaining that it lacked a mechanism to guarantee enforcement. Damascusbased Hamas leader Khalid Mishal says Hamas will consider any cease-fire proposal that includes a lifting of Israel’s embargo, but in Gaza, Haniyeh states that Hamas would not consider any proposals until Israel halts its attacks and opens Gaza’s border crossings, including Rafah.

In a briefing to Olmert’s security cabinet, Shin Bet head Yuval Diskin states that Hamas’s weapons development facilities have been “completely wiped out” and “Hamas’s ability to govern Gaza has been significantly impaired.” Senior Israeli military sources speaking anonymously state that no major hardened targets remain standing but that Hamas’s military wing, the Izzeddin al-Qassam Brigades (IQB), “has to a large extent survived the initial onslaught.”

The IDF continues to mass troops and tanks on the Gaza border, stating explicitly for the 1st time that a ground invasion is likely once wet weather clears. The security cabinet increases the number of reservists activated to more than 9,000.

Israeli actions: The IDF carries out some 60 air strikes, and the Israeli navy shells Gaza from the sea. Among the 66 sites hit by the IDF are Haniyeh’s office, the Tal al-Hawa Mosque in Gaza City (Israel claims it was used as a weapons depot), a major Islamic Jihad weapons depot in Khan Yunis (killing senior Islamic Jihad military cmdr. Amar Abu Ghalula, 3 other Islamic Jihad mbrs.), more tunnels on the Rafah border, at least 8 homes, 1 medical clinic, Hamas posts (including money exchanges). Target areas include Abasan, Bayt Hanun, Gaza City, Jabaliya r.c., Khan Yunis, Nussayrat r.c., Rafah. The estimated Palestinian toll reaches 393 dead, more than 1,900 wounded.

The IDF claims to have destroyed 200 smuggling tunnels since 12/27; a Palestinian source in Rafah says the Israelis seem to know which tunnels are commercial and which are used by Hamas, and have been selectively targeting Hamas tunnels.

Palestinian actions: Palestinians fire 49 rockets, 15 mortars into Israel, causing no serious injuries; 4 longer-range rockets land in Beersheba, 25 mi. n. of the Gaza border, 1 of which hits an empty school, causing significant damage to 1 room.

Humanitarian notes: Israel allows 93 truckloads of food, medicine into Gaza. UNRWA issues a $34-m. emergency appeal for additional food, medical, and reconstruction aid for Gaza in the wake of OCL; the appeal is in addition to a $275-m. emergency appeal for the West Bank and Gaza for 2009 issued earlier in the month. UNRWA Commissioner-Gen. Karen AbuZayd, warning of the dire conditions in Gaza (where she currently is based), states that for the first time in her 8 yrs. with UNRWA she has begun to see Palestinians begging on the streets of Gaza.

Of note: Residents in Egyptian Rafah report a heavy military, border police, and plain-clothed intelligence presence on the Egyptian side of the border, which Egypt has declared a closed military zone, preventing demonstrations, keeping journalists away, and preventing breeches of the Rafah border from either direction. In the West Bank, observers report that Palestinian sympathy for Hamas is growing, even though overall public reaction to OCL has been muted, largely because PA security forces have been breaking up explicitly pro-Hamas demonstrations. International diplomacy to end OCL clicks into gear with France proposing that Israel and Hamas impose a 48-hr. humanitarian truce to try to defuse the violence and restore the Gaza cease-fire, with humanitarian groups, Egypt, the EU, the Quartet, and the U.S. opening mediation channels (see Quarterly Update). Israel’s security cabinet meets to discuss the French proposal but does not formally respond.

Israeli actions: The IDF conducts 70 air strikes on Gaza, while the Israeli navy continues shelling from the sea, killing at least 10 Palestinians and wounding 40, bringing the death toll to about 370. The IDF reports hitting 110 individual sites, with primary targets being tunnels on the Rafah border, suspected weapons factories and rocket-launching sites, civil and naval police stations, and groups of resistance mbrs. In Gaza City, at least 20 air strikes hit Haniyeh’s offices, PA Interior Min., and main PA government complex in Gaza City, all of which had been targeted previously; 1 air strike hits an ambulance, killing 1 paramedic, seriously wounding a doctor and the driver. Part of Gaza’s main power grid is also hit, cutting all power to Gaza City. A fuel depot in Rafah is destroyed. In al-Bureij r.c., a mosque and health clinic are hit. In Khan Yunis, a money exchange is destroyed. At least 7 homes across the Strip are targeted. Target locations include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City, Jabaliya town and r.c., Khan Yunis, al-Maghazi (c. Gaza), al-Mughraqa, al-Qarara, Rafah. The IDF launches a YouTube channel to broadcast declassified videos of its operations in Gaza, “other footage of interest to the international community” (JPI 1/8) and begins regular briefings for Internet bloggers worldwide.

Palestinian actions: Palestinians fire 41 rockets, 10 mortars into Israel, damaging 1 home in Sederot and causing several light injuries (excluding shock); 1 rocket lands in Beersheba, 25 mi. fr. the Gaza border, marking the farthest strike to date; 2 other long-range rockets land in Ashdod. Humanitarian notes: Israel allows 93 trucks into Gaza (50 carrying medical supplies and food donated by aid groups; 43 carrying commercial goods), but Gaza City’s Shifa Hospital says it is out of 150 kinds of medicine and 230 other medical supplies, including gloves, scissors, sterilization equipment, nitrogen for anesthesia. Fuel shipments are still cut off; Gaza’s power plant shuts down for lack of fuel. In the West Bank, a Palestinian worker in Mod’in Ilit settlement, angry over Israel’s war on Gaza, stabs, wounds 4 Jewish settlers before being shot and wounded by a paramedic who arrives on the scene. The IDF fires live ammunition, rubber-coated steel bullets, percussion grenades, tear gas at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, wounding 3 (including teenagers ages 13, 14); makes simultaneous afternoon incursions into Beita and Hawara villages nr. Nablus, imposing curfews through 12/31; conducts simultaneous late-night raids, house searches on 4 villages nr. Jenin, firing on residential areas in all cases, causing no injuries and arresting only 1 teenager; conducts late-night arrest raids, house searches in Abu Dis and Jalazun r.c. nr. Ramallah, and nr. Hamas’s Gaza leadership calls on factions to halt their fire for 24 hrs. in an effort to restore the truce. Senior Hamas official Mahmud Zahhar appears on Israeli TV to state that Hamas seeks a new cease-fire in exchange for regular food and electricity in Gaza and a halt to IDF operations in the West Bank. On the ground, Palestinians (suspected to be Islamic Jihad, which says it had not agreed to suspend attacks) fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. An unnamed senior Israeli security official states (YA 12/23) that “all of the IDF’s preparations for a military operation are continuing as planned. As far as we are concerned the clock is ticking down on a military operation.” Israel, which maintains a full seal on Gaza, dispatches diplomats to lobby for international support and sympathy for Israel in the face of rocket attacks.
