During an undisclosed operation in southern Gaza, undercover Israeli special forces open fire on Hamas fighters from a moving car in Khuza‘a, sparking an exchange of heavy fire; 1 Israeli soldier and 1 Hamas fighter are killed and another Israeli soldier is critically injured. While the Israeli special forces are still in Gaza, the Israeli Air Force targets armed Palestinian fighters near Khuza‘a with a number of air strikes, killing 6, including a senior member of Hamas’s military wing. After the strikes, unidentified Palestinians launch at least 17 rockets and other projectiles into southern Israel. Three are intercepted by the Iron Dome missile defense system; the rest land in open areas, causing no damage or injuries. Israeli artillery and aircraft then strike more than 50 sites across Gaza, causing dozens of Palestinian injuries and extensive damage. Separately, dozens of right-wing Israeli activists block the road leading to the Kerem Shalom border crossing, preventing trucks bearing basic commodities and fuel to enter Gaza for hours in protest of the violence at the border protests on 11/9. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In the West Bank, IDF troops violently disperse dozens of Palestinian students at a rally commemorating the late Palestinian leader Yasir Arafat in Hebron; there are no reported injuries. They also arrest 5 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Hebron, Tulkarm, and Bethlehem; deliver stop-work orders to a Palestinian school under renovation in Hebron; and patrol in and around Qalqilya and Hebron. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Dayr al-Balah, causing no damage or injuries. In the West Bank, Israeli settlers assault a Palestinian farmer outside Salfit, preventing him from working his land. They also break into a Palestinian home in central Hebron and violently attack 2 Palestinian minors; there are no reported injuries. IDF troops conduct raids in central Hebron, sparking clashes with stone-throwing Palestinian minors; 1 Palestinian is injured. They arrest 5 Palestinians and issue 1 arrest summons during further raids near Jericho, Ramallah, Bethlehem, and Qalqilya; and patrol in and around Hebron and Qalqilya. In East Jerusalem, Israeli forces demolish a Palestinian residential building under construction in Issawiyya. They also detain 9 Palestinian women at Haram al-Sharif for undisclosed reasons (8 are released later in the day and banned from the sanctuary for 15 days); and arrest 4 Palestinians and issue 1 arrest summons during late-night raids in Silwan, Ras al-Amud, Sur Bahir, and the Old City. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. Abbas also criticizes the Trump administration’s peace efforts and reiterates that he wants to unify the West Bank and Gaza with “one government, one law, and one legitimate force without militias.” (TOI, WAFA 8/15)

The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. The Jerusalem City Council is expected to approve the plan next week. (HA, YA 8/15)

IDF troops shoot and kill 2 Palestinians and injure at least 2 more in clashes sparked by an early morning raid in Jenin r.c. An IDF spokesperson alleges that the clashes began when armed Palestinians opened fire on Israeli soldiers conducting an unspecified operation in the camp. Afterward, IDF troops arrest 3 Palestinians during raids in and around Jenin. Later in the day, hundreds of Palestinian mourners march through Jenin at a funeral for the 2 men. Separately, the IDF arrests 4 Palestinians and issues 1 arrest summons during late-night raids nr. Jenin and Hebron; and patrols in and around Qalqilya, Tulkarm, and Hebron. In East Jerusalem, Israeli forces demolish 1 home each in Jabal Mukabir and Silwan. They assault a Palestinian youth in Silwan during the operation and arrest 3 Palestinians during late-night raids in Qalandia r.c. Israeli forces, including 1 soldier wearing an Israeli flag draped over his shoulder, raid Haram al-Sharif, increasing tensions at the sanctuary. Gaza’s power plant shuts down because of a fuel shortage, instantly worsening Gaza’s electricity crisis. The 4 m. L of fuel that Egypt has shipped to Gaza in recent weeks is gone and the power lines feeding Gaza’s electricity grid are not supplying electricity, according to Gazan officials. Israel’s security cabinet decides to temporarily suspend Qalqilya’s expansion into Area C of the West Bank, which was set to include 5,000 new Palestinian homes by 2035. After the plan was 1st reported on 6/14, ultranationalist mbrs. of Israel’s ruling coalition complained that the move would undermine the settlement enterprise. (HA, JP, MNA, TOI, YA 7/13)

IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih) and Kafr Qaddum nr. Qalqilya; at least 1 Palestinian is injured. Elsewhere in the West Bank, an armed Palestinian opens fire on IDF troops conducting a late-night operation in Jenin, causing no injuries. (The Israeli soldiers were removing a memorial for Khaled Nazzal, a Democratic Front for the Liberation of Palestine [DFLP] leader assassinated by Israeli Mossad agents in 1986.) Meanwhile, IDF troops arrest 4 Palestinians and issue 2 arrest summons during late-night raids in and around Jenin and Bethlehem; and patrol nr. Nablus and Hebron during the day. Along Gaza’s border, a former resident of Gaza who moved to Israel 5 years ago under family unification law crosses back into Gaza. Hamas security forces take him into custody. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. For the 5th time this week, errant mortar fire from Syria lands in an open area in the Israeli-occupied Golan Heights, causing no damage. The IDF returns fire at the source of the mortar. (MNA, TOI 6/30)

IDF troops evacuate 9 homes slated for demolition in the West Bank settlement of Ofra and disperse hundreds of settler youths gathering to protest the move; 11 soldiers sustain light injuries and 2 settlers are arrested. Elsewhere in the West Bank, IDF troops shoot and injure a Palestinian at Huwwara checkpoint nr. Nablus overnight, accusing him of ignoring their commands. They also violently disperse Palestinian students from Birzeit University gathering outside Ofer Prison nr. Ramallah in solidarity with Palestinian prisoners; 6 youths are arrested. The IDF arrests 2 Palestinians during raids nr. Nablus, Ramallah, and Hebron; and patrols nr. Jenin, Nablus, Ramallah, and Hebron. Israeli settlers block a major road nr. Nablus and throw stones at any Palestinian vehicle that approaches. Armed Palestinians open fire on an IDF patrol nr. Bethlehem overnight, lightly injuring 1 soldier. The PA cabinet decides to hold the municipal elections scheduled for 5/13 in the West Bank only, indefinitely postponing elections in Gaza. A Hamas spokesperson calls the decision a “recipe for division.” Today’s decision follows a meeting between PA PM Rami Hamdallah and the head of the Central Elections Commission (CEC), in which they agreed that Hamas’s reticence to participate in the elections would make it difficult to prepare for balloting in Gaza. Israel’s State Comptroller Joseph Shapira releases his report on the Israeli govt.’s decisionmaking during Operation Protective Edge (OPE), the IDF’s codename for its summer 2014 assault on Gaza (see JPS 44 [1, 2]). The report concludes that PM Netanyahu and thenDM Moshe Ya’alon concealed key information about the war from ministers in the lead-up to the assault; they did not fully explore diplomatic means of de-escalating tension with Hamas and the other armed groups in Gaza. Additionally, the report said that the Israeli govt. had no set policies or strategies for dealing with Gaza; Israel’s cabinet had not held a single meaningful conversation about the humanitarian crisis in Gaza for 16 mos. prior to the assault; the IDF failed to destroy all of Hamas’s tunnels (only around half were destroyed); and that the IDF did not have specific orders or techniques for dealing with tunnels. The IDF rejects the accusation that it failed to collect sufficient intelligence, but acknowledges that there was room for improvement. Netanyahu criticizes the report, calling OPE a “great success.” (HA, JP, TOI 2/28)

Off Gaza’s coast nr. Jabaliya and later nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, damaging 1 in the earlier incident. IDF troops on the Gaza border e. of Jabaliya open fire on Palestinian farmers on multiple occasions, causing no damage or injuries. Israeli forces level land in a late-night incursion across the border fence e. of al-Maghazi r.c. In the West Bank, an Israeli settler assaults a Palestinian boy in c. Hebron, lightly injuring him. The IDF conducts house searches and raids in 2 villages nr. Hebron, 1 nr. Bethlehem, and 2 nr. Ramallah, arresting 11 Palestinians and confiscating property. In East Jerusalem, Palestinian security guards at Haram al-Sharif intervene when a group of right-wing Jewish activists provokes a group of Palestinians nr. the sanctuary’s gates. The Jewish activists then assault the guards, causing no serious injuries. Jordanian newspaper ad-Dustour reports that Hamas and Israel have been involved in secret talks in Israel and in Europe in recent mos. over outstanding issues from the 8/26/2014 cease-fire that ended Operation Protective Edge (OPE), quoting unnamed “Western diplomatic sources”. Israel’s Civil Admin. initiates a 3-mo. pilot project of new regulations on Palestinian travel in the West Bank, requiring Palestinian workers to return to the West Bank through the same checkpoint they entered Israel and banning them from Israeli bus lines. Several human rights organizations plan to appeal the new regulations. (HA 5/20)

UN special coordinator Nickolay Mladenov briefs the United Nations Security Council (UNSC) on the situation in the occupied Palestinian territories (oPt). He urges Israel to freeze settlement construction, saying “there should be no illusions about the impact of these unilateral actions.” He also says that he and Secy.-Gen. Ban Ki-moon will engage with the new Israeli govt. to explore “realistic options” for a return to peace negotiations with the Palestinians “within a reasonable timeframe.” (MNA, REU 5/20)

The IEC agrees to stop cutting power to areas in the West Bank (as it did on 2/23 and 2/25) in exchange for the Israeli govt.’s promise to offset the Palestinians’ debts with the tax revenues that it has punitively withheld from the PA since 1/2. The PM’s office also announces a deal that will connect Rawabi, the 1st planned Palestinian city, to the water grid, enabling new residents to move in to the city. The agreement will also connect several Israeli settlements in the area to the grid. (HA, TOI 2/26; NYT 2/27)

On the 6 mo. anniversary of the 8/16 cease-fire that ended Operation Protective Edge (OPE), 30 UN agencies and other international organizations in Gaza jointly express their alarm at the slow pace of reconstruction and the dire conditions in the Strip. In their statement, they say, “We must not fail Gaza,” and that “since 7/2014, the situation has deteriorated dramatically.” (WAFA 2/26)

The Jordanian and Israeli govts. sign a deal that will govern the construction of a pipeline to link the Red Sea and the Dead Sea, the 1st phase of a Dead Sea revitalization project that has been debated and discussed for over a decade. They plan to begin preparing tenders to offer to construction companies in the coming weeks. They ultimately plan to build a desalinization plant n. of Aqaba, Jordan. In 12/2013, reps. of Jordan, Israel, and the PA signed a memorandum of understanding at the World Bank to guide their joint efforts on the project. (AFP, TOI 2/26)

Two Palestinian men attack a synagogue in West Jerusalem, killing 4 rabbis and 1 Druze policeman, and injuring around 8 others. Policemen shoot and kill the 2 men. Later in the day, Israeli security forces raid the men’s homes in Jabal Mukabir, East Jerusalem, and arrest 12 of their relatives. Clashes break out between Palestinians and Israeli officers in the neighborhood, injuring 22 Palestinians with tear gas and rubber-coated metal bullets. More clashes erupt in Sur al-Bahir, Wadi al-Juz, and al-Tur. Israeli PM Netanyahu orders the punitive demolition of the 2 men’s homes, and adds additional border police in Jerusalem. In the West Bank, Palestinians nr. Tulkarm protest the recent Israeli violence in Jerusalem, sparking clashes with IDF soldiers. Dozens of Israeli settlers attack a Palestinian school in ‘Urif village nr. Nablus in response to the killing of the 4 rabbis, and IDF troops injure 6 Palestinians with rubber-coated metal bullets, including a Reuters cameraman. Meanwhile, an Israeli settler shoots and seriously injures a Palestinian youth after a settler demonstration e. of Ramallah and Israeli settlers attack a Palestinian home s. of Nablus. Separately, settlers throw rocks at Palestinian vehicles nr. Nablus and Hebron. IDF troops shoot and injure a Palestinian in Baytin village nr. Ramallah. Also, IDF troops search the Hebron homes of 2 of the Palestinian men accused of kidnapping and killing 3 Israeli settler teenagers on 6/12; and raid Bayt Umar village. In the Gaza Strip, Palestinians continue to undertake emergency relief efforts, uncovering many bodies of people killed earlier during Israel’s Operation Protective Edge (OPE), while many more Palestinians succumb to injuries. The Israel Defense Forces (IDF) and the armed Palestinian groups continue to hold to the 5-day cease-fire. In the West Bank, a group of Israeli settlers in Hebron throws stones at Palestinian houses on al-Shuhada Street and IDF troops arrest 1 Palestinian in the clashes that follow. The IDF conducts raids on several houses in Dayr Istya, and patrols in 2 villages n. of Jenin. During the day, the IDF conducts 13 other incursions into various areas of the West Bank. There are no talks held today between Egyptian mediators, the Palestinian delegation, and Israeli negotiators. Hamas head of foreign affairs Usama Hamdan responds to the Egyptian proposal of 8/15, saying Israel must accept the demands of the Palestinian people or face a long war, and that the proposal was, therefore, insufficient. Head of the Palestinian delegation and senior Fatah official Azzam al-Ahmad says that he is quietly optimistic that a long-term agreement can be reached before the 5-day cease-fire expires on 8/18. Meanwhile, in a televised speech from Ramallah, Palestinian Authority (PA) Pres. Mahmud Abbas says that the “goal is to stop the fighting and to stick to the Egyptian initiative, and no other,” in an implicit reference to efforts by Qatar and Turkey to serve as alternative diplomatic channels. PLO chief negotiator Saeb Erakat meets with Hamas political office chief Khalid Mishal and urges him to continue talks with Israel based on the Egyptian initiative. The pair also reportedly discuss the possibility of Palestine becoming a mbr. of the International Criminal Court (ICC). (AFP, HA, MNA, REU 8/16)

In Tel Aviv, thousands of demonstrators gather in Rabin Square to protest the ongoing assault on Gaza with the slogan “Changing direction: toward peace, away from war.” Counterprotesters also congregate in Rabin Square, but Israeli police keep the groups separate. (HA, JP 8/16)

Meanwhile, the Qatari govt. announces that it will donate $1,000 to each Palestinian family whose home has been destroyed during the Israeli assault, of which there are reportedly 797. The funds will be disbursed through the Qatari Comm. for Rebuilding the Gaza Strip. (JP 8/17)

In the Gaza Strip, Palestinians fire around 80 rockets into s. Israel, injuring 1 soldier and 1 civilian in separate incidents. Iron Dome batteries intercept 12 of the rockets. An evening barrage of around 40 rockets in an hour is claimed by al-Qassam Brigades, who say it is in revenge for the killing of its fighters the previous day. Separately, an antitank missile is fired at IDF troops on the s. Gaza border, causing no injuries. The IDF strikes targets in n. Gaza, causing damage and injuring 1 child. Off the coast of Khan Yunis, IDF naval forces open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, Palestinians throw Molotov cocktails at an IDF base nr. Israel’s security cabinet decides to escalate attacks against Hamas and other armed factions in the Gaza Strip, following a 3-hour meeting, and agrees to launch an assault on the Gaza Strip, code-named Operation Protective Edge (OPE). The cabinet orders the army to prepare for a significant expansion of operations. Also, FM Lieberman announces that the official partnership between his party, Yisrael Beytenu, and Likud is over, but his party will remain in the coalition. Lieberman says the move is not meant as an attack on Netanyahu but a reflection of their genuine differences. Meanwhile, State Dept. spokesperson Psaki tells reporters that the U.S. supports Israel’s right to defend itself against attacks from Gaza, and urges restraint against escalation of the conflict. Israeli PM Netanyahu delivers a televised statement and says that the military is “in the middle of a complex operation” in the search for the missing teens. Netanyahu also calls PA Pres. Abbas and tells him he expects help in ensuring the safe return of the youth, their 1st telephone conversation in almost a year. Subsequently, Abbas releases a statement condemning the kidnapping as well as the Israeli crackdown that has followed. The Palestinian death toll now stands at 66. The IDF also targets a building used by media workers, injuring 6 Quds TV employees. Israel claims it was a legitimate strike on Hamas communications infrastructure. Some 80 targets are hit by the IDF overnight, with the Israeli military reporting having struck over 1,000 sites across the Gaza Strip since the operation began.
