In c. Gaza, IDF troops open fire on Palestinian homes nr. the border fence, causing damage. Off the coast nr. Bayt Lahiya, Israeli naval forces fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops conduct raids in 1 village each nr. Qalqilya and Bethlehem, sparking clashes with stone-throwing residents in both and arresting 2 in the former. They also patrol in 1 village each nr. Ramallah and Qalqilya, and 2 areas nr. Hebron; arrest a Palestinian man n. of Hebron who attempted to stab an Israeli soldier at a checkpoint; assault a Palestinian at a checkpoint nr. Jenin. The IDF violently disperses Palestinian and international activists nonviolently protesting in 2 villages nr. Qalqilya, detaining 2 Palestinians, moderately injuring 2, and lightly injuring several. Israeli forces deliver demolition notices to a school and 2 homes in Hebron. Israeli settlers deface the walls of a Palestinian school nr. Nablus, leaving price-tag graffiti. Separately, Israeli settlers assault a Palestinian youth from another village nr. Nablus, forcing him to remove his clothes in the cold weather. In East Jerusalem, Jewish Israelis set fire to a Greek Orthodox seminary and leave price-tag graffiti. The IEC agrees to stop cutting power to areas in the West Bank (as it did on 2/23 and 2/25) in exchange for the Israeli govt.’s promise to offset the Palestinians’ debts with the tax revenues that it has punitively withheld from the PA since 1/2. The PM’s office also announces a deal that will connect Rawabi, the 1st planned Palestinian city, to the water grid, enabling new residents to move in to the city. The agreement will also connect several Israeli settlements in the area to the grid. (HA, TOI 2/26; NYT 2/27)

On the 6 mo. anniversary of the 8/16 cease-fire that ended Operation Protective Edge (OPE), 30 UN agencies and other international organizations in Gaza jointly express their alarm at the slow pace of reconstruction and the dire conditions in the Strip. In their statement, they say, “We must not fail Gaza,” and that “since 7/2014, the situation has deteriorated dramatically.” (WAFA 2/26)

The Jordanian and Israeli govts. sign a deal that will govern the construction of a pipeline to link the Red Sea and the Dead Sea, the 1st phase of a Dead Sea revitalization project that has been debated and discussed for over a decade. They plan to begin preparing tenders to offer to construction companies in the coming weeks. They ultimately plan to build a desalinization plant n. of Aqaba, Jordan. In 12/2013, reps. of Jordan, Israel, and the PA signed a memorandum of understanding at the World Bank to guide their joint efforts on the project. (AFP, TOI 2/26)

Two Palestinian men attack a synagogue in West Jerusalem, killing 4 rabbis and 1 Druze policeman, and injuring around 8 others. Policemen shoot and kill the 2 men. Later in the day, Israeli security forces raid the men’s homes in Jabal Mukabir, East Jerusalem, and arrest 12 of their relatives. Clashes break out between Palestinians and Israeli officers in the neighborhood, injuring 22 Palestinians with tear gas and rubber-coated metal bullets. More clashes erupt in Sur al-Bahir, Wadi al-Juz, and al-Tur. Israeli PM Netanyahu orders the punitive demolition of the 2 men’s homes, and adds additional border police in Jerusalem. In the Gaza Strip, public servants in ministry offices, schools, and public universities begin a general strike, protesting the fact that their full salaries haven’t been paid for over a year. In the West Bank, Palestinians nr. Tulkarm protest the recent Israeli violence in Jerusalem, sparking clashes with IDF soldiers. Dozens of Israeli settlers attack a Palestinian school in ‘Urif village nr. Nablus in response to the killing of the 4 rabbis, and IDF troops injure 6 Palestinians with rubber-coated metal bullets, including a Reuters cameraman. Meanwhile, an Israeli settler shoots and seriously injures a Palestinian youth after a settler demonstration e. of Ramallah and Israeli settlers attack a Palestinian home s. of Nablus. Separately, settlers throw rocks at Palestinian vehicles nr. Nablus and Hebron. IDF troops shoot and injure a Palestinian in Baytin village nr. Ramallah. Also, IDF troops search the Hebron homes of 2 of the Palestinian men accused of kidnapping and killing 3 Israeli settler teenagers on 6/12; and raid Bayt Umar village. In East Jerusalem, Israeli settlers stab a Palestinian man on the street in Kafr ‘Aqab, moderately injuring him. Separately, Israeli minister of internal security Yitzhak Aharonovitch enters Shu‘fat r.c. and Palestinian youth throw stones and bottles at him. In the ensuing clashes with Israeli security forces, several Palestinians suffer from tear gas inhalation. Israeli forces demolish the home of the Palestinian man who was killed by police after driving a vehicle into a group of pedestrians on 10/22. Also, Israeli police arrest a Palestinian man on the charge of incitement after he posts videos and images to a Facebook page supporting violence against Israelis. Palestinian bus drivers working for the Israeli bus company Egged go on strike in protest of the death of their colleague on 11/16. Over 40 of them quit after Egged decides not to provide additional security. (IMEMC 11/19; AFP 12/4)

Reps. of Iran and the P5+1 (U.S., UK, China, France, Russia, and Germany) resume negotiations in Vienna over Iran’s disputed nuclear program, aiming to meet the Joint Plan of Action’s extended deadline of 11/24. In the Gaza Strip, Palestinians continue to undertake emergency relief efforts, uncovering many bodies of people killed earlier during Israel’s Operation Protective Edge (OPE), while many more Palestinians succumb to injuries. The Israel Defense Forces (IDF) and the armed Palestinian groups continue to hold to the 5-day cease-fire. In the West Bank, a group of Israeli settlers in Hebron throws stones at Palestinian houses on al-Shuhada Street and IDF troops arrest 1 Palestinian in the clashes that follow. The IDF conducts raids on several houses in Dayr Istya, and patrols in 2 villages n. of Jenin. During the day, the IDF conducts 13 other incursions into various areas of the West Bank. There are no talks held today between Egyptian mediators, the Palestinian delegation, and Israeli negotiators. Hamas head of foreign affairs Usama Hamdan responds to the Egyptian proposal of 8/15, saying Israel must accept the demands of the Palestinian people or face a long war, and that the proposal was, therefore, insufficient. Head of the Palestinian delegation and senior Fatah official Azzam al-Ahmad says that he is quietly optimistic that a long-term agreement can be reached before the 5-day cease-fire expires on 8/18. Meanwhile, in a televised speech from Ramallah, Palestinian Authority (PA) Pres. Mahmud Abbas says that the “goal is to stop the fighting and to stick to the Egyptian initiative, and no other,” in an implicit reference to efforts by Qatar and Turkey to serve as alternative diplomatic channels. PLO chief negotiator Saeb Erakat meets with Hamas political office chief Khalid Mishal and urges him to continue talks with Israel based on the Egyptian initiative. The pair also reportedly discuss the possibility of Palestine becoming a mbr. of the International Criminal Court (ICC). (AFP, HA, MNA, REU 8/16)

In Tel Aviv, thousands of demonstrators gather in Rabin Square to protest the ongoing assault on Gaza with the slogan “Changing direction: toward peace, away from war.” Counterprotesters also congregate in Rabin Square, but Israeli police keep the groups separate. (HA, JP 8/16)

Meanwhile, the Qatari govt. announces that it will donate $1,000 to each Palestinian family whose home has been destroyed during the Israeli assault, of which there are reportedly 797. The funds will be disbursed through the Qatari Comm. for Rebuilding the Gaza Strip. (JP 8/17)

In the West Bank, IDF troops shoot and kill 1 Palestinian in al-Jalazun r.c. nr. Ramallah, in clashes with residents during an arrest raid. IDF troops also shoot and wound 1 Palestinian during a raid in Jenin, and wound 3 with rubbercoated metal bullets during clashes with Bayt Umar residents nr. Hebron. At Qalandia checkpoint, Israeli troops violently disperse demonstrators, wounding 6, including 1 critically, with live ammunition. The IDF conducts house searches and arrest raids in Hebron and 3 nearby villages, Balata r.c. and 1 village nr. Nablus, and 2 villages nr. Qalqilya, 1 village nr. Ramallah, Bethlehem, and Jenin at night; patrols in Hebron in the afternoon, and in 4 villages nr. Ramallah, 3 villages nr. Hebron, and 1 village each nr. Qalqilya, and Salfit, and al-Bireh at night. Israeli settlers open fire on a Palestinian car nr. Ramallah, causing no injuries. In the Gaza Strip, IDF troops open fire from the border fence nr. Jabaliya, causing no damage or injuries. Israeli PM Netanyahu delivers a televised statement and says that the military is “in the middle of a complex operation” in the search for the missing teens. Netanyahu also calls PA Pres. Abbas and tells him he expects help in ensuring the safe return of the youth, their 1st telephone conversation in almost a year. Subsequently, Abbas releases a statement condemning the kidnapping as well as the Israeli crackdown that has followed. Meanwhile, Hamas releases a statement condemning the Israeli operation in the West Bank, and also calls on the PA to stop security coordination with Israel. (AFP, HA, JP, MNA 6/16)

Talks between reps. of Iran and the P5+1 powers on the disputed Iranian nuclear program resume in Vienna, with discussions scheduled to last until 6/20. The 2 sides aim to resolve final differences, including the number of centrifuges Iran will operate, and begin drafting a final deal. (REU 6/17; AA 6/17)

In the West Bank, the IDF conducts house searches and arrest raids in Qalqilya and 1 village nr. Hebron at night; patrols in 1 village nr. Qalqilya at night. Jewish settlers from Beit El nr. Ramallah throw stones at Palestinian vehicles, while in a separate incident, settlers uproot some 40 Palestinian olive trees in the s. Hebron hills. In East Jerusalem, Jerusalem municipality-owned bulldozers level lands to make a trench between Issawiyya village and French Hill settlement, at the request of the latter’s residents. Palestinian official Nabil Shaath tells the media that U.S. Secy. of State Kerry had “guaranteed us in writing” that talks would start from the 1967 lines, with State Dept. spokesperson Marie Harf subsequently denying such a document. (NYT 9/9)

The EU announces a €52 million assistance package to help PA development schemes, such as municipal infrastructure projects and private sector-led economic initiatives. The aid is the final part of the European Neighbourhood and Partnership Instrument assistance, with the total contributed to the Palestinians in 2013 now standing at €300 million. (MNA 9/9)

Russian FM Sergey Lavrov makes a statement calling for military action against Syria to be averted through a plan for the internationally coordinated destruction of Damascus’s chemical weapons’ arsenal. The dramatic intervention is welcomed as a possible breakthrough by Pres. Obama, who faces opposition in Congress and among the public to any U.S. military intervention. Democratic Senate leader Harry Reid postpones a scheduled test vote for lawmakers to assess the Russian plan. Syrian FM Walid Muallem welcomes the Russian proposal as a way of preventing “an American aggression.” (AFP, AP, REU 9/9)

The Egyptian military’s offensive in the Sinai continues, with security forces killing a further 9 militants and arresting 10 nr. Rafah. In 2 separate incidents in c. Sinai, gunmen open fire and wound 3 soldiers. In addition, Egyptian forces destroy 6 smuggling tunnels under the Egypt-Gaza border located n. of Rafah, with an Egyptian official claiming that more than 90% of the smuggling tunnels have now been destroyed. As Operation Starting All Over Again continues, IDF warplanes launch 12 more air strikes on Gaza, cutting electricity to 1,000s of Palestinian homes, causing serious damage but no injuries; continue conducting sonic booms over the Strip roughly every 20 mins. almost around the clock. The IDF also drops leaflets on Gaza warning of more air strikes until there is a “total cessation of terror attacks”; responds to Palestinians firing a rocket at Sederot (no damage or injuries) with artillery fire on the launch site in n. Gaza, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches and fires on residential areas in and around Balata r.c., Nablus; Palestinians set fire to 1 IDF vehicle in Nablus during the operation. The IDF also fires on stonethrowing Palestinians in Dura, wounding 8. Jewish settlers fr. Kiryat Arba rampage through Palestinian areas of Hebron, damaging 10s of houses, seriously injuring 1 Palestinian. Jewish settlers fr. Carmiel, rampage through Yatta village, damaging 10s of Palestinian homes and 1 car. In Ramallah, PA police break up a protest in front of the PA headquarters by Birzeit University students demanding the release of jailed student leader of the Islamic movement at Birzeit, Ala’ Barahma; several students are injured. IDF operations continue in Khan Yunis, where 2 Palestinians are killed in an explosion at the home of a leading Hamas mbr.; Palestinians say IDF tanks shelled the house, whereas the IDF says the men were preparing a bomb that exploded prematurely. The IDF withdraws fr. Khan Yunis late in the day, pledging to return as necessary to halt rocket fire, calling the open-ended operation Operation Violet Iron. The IDF turns over security control of Bethlehem to the PA security forces btwn. Christmas Eve and Armenian Christmas on 1/19; says it will give IDF soldiers manning checkpoints around Bethlehem special instructions on how to handle Christian tourists. The IDF tightens Palestinian movement around Nablus; fires on residential areas of Bayt Hanun (among the injured are children ages 2, 11, 14), Rafah; conducts arrest raids, house searches in Qalqilya and nr. Hebron, Nablus, Tulkarm. Palestinians fire at least 12 mortars at Jewish settlements in s. Gaza, causing minor damage but no injuries.
