In the West Bank, Israeli forces delivered a demolition order for a health clinic in Birin near Yatta. Israeli forces injured 1 Palestinian using live ammunition during a raid in Sa‘ir; others suffered tear-gas related injuries. 7 Palestinians were arrested during raids in and around Ya‘bad, ‘Araba, Bayt Fajjar, Hebron, and ‘Ayn Qiniya. In East Jerusalem, Israeli settlers led by Israel’s housing minister Yaakov Litzman raided the Haram al-Sharif compound. Israeli forces rammed with a car and lightly injured 1 Palestinian minor who was riding a bike with a Palestinian flag in Ras al-Amud; the child was briefly detained before being allowed medical treatment. 1 Palestinian was arrested during a house raid in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Israel, 1 Palestinian from Gaza was shot and injured after he allegedly stabbed and lightly injured 1 Israeli security guard in Sdei Avraham after entering Israel through the Gaza fence. Head of Egyptian general intelligence Abbas Kamel met with PA leadership in Ramallah, including PA president Mahmoud Abbas, to discuss a long-term ceasefire between Hamas and Israel and reconciliation between Fatah and Hamas. Israel foreign minister Gabi Ashkenazi met with Egyptian foreign minister Sameh Shoukry in Cairo to discuss a long-term ceasefire between Israel and Hamas. Foreign Minister Ashkenazi said that Israel “won't allow the reconstruction of the Gaza Strip let Hamas rebuild its terror capabilities, without resolving the issue of the return of Israeli MIAs and civilians” held by Hamas. Israel summoned the ambassador of the Philippines to Israel because of the country’s vote at the UN Human Rights Council on 5/27 to investigate potential Israeli war crimes. (MEMO 5/31; JP 6/1)

In the West Bank, Israeli settlers stole some 100 Palestinian-owned hay bales in Burin. Israeli forces shot and injured 3 Palestinians while traveling in the same car near al-Bireh. 12 Palestinians were arrested during late-night raids in Kafr Na‘im, al-Bireh, Askar refugee camp, and Sa‘ir; 2 Palestinian children were injured by rubber-coated bullets during a confrontation with soldiers in Askar refugee camp. In East Jerusalem, 10 Palestinians were arrested during raids in Jabal al-Mukabir and al-Tur. In Gaza, 1 Palestinian injured in Israeli air strikes in al-Bureij on 5/17 succumbed to his injuries, raising the comprehensive death toll since 5/10 from 259 to 260, including 67 children and 3 pregnant women. In Israel, 1 Palestinian guard at a construction site was severally beaten by 10 Jewish-Israelis in Binyamina. 1 firebomb was thrown at a house occupied by Jewish-Israelis in Lydda; no injuries were reported. According to Middle East Eye, the PA has been arresting at least 14 critics of the government in the West Bank since 5/1, with the largest arrest campaign on 5/22. (MEE 5/27; AJ 5/28)

At a meeting in the Knesset, it was revealed that 1,892 Israelis had been arrested in protests and in confrontations and clashes between Palestinian-Israelis and Jewish-Israelis, and that only 183 of them are Jewish-Israelis. Israeli police dubbed its arrest campaign “Operation Law and Order.” Palestinian-Israeli lawmakers called the operation racist, saying it only targets Palestinian-Israelis. 1 Palestinian-Israeli imam Shaykh Kamal Khatib, the deputy leader of the northern faction of the Islamic Movement in Israel, was charged with incitement to terrorism and identification of a terrorist organization. Shaykh Khatib was arrested on 5/16. Khatib’s lawyer called the charges a political persecution. (HA, MEE 5/27)

An Egyptian official said that Egypt had invited Israeli, Hamas, and PA officials to Egypt for separate talks about reinforcing the ceasefire and accelerating the rebuilding of Gaza. A Hamas official said that Hamas leader Ismail Haniyeh would visit Cairo next week and that Hamas is ready to talk about a prisoner swap. The Israeli foreign minister Gabi Ashkenazi is expected to meet the Egyptian foreign minister Sameh Shoukry as part of the talks. (ALM, AP, HA, HA 5/27)

Israel summoned the French ambassador to Israel after the French foreign minister Jean-Yves Le Drian on 5/23 said, about Israel’s occupation of Palestinian territory, that the “risk of apartheid is strong if we continue to follow a logic of one state, or of status quo.” (HA, MEMO 5/26; ALM, HA, HA 5/27)

A public opinion poll released by the Arab American Institute said that 51% of Americans are for restricting U.S. military aid to Israel. 62% of Democrats supported restricting U.S. military aid to Israel. The poll was conducted on 5/20, the day the ceasefire agreement between Israel and Hamas was announced. (MEE 5/27)

The UN Human Rights Council passed a resolution to investigate the latest escalation of violence between Israel and Hamas and Israeli attacks on Palestinians in East Jerusalem. 9 countries voted against the resolution, including Austria, Bulgaria, Cameroon, Czech Republic, Germany, Malawi, the Marshall Islands, U.K., and Uruguay. 14 countries abstained. Israel said it would not cooperate with the investigation. Hamas said its actions during the 11 days of violence were “legitimate resistance.” The U.S. said it opposed the investigation. The UN high commissioner for human rights Michelle Bachelet stated that Israeli attacks on Gaza may be war crimes and that rockets fired from Gaza were a violation of international law. Separately, the UN appealed countries to raise $95 million in aid to Gaza, the West Bank, and East Jerusalem. In the West Bank, Israeli settlers and Israeli forces attacked Palestinian journalists filming in the vicinity of the Ariel settlement. Israeli settlers also began construction on a tract of land in ‘Ayn Bus. Israeli forces seized and demolished residential tents in Khirbet Humsa provided by humanitarian agencies to displaced residents after Israeli forces demolished and confiscated and demolished 46 residential structures on 2/1 and 2/3. Israeli forces also demolished 1 water well in al-Mughayyir and 2 residential structures in Khirbet Yarza. Elsewhere, Israeli forces violently dispersed Palestinian protesters demonstrating against stop-work orders delivered in al-Twana, leading to tear-gas related injuries. Israeli forces also shot and injured 1 Palestinian with live ammunition during a late-night raid near Jenin. Meanwhile, Israeli forces shot and injured 1 Palestinian trying to enter Israel for work near the separation barrier in Barta‘a. 14 Palestinians were arrested, including 13 during late-night raids in and around Jalazun refugee camp, Hebron, Nablus, Qabatiya, and al-Bireh, and 1 was arrested at a checkpoint near Nablus. In East Jerusalem, 4 Palestinian citizens of Israel were arrested at the Haram al-Sharif compound. Israeli prime minister Benjamin Netanyahu pleaded not guilty in response to the corruption charges against him in an Israeli court. Prime Minister Netanyahu was forced to appear in court but left after 30 minutes as the judges excused his absence. (REU 2/7; AJ, AP, AX, CBS, CNN, HA, WP 2/8)

The U.S. said it will rejoin the UN Human Rights Council as an observer after the Donald Trump administration left the UN body, citing anti-Israel bias in 2018. The Biden administration wants to rejoin as a full member at an unset date. (NYT 2/7; TOI 2/8)

In an interview with CNN, U.S. secretary of state Antony Blinken said he applauded the normalization deals between Israel, the U.S., the UAE, Bahrain, Morocco, and Sudan, and said that peace between Palestine and Israel is far away, saying the 2 need to engage in peace before the U.S. can get involved. Secretary Blinken also said the Biden administration supported a 2-state solution but when asked about whether a Palestinian state would have East Jerusalem as its capital, he said it was part of final status issues, despite saying the U.S. considers Israel’s capital Jerusalem. Former secretary of state John Kerry said the U.S. supports East Jerusalem as a future capital of Palestine during the Barack Obama administration. Lastly, Secretary Blinken said that the Biden administration would consider supporting the return of the Golan Heights to Syria if Bashar al-Asad was no longer in power. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, an Israeli settler driver rams an elderly Palestinian nr. Nablus, causing moderate injuries. The IDF delivers confiscation orders to the Palestinian owners of 169 dunams (42 acres) of farmland nr. Qalqilya and stop-work orders to 7 Palestinian homes under construction in Kafr al-Dik nr. Salfit. IDF troops arrest 6 Palestinians and confiscate a tractor during raids nr. PA pres. Abbas meets with Egyptian pres. Abdel Fattah al-Sisi in Cairo to discuss regional affairs and the prospect of holding a regional peace conference to kick off a new round of peace talks. The U.S. State Dept. announces that the U.S. will be boycotting the UNHRC’s discussion of Israel at its 34th session this week, also known as Agenda Item 7. “The U.S. strongly and unequivocally opposes the existence of the UNHRC’s Agenda Item 7,” the State Dept. statement reads. In the West Bank, IDF troops clash with stone-throwing Palestinians nr. Jenin; 1 Palestinian is shot and injured with live ammunition and another is hospitalized after inhaling tear gas. The IDF also conducts house searches and raids in 2 villages nr. Ramallah and al-‘Arub r.c. nr. Hebron, arresting 8 Palestinians; arrests 5 Palestinian children on their way to school in Hebron; patrols in Qalqilya, 2 villages nr. Hebron, and 1 nr. Jenin. Israeli forces seal off a stone factory nr. Hebron and seize a truck from the facility. In East Jerusalem, Israeli forces clash with Palestinians in Silwan, arresting 1. In s. UN Special Rapporteur Makarim Wibisono files a report with the UNHRC calling on Israel to investigate the killing of over 1,500 Palestinian civilians during OPE. Since Israel barred Wibisono entrance to Gaza, the report is based solely on interviews conducted in Amman and Cairo. (REU 3/3)

Israeli PM Netanyahu addresses the U.S. Congress, warning of the dangers of a deal with Iran on its nuclear program and drawing connections between the Iranian govt. and the Islamic State of Iraq and al-Sham (ISIS). Playing off momentum from the speech, Senate Majority Leader Mitch McConnell (R-KY) schedules a floor vote for 3/10 on the Iran Nuclear Agreement Review Act. The IDF continues its assault of the Gaza Strip, killing 64 Palestinians, primarily in the s. Khan Yunis area. The IDF says that it is hitting “concealed rocket launchers, terror tunnels, militant compounds, and terror activity posts located within the premises of al-Wafa hospital.” Severe shortages in electricity, water, and medical supplies continue to affect Palestinians in Gaza, with the UN estimating that the total number of displaced has risen to 118,300. Palestinians kill 3 Israeli soldiers inside the Gaza Strip, and severely wound another 2, in an attack claimed by al-Quds Brigades. Armed Palestinian groups fire rockets into s. In a televised speech from Doha, Hamas leader Mish‘al responds to the international calls for a cease-fire, saying that Hamas “cannot accept any proposal that does not include the lifting of the siege.” Mish‘al also calls for a “humanitarian truce” of a few hours “to evacuate the wounded and assist in the relief.” (AFP, AP, HA, MNA 7/23)

U.S. Secy. of State Kerry holds talks with UN Secy.-Gen. Ban in Jerusalem, their 2d meeting of the week. Kerry says afterward that “we have certainly made some steps forward, but there is still work to be done.” Kerry also meets with Pres. The UN Human Rights Council in Geneva passes a res., 29–1–17, condemning Israel’s occupation and the current assault on Gaza, as well as commissioning an investigation into potential war crimes committed during the current Gaza conflict, with the U.S. casting the sole “no” vote. Israeli PM Netanyahu calls the vote a “travesty,” while Israel’s Justice Minister Tzipi Livni responds on Facebook with the comment: “Get lost.” UN High Commissioner for Human Rights Navi Pillay says that there is a “strong possibility” Israel is committing war crimes in the Gaza Strip. Separately, IDF troops open fire on stone-throwing Palestinians nr. Jabaliya r.c., wounding 1. In the West Bank, a Palestinian man dies from wounds inflicted when Israeli soldiers shot him in the head on 3/1 with a rubber-coated metal bullet during clashes at the entrance to Qalandia r.c. nr. Ramallah. Following his funeral, there are clashes at Qalandia checkpoint between stone-throwing Palestinian youth and Israeli soldiers who fire live ammunition and tear gas, with 1 Palestinian injured from a bullet to the leg. Separately, in al-‘Izzariya and Abu Dis neighborhoods of East Jerusalem, IDF troops shoot and injure 2 Palestinians with live ammunition during protests against the death of a Palestinian delayed at a checkpoint en route to hospital the previous day. The IDF patrols in 1 village nr. Ramallah in the morning, in Dura and surrounding area nr. Hebron in the afternoon, and in Hebron and al-‘Arub and 5 nearby villages, and in 2 villages nr. Ramallah at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 2 villages nr. A senior but unnamed official within Israel’s Ministry of Foreign Affairs tells the media that Israel has been invited to join the UNHRC’s Western European and Others Group. The development was made possible by Israel ending its boycott of the UNHRC in 10/2013, as well as agreeing to participation in its Universal Periodic Human Rights Review process. On 11/6, ambassadors of the U.K., Australia, Canada, Germany, France, and the U.S. sent a letter to the UN institutions in Geneva to urge the inclusion of Israel in the regional group. In a White House statement, the Obama administration confirms it is keeping oilrelated sanctions targeting Iran in place despite the recently-signed deal. Meanwhile, Tehran’s envoy to the IAEA tells the agency’s board in Geneva that the implementation of the deal will start by early 1/2014. Separately, Iranian pres. Egyptian security forces violently disperse demonstrations in various parts of Cairo with tear gas and water cannons, as supporters of ousted pres. Morsi express their opposition to a new law restricting protests. There are also similar clashes in Giza, Alexandria, and Suez. Israeli-Palestinian clashes intensify, especially in Gaza. 4 Palestinians are killed by IDF troops, 2 others die of injuries received earlier, and 1 Israeli customs official is ambushed and killed in Gaza (both Fatah Uprising, Islamic Jihad claim responsibility). Blaming Arafat for the ambush, Barak shuts the Gaza airport and the Rafah border crossing to Egypt, reportedly sends more tanks and armored vehicles into the West Bank and Gaza.
