An explosive device detonates on a bus in s. Jerusalem, injuring at least 20 Israelis (2 seriously). A Palestinian injured in the blast will succumb to his wounds on 4/20. Israeli officials treat it as a terrorist attack, and the Israeli police and security services begin investigations. In East Jerusalem, Israeli forces arrest 3 Palestinian youths after they allegedly assault an Israeli youth in the Old City; arrest 7 Palestinian youths and confiscate some property during raids in Shu‘fat r.c., Qalandia r.c., Ras al-Amud, and the Old City; and shoot tear gas canisters at Palestinian schoolchildren in Ras al-Amud, causing no serious injuries. Israeli forces also raid and search a newspaper company’s offices. In the West Bank, IDF troops shoot tear gas canisters at a school nr. Hebron, causing minor injuries; conduct raids and house searches nr. Bethlehem, Ramallah, Qalqilya, and in and around Hebron, arresting 10 Palestinians, issuing arrest summons to 4, and confiscating some property; patrol nr. Ramallah and Jericho. Along Gaza’s border, Egyptian forces flood and partially destroy a smuggling tunnel leading into the n. Sinai Peninsula. A military court in Gaza sentences 5 Palestinians to death on charges related to collaborating with Israel. The IDF lifts a gag order on the news that it discovered a tunnel leading from s. Gaza into Israel earlier this week (they will demolish it on 4/19). Hamas’s military wing says “this tunnel is just a drop in the ocean of what the resistance has prepared for the defense of its people and the liberation of holy places, land, and prisoners.” (HA, JP, MNA, TOI, YA 4/18; JP 4/19)

Citing Palestinian complaints and reservations, Jordan’s PM Abdullah Ensour says that Jordan has decided to halt the process of installing cameras at Haram al-Sharif following mos. of stalled negotiations with Israeli officials. (JP, MNA, TOI, YA 4/18; HA 4/19, 4/27)

The IDF opens Gaza’s Sufa commercial crossing (closed since 5/17); shells Bayt Hanun, Bayt Lahiya, injuring a 12-yr.-old Palestinian; sends troops into Hebron to surround the Polytechnic University campus, firing percussion grenades, tear gas and arresting 7 students; sends undercover units into Tamun nr. Jenin in a car with Palestinian license plates to arrest 3 Palestinians; sends troops into Tubas nr. Jenin, firing on stonethrowing youths who confront them; patrols in, fires on residential areas of Nablus; conducts arrest raids, house searches in Tulkarm and nr. Hebron, Jenin, Nablus. Israeli DM Amir Peretz authorizes the expansion of the “jurisdictional area” of 4 West Bank Jewish settlements, often the prelude to construction of new settlement neighborhoods: Givat Ze’ev nr. Overnight, a previously unknown group calling itself the al-Qa‘ida Organization of the State of Palestine claims responsibility for the 5/20 attack on Abu Rajab in a statement on the Internet. The IDF fatally shoots 2 Palestinians allegedly planting a roadside bomb in n. Gaza; demolishes a 3-story Palestinian building, severely damages 7 Palestinian homes and 10 shops in Nablus; fires live ammunition, tear gas on a group of Palestinians who approach the closed Abu Huli checkpoint holding white flags and seeking special permission to pass, leaving 3 Palestinians seriously wounded; fires on residential areas of Dayr al-Balah, Rafah; finds a smugglers’ tunnel in Rafah; conducts arrest raids nr. Tulkarm. Hamas mbrs. fire on an IDF patrol near the n. Gaza border, wounding 3 soldiers. Palestinians fire a mortar at a Jewish settlement in s. Gaza, causing no damage or injuries; detonate a roadside bomb underneath an IDF bulldozer, causing damage but no injuries. An ailing Palestinian stranded on the Egyptian side of the Rafah crossing dies, reportedly bringing to 6 the number of Palestinians who have died at the crossing since it was sealed by Israel on 12/12. Abbas meets with his Gaza security cmdrs. and advisers, orders PA security forces to deploy along the Gaza borders within 2 days to prevent rocket fire into Israel. (A PA security official speaking on condition of anonymity expresses concern that the security force may not have enough manpower to take adequate action.) Abbas also meets with Islamic Jihad leaders, who agree to continue discussions on a cease-fire. Sharon convenes his security cabinet to discuss possible military action in Gaza, approves plans for a “large-scale invasion” of northern Gaza if Abbas does not bring Palestinian violence under control quickly. In light of Abbas’s efforts, the security cabinet unanimously agrees to allow Israel to resume security contacts with the PA. Before dawn, the IDF launches a major incursion (90 tanks, bulldozers, helicopter cover) into Gaza City and Bayt Lahia, killing 9 Palestinians (including wanted local AMB leader Muhammad Kishku, senior Izzeddin al-Qassam Brigades mbr. Yasin Nassar in what may be assassinations), wounding 24, blowing up 1 Palestinian home, 13 metal workshops. Palestinians detonate a roadside bomb underneath 1 of the 20 tanks entering Gaza City, disabling it, injuring 2 IDF soldiers (see 9/5). Israel says the incursions are the start of a major campaign in the Gaza Strip targeting Hamas, though troops withdraw fr. Gaza City by the end of the day. The IDF also fires live ammunition at stone-throwing children in Bayt Hanun and Khan Yunis, wounding 8 and 2 respectively; fires live ammunition, rubber-coated steel bullets, tear gas at Palestinian protesters defying the curfew in Hebron; conduct arrest raids in al-Ram. After 2 days of debate, the UN Security Council (UNSC) passes (14-0, with the U.S. abstaining) Res. 1435 on the siege in Ramallah, which expresses grave concern over the Palestinians' humanitarian plight and reoccupation of Palestinian cities, "demands" Israel's immediate halt attacks on the PA headquarters. The IDF says its operations will continue "until their objectives are met." With the authorization of Barak and Ben-Ami (who is also Israel's internal security M), Likud MK Sharon leads a group of Likud MKs into the Haram al-Sharif/Temple Mount under heavy escort and police helicopter guard to assert Israeli sovereignty over the disputed site. 1,000 Israeli riot police are deployed on the buildings surrounding the mosque compound. Sharon attempts to enter the Marwani Mosque (which some Jews consider to be the site of Solomon's stables) but is barred by 200 Palestinians, including several Israeli Arab MKs, who sit peacefully in his path. After Sharon leaves, Palestinians scuffle with and throw stones at police, who fire tear gas, rubber bullets at them. 24 Palestinians, 25 policemen are injured. Rioting spreads throughout East Jerusalem and to Ramallah, where 6 Palestinians are injured. In Bethlehem, the IDF fires tear gas, rubber bullets at Palestinians protesting the continued internal closure. Israeli police, Shabak agents break into the Golan Heights home of Ilham Abu Salih--a Druze who heads a student organization at Damascus University, representing 400 Golani Druze students; arrest her on suspicion of being a Syrian spy.
