Bethlehem, causing no damage or casualties. The IDF conducts house searches and arrest raids in Hebron and 1 nearby village, in Nablus and nearby Balata r.c., and in 1 village each nr. Tubas and Tulkarm at night; patrols in 1 village each nr. Ramallah and Tulkarm in the morning, and in Tulkarm and 1 village each nr. Hebron and Ramallah at night. Jewish settlers attack a school and water reservoir in Urif village nr. Nablus, provoking clashes with Palestinian residents. Israeli forces arrive and fire tear gas at the Palestinians. Israeli authorities publish plans for the construction of 272 new settlement homes in the West Bank, including the 1st ever master plan for Ofra, a settlement located 15 km (9 mi.) from the Green Line. PM Netanyahu holds a meeting with Likud MKs and tells them that he opposes evacuating settlements in Hebron and Beit El, despite their location outside the major blocs. In the Gaza Strip, Israeli forces open fire on Palestinian farmers close to the border fence nr. Khan Yunis, wounding 1. The army says it targeted the group because it was laying an explosive device. In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 2 nearby villages at night; patrols in 1 village nr. Hebron in the afternoon, and in 2 villages nr. PA Pres. Abbas holds talks in Egypt with foreign ministers from Arab League mbr. states about the current state of the peace process. He also meets with Egyptian interim pres. Mansour to discuss regional developments and the national reconciliation effort with Hamas. (MNA 12/21)

Iran’s Dep. FM Abbas Araghchi says that talks in Geneva with reps. of the P5+1 are continuing for a 4th day and making slow progress. According to Araghchi, the issue of uranium enrichment is still a point of contention. (AP, JP 12/21)

In Gaza, the IDF fatally shoots 2 armed Palestinians laying a roadside bomb nr. the border fence n. of Bayt Lahiya; makes an air strike on a group of IQB mbrs. in Khuza, wounding 2; makes a late-night air strike on and fires a surface-to-surface missile across the border at a 2d group of IQB mbrs. nr. Khuza, killing 3 Hamas mbrs. An explosion destroys Hamas field cmdr. Hasan Abu Shaqfa’s Bayt Lahiya home, killing Abu Shaqfa, 4 other Hamas mbrs., a 4-mo.-old girl, and another bystander and damaging several surrounding homes; Hamas initially says the explosion was caused by an IDF air strike and fires 21 rockets (reported by the IDF to include 3 Gradstyle rockets) and 22 mortars into Israel in response (lightly injuring 1 Israeli), but later (6/14) reports that explosives the Hamas mbrs. were handling detonated prematurely. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Jenin town and r.c., in Balata r.c. and al-Far‘a r.c. In the morning, the IDF makes an air strike on a minivan nr. The IDF closes the Qarni crossing after a roadside bomb explodes nearby inside Gaza, causing no damage or injuries; continues operations in and around Nablus for a 3d day, clashing with local Palestinians in Balata r.c., wounding 18; demolishes a Palestinian home in Hebron; conducts arrest raids, house searches in and around Hebron, in Qabatya. Armed gunmen from the Amr Abu Sitta Battalions (a Fatah offshoot) raid the Khan Yunis municipal building and a municipal garage, ransacking the offices and stealing the keys for all municipal vehicles, after municipal officials refuse to loan the group a bulldozer to level land for a barracks.
