At a meeting of senior Fatah mbrs., Pres. Abbas warns that the link Israel has created between the release of prisoners and the approval of settlement construction could derail the entire negotiations process, which he says has shown no signs of progress thus far. (HA 11/5)

In the Gaza Strip, unidentified suspects plan explosives on a car of a Popular Resistance Cmte. leader, but the car blows up without causing injuries. In the n. West Bank, a Palestinian throws an improvised explosive device at an Israeli settler bus nr. Ya‘bad village, causing no injuries. The IDF conducts house searches and arrest raids in 1 village each nr. Bethlehem, Hebron, Jenin and Salfit at night; patrols in 1 village nr. Hebron in the afternoon and in 1 village nr. Hebron at night. Jewish settlers vandalize more than 30 olive trees nr. Nablus. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Bethlehem (al-Ma‘sara). Israeli authorities indicate they intend to close the Qarni crossing into Gaza (used to import wheat, animal fodder, and construction aggregates) permanently within weeks and reroute these imports through the Kerem Shalom crossing. OCHA reports that Israel has allowed no grain or fodder imports to Gaza for a week and that wheat reserves are nearly depleted. Gaza hospital officials report that because of a dispute between PA Health Min. officials in Ramallah and Gaza, transfers of medical supplies to Gaza hospitals have dropped off dangerously, increasing the number of medical supplies that are totally out of stock in the Strip. Meanwhile in Gaza, armed Palestinians detonate a buried explosive device inside the northern border as an IDF patrol on the Israeli side passes, causing no casualties. The IDF troops fire 7 tank shells at the area, killing 1 Palestinian and wounding 2; the IDF claims the men were militants, whereas Palestinians claim they were innocent bystanders scavenging for construction material in the area. Unidentified Palestinians later fire 4–5 mortars fr. Gaza into Israel, causing no damage or injuries. The IDF also makes a brief incursion into n. Gaza to level land and clear lines of sight along the border fence e. of Jabaliya. A Palestinian dies of injuries sustained on 1/15 when Egyptian authorities blew up a smuggling tunnel on the Rafah border. Palestinians also fire 2 Qassam rockets fr. Gaza into Israel, causing no reported damage or injuries. In the West Bank, the IDF makes a large late-night incursion into Nablus to raid and search a home for weapons, blowing up part of the home, detaining 2 Palestinians for questioning, but finding no weapons; occupying and searching Asia Television offices; blowing the doors off several shops in the old city. The IDF also conducts late-night arrest raids, house searches in and around Jenin town and r.c., nr. Bethlehem and Hebron. Jewish settlers escorted by IDF troops enter Nablus to pray for several hours at the shrine of Prophet Joseph. Hamas’s Haniyeh publicly offersIsrael a comprehensive cease-fire deal covering the West Bank and Gaza in exchange for a lifting of the siege of Gaza and a halt to all Israeli “assassinations, killings, and raids.” The Israeli government does not officially reply, but hrs. later in the West Bank, IDF undercover units in Bethlehem ambush, assassinate Islamic Jihad’s Bethlehem cmdr. Muhammad Shihada, senior AMB mbr. Ahmad Balbul), and 2 Islamic Jihad mbrs. driving with them. The IDF also sends troops into Sa‘ida village nr. Tulkarm in search of Islamic Jihad’s Tulkarm cmdr. Salih Karouir, wounding him in an exchange of fire and then shooting him in the head execution style. In an “initial response,” Islamic Jihad mbrs. in Gaza resume rocket fire into Israel, damaging 1 building. The IDF also conducts house searches nr. In the morning, the IDF makes an air strike on a minivan nr. Khan Yunis, assassinating 5 Hamas mbrs. and wounding 1 allegedly responsible for the Izzeddin al-Qassam Brigades’ rocket program; makes air strikes on a 2d Hamas vehicle, missing it, allowing the targets to escape. Also in the morning, IDF troops on the Gaza border nr. al-Bureij r.c. fire on a group of Palestinian children who stray nr. the border fence, wounding 1. In response to the air strikes, Hamas fires 25 rockets fr. Gaza into Israel, killing 1 Israeli, wounding 2, and damaging a home and factory in Sederot. The IDF responds with air and artillery strikes on suspected rocket-launching sites nr. Jabaliya r.c. and Gaza City, killing 1 Islamic Jihad mbr., 3 Palestinian civilians (including boys ages 12, 13), wounding 12 (including 5 children ages 8–14); fires across the border, wounding a Palestinian in al-Shuka. In response, Palestinians fire another 15 rockets, causing no damage or injuries. In the evening, IDF warplanes drop 3 guided missiles on Gaza’s Interior Min. building (empty at the time), destroying it, killing a 6- mo.-old Palestinian baby, wounding more than 25 Palestinians; also launch air strikes on at least 4 other sites in Gaza City and Khan Yunis suspected of manufacturing rockets, causing no reported injuries. An Islamic Jihad mbr. dies when a roadside bomb he is laying nr. the border fence e. of al-Bureij r.c. explodes prematurely. Gaza municipal authorities warn all Gazans to boil their water to prevent disease, reporting that waterworks still receiving electricity have run out of chlorine to treat sewage; Israel last allowed the import of chlorine on 1/21. In the West Bank, the IDF sends undercover units into Nablus, where they ambush and fatally shoot wanted al-Aqsa Martyrs Brigade (AMB) mbr. In the West Bank, the IDF conducts largescale arrest raids in Nablus, detaining 25 Palestinians affiliated with Hamas, including Reform and Change PC mbr. Ahmad al-Hajj Ali Mutair, 2 mbrs. of the municipal council, an al-Najah University dean and 2 professors; bars a Palestinian woman in labor fr. crossing a checkpoint to reach a Qalqilya hospital, forcing her to give birth at the checkpoint (see 12/12 for similar incident). Some 200,000 Hamas supporters rally peacefully in Gaza City to mark the movement’s 20th anniversary. Suspected Fatah mbrs. detonate a roadside bomb nr. a bus carrying Hamas supporters to the rally; no injuries are reported. The PA bans Hamas rallies in the West Bank. In Gaza City, the Hamas-affiliated security forces for unknown reasons exchange fire with mbrs. of a Fatah-affiliated family, causing no injuries. The IDF makes an air strike on an ESF post in Abasan in s. Gaza, killing 4 ESF officers; makes a 2d air strike on a suspected rocket-launching site in Jabaliya r.c., hitting a home, wounding 6 Palestinian civilians (ages 1, 3, 29, 30, 75, 82). Palestinians fire 2 rockets, 5 mortars fr. Gaza into Israel, causing damage but no injuries; the IDF shells the launching site, causing no reported injuries. Late in the evening, the IDF sends troops into Dayr al-Balah, conducting arrest raids and house searches, occupying a home as an observation post, leveling land to improve lines of site; launches a similar operation in al-Shuka (Palestinian militants fire on the troops, detonate a roadside bomb, causing no injuries). In the West Bank, the IDF bulldozes the farming community of Khirbat Qussa, located btwn. the separation wall and the Green Line nr. Hebron, demolishing the 15 homes, 12 cave dwellings, and 27 sheep pens comprising the village, evicting the 267 residents to the “Palestinian” side of the separation wall. Inside Israel, some 100 Israeli police officers make an overnight raid on the Galilee Druze village of Pekiin to arrest men suspected of vandalizing a cell phone antenna, firing live ammunition at stonethrowing residents who protest the predawn incursion, wounding 10s. Israeli human rights groups petition the Israeli High Court to halt the government’s 10/24 plan to cut electricity to Gaza to pressure Hamas, arguing collective punishment, forcing the IDF to suspend implementation.Israelsays that it will continue to cut 1% of Gaza’s electricity for 15 mins. at a time as a “symbolic” response to Palestinian rocket fire until Israel’s atty. gen. rules otherwise.
