Israel releases its annual poverty report, showing that the poverty rate has stayed steady at 17.7% for the past 5 yrs. Unofficial estimates show that of the nearly 320,000 poor families, an estimated 90,000 families are Arab. In a predawn operation, the IDF sends troops, tanks into Balata r.c. and Nablus, meeting heavy resistance. In a report to Congress, CIA Dir. George Tenet identifies several "terrorist groups"--including Hamas, Islamic Jihad, the PFLP--that have no ties to al-Qa`ida but could be future U.S. targets because they have "displayed anti-U.S. sentiments" and have threatened U.S. interests overseas. (WP 2/10)

Nablus, a Jewish settler, angry over Palestinian youths throwing stones at his car, stops and shoots 1 of the youths at point blank range, killing him. A 4th Palestinian dies of injuries received earlier. Palestinians fire 3 mortars at Gush Katif, causing some damage but no injuries. In Azariyya, the IDF closes the PA Information Min.'s temporary offices (opened after the IDF shut the main offices on 11/21), the al-Quds Open University Student Union office. A female Palestinian suicide bomber detonates a device in West Jerusalem, killing 1 Israeli, wounding 2 seriously, 5 moderately. This marks the 1st suicide bombing carried out by a Palestinian woman, though 2 women have been caught placing bombs previously during the al-Aqsa intifada. A release faxed to Hizballah's TV station in Lebanon identifies the woman by name as a Palestinian Hamas mbr. from Nablus University, but neither the school nor the PA can find a woman by that name; no women are reported missing. In response, the Israeli air force flies low-level sorties over Gaza City, breaking the sound barrier, shattering windows. The IDF directs shells, heavy machine gun fire at residential areas of Khan Yunis, Nablus. Barak's security cabinet continues discussions on how to respond to the 11/22 Hadera bombing, rejects a list of Palestinian targets for retaliatory strikes, arguing that air strikes have had little deterrent effect on the Palestinians while damaging Israel's public image, that Israel should switch to "precision operations against specific targets." Following the DCO bombing today, Israel evicts PSF officers fr. all DCOs, officially severing all security coordination. In implementation of the Sharm agmts., the PA releases a statement, read on Palestinian TV, urging Palestinians to "refrain from anything that would lead to tension or violence and to work to calm down the situation." Barak orders IDF troops to do their utmost to avoid causing casualties. By the end of the day, Israel lifts the internal closure on areas A, pulls tanks back fr.
