A UN report says famine is expected in northern Gaza in May. Secretary-General Antonio Guterres calls the imminent famine “an entirely manmade disaster” that can be halted. In response to reports that Israel is trying set up a government in Gaza and is looking for Palestinians to work with on aid deliveries, Hamas warns that it will not tolerate people collaborating with Israel. Hamas political leader Ismail Haniyeh says in a speech that Israel is responsible for a ceasefire agreement not being reached. Haniyeh also says that unity is needed for the Palestinian people and that it will be achieved by the rebuilding of the PLO, the establishment of a temporary national consensus government, and an agreement of an overall political program that is based on the end of the occupation of the West Bank and Gaza, the establishment of a Palestinian state with Jerusalem as the capital, and the right of return for refugees. Israeli prime minister Benjamin Netanyahu’s office releases a statement saying he has instructed his defense, national security, and finance ministers to open up space for thousands of new Palestinian prisoners. Israel’s Army Radio says Israel will deploy 15,000 extra soldiers in the West Bank and East Jerusalem. In an interview with the German media company Axel Springer, Netanyahu says that Israel has killed at least 13,000 militants in Gaza and that the military will invade Rafah. The PA calls for sanctions on Israel in response to the Flour Massacre. Russian foreign minister Sergey Lavrov says Hamas has agreed, in writing, to respect the PLO platform after meetings of Palestinian parties in Moscow. Al-Awda Hospital acting director Mohammed Salha says 142 out of 176 wounded in the Flour Massacre on 2/29 arriving at the hospital in Jabalia were injured by gunshots. Spokesperson for the UN secretary-general, Stephane Dujarric, says a UN team sent to al-Shifa Hospital confirmed that “a large number of gunshot wounds” were found on people injured at the massacre. U.S. president Joe Biden says U.S. airdrops of aid will start in the “coming days.” Oxfam says the airdrop plans “mostly serve to relieve the guilty consciences of senior US officials whose policies are contributing to the ongoing atrocities and risk of famine in Gaza,” saying airdrops only provide a symbolic amount of aid. National Security Council spokesperson John Kirby says the U.S. is working to establish a maritime corridor for aid to enter Gaza and that the U.S. continues to push Israel to allow more aid trucks to enter and open more crossings. Kirby also says that the U.S. cannot verify Israel’s claim that Palestinians died in a stampede during the Flour Massacre. The European Commission says it will transfer $54.2 million to UNRWA next week as part of its pledge to donate $162.5 million in 2024, ending the EU freeze on aid to the agency. In response to the Flour Massacre (see above), Israel’s military first says Palestinians were killed in a stampede trying to get aid, blaming the aid truck drivers, then later said that Israeli soldiers had opened fire due to fear of the crowds but that most of the Palestinians had been killed in a human stampede and by the aid trucks. In its defense, Israel releases edited drone footage which appears to show hundreds of Palestinians taking cover from Israeli bullets. The PA calls the incident an “ugly massacre” and Hamas calls the attack an “unprecedented war crime.” UN secretary-general Antonio Guterres labels the incident appalling and calls for an independent investigation. EU high commissioner for foreign affairs Josep Borrell calls it “totally unacceptable,” Colombia denounces Israel’s genocide, suspending weapons purchases from Israel. French president Emmanuel Macron expresses “[d]eep indignation at the images coming from Gaza where civilians have been targeted by Israeli soldiers. I express my strongest condemnation of these shootings and call for truth, justice, and respect for international law.” Spain, Belgium, Turkey, Portugal, Italy, Qatar, Saudi Arabia, Egypt, Jordan, China, Canada, Yemen, Australia, and other countries express shock and contempt for the Israeli actions. UNRWA says it has not received $89 million from the European Commission that was due on 2/29. 17 rights and aid organizations, including Save the Children and Oxfam, call on the EU to disperse the funds. The UN says Israel has not provided evidence about its claims against 12 UNRWA staffers for the independent investigation by the UN. Israel claims it has killed more than 13,000 militants in Gaza since its ground invasion. Israeli prime minister Benjamin Netanyahu calls Hamas’s demands for a ceasefire “delusional,” saying he will not accept them and that he rejects international calls for a ceasefire. The Israeli negotiators who had been in Qatar this week return to Israel. Finance Minister Bezalel Smotrich calls for a “massive” settlement expansion in response to the killing of 2 Israeli settlers near the Eli settlement. National Security Minister Itamar Ben-Gvir says aid to Gaza must stop as it endangers Israeli soldiers, citing the Flour Massacre where no Israeli soldiers were injured while more than a 100 Palestinians were killed. The Israeli government says it is still reviewing whether it will severely limit the number of Muslim worshippers it will allow to enter the Haram al-Sharif compound during Ramadan. Haaretz also reports that in the aftermath of 10/7/2023, Zaka community emergency response volunteers staged scenes in Israeli villages that were attacked to attract donations for the organization instead of properly handling bodies of deceased Israelis and spread accounts of atrocities that never happened to garner media attention. A federal judge in Oakland, California, dismisses a lawsuit brought by Palestinian Americans seeking to end U.S. support for Israel’s campaign in Gaza on the basis of genocide, saying he would have issued an injunction but is legally not able to do so due to a lack of jurisdiction. The ICJ rules that there is a basis to further investigate the South African genocide case against Israel and that the ICJ has jurisdiction to hear the case. The court issues 6 provisional measures: 1) Israel must take all possible measures to prevent acts as outlined in Article 2 of the Genocide Convention, including not killing members of a particular group [Palestinians], not causing physical or psychological harm to members of that group, not inflicting living conditions which are calculated to bring about the end of the existence of a people, and not carrying out acts to precent the births within the group. 2) Israel must ensure its military does not carry out any of the actions outlined in measure 1. 3) Israel must prevent and punish incitement to commit genocide. 4) Israel must ensure the delivery of basic services and essential humanitarian aid. 5) Israel must prevent the destruction of evidence of war crimes and allow fact-finding missions access. 6) Israel must submit a report on all steps taken to abide by the measures within 1 month. 4 of the orders are approved by 15 of the 17 judges, while 2 of the measures are approved by 16 of the 17 judges. The only judge to vote against all measures is Judge Julia Sebutinde of Uganda. Aharon Barak, the judge representing Israel, votes for measures 3 and 4. The measures issued by the court fall short of South Africa’s demand for a ceasefire. Hamas welcomes the ICJ orders and calls on the international community to force Israel to implement the decisions. Axios further reported that al-Sheikh, PA intelligence chief Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi met with U.S. assistant secretary of state for near eastern affairs Barbara Leaf last week in Jordan. Axios later reported that the meeting between the Palestinian officials and Leaf was tense, as Leaf dismissed the idea that the U.S. would support Palestine to obtain full UN membership. A report commissioned by the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People found that the Israeli occupation of the West Bank is unlawful, calling on Israel to immediately and unconditionally withdraw, including evacuating Israeli settlers. (MEE 8/30)

Hebron after an Israeli officer says he sees her with a knife. Palestinian witnesses dispute the claim. Israeli soldiers assault a Palestinian driver at a checkpoint nr. Nablus. Palestinians throw stones at an Israeli settler’s car nr. Jerusalem, then 1 of them stabs the settler when he exits his car, causing moderate injuries. An Israeli settler shoots and seriously injures a Palestinian youth nr. the Gush Etzion settlement bloc nr. Hebron. Further exacerbating Palestinian fears over the Judaization of Jerusalem, the Israeli press reports that PM Netanyahu recently proposed at a cabinet meeting the possibility of revoking the residency status of around 80,000 Palestinians in East Jerusalem who live in neighborhoods on the West Bank side of the separation wall, such as Shu‘fat r.c. According to sources present at the meetings, the cabinet did not discuss the proposal, and Netanyahu called for a separate meeting to discuss it further.
