In the West Bank, Israeli forces shoot and injure 2 Palestinians during a raid in Qabatiya. Israeli forces also arrest 30 Palestinians during raids in and around Jalazone refugee camp, Hebron, Tulkarm, Nablus, Jenin, and Tubas. In Gaza, Israeli forces bomb Rafah, Gaza City, Khan Yunis, Jabalia refugee camp, Nuseirat refugee camp, and Maghazi, killing at least 81 people, including 30 people sheltering in a home near al-Shifa Hospital. Israeli forces also continue to besiege the Nasser, al-Shifa, and al-Amal hospitals. In Lebanon, Israeli forces bomb Tayr Harfa, Baalbek, Hermel, Ayta ash Shaab, Kafr Kila, and Dhahirah, killing 3 people. Hezbollah forces fire rockets at Avivim, damaging a winery, and at the Mount Meron air base. In Jordan, police violently disperse protesters outside of the Israeli embassy. More than 32,414 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,787 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 440 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 251 Israeli soldiers have been killed and 1,509 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 193 trucks carrying aid enter Gaza. The Gaza Media Office says 12 people have drowned trying to retrieve airdropped aid that landed in the sea and 6 have been killed in stampedes while trying to reach airdropped aid in the past week. Hamas political leader Ismail Haniyeh meets Iranian foreign minister Hossein Amir-Abdollahian in Tehran. Haniyeh says in a press conference that the UN Security Council resolution demanding a ceasefire from 3/25 indicates that “the Israeli occupation is experiencing unprecedented political isolation” and that Israel has not been able to achieve “any of its military or strategic objectives” in Gaza. Israel recalls its negotiating team from Qatar, saying Hamas insists on “extreme demands: immediately ending to the war, a complete withdrawal of the IDF from the Gaza Strip and to remain in power.” Reuters reports that the negotiation team has been recalled for consultations and a small Israeli team remains in Doha. Israeli defense minister Yoav Gallant meets with U.S. secretary of defense Lloyd Austin in Washington, D.C. Austin calls the situation in Gaza a “human catastrophe” and says the civilian death toll is “far too high.” Gallant says Gaza will not be governed by Hamas or Israel after the war. U.S. State Department spokesperson Matthew Miller says an Israeli ground invasion of Rafah “would hurt Israel’s national security,” citing the potential to further isolate Israel globally. Miller also says Israel’s assertion that the passing of the UN Security Council ceasefire resolution had an impact on the ceasefire negotiations is “inaccurate in almost every respect,” noting Hamas’s response to the Israeli proposal was prepared before the Security Council vote. Lastly, Miller says the U.S. has not made a conclusive determination as to whether Israel is using U.S.-supplied weapons in accordance with international law or hindering U.S. aid from entering Gaza. During a speech at the UN Human Rights Council, UN special rapporteur on the occupied Palestinian territories Francesca Albanese says “Israel has committed 3 acts of genocide causing serious bodily or mental harm to members of the group, deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part, and imposing measures intended to prevent birth within the group.” Albanese also says Israel has dropped 25,000 tonnes of explosives on Gaza since 10/7/2023, equivalent to 2 nuclear bombs. An Israeli woman held captive in Gaza until she was released on 11/30/2023 tells the New York Times that she was sexually assaulted by one of the people guarding her. In the West Bank, a Palestinian man succumbs to injures sustained from Israeli forces during a raid in Fawwar refugee camp on 6/17/2023. Israeli settlers set fire to a vehicle in Kafr Ni’ma. Israeli settlers also vandalize olive, almond, grape, and fig trees, demolish an agricultural structure, and steal property in Qusra. Elsewhere, Israeli settlers assault a Palestinian child and vandalize wheat and barley fields in Ein al-Beida in the Masafer Yatta area. Israeli forces raid al-Fara’a refugee camp, destroying infrastructure and property. In East Jerusalem, 80,000 Muslim worshippers attend Friday prayers at the Haram al-Sharif compound. Thousands of worshippers from the West Bank are denied entry to East Jerusalem for the prayers. Israeli forces block Palestinian Red Crescent medics from entering the compound. In Gaza, Israeli forces bomb Gaza City, Nuseirat refugee camp, Beit Hanun, and Rafah, killing at least 149 people, including 36 members of the same family gathered to break their fast in a home in Nuseirat refugee camp. Hamas, Islamic Jihad, the PFLP, and the Palestinian National Initiative criticize the appointment of the new PA prime minister Mohammed Mustafa, calling it a “unilateral” designation by President Mahmoud Abbas that “inflicts harm on our people and national cause,” saying the formation of the new government should be done by national consensus. Fatah responds by saying Hamas caused the Israeli invasion of Gaza by “undertaking the October 7 adventure.” Agence France-Presse reports that Hamas, Islamic Jihad, PFLP, and Houthi movement members discussed coordinating their actions against Israel last week. Israeli prime minister Benjamin Netanyahu’s office issues a statement saying that Israel will send a delegation to Qatar to continue ceasefire negotiations and that the Israeli military is preparing to invade Rafah. U.S. National Security Council spokesperson John Kirby says Hamas’s ceasefire proposal is “within the bounds” of what has been discussed in recent months. Times of Israel, Channel 12, and Ynet report that an invasion of Rafah is not imminent. Defense Minister Yoav Gallant presents the security cabinet with 4 scenarios for the political situation in Gaza after Israel’s war, including Hamas control, Israeli occupation, chaos, and local rule in coordination with the PA, saying he prefer the latter scenario. Australia resumes funding of UNRWA. Foreign Minister Penny Wong says the “best available current advice from agencies and the Australian government lawyers is that UNRWA is not a terrorist organization and that existing additional safeguards sufficiently protect Australian taxpayer funding.” Australia will also deploy a military cargo plan to help airdrop aid in Gaza. PA prime minister Mohammed Shtayyeh resigns on behalf of himself and the rest of the cabinet during the weekly cabinet meeting in Ramallah, saying “the next stage and its challenges require new governmental and political arrangements that take into account the new reality in Gaza and the need for a Palestinian-Palestinian consensus based on Palestinian unity.” Shtayyeh says he submitted his resignation to President Mahmoud Abbas on 2/20 but formally submitted his resignation in writing today. Abbas accepts the resignation of Shtayyeh and the rest of the cabinet, asking him and the rest of the ministers to stay on as caretakers until a new government is formed. Shtayyeh, who has been prime minister since March 2019, also cites the genocide in Gaza and the “unprecedent escalation in the West Bank and Jerusalem” as reasons for resigning. The New York Times reports that Israel has agreed to release 15 high-profile Palestinian prisoners in exchange for 5 female Israeli soldiers as part of the potential ceasefire deal. U.S. president Joe Biden says he hopes a ceasefire agreement can be reached by 3/4. Axios reports that Israeli military chief of staff Herzi Halevi and Shin Bet director Ronen Bar traveled to Egypt last week to assure the Egyptian government that Israel will take measures to prevent Palestinians from fleeing to Egypt during its planned invasion of Rafah. A delegation of Israeli officials arrive in Qatar for ceasefire talks. Defense Minister Yoav Gallant says Palestinians will not be allowed to return to northern Gaza until all Israeli captives are released. During the sixth and final day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, the Arab League calls the occupation an “affront to international justice” and says Israel perpetrates “racial domination and apartheid” against Palestinians. Turkey, Zambia, Spain, Fiji, the Maldives, the African Union, and the OIC also present arguments. During the 6 days of hearings, only the U.S., Fiji, Hungary, and the UK spoke in favor of Israel’s argument that the court should not make a decision on the occupation while 50 other countries and organizations argued, to varying degrees, that the occupation is illegal and has to end. UN secretary-general Antonio Guterres says the UN Security Council’s “lack of unity on Russia’s invasion of Ukraine, and on Israel’s military operations in Gaza following the horrific terror attacks by Hamas on 7 October, has severely—perhaps fatally—undermined its authority,” calling for reform of the council. Israel submits a report on progress it has made since the ICJ issued provisional measures to alleviate the suffering of Palestinians in Gaza as part of the South African genocide case against Israel. Human Rights Watch says Israel has ignored the ICJ provisional measures and “in some ways even intensified its repression, including further blocking lifesaving aid.” Amnesty International also says Israel has failed to comply with the measures. EU high commissioner for foreign affairs Josep Borrell criticizes European Commission president Ursula von der Leyen in an interview with El Pais, saying her trip to Israel in October 2023 “with such a completely pro-Israeli position, without representing anyone but herself in a matter of international politics, has carried a high geopolitical cost for Europe.” Borrell also says Israeli prime minister Benjamin “Netanyahu’s plans for Gaza are unacceptable. 19,012 artists sign an open letter calling on Israel to be banned from the Venice Biennale, saying there should not be a “genocide pavilion at the Venice Biennale.” Italian minister of culture Gennaro Sanguiliano rejects the call, saying the letter is “shameful.” The Biennale later issues a statement saying it would “not take into consideration any petition or call to exclude” countries. Hamas releases a statement saying its delegation to Egypt for ceasefire negotiations, led by political leader Ismail Haniyeh, has left the country after 3 days of meetings with Egyptian officials, including intelligence chief Abbas Kamel. Osama Hamdan later gives a briefing calling on Palestinians in the West Bank and Jerusalem to mobilize in defense of the Haram al-Sharif compound as Israel is planning to limit the number of people allowed to enter the compound for Ramadan. During the fifth day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, the UK argues against the ICJ providing an advisory opinion on the issue, calling the occupation a bilateral dispute. U.S. secretary of state Antony Blinken calls Israeli settlements “inconsistent with international law,” reversing what is dubbed the Pompeo Doctrine, when in 2019 the Trump administration reversed U.S. policy to declare Israeli settlements “not per se inconsistent with international law.” Blinken also calls the Israeli settlement expansion announcement from 2/22 disappointing. In the best scenario where a ceasefire is reached and no epidemics occur the mean estimate is 6,550 excess deaths while in the worst scenario where the attacks escalate and epidemics occur the mean estimate of excess deaths is 85,750. Haaretz reports that Israeli commanders have instructed soldiers to set fire to Palestinian homes in Gaza and that in the past months hundreds of homes have been destroyed by Israeli soldiers setting fire to them. Haaretz also reports that in the aftermath of 10/7/2023, Zaka community emergency response volunteers staged scenes in Israeli villages that were attacked to attract donations for the organization instead of properly handling bodies of deceased Israelis and spread accounts of atrocities that never happened to garner media attention. The Israeli military decided from 10/7/2023 to let Zaka handle the bodies of the dead instead of using its unit trained in the identification and collection of human remains. (HA 1/31)

A federal judge in Oakland, California, dismisses a lawsuit brought by Palestinian Americans seeking to end U.S. support for Israel’s campaign in Gaza on the basis of genocide, saying he would have issued an injunction but is legally not able to do so due to a lack of jurisdiction. The judge, Jeffrey White, instead implores the Biden administration to “examine the results of their unflagging support” of Israel on the basis that “it is plausible that Israel’s conduct amounts to genocide.” (NYT 1/31; AJ, INT, HA 2/1)

The city of Chicago follows a number of other U.S. cities in calling for a ceasefire in Gaza. Some 70 cities in the U.S., including Atlanta, Minneapolis, Seattle, Detroit, and St. Louis, have passed resolutions on the Israeli attacks on Gaza with most calling for a ceasefire. Israeli forces raided Jenin for the majority of the day and into 12/13, killing 6 Palestinians, including 4 in a drone strike, and arresting at least 100; 1 ill Palestinian child died in an ambulance that was unable to reach a hospital that was under Israeli siege. Israeli forces also shot and injured 3 Palestinians, including a child, during raids in Ni’lin and Kobar. Israeli forces also demolished 2 agricultural structures in ‘Anata. In addition to the 100 people detained and arrested in Jenin, 50 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, Hebron, Nablus, and Tubas. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. The UN General Assembly adopted an Egyptian-drafted resolution calling for an immediate ceasefire in Gaza and the immediate and unconditional release of all captives with 153 votes in favor, 10 against, and 23 abstentions. Austria, Czechia, Guatemala, Israel, Liberia, Micronesia, Nauru, Papua New Guinea, Paraguay, and the U.S. voted against the non-binding resolution. Amendments put forward by the U.S. and Austria failed to reach the 2/3 threshold with 84 voting in favor of the U.S. amendment and 89 voting in favor of the Austrian amendment. Hamas welcomed the resolution. U.S. president Joe Biden gave a speech at a campaign reception, reiterating narratives that have proven to be false, including that Hamas militants beheaded babies on 10/7 and calling Hamas animals. Biden also said Israel has to strengthen the PA and said Israel was “starting to lose that support [from the EU] by the indiscriminate bombing that takes place” in Gaza. He further complained about Israeli prime minister Benjamin Netanyahu’s coalition partners, naming National Security Minister Itamar Ben-Gvir. Lastly, he said “I believe, without Israel as a freestanding state, not a Jew in the world is safe,” despite more than a quarter of the world’s Jewry living in the U.S. In response to Biden’s speech, PLO secretary-general Hussein al-Sheikh said the U.S. should call for an immediate ceasefire and put forward a comprehensive peace plan. Meanwhile, Israeli forces demolished 6 residential structures and 1 agricultural structure in Shaab al-Butum in the Masafer Yatta area, displacing 20 people. 38 Palestinians were arrested during late-night raids in Bethlehem, Ramallah, Qalqilya, and Tubas. In Gaza, Israeli forces attacked Khan Yunis, Gaza City, Nuseirat refugee camp, Jabalia refugee camp, and the Indonesian and Kamal Adwan hospitals, killing at least 80 people. The number of fatalities was likely much higher given the lack of communication with hospitals and civil defense members in northern Gaza. 3 premature babies died at the Kamal Adwan Hospital due to the incubators failing as a result of a lack of fuel. The administration at the Indonesian Hospital said it had been ordered by Israel to evacuate the hospital. 14 ambulances arrived at al-Shifa Hospital to start evacuating the 250 remaining patients. The Red Crescent said 3 paramedics and a companion of a wounded Palestinian were detained by Israeli forces, with 1 of the paramedics being arrested, and that Israel obstructed the evacuation efforts. 190 patients were evacuated from the hospital over a 20-hour period. 2 Israeli soldiers were killed. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 111 Palestinians were buried in a mass grave in Khan Yunis. The bodies were initially seized by Israel at al-Shifa Hospital and in Beit Hanun and handed over to Palestinian authorities prior to arriving in Khan Yunis in a shipping container. About 250 people fled northern Gaza to the south. Around 18,000 gallons of fuel and 80 trucks carrying aid entered Gaza via the Rafah crossing. 433 foreign nationals and 17 wounded people were evacuated to Egypt. Israel and Hamas agreed to the terms of a 4-day ceasefire that would see 50 women and children held in Gaza released in exchange for 150 Palestinian women and children being released from Israeli prisons. The start of the ceasefire would be announced within 24 hours, awaiting the Israeli High Court of Justice’s consideration of Israeli public appeals against the deal. The ceasefire could be extended for one additional day for every 10 additional captives released from Gaza. There are about 240 captives held by Hamas and Islamic Jihad. Israel agreed to stop military movement and allow people to travel from the north of Gaza to the south on Salah al-Din road, but said it would not allow movement to the north. 300 trucks carrying aid, including fuel, would be allowed into Gaza every day. Furthermore, Hamas said Israel had agreed to stop drone flights over southern Gaza during the period of the ceasefire and not fly over northern Gaza for 6 hours a day and that Israel could not attack or arrest anyone during the 4-day period. Israel published a list of 300 Palestinian prisoners, including 123 children, that it deemed eligible for release. Most of the prisoners on the list were arrested in the past 2 years for minor offenses. Islamic Jihad said the Israeli soldiers it is holding captive will not be released until all its members are released from Israeli prisons. PA president Mahmoud Abbas welcomed the agreement and thanked Qatar and Egypt for their mediation efforts. Biden also spoke with Prime Minister Netanyahu, emphasizing the “importance of maintaining calm along the Lebanese border as well as in the West Bank,” according to the U.S. readout of their conversation. Israel also damaged water, electricity, and sewage lines, uprooted streets, and bulldozed a monument to Yasir Arafat. Israeli forces also shot and killed a Palestinian who allegedly tried to stab a soldier near Beit Einun. Elsewhere, Israeli forces punitively demolished the family home in ‘Urif of a Palestinian killed by Israeli forces after he allegedly killed 4 settlers near the Eli settlement on 6/20. 28 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Qalqilya, Jenin, Nablus, and Bethlehem. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli airstrikes killed at least 90 Palestinians in Khan Yunis and Gaza City, including at least 13 people in an airstrike on Khan Yunis. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. At least 3,250 people were missing in rubble, including 1,700 children. 187 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,700 people have been injured. Israel reported that 1,200 Israelis and foreign nationals had been killed and 5,431 have injured since 10/7. 51 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. The Gaza Ministry of Health said 40 patients at al-Shifa Hospital have died in recent days. Israeli military spokesperson Daniel Hagari said, “because of Hamas’s use of hospitals for military purposes, [the hospitals] will lose special protection in the international court.” Israel has presented animations, pictures of purported tunnels, and a video from al-Rantisi Children’s Hospital that it said was proof of Hamas’s presence at hospitals, all of which did not show any evidence to back Israel’s claim. In the video from al-Rantisi Children’s Hospital, Israel showed a piece of paper hanging on the wall that it claimed was a list of Hamas militants’ names. However, the list was merely a calendar with the names of the days of the week written in Arabic. The U.S. said it had intelligence that suggested a Hamas and Islamic Jihad presence at hospitals in Gaza, including al-Shifa. A U.S. national security council spokesperson said “[w]e do not support striking a hospital from the air and we don’t want to see a firefight in a hospital where innocent people, helpless people, sick people trying to get medical care they deserve are caught in crossfire.” Hamas called for the UN to inspect all hospitals in Gaza to debunk the Israeli and U.S. claims. Doctors at al-Shifa also rejected the claim that Palestinian militants were operating in the hospital. U.S. president Joe Biden spoke to King Abudullah II of Jordan, discussing humanitarian aid to Gaza. Secretary of State Antony Blinken and Israeli president Isaac Herzog discussed aid and the need to protect civilians in Gaza and the West Bank. U.S. National Security Council spokesperson John Kirby said the U.S. has told Israel that the need for fuel in Gaza was urgent. Responding to a question about Prime Minister Netanyahu comparing Palestinians to the biblical people Amalek, Kirby said, “I am not qualified to speak much on biblical history, but we have been crystal clear on our concern about genocidal behavior about any leader. U.S. ambassador to the UN Linda-Thomas Greenfield said the U.S. “is deeply concerned by the significant uptick in violence against Palestinian civilians in the West Bank.” The U.S. deployed a F-15E fighter jet squadron and special forces to Jordan. 25 U.S. heavy transport planes also landed in Jordan. The Pentagon said the U.S. has soldiers in Israel helping with identifying captives held by Hamas. The U.S. criticized Lebanon for not filling its presidency, leaving it vacant for 365 days. At the U.S. Senate, a member of Code Pink was removed while castigating Secretary Blinken for U.S. complicity in the Israeli attacks on Gaza, while several others held their hands, covered in red dye, raised. Blinking told the Senate that the U.S. and other countries had discussed the future of Gaza, including having the PA govern there. It is estimated that 1,500 were trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 94 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 27 children. More than 1,738 have been injured, including at least 360 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. The Israeli government gave its initial approval for the construction of more than 2,000 new settlement units in the West Bank and 863 housing units for Palestinian villages in Area C, including 150 units in Ma‘asara, 270 in Bir al-Basha, 223 in al-Masqufa, 160 in Khirbet ‘Aaba, and 50 in Khirbet Zakariya. Of the advanced settlement expansion plans, 908 are expected to get final approval next week, including 58 in Beit El, 285 in Har Brakha, and 105 in Alon Shvut. IDF chief of staff Aviv Kochavi said the Israeli army will take harsher measures against Israeli soldiers who do not follow regulations, in response to the killing of 40 Palestinians by Israeli forces in the West Bank since May. The statement came after Chief of Staff Kochavi met with senior staff of the Israeli central command on 8/8 and urged them to take steps to reduce lethal shootings. Israel’s police commissioner Kobi Shabtai inaugurated a new police department focused on combatting crime in Palestinian Israeli communities, which seeks to increase the number of Palestinian Israeli police officers by 300%. 69 Palestinian citizens of Israel have been killed in Israel since 2021 and only 23% of the cases have been solved, whereas 71% of the cases involving Jewish Israelis have been solved by Israeli police. Israeli foreign minister Yair Lapid visited Morocco to meet with his Moroccan counterpart and open the new Israeli mission to Morocco as part of the 2 countries’ normalization deal. The 2 foreign ministers signed cooperation agreements related to air travel, culture, sports, and youth. Foreign Minister Lapid said the 2 countries would open mutual embassies within 2 months. The leader of the PJD party in Morocco condemned the decision to establish full diplomatic relations with Israel. Human Rights Watch (HRW) said its investigation into the events of the Israeli assault on Gaza in May, dubbed Operation Guardians of the Wall, had showed that Hamas’s rockets fired at Israel “violated the laws of war and amount to war crimes.” HRW also said that Hamas’s rockets had killed 12 civilians in Israel and a misfired rocket had killed 7 Palestinians in Gaza. The killing of the Palestinian man, who was said to have been drinking water when he was shot in the chest, was the 40th by Israeli forces in the West Bank since May. Hamas accepted an Israel and U.S. demand to allow the 2 countries to examine a list of families in Gaza that would receive a monthly stipend from Qatar, allegedly in order to ensure that the people on the list are not Hamas activists. The U.S. Democratic Party finalized its platform for the 2020 elections. While the platform states opposition to Israeli annexation of West Bank settlements and calls for a 2-state solution, it also dismissed progressive amendments to dealing with Israel, such as conditioning military aid and calling for an end to the occupation of the West Bank. The amendments were voted down 117-34. The platform also recognizes Jerusalem as the capital of Israel. Jewish Voice for Peace called the platform “wildly out of touch with the Democratic base.” (HA 7/27; JVP Action 7/28; WAFA 7/29)

The EU said it was “deeply concerned” about the detention of PA governor of Jerusalem Adnan Gheith and called for “full respect of bilateral agreements between Israel and the PLO” with regard to East Jerusalem. Governor Gheith was arrested on 7/19 during a house raid; it was the 18th time he has been arrested since becoming governor 2 years ago. (WAFA 7/28)

The EU contributed with $27 million to the PA to help pay for the June salaries for PA civil servants. The PA has only paid civil servants half their salaries, citing the refusal to receive tax revenue payments collected by Israel because it would include coordination between the PA and Israel.
