The Palestine Chronology

In the West Bank, Israeli forces confiscate a Palestinian garbage truck during a raid nr. Nablus. IDF troops arrest 4 Palestinians during late-night raids nr. Nablus and patrol nr. Hebron during the day. In East Jerusalem, at least 700 Jewish settlers tour Haram al-Sharif in the morning to commemorate Tisha B’Av. Israeli police remove 9 who attempt to pray at the sanctuary. Israeli forces conduct an arrest raid in Shu‘fat, sparking minor clashes with stone-throwing Palestinians; there are no serious injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and later nr. Jabaliya r.c., causing no damage or injuries. In s. PA pres. Abbas meets with a Hamas delegation in Ramallah to discuss national reconciliation. Earlier in the day, the Arab press reports that Abbas has put together a new framework, essentially a broad outline of an agreement in which the PA would increase the electricity supply in Gaza to precrisis levels, and allow banks in Gaza to trade in foreign currency again in exchange for Hamas dismantling its new administrative comm. and publicly renouncing its power-sharing agreement with exiled Fatah leader Dahlan. Hamas responds, demanding that the PA take responsibility for paying all employees of the Hamas-run govt. in Gaza and allowing a new leadership group, including representatives of Hamas and the Islamic Jihad Movement in Palestine, to take control on an interim basis until a new round of elections can be held. MK 'Abd al-Wahhab Darawsha (Arab Democratic Party) expresses desire to be included in Labor coalition, "surprising" Labor negotiators. Darawsha also charges Rabin with racism in continuing the ban on Arab parties participating in govt. New York Times reports Iraqi Pres. Saddam Hussein has purged 135 military officers in wake of coup attempt that reportedly began 6/29. Washington Post reports at least 140 officers have been executed. (NYT, WP 7/7)

King Hussein flatly denies Iraqi allegations that Jordan was involved in staging 6/29 coup attempt. Jordan has been host to an increased U.S. intelligence contingent monitoring Iraqi actions. (WP 7/7)

Fateh and Hamas distribute leaflet of agreement to end the violence in the Gaza Strip; 2 Palestinians are killed in Gaza Strip as a result of the current violence. (Algiers VOP 7/7 in FBIS 7/8; WP 7/10)

Occupied Palestine/Israel: Erwin Frenkel, editor of the Jerusalem Post, resigns, accusing publisher Yehuda Levy, appointed last July by the paper's new Canadian owners, of seeking editorial control of the English-language daily [WP 12/27].

Arab World: Jordanian government agrees to PLO requests to ease restrictions on movement of people and goods from W. Bank to Jordan [NYT 12/27].

King Husayn's government limits jurisdiction of military courts, significantly easing Jordan's 22-year-old martial law [NYT, WP 12/27].

Military Action

Occupied Palestine/Israel: State-owned Israeli bus carrying Arab workers is hijacked in Israel, driven to W. Bank village of Salafa where it is torched. No injuries are reported [NYT 12/27].

29-year-old Palestinian dies of gunshot wound received 12/25 [NYT 12/27].

30-year-old Ramallah man is shot, killed by IDF after troops opened fire on stone-throwers fleeing arrest [FBIS 12/ 28].

Arab World: Israeli warplanes bomb, destroy Lebanese Communist Party base in Rmaileh, 20 miles south of Beirut. At least 3 dead, 15 wounded. Israeli ground forces, backed by helicopters and artillery, attack another CP camp in Habih Safi, 20 miles north of Israeli-Lebanese border [FBIS 12/26; NYT, WP, CSM 12/ 27]. 

Military Action:

In the fourth day of the blockade, IDF armored units are concentrated near checkpoints, move to port road as well; new fight-ing erupts, with Presidential Palace, US embassy hit; shelling begins in afternoon, continues into night; IDF bombardment by tanks/ artillery hits PLO ammunition dump in Burj al-Barajneh camp, also target near UNESCO building; USSR compound badly damaged (Syrian outpost nearby); cease-fire called at end of day.

Casualties:

Political and military groups organize garbage removal, flour deliveries to small bakeries, creation of small clinics (only 10 days of flour on hand in W. Beirut; oxygen in short supply, gas almost unavailable); World Council of Churches says hundreds of Lebanese civilians have disappeared, apparently to Israeli internment centers (also charges obstruction of relief efforts, delaying shipping, documentation, unloading and distribution of supplies); after initial denial, IDF admits cutting water/ electricity to W. Beirut (only revealed after journalists found IDF soldiers inside switching station); Lebanese Red Cross calls for intervention to spare the people of Beirut; International Commission of Jurists calls on Israel to grant POW status to estimated 4000 Palestinians taken prisoner; Israeli government considers appointment of Arye Eliav to head rehabilitation efforts for Palestinian refugees in Lebanon (Eliav tentatively accepts pending government decision); suffering of Lebanese civilians from IDF invasion reportedly significantly higher than PLO; danger of cholera/ typhoid epidemics grow in W. Beirut; 3 IDF soldiers wounded at Baabda by PLO shelling.

Israel/Occupied Territories: Israeli sources report US willingness to station US troops in Beirut (US government later agrees "in principle" to send US troops as PLO escort, but opposition from Congressional leaders grows); Telem faction joins Begin government, giving Likud Bloc one more vote; government reportedly sets July 9 as deadline for diplomatic solution; Sharon, in speech near Tel Aviv, says invasion pre-empted Syrian war plans against Israel; Cabinet rejects 2 parts of US plan (continued PLO political role and 2 PLO units to be attached to Lebanese Army); government dismisses elected mayor and towni council of Jenin (sixth pro-PLO West Bank mayor ousted since November 1981), reportedly for failure to cooperate with new Israeli administrators; tear gas used to disperse Bir Zeit students protesting invasion; curfew imposed on Balata refugee camp near Nablus after bus carrying IDF soldiers stoned; 3 people in Idna near Hebron detained on suspicion of inciting workers to strike.
