Elsewhere, Israeli settlers stole 35 olive tree saplings near Azmut. Israeli forces razed Palestinian-owned land in Burin. Israeli forces also shot and injured 1 Palestinian man trying to enter Israel for work by the separation barrier near Tulkarm. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles northwest of Rafah; no injuries were reported. The Israeli high court of justice denied a petition to reopen an investigation into the killing of 4 Palestinian children by Israeli forces in 2014. The justices said the petitioners did not point to sufficient flaws in the attorney general’s decision to close the investigation. 1 Palestinian man was sentenced to life in prison for the murder of 1 Israeli man in Israel in 2020. The Palestinian man was also ordered to pay $79,000 to the family of the Israeli man. (HA, TOI, WAFA 4/24)

Israeli prime minister Naftali Bennett spoke to U.S. president Joe Biden, who said he would be visiting Israel in the coming months. The 2 also discussed potential U.S. plans to delist the Iranian Revolutionary Guard from its list of terrorist organizations—a move Israel opposes—and violence in Jerusalem. PLO Executive Committee member Azzam al-Ahmad denies the 11/4 report that the Fatah leadership has agreed to support the recent Egyptian proposal of a “calm” between Israel and Hamas. Qatar’s Gaza Reconstruction Committee announces that it plans to provide temporary support 50,000 Gazans families. Each family is set to receive approximately $100 in the “next few days,” according to a statement from the committee. Separately, Hamas announces a series of large infrastructure projects in Gaza, including 1 set to create 10,000 jobs for university graduates. The official announcing the projects offers no details about who is funding them, what type of work they will require, and how long they may last. (AFP, TOI, YA 11/7)

The Jerusalem District Planning and Building Committee approves a plan to expand East Jerusalem’s Ramat Shlomo settlement with 640 new housing units, some of which are set to be built on Palestinian-owned land. “It’s very disappointing that the district committee relied on formalistic reasons to approve a step that violates the property rights of Palestinian landowners through and through,” says a researcher with the anti-settlement group Ir Amim. “This decision is additional proof that Israeli control in East Jerusalem means a regime based on serious discrimination.” (HA 11/7)

Syria’s Deputy Foreign Minister Faisal Mekdad says that the Syrian government has a plan for the “return” of Palestinian refugees to the Yarmouk refugee camp now that government forces have retaken control of the area. Yarmouk was home to approximately 160,000 Palestinian refugees prior to the Syrian civil war in 2011. Very few are still living there today. (AFP, TOI 11/7; EI 11/10)

IDF troops open fire on 3 Palestinian minors crossing Gaza’s border fence near al-Maghazi refugee camp; 1 Palestinian is critically injured. In the West Bank, Israeli settlers throw rocks at a Palestinian home in southern Hebron, injuring 2 Palestinians. Later, IDF troops shut down a number of streets in central Hebron, clearing the way for Israeli settlers to perform religious rites in the area. Some settlers throw stones at Palestinian property in the area, causing damage. IDF troops also arrest 1 Palestinian during raids near Ramallah; and patrol in and around Tulkarm and Hebron. The Lebanese newspaper al-Akhbar publishes a draft Hamas-Israel cease-fire agreement, reportedly the product of the most recent round of Egypt-mediated talks. The agreement would see Egypt permanently opening the Rafah border crossing and lifting other border restrictions, Israel expanding the fishing zone off Gaza’s coast to 14 nautical miles and permitting 5,000 Gazans to enter Israel to work. The deal would also see the PA pay 80% of the salaries of Gaza’s civil servants, with Qatar funding those salaries for at least 6 months. Meanwhile, PA president Mahmoud Abbas meets with Egyptian president Abdel Fattah al-Sisi in Sharm al-Shaykh. They discuss a slew of regional issues, reportedly including the Egyptian effort to mediate the stalled Palestinian national reconciliation process and a cease-fire in Gaza. Al-Sisi reportedly urges Abbas to accept a “graded reconciliation” agreement, a version of which was reported earlier today. (AKH, HA, TOI, TOI, TOI, WAFA, YA 11/3)

Late at night, the IAF conducts 3 waves of air strikes targeting 25 Hamas sites across Gaza; the strikes cause massive damage and injure 3 Palestinians (2 near Rafah and 1 near Khan Yunis). The strikes reportedly come in response to the spate of incendiary kite and balloon attacks emanating from Gaza in recent weeks. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In the West Bank, Israeli settlers bulldoze several dunams of Palestinian land near Hebron, with the intent to expand neighboring settlements. They also level approximately 40 dunams (approximately 10 acres) of Palestinian land near Jericho. IDF troops conduct raids in al-Mazra‘a near Ramallah, sparking clashes with stone-throwing residents of the village; 1 Palestinian is injured. They arrest 18 Palestinians during late-night raids in and around Hebron, Tulkarm, Jenin, Nablus, and Bethlehem; and patrol near Nablus, Jenin, Qalqilya, and Salfit. An ailing Palestinian dies at the Erez border crossing. The Israeli authorities summoned him for an interview that could have led to him being granted a permit to travel to Israel for medical attention. The deceased submitted two previous applications for an interview, but both were rejected, with the Israeli authorities citing security concerns. (PCHR 6/21)

Egyptian security sources say that Egyptian president al-Sisi has decided to keep the Rafah border crossing open for another two months, until after the Muslim holiday Eid al-Adha in late 8/2018, for “humanitarian reasons.” The crossing has already been open for 1 month, far longer than any opening since 2014. U.S. ambassador to the UN Haley announces that the U.S. has formally withdrawn from the UNHRC, reiterating the Trump administration’s complaints about the council’s chronic anti-Israel bias. She says the move is “not a retreat” and that the Trump administration would still like to help reform the UNHRC. Israeli PM Netanyahu welcomes the move, condemning the “biased” and “hostile” UNHRC. After Netanyahu decides again to postpone the planned evacuation and demolition of 7 buildings in the Palestinian village of Susiya near Hebron, Israeli settlers accuse him of succumbing to U.S. pressure. “The Israeli government’s folly is indescribable,” one settler leader says, pointing to the upcoming visit from U.S. president Trump’s son-in-law Kushner and U.S. special representative Greenblatt. The Egyptian authorities open the Rafah border crossing for passage in both directions for a fifth consecutive day. In the evening, Egyptian president Abdel Fattah al-Sisi announces that he has ordered the crossing to remain open for the entire month of Ramadan, which begins in the evening today, in order to “alleviate the burdens of the brothers in the Gaza Strip.” (TOI, YA 5/17; AP, HA, JP, MNA, TOI 5/18)

Kuwaiti diplomats circulate a draft resolution to the rest of the UN Security Council (UNSC) calling for a UN-led military force to be posted along Gaza’s border. The resolution, which the U.S. is expected to block, also calls for Israel to “immediately cease its military reprisals, collective punishment, and unlawful use of force against civilians, including in the Gaza Strip.” (AP, HA, YA 5/18)

For the first time in a week, a Palestinian youth allegedly stabs and injures an IDF soldier in Tel Aviv. He is arrested after the incident. Elsewhere, IDF troops arrest 8 Palestinians during raids and house searches nr. Hebron, Bethlehem, Tulkarm, and in East Jerusalem; they also patrol nr. Hebron and Salfit throughout the day. The Israeli cabinet unanimously approves Yisrael Beytenu chair Lieberman as DM; the Knesset approves his appointment in a 55–43 vote, and he is then sworn in. In a press conference following the vote, PM Netanyahu welcomes Egyptian pres. al-Sisi’s 5/17 speech calling for a return to Palestinian-Israeli peace talks predicated on the Arab Peace Initiative, stating that the initiative has some “positive elements.” His embrace of the Arab Peace Initiative is widely viewed as a ploy to deflect allegations that he has formed the most rightwing govt. in Israeli history and has no intention of making peace with the Palestinians. In the Gaza Strip, a bomb explodes outside a Fatah-affiliated charity, lightly injuring 2 bystanders. Shipments of domestic-use gas into Gaza resume after a dispute between local officials and the PA unity govt. is resolved on 12/10. All public institutions, ministries, and charities go on strike in protest of the PA unity govt.’s failure to pay civil servants. Several civil society organizations coordinate cleaning campaigns in Gaza’s hospitals, as the sanitation workers’ strike continues for a 10th day. Meanwhile, over 100 Palestinians gather in c. Hebron to protest Abu Ein’s death, leading to 2 separate clashes with IDF soldiers. There are also demonstrations in Turmus ‘Ayya. They discuss the draft UNSC res. that Jordan plans to introduce on behalf of the Palestinians before 12/25. Meanwhile, Jordan’s House of Deps. votes to cancel its 9/2014 gas agreement with U.S. company Noble Energy. The IDF says that the youth, also a U.S. citizen, was holding a Molotov cocktail, but Palestinian witnesses deny the claim. State Dept. spokesperson Jen Psaki calls for a “speedy and transparent investigation.” IDF troops violently disperse protests outside Ofer detention center and in Jalazun r.c. nr. Ramallah, injuring 7 with live ammunition. The IDF conducts house searches and arrest raids in 1 village nr. Tulkarm; patrols in Jericho, as well as 1 village and ‘Aqabat Jabir r.c. nearby, 2 villages nr. Ramallah, Jenin and 1 nearby village, and 1 village each nr. Hebron and Qalqilya. Ansar Bayt al-Maqdis attacks Egyptian soldiers nr. Shaykh Zuwayd and in al-Arish in the Sinai Peninsula, killing 31 with a car bomb, rocket-propelled grenades, and small arms. It is the deadliest single attack on Egyptian security forces in Sinai since the escalation of violence began after the 7/2013 military ouster of thenpres. Mohamed Morsi. In response, Pres. al-Sisi convenes an emergency meeting of his senior defense advisers, declares a state of emergency in some parts of n. Sinai, and closes the Rafah border crossing.
