Palestinian officials say the PA will reform itself to comply with U.S. demands by appointing new governors in the West Bank and Gaza, making changes to the personnel of the PA security forces, appointing new staff at the its foreign consulates and embassies and at ministries, improving the financial system, appointing new directors at public institutions, improving tax collection, opening the communications market, and improving government oversight to combat corruption. Axios reports that senior security officials from the PA, Saudi Arabia, Jordan, and Egypt met in Riyadh on the 1/18, discussing plans for Gaza after the war and ways to involve a revitalized PA in Gaza. According to the report, Saudi Arabia, Jordan, and Egypt called on PA general intelligence service director Majed Faraj to ensure that the PA makes serious reforms, including providing more power to a new prime minister. Saudi Arabia is also said to have briefed the other parties on its requirements for normalization with Israel, including practical and irrevocable steps by Israel toward the creation of a Palestinian state. U.S. president Joe Biden says in a speech that he is “quietly working with the Israeli government to get them to reduce and significantly get out of Gaza.” Secretary of State Antony Blinken meets with Saudi crown prince Mohammed bin Salman in al-Ula, saying after the meeting that bin Salman has expressed “clear interest” in trying to normalize ties with Israel on the condition that Israel ends its war on Gaza and agrees to take practical steps to establish a Palestinian state. In a statement after the meeting, bin Salman says he stressed the need to end the Israeli attacks on Gaza and for a path toward peace. Blinken also meets with UAE president Mohamed bin Zayed Al Nahyan in Abu Dhabi. The Israeli Supreme Court rules that international media cannot have access to Gaza via Israel without permission and without being escorted by the Israeli military, saying access could endanger Israeli forces. Sources tell Axios that Prime Minister Netanyahu had asked UAE president Mohamed bin Zayed Al Nahyan if the UAE could pay stipends to Palestinians from the West Bank who were employed in Israel until Israel barred them from entering after 10/7. In the West Bank, Israeli settlers set up mobile homes near Battir and plowed Palestinian land near Artas. Israeli forces raided Nur Shams refugee camp with more than 50 vehicles. Most of the annual Christmas celebrations in Bethlehem were canceled in protest against Israeli attacks on Gaza and in solidarity with the victims. 30 Palestinians were released from Israeli prisons, 15 women and 15 children, on the fifth day of the prisoner exchange. 12 captives held in Gaza were released to Israel, including 10 Israeli women and 2 Thai nationals. Hundreds of Palestinians cheered the release of the captives, and members of both Hamas and Islamic Jihad were present during the handover to the Red Cross. Israel added 46 Palestinian prisoners to the list of people it is willing to exchange for Hamas-held captives, including 20 Palestinian citizens of Israel who had been arrested after 10/7 on charges of incitement. The Hadash party condemned the Israeli decision, saying it could serve as a justification for the Israeli government to revoke their citizenship. U.S. secretary of state Antony Blinken spoke with Qatari prime minister Mohammed bin Abdulrahman Al Thani, thanking him for “Qatar’s partnership and critical efforts to secure the release of hostages held by Hamas.” National Security Advisor Jake Sullivan said the U.S. had airlifted 54,000 pounds of humanitarian aid to Egypt for Gaza. During a speech at an aid conference in Paris, PA prime minister Mohammad Shtayyeh said that Hamas could not be eliminated because it is not just a military organization but “also an idea.” Shtayyeh also said Israel was waging war against all Palestinians, violating international law. French president Emmanuel Macron, who hosted the conference, said civilians in Gaza must be protected, calling for humanitarian pauses and for countries to work on a ceasefire. Egyptian foreign minister Sameh Shoukry complained that the international community has an “imbalance” in its conscience when it ignores Israeli violations of international law. Separately, PA presidential spokesperson Nabil Abu Rudeineh said Israel’s aim is to kill as many Palestinians as possible, referring to the many killed in the West Bank as Israel attacks Gaza. Abu Rudeineh called on the U.S. to force Israel to stop its attacks. U.S. president Joe Biden said Israel had agreed to daily 4-hour pauses in its attacks on Gaza to allow Palestinians in the north to flee south, saying it had taken longer for Prime Minister Benjamin Netanyahu to agree to the pauses than he had hoped. Biden also said had asked for longer pauses that would help facilitate the release of captives. State Department deputy spokesperson Vedant Patel said Palestinians fleeing the north of Gaza should be able to return. 14 Palestinian factions, including Fatah and Hamas, released a joint statement following 2 days of meetings in Cairo confirming the Palestinian elections to be held in May, July, and August. German foreign minister Heiko Maas tweeted that Germany does not agree with the ICC on the issue of the ICC’s territorial jurisdiction in the West Bank, East Jerusalem, and Gaza, saying that the State of Palestine is not recognized in international law. Foreign Minister Maas’s tweet came 1 day after he spoke with Israeli foreign minister Gabi Ashkenazi, who has been reaching out to allies to have them publicly side with Israel in the matter of the ICC investigation. Unlike the U.S. and Israel, Germany is part of the ICC. The EU has said it supports the independence of the ICC. Canada and Australia, also members of the ICC, have also expressed dismay about the territorial jurisdiction ruling. On his way to New York, PA Pres. Abbas says that the Palestinian leadership is close to deciding if it will file complaints against Israel at UN institutions and courts. A Palestinian delegation travels to Cairo ahead of planned indirect talks on 9/23 with Israel. The talks will be exploratory in nature, with the goal of establishing parameters for future talks in 10/2014, and mediated by Egypt. Mbrs. include Fatah leader and delegation head Azzam al-Ahmad, Hamas senior official Abu Marzuq, and Islamic Jihad leader Khalid al-Batsh. Meanwhile, Fatah and Hamas officials meet in Cairo to discuss issues facing the unity govt., such as paying salaries and rebuilding the Gaza Strip. They will continue their talks on 9/24. In the Gaza Strip, the IDF continues its assault with strikes on around 53 targets, killing 12 Palestinians and injuring dozens more. The IDF conducts house searches and raids in 2 neighborhoods in Ramallah, Tulkarm r.c., and 1 suburb of Tulkarm, arresting 4. During the day, IDF troops conduct patrols in al-Fawar r.c., Hebron, and 1 village nr. Hebron; establish mobile checkpoints in 1 village nr. Hebron and 2 villages nr. Ramallah. In a village nr. Salfit, PA security forces detain 3 armed Israeli settlers and turn them over to IDF troops. In East Jerusalem, Israeli security forces enter Silwan to set up a mobile checkpoint and raid several houses. Israeli and Palestinian negotiators return to Cairo and reports appear in the press of a potential breakthrough. Senior Islamic Jihad officials Khalid al-Batsh and Ziad Nakhleh are quoted saying they believe an agreement will be made within hours. Lebanon-based Hamas official Usama Hamdan says “there has been positive and fast progress.” An anonymous Palestinian official says that the Palestinian delegation would accept the new Egyptian proposal that would open the crossings into Gaza for aid and construction material, and defer disputed points to further negotiations to be held in 1 mo. Notably, Egypt requires the Rafah crossing to be negotiated with the Palestinians directly, separate from the indirect negotiations with the Israelis. In closed meetings at the UN headquarters in New York, U.S. diplomats present principles for a UNSC res. that would call for a cease-fire in Gaza and conduct meetings with their German, French, and British counterparts, as well as Jordanians, in the hope of reconciling the 3 different proposals. The U.S. has sent Israel and Egypt a draft of the principles in the past 2 days. The Jordanian draft includes an international monitoring mechanism and the other 2 do not. (JP, REU 8/25)

In the Gaza Strip, the IDF continues its assault with attacks on 41 targets, killing 11 Palestinians and injuring dozens. Israeli fighter jets and drones strike targets in n. Gaza, as well as nr. Gaza City, Khan Yunis, and Rafah, while IDF troops fire smoke bombs and live ammunition across the Israel-Gaza border in 1 location and Israeli artillery shelling hits 2 others. The armed Palestinian groups fire over 100 projectiles into Israel; of which, 3 land in urban areas, 73 land in open areas, and 17 are intercepted by Iron Dome batteries. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In the West Bank, the IDF conducts patrols in Hebron and 2 nearby villages, as well as 1 village nr. Ramallah. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible. In the Gaza Strip, health officials say that the death toll is rising as dozens of Palestinians die from injuries sustained during the Israeli assault and more bodies are recovered from the rubble of homes. (66 Palestinians die during the 5-day cease-fire, succumbing to injuries sustained in earlier attacks.) In the West Bank, IDF troops shoot and injure 8 Palestinians with rubbercoated metal bullets in n. Bethlehem during clashes outside Rachel’s Tomb. In the afternoon, the IDF enters Qalqilya, where a group of Palestinian children throw stones at them. The soldiers detain 2 children. The IDF conducts 5 patrols in various areas of the West Bank during the day. After the Friday afternoon prayer, hundreds of Palestinians attend protests nr. Bayt Furik and Qalandia against the Israeli assault on Gaza. Clashes break out with IDF troops in both places and 9 Palestinians are wounded (6 nr. Bayt Furik and 3 at Qalandia). In the evening, more clashes break out during demonstrations in Silwad village and at Ofer Prison. Two Palestinians are wounded by rubber-coated metal bullets at each demonstration. The Egyptian press reports that mediators in Cairo have offered a “final proposal” for a longterm agreement to extend the 5-day cease-fire. The agreement will reportedly end Israel’s military offensive, ease the siege, expand the fishing zone, and increase imports into Gaza. In addition, subsequent talks will deal with other issues such as prisoner swaps and establishing an airport and seaport for Gaza. Islamic Jihad spokesperson Yousef al-Hasayneh says that a truce agreement will be signed with Israel once the 5-day cease-fire ends. The IDF conducts house searches and arrest raids in 1 village each nr. Hebron and Salfit at night; patrols in 3 villages nr. Hebron and al-Fara‘a r.c. nr. Tubas during the day. A Jewish settler runs over a Palestinian nr. Salfit and kills him. In East Jerusalem, Israeli security forces arrest dozens of Palestinians in Silwan, Shu‘fat, and the Old City, taking the number of those detained since the murder of Abu Khdeir to more than 600. Upon his arrival in Gaza from Cairo, Hamas official Khalil al-Hayya says that there is “still a real chance to clinch an agreement” for a longer-term deal. An unnamed Egyptian official tells Haaretz that “the emerging agreement will be the most detailed that has been signed between Israel and the Palestinians since the Oslo accords” and that, if successful, it “would set up a new framework of relations between Israel and a Palestinian govt., because without it there will be no way to implement the agreement’s clauses.” Islamic Jihad official Ziad al-Nahla, in Cairo for the talks, says that the long-term cease-fire is a “done deal.” (AFP, AP, HA, JP, MNA, REU, YA 8/14)

In the Gaza Strip, the IDF and armed Palestinian groups maintain the new 72-hour cease-fire. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Jenin, and 1 village each nr. Jericho and Salfit at night; patrols in 2 villages nr. Ramallah and 1 village nr. Jenin during the day. In East Jerusalem, Israeli security forces conduct widespread raids in the Old City, Silwan, Issawiyya, al-Tur, Suwana, and Shu‘fat, detaining 57 Palestinians. There are clashes in al-Tur and Issawiyya, and Israeli security forces injure 26 Palestinians with rubbercoated metal bullets.

During negotiations between reps. of Israel and the Palestinian delegation in Cairo, Israeli officials brief the media that there are large gaps remaining between the sides. These include disagreements over the opening of Gaza’s border crossings, including Rafah, and how the crossings will be supervised. According to a Palestinian source, Hamas insists on a total end to the blockade, rather than an “easing,” and objects to limitations on the entry of construction materials like cement and steel. Anonymous Egyptian sources express optimism about the possibility of reaching an agreement before the end of the cease-fire at midnight. In the Gaza Strip, a 72-hour cease-fire begins at 8:00 A.M. local time. The IDF withdraws grounds forces, which are, according to the IDF, “redeployed in defensive positions outside the Gaza Strip.” Shortly before the cease-fire begins, al-Qassam Brigades fires a salvo of rockets, with 1 hitting a house in Bayt Sahur nr. Bethlehem, causing damage but no injuries. During the day, the cease-fire holds. In the West Bank, the IDF conducts house searches and arrest raids in Jenin r.c. in the morning. Additional Islamic Jihad and Hamas reps. join the Palestinian delegation in Cairo. Israel sends officials to join the discussions. Israel’s Foreign Ministry spokesperson Ofer Gendelman says that Israel is willing to agree to the rebuilding of the Gaza Strip in exchange for the disarmament of the armed groups. Meanwhile, Palestinian FM al-Maliki visits the ICC in The Hague to meet with prosecutors concerning evidence of war crimes committed by Israel in Gaza. The IDF continues its assault on the Gaza Strip by air, land, and sea, killing 64 Palestinians with strikes on approximately 100 targets. Attacks occur before and after a humanitarian cease-fire running from 10:00 A.M. to 5:00 P.M. local time. The cease-fire is not observed in areas of Rafah where IDF ground troops are targeting and destroying tunnels. Armed Palestinian groups fire rockets over Ashdod and Ashqelon, causing no injuries. Other rockets land nr. the Gaza border, also causing no injuries. In the West Bank, IDF troops shoot and injure a Palestinian nr. Tulkarm. The IDF patrols during the day in 2 villages nr. UN Secy.-Gen. Ban denounces the Israeli attack that damages the UN school as a “moral outrage and a criminal act.” State Dept. spokesperson Psaki says in a statement that the U.S. is “appalled by today’s disgraceful shelling” and urges Israel to do more to prevent civilian casualties. During that time, negotiators from all sides will discuss a longer-term agreement in Cairo. The IDF intends to continue searching for and destroying tunnels during the truce. The IDF continues its assault on the Gaza Strip by air, land, and sea, killing 132 Palestinians. In one attack, Israeli artillery fire hits an UNRWA school serving as a shelter for the displaced, killing at least 16. Following the attack on the power plant on 7/29, electricity in Gaza City is only available for 2 hours a day and large areas of c. Gaza have no electricity at all. In the West Bank, an armed Palestinian opens fire at IDF troops during a raid in Qublan village nr. Nablus, causing 1 injury. In response to the attack on the UNRWA school, White House dep. press secy. Eric Schultz says that the Obama administration expects “a full, prompt and thorough investigation” into the shelling, but does not mention Israeli strikes in the area. UN Secy.- Gen. Ban condemns the Israeli attack on the UNRWA school “in the strongest possible terms” as “outrageous” and “unjustifiable.” PA Pres. IDF strikes in the Gaza Strip continue, except in the hours following the govt.’s acceptance of the Egyptian cease-fire, killing 13 Palestinians. The IDF warns 100,000 residents of the al-Zaytun and al-Shuja‘iya neighborhoods to evacuate before morning on 7/16. Palestinians fire more than 120 rockets into Israel, including dozens directed at Tel Aviv, in a barrage claimed jointly by al-Qassam Brigades and al-Quds Brigades. Nr. the Erez crossing, 1 Israeli civilian is killed by a mortar shell while distributing food supplies to IDF soldiers. Israel’s security cabinet votes 6–2 in favor of accepting the Egyptian cease-fire proposal from the previous day, and the IDF stops all strikes for several hours. PM Netanyahu says that if Hamas rejects the initiative, Israel will have “legitimacy” to take further action “to restore quiet.” PA Pres. Abbas, in Cairo for talks with Egyptian pres. al-Sisi, calls for the acceptance of the proposal. However, Hamas rejects the text, describing it as “an initiative of kneeling and submission,” and both the armed Palestinian groups and the IDF continue hostilities. Hamas spokesperson Abu Zuhri says that the group was ignored by Egyptian mediators, with Islamic Jihad official Khalid al-Batsh commenting that “initiatives shouldn’t be proposed through media outlets, but rather through the obvious channels, which are resistance factions and their leaders.” An unnamed senior PLO official says that “the Egyptians coordinated the initiative with Abbas and ignored Gaza,” and thus “Hamas leaders felt humiliated by the fact that the proposal was released without them being consulted about its contents ahead of time.” (AFP, AP, HA, MNA, REU, WAFA 7/15; PCHR 7/16)

U.S. Secy. of State Kerry says they “have made progress . . . but there’s still more work to do.” Iranian FM Zarif says that Iran wants to “arrive at a solution everyone can be happy about.” The key issues remaining are Iran’s centrifuges and its uranium enrichment capacity over the next 10 years. The IDF strikes targets across the Gaza Strip on the 2d day of OPE, killing 39 Palestinians. Fatal strikes take place in al-Maghazi r.c., Bayt Hanun, Gaza City, Nussayrat r.c. and Bayt Lahiya. Among the dead is an Islamic Jihad commander, killed in a strike on his home in Bayt Hanun along with 5 civilians. Palestinians fire 82 rockets and mortar shells into Israel, with 48 rockets striking Israel and 21 intercepted by Iron Dome batteries. There are no injuries directly caused by projectile fire, but there is some damage to property. Rockets land in and around Dimona, Tel Aviv, Haifa, and Jerusalem. M-75 rockets are fired at Tel Aviv, as well as Nevatim military airport, 44 mi. away from Gaza City. Al-Qassam Brigades, al-Quds Brigades, and Ali Abu Mustafa Brigades (PFLP) all claim responsibility for rocket and mortar fire. Israeli PM Netanyahu says that “we have decided to further intensify the attacks on Hamas and the terror organizations in Gaza” and that “Hamas will pay a heavy price for the firing of rockets at Israeli civilians.” Hamas leader Khalid Mish‘al, in a press conference in Doha, Qatar, says that calm can be achieved through “an immediate halt to the aggression and bombings.” He also reiterates that he does not know who carried out the killing of the 3 Israeli settler teenagers in the West Bank. Meanwhile, PA Pres. Abbas accuses Israel of a “genocide” in Gaza and “a war against the Palestinian people as a whole.” He also describes diplomatic efforts at avoiding further hostilities, saying that Palestinian officials are talking to Egypt’s Pres. al-Sisi and UN Secy.-Gen. Ban. In the Gaza Strip, an Egyptian-brokered truce between Israel and Islamic Jihad is secured. A leader of the Palestinian group, Khaled al-Batsh, writes on Facebook that “intensive Egyptian contacts and efforts” mean a restoration of “the agreement for calm . . . in accordance with understandings reached [on 11/21/12] in Cairo,” a reference to the end of Operation Pillar of Defense. Hamas Dep. FM Ghazi Hamad says that Egypt deliberately ignored the govt. in Gaza and communicated directly with Islamic Jihad, a claim corroborated by an anonymous Egyptian security official. Following the cease-fire, the Popular Resistance Cmte. (PRC) fires 8 rockets into s. Israel, causing no damage or injuries. In response, the Israeli air force conducts air strikes against 4 sites in Rafah and Jabaliya, targeting a PRC training camp and Izzeddin alQassam Brigades sites, causing damage but no injuries, except in Rafah, where 3 civilians are injured. The Knesset passes a new law that raises the threshold for entering the parliament from 2% to 3.25% of the vote in a general election. (The bill was previously approved by the cmte. on 3/3.)
