In the West Bank, Israeli forces shot and killed a Palestinian who allegedly rammed an Israeli at a checkpoint near Fawwar refugee camp. Israeli forces were also filmed abusing and assaulting a gas station worker in the refugee camp. Elsewhere, Israeli forces shot and injured 2 Palestinians with baton rounds and arrested 4 others during a raid in Bayt Awa. Israeli forces also issued demolition notices for the family homes of 3 Palestinians killed by Israeli forces on 11/16 near Bayt Jala. 14 Palestinians were arrested during late-night raids in and around Nablus, Qalqilya, the Masafer Yatta area, Hebron, and Ramallah. In Gaza, Israeli forces bombed Khan Yunis, Rafah, Jabalia refugee camp, Nuseirat refugee camp, Maghazi, al-Bureij refugee camp, and Dayr al-Balah, killing at least 165 people, including Al-Quds journalist Jabr Abu Hadros and 6 members of his family in Nuseirat refugee camp and former Palestinian minister of awqaf and religious affairs and al-Aqsa Mosque preacher Sheikh Yousef Salameh in Maghazi. Israel also bombed near the Rafah crossing and hit the European Hospital, killing at least 5 people. 2 Israeli soldiers were killed and 13 were injured in combat. In Lebanon, Israel said it attacked several Hezbollah positions. In Syria, Israeli airstrikes killed 23 people, including 5 Syrians and 6 Iraqis, and wounded 18, near the Iraqi border. More than 21,672 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 56,165 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 312 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 79 children. More than 3,812 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 168 Israeli soldiers have been killed and 955 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/23, at least 65,000 housing units had been destroyed and 290,000 had been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNOCHA said more than 100,000 people have fled to Rafah in the past few days. UNICEF delivered 600,000 doses of vaccines to Gaza, saying that more than 16,800 infants have missed routine vaccines. The Gaza Ministry of Health held a press conference saying Palestinians captured by Israeli forces in Gaza were being tortured and held in poor condition. The ministry also said it had been able to reopen the medical facilities al-Arabi Hospital, Patient Friend’s Benevolent Society, Assahaba Medical Complex, al-Helou International Hospital, and several first aid centers. Lastly, it said that 5,300 people in critical condition needed to be evacuated to hospitals outside of Gaza to save their lives. 13 out of 36 hospitals in Gaza are partially functioning, 9 of which are located in the south, the rest are out of service. The armed wing of the PFLP, the Abu Ali Mustafa Brigades, released a picture it said showed the body of 1 of the Israeli soldiers held captive in Gaza, saying he was killed by Israeli forces when they tried to rescue him. It was unclear if the soldier was taken captive on 10/7 or during the ongoing ground invasion. (AJ, HA, REU 12/30)

Israeli prime minister Benjamin Netanyahu said in a press conference that the border zone between Egypt and Gaza, known as the Philadelphi Corridor, must be under Israeli control. Netanyahu also said Israel will attack Iran if Hezbollah expands its attacks on Israel. Ynet reported that Israel wants an underground wall along the Gaza border with Egypt. Netanyahu reportedly invited Defense Minister Yoav Gallant and war cabinet member Benny Gantz to participate in the press conference, which they declined. PLO secretary-general Hussein al-Sheikh said Netanyahu’s plans were “a blatant violation of agreements with Egypt and a termination of all agreements with the PLO,” calling on a unified Palestinian and Arab stance against it. In the West Bank, Israeli settlers vandalized 1 solar panel and 15 olive seedlings near ‘Urif. Israeli forces violently dispersed Palestinian protesters in Dura and Bayt Umar, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 13, including 5 with live ammunition and 8 with rubber-coated bullets; others suffered tear-gas related injuries. Elsewhere, Israeli forces seized a caravan in Sabastiyya. 5 Palestinians were arrested during late-night raids in Tarqumiyya and Jenin refugee camp; Israeli forces also seized a vehicle during a house raid in Aqraba. In East Jerusalem, 1 Israeli settler rammed Palestinians with his vehicle near the Old City, causing injuries; Palestinians were throwing stones at the vehicle but it was unclear what transpired before the ramming, which appeared in a video. Israeli settlers also attacked Palestinians in Shaykh Jarrah during a tour of the neighborhood by 2 Israeli lawmakers, Itamar Ben-Gvir and Bezalel Smotrich. Israeli forces attacked Palestinian worshipers with tear gas, sound bombs, and rubber-coated bullets at the Haram al-Sharif compound, injuring more than 305 people, including inside of al-Aqsa Mosque where a sound bomb caught a carpet on fire. Israeli forces prevented the Palestinian Red Crescent from entering the compound. Israel also reversed its decision from 5/9 to allow Jewish worshipers to enter the Haram al-Sharif compound for the Israeli celebration of Jerusalem Day. The Jerusalem Day march was later canceled by its organizers as Israeli police decided to prevent the settler march to go through the Damascus Gate plaza. Israeli forces also confiscated the keys to the al-Aqsa Mosque from the Islamic Waqf. Also at the Haram al-Sharif compound, Israeli police were filmed beating up an Israeli-accredited Palestinian journalist covering the events for Anadolu Agency. The Palestinian Red Crescent said that 612 Palestinians were injured throughout Jerusalem, including 333 who were hospitalized. In Gaza, Israeli started a military operation later dubbed “Guardian of the Wall” after Hamas fired rockets at Israel, giving Israel hours to leave the Haram al-Sharif compound. Hamas had earlier in the day warned Israel that it would fire rockets at 6 p.m. if Israel did not remove its forces from the holy places. 20 Palestinians were killed, including 9 children, and dozens were injured. The casualties included: 2, including 1 child, in 1 drone strike at Jabaliya; 10, including 6 children in 2 drone strikes at Bayt Hanun, with 32 others wounded, including 12 children; and 1, with 2 injured, in an Israeli air strike in Khan Yunis. 7 were also killed, including 1 child, and 34 were injured in Jabaliya in an explosion that was not conclusively attributed to an Israeli air strike. Additionally, damage was sustained in al-Bureij refugee camp, al-Qarara, and Rafah. In Israel, 1 Palestinian citizen of Israel was shot dead and 1 other injured by 1 Jewish-Israeli in Lydda; 3 Jewish-Israelis were arrested. Israeli forces later violently dispersed Palestinian-Israeli protesters at the Lydda city hall. In Ramla, Jewish-Israelis threw stones at Palestinian-Israelis and their property and set fire to trash cans. Israeli police dispersed Palestinian-Israeli protesters in Nazareth, Kafr Kana, Kafr Manda, Shefa-Amr, Majdal Krum, Dayr Khana, Umm al-Fahm, Baka al-Garbiyeh, Taiba, Jaffa, Haifa, and Jaljulya; 46 were arrested. The Knesset was evacuated after a rocket from Gaza landed in the vicinity of Jerusalem. The PA prime minister Mohammed Shtayyeh and the PA presidency condemned Israel’s attack on the Haram al-Sharif compound and called on the international community to take action. The PA civil affairs minister Hussein al-Sheikh said the Palestinian leadership is “examining all options to respond to this heinous aggression against the holy sites and the citizens.” PA president Mahmoud Abbas also discussed the situation with Turkish president Recep Tayyip Erdoğan. Leader of the Ra’am (United Arab List) Mansour Abbas said that he had broken off contacts with Israeli opposition leaders Yair Lapid and Naftali Bennett just before he was to have a joint meeting with them, citing the violence in Jerusalem and Gaza. The U.S. said 1 of its Coast Guard ships had fired 30 warning shots at 13 Iranian vessels that came too close to the ship and 6 other U.S. navy vessels. Iran said that it was the U.S. that had acted recklessly in the encounter. (AJ, HA, REU 5/10; AP, MEMO 5/11)

UN security council members met at an emergency session to discuss the situation in Palestine-Israel. No statement was issued after the meeting. U.S. state department spokesperson Ned Price said that the U.S. administration wanted to make sure that a statement would “not escalate tensions.” Spokesperson Price also refused to say if the U.S. condemned the Israeli air strike that killed 9 Palestinian children, and suggested that Palestinians, contrary to Israelis, do not have the right to defend themselves, saying that only states recognized by the U.S. have that right. In the West Bank, Israeli settlers set fire to a tractor and wrote racist graffiti in ‘Urif and slashed tires on several vehicles and wrote racist graffiti on buildings in Yasuf. Israeli settlers also threw stones and paint at an Israeli border police vehicle near the Yitzhar settlement. Israeli settlers also set fire to Palestinian agricultural lands in Asira; subsequently, local Palestinians and Israeli forces clashed in the area, leading to tear-gas related injuries. Israeli forces also razed land east of Tulkarm. Separately, Israeli forces injured 3 Palestinians using rubber-coated bullets as they were seeking to enter Israel via the separation wall near Far‘un. 20 Palestinians were arrested during late-night raids in and around Ramallah, Hizma, Bethlehem, Salfit, Nablus, Tulkarm, and Jenin. In East Jerusalem, 1 Palestinian family demolished part of their house built to accommodate their disabled son in Sur Bahir. 4 Palestinians were arrested, including 3 during late-night raids in Issawiyya and the Old City, and 1 Waqf guard at the Haram al-Sharif compound. In Gaza, Israel fired missiles at Gaza City, Bayt Hanun, and Dayr al-Balah, causing damage; incendiary balloons were launched from Gaza toward Israel, sparking fires. 1 unexploded Israeli shell was found at an UNRWA school west of Gaza City. Israel announced that it would stop all imports of fuel into Gaza as collective punishment for incendiary balloons landing in Israel. U.S. president Donald Trump announced that Israel and the UAE had agreed to establish full diplomatic ties and that Israel, as part of the agreement, had decided to suspend annexation of parts of the West Bank. In a joint statement from the 3 parties, it said that “Israel will suspend declaring sovereignty over areas outlined in the President’s Vision for Peace and focus its efforts now on expanding ties with other countries in the Arab and Muslim world.” Later, Israeli prime minister Benjamin Netanyahu said that annexation is “still on the table” and a promise he is committed to. Subsequently, President Trump said, “Israel agreed not to annex parts of the West Bank. It is more than taking it off the table—they agreed not to do it. This is a very smart concession by Israel. It is off the table now.” U.S. ambassador to Israel David Friedman later said that annexation is “off the table now but it’s not off the table permanently. You can’t have peace and annexation at the same time.” PA president Mahmoud Abbas called the deal a “betrayal of Jerusalem, al-Aqsa Mosque and the Palestinian cause.” The PA also recalled its ambassador to the UAE. Hamas spokesperson Fawzi Barhoum said of the deal: “[t]his announcement is a reward for the Israeli occupation’s crimes . . . The normalization is a stabbing in the back of our people.” U.S. officials also said that Bahrain and Oman are likely to soon normalize relations with Israel. UN special coordinator Nickolay Mladenov tells the UN Security Council that Israel has not complied with UNSC Res. 2334, which passed on 12/23/2016. Israeli settlement construction has increased in the past 3 mos., despite the resolution’s call for a halt in such activity, according to Mladenov. Speaking at a press conference in Kuala Lumpur, Malaysia, U.S. Secy. of State John Kerry says that the cuts in aid to Egypt will not have much impact in the country, that it is not a “withdrawal” from relations with Cairo, and that the aid could be restored should “credible progress” be made in restoring an inclusive govt. Egyptian military spokesperson Col. Ahmed Mohammed Ali declines to comment, but the Foreign Ministry calls the decision “flawed . . . in terms of content and timing.” Meanwhile, a suicide attack on a military checkpoint nr. al-Arish kills 4 soldiers and wounds 5 others. In the West Bank, hundreds of Palestinians clash with Israeli troops as part of demonstrations marking the 13th anniversary of the 2d intifada. In al-Fawar r.c. nr. Hebron, the IDF opens fire with rubber-coated metal bullets, hitting a child and blinding her in 1 eye. In c. Hebron, more than 200 Palestinians throw stones at Israeli soldiers, who injure 23 Palestinians with live ammunition and rubber-coated metal bullets. There is also a protest outside Ofer prison nr. Diplomats from the Quartet meet on the sidelines of the UNGA in New York and issue a statement calling on both sides to take “every possible step” to make the current negotiations a success. Envoy Tony Blair says that the meeting heard of initiatives accompanying peace talks to boost the Palestinian economy. The Quartet reps. were also joined by Tzipi Livni and Saeb Erakat in their capacities as lead negotiators for their respective sides. (AP, JP 9/28)

The UNSC votes unanimously for a res. that will see Syria’s chemical weapons stockpile secured and destroyed. Kerry says that the res. shows diplomacy is able to “peacefully defuse the worst weapons of war,” adding that destruction of the arsenal will begin in 11/2013 and run through to mid-2014. The council also backs a road map for political transition in Syria, and calls for an international conference to be convened “as soon as possible.” (AP, ToI, REU 9/27)

U.S. Pres. Obama and Iranian pres. Ruhani speak on the telephone, the highest-level contact between the 2 countries since 1979. Obama, in comments at the White House, and Ruhani, via a Twitter account, said that both are committed to solving the nuclear issue. (REU 9/27)

Across the West Bank, clashes continue between the IDF and Palestinians protesting in solidarity with prisoners in Israeli jails.

In Jerusalem’s Old City, Palestinian youths and Israeli police clash after Friday prayers, with Israeli security forces briefly entering the al-Aqsa Mosque compound.

Palestinians protest outside Ofer detention center nr. Ramallah, at Huwara checkpoint nr. Nablus, in Abud village nr. Ramallah (where 4 are wounded including one seriously), at Jalama checkpoint nr. Jenin, and in Tulkarm and nearby ‘Anabta village. In all cases, the IDF violently disperses the protests with tear gas, rubber-coated metal bullets and live ammunition, though no serious injuries are reported. The largest protest is in Hebron, where around 1,500 Palestinians clash with IDF forces and 1 Palestinian man is shot in the foot. In addition, Palestinian and international activists demonstrate in the center of Hebron for the opening of Shuhada Street. The IDF violently disperses the demonstrators, causing 3 moderate injuries with rubber-coated metal bullets. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis and international activists against Israel’s separation wall, settlements, and the occupation in 4 villages nr. Ramallah (Bil‘in, al-Nabi Salih, Budrus, Ni‘lin), 2 villages nr. Qalqilya (Kafr Qaddum, Jayyous) and 1 village nr. Bethlehem (al-Ma’sara). Injuries include, 1 Palestinian is wounded from a tear gas canister to the head in Bil‘in and 8 Palestinians wounded by rubber-coated metal bullets (5 in Budrus and 3 in al-Nabi Salih). The IDF patrols in 1 village nr. Ramallah in the morning; in al-Fawar refugee camp nr. Hebron (clashes but no serious injuries reported) and Qalqilya in the afternoon; and in 2 villages each nr. In the West Bank, the IDF patrols in 2 villages nr. Ramallah and 1 village nr. Qalqilya in the morning, 1 village nr. Jenin in the afternoon, 1 village nr. Hebron (firing stun grenades), and 3 villages nr. Jenin at night; conducts house searches and issues summonses in 2 villages nr. Salfit at night. The IDF also attacks a weekly nonviolent protest against settlements and the separation wall in Kufr Qaddum village nr. Qalqilya, causing no serious injuries. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Nabi Salih, and Ni`lin; demonstrations in Bil’in also call for solidarity with Palestinian prisoners in Israeli jails. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no reported injuries. Palestinians and international activists also hold 3 large nonviolent demonstrations and marches in various parts of Hebron to mark the 18th anniversary of the Tomb of the Patriarchs massacre. IDF soldiers fire foul-smelling skunk spray, rubber-coated steel bullets, tear gas, and stun grenades at the protesters. In total, 13 Palestinians are moderately injured and hospitalized 27 are lightly injured and treated by medical crews at the scene, and 2 Palestinians and 1 international are arrested. Meanwhile, Palestinians responding to rumors (claimed by Israel to be false) that Israeli security forces plan to escort a group of right-wing Jews onto the al-Aqsa Mosque compound march on the IDF’s al-Ram checkpoint into Jerusalem, blocking the access road with burning tires, throwing stones, and setting off fire works, injuring 11 Israeli soldiers and border police. The IDF fires live ammunition, tear gas, and percussion grenades at the protesters, killing 1 Palestinian. (WP 2/27; PCHR 3/1)

Speaking at Friday prayers in Cairo’s al-Azhar Mosque, Hamas’s acting PM in Gaza, Haniyeh, issues the movement’s 1st public call supporting the Syrian opposition, stating: “I salute all people of the Arab Spring . . . and I salute the heroic people of Syria who are striving for freedom, democracy, and reform.” (NYT, WP 2/25; JPI 3/9)

IDF troops stationed on the Israeli side of the Erez crossing into Gaza fire on Palestinians scavenging bricks from demolished buildings inside the former Erez industrial zone forcing them to flee, causing no injuries.

Palestinians hold protests across the West Bank and East Jerusalem after Friday prayers to denounce Israel’s decision to include West Bank holy sites on Israel’s national heritage register; clashes with the IDF (which include the IDF storming the al-Aqsa Mosque compound, firing tear gas and stun grenades to disperse worshipers) leave 2 Palestinians seriously injured (1 at the Haram al-Sharif/Temple Mount; the other in al-Nabi Salih), and 50 Palestinians and 15 Israeli riot police lightly injured.

In Washington, Livni and Rice sign the MOU on curbing arms smuggling, aimed at facilitating Israel’s acceptance of the EgyptHamas cease-fire offer (see 1/15). Anonymous Israeli military officials state that OCL is “in its final act.”

Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). Air strike target areas include Bani Suhayla, Bayt Lahiya, alBureij r.c., the al-Fukhari area, Gaza City (al-Shuja‘iyya, Tal al-Hawa; al-Tuffah), Izbat ‘Abid Rabbuh, Jabaliya town and r.c., Khan Yunis (white phosphorous suspected), alNasser (n. of Rafah), Rafah, the al-Satar al-Gharbi area (nr. Khan Yunis), and the alTannour area (e. of Rafah). Artillery and tank fire are reported in Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah (white phosphorous suspected), Gaza City (city center and al-Sudaniyya, al-Zaytun), Jabaliya town, Khan Yunis, al-Qarara, al-Shuka, Twam, Wadi alSilqa (white phosphorous suspected). Naval bombardments center on open areas w. of Khan Yunis and in the al-Mawasi area, and in s. Rafah. Ground engagements are reported in Bayt Hanun, Bayt Lahiya, the al-Fukhari area and nearby Ma’an, Gaza City, al-Mughraqa, al-Zahra’. At least 3 ambulances are hit trying to evacuate the dead and wounded in clashes in central Gaza nr. Shuhada junction and in al-Mughraqa.

In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

As the quarter opens, the Israel Defense Forces (IDF) continues Operation Blue Skies (launched 12/28/05) to prevent Palestinians fr. firing crude homemade rockets fr. Gaza into Israel, enforcing a 1.5-mi-deep no-go zone along the n. Gaza border using artillery fire fr. inside Israel, occasional air strikes, heavy surveillance fr. air and sea, and construction of a border fence along the n. Gaza border (see Quarterly Update in JPS 139). The IDF also continues to restrict the flow of Palestinian goods and individuals into and out of Gaza: Rafah operates 8 hrs./day for entry and exit of individuals to and from Egypt; Erez is open as the sole entry of Palestinian workers to Israel (the IDF has issued 5,000 permits but only 2,500– 3,500 workers can pass because of slow processing by the IDF); Qarni is open for the transit of goods (360 trucks/day entering Gaza, 75 trucks/day exiting with agricultural goods); Sufa, for the import of raw materials only, is closed since 2/14. In the West Bank, the IDF maintains 100s of checkpoints and roadblocks, effectively separating the northern and southern West Bank, cutting off access to the n. Jordan Valley, and restricting movement within those cantons. Work also continues on Israel’s separation wall. The IDF conducts arrest raids in and around Balata refugee camp (r.c.), Nablus and nr. An Islamic Jihad suicide bomber on a bicycle detonates a device nr. Gaza’s Kefar Darom settlement, killing only himself, causing no injuries. Palestinian gunmen open fire on an Israeli vehicle just inside Israel nr. Beersheba, killing 2 Israelis, escaping; the AMB, Popular Front for the Liberation of Palestine–General Command (PFLP–GC) claim responsibility. The IDF storms the al-Aqsa Mosque compound after Friday prayers, claiming to break up a demonstration there, firing rubber-coated steel bullets and percussion grenades, lightly injuring several Palestinians and sparking stone-throwing toward the Western Wall by Palestinian youths, which causes no injuries.
