Israeli artillery then shell 2 Hamas observation posts in the area, causing damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Khan Yunis, Jabaliya refugee camp, and Rafah, causing no damage or injuries. In the West Bank, Israeli settlers assault a Palestinian shepherd and steal 2 of his sheep in the northern Jordan Valley. Settlers also assault a Palestinian vegetable vendor in Jenin, causing minor injuries. IDF troops arrest 4 Palestinians during late-night raids in and around Tubas, Hebron, Tulkarm, and Jenin; and patrol near Qalqilya and Hebron. One raid in Tulkarm sparks minor clashes with stone-throwing Palestinian minors; there are no reported injuries or arrests. In East Jerusalem, Israeli police seal al-Rahma Gate leading into Haram al-Sharif. The move reportedly comes in response to certain Palestinian officials praying at the gate last week. Implementing legislation passed in 7/2018, Israel’s security cabinet approves a deduction to the monthly transfers of tax revenues to the PA equal to that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The cuts are expected to total NIS 502,697,000 (approximately $138 million) over a 12-month period. In response, a PA spokesperson calls the Israeli decision “arbitrary” and says that it will be “given a priority” in the Palestinian leadership’s discussions in the coming days. Hamas security forces forcibly prevent PA security forces from staffing the Palestinian side of the Kerem Shalom border crossing, according to the PA (Hamas claims that the PA troops left of their own free will). A senior Hamas official says that Hamas is carrying out “necessary security measures.” Sources in Gaza say that Hamas suspects the PA security forces are allowing Israel to transfer espionage equipment into Gaza. Hamas is reportedly demanding that PA staffers in Gaza submit to questioning and background checks. (HA, TOI 2/17)

Along Gaza’s border, IDF troops violently disperse hundreds of Palestinians gathering near Gaza City, Rafah, Dayr al-Balah, and Khan Yunis to continue the Great March of Return for a 6th day in a row; 1 Palestinian is killed and at least 9 are injured. This brings the death toll stemming from the Great March of Return to 156. Separately, unidentified Palestinians fly a number of incendiary balloons across the border fence into southern Israel near the Kerem Shalom border crossing, causing no damage or injuries. IDF troops arrest 2 Palestinians allegedly attempting to cut through the border fence near Gaza City. In East Jerusalem, approximately 40 right-wing Jewish activists tour Haram al-Sharif to commemorate Yom Kippur. In the West Bank, IDF troops confront Palestinian schoolchildren on their way to class in Hebron, sparking minor clashes; there are no serious injuries reported. They also assault and injure 2 Palestinians during raids in Hebron late at night; arrest 3 Palestinians during late-night raids near Jenin and Ramallah; and patrol in and around Hebron and Nablus. The killing brings the Great March of Return death toll to 139. Amid the protests, a number of Palestinian protesters cut through the first layer of fencing near the Kerem Shalom border crossing. Israeli tanks then shell a Hamas observation post in the area, causing damage. Also along Gaza’s border fence, IDF troops open fire on Palestinian farmland near al-Maghazi refugee camp, causing minor damage. In the West Bank, hundreds of Palestinians gather for Friday prayer in Khan al-Ahmar, the Jerusalem-area Bedouin village that is slated for evacuation and demolition. IDF troops violently disperse Friday protests at Kafr Qaddum near Qalqilya; 1 Palestinian is injured. They shoot and injure 3 more Palestinians during clashes sparked by arrest raids near Ramallah. The Israeli authorities partially reopen the Kerem Shalom border crossing, allowing more imports into Gaza. Gas, fuel, food, and medicine are now allowed to cross; commercial imports are still blocked. A statement from Israel’s Defense Ministry explains that the crossing is only being partially reopened because Hamas “has not put a complete end to terrorism, but is trying to maintain a low level of incendiary balloon launches and friction on the border fence.” (HA, MNA, TOI, WAFA, YA 7/24)

Along Gaza’s border fence, unidentified Palestinians fly incendiary kites and balloons across the fence into Israel, sparking at least 2 fires near Sderot. In the evening, unidentified Palestinians launch a rocket into Israel; it lands in an open area, causing no damage or injuries. In the West Bank, IDF troops arrest 15 Palestinians during late-night raids near Ramallah, Bethlehem, and Nablus; and patrol near Nablus, Qalqilya, Salfit, and Hebron. One raid near Hebron sparks clashes with stone-throwing Palestinian minors; there are no injuries. Israeli settlers throw stones at a Palestinian home in central Hebron, causing damage. Israeli DM Lieberman announces a temporary suspension of fuel and gas exports to Gaza through the Kerem Shalom border crossing, and a further reduction of the fishing zone off Gaza’s coast from six to three nautical miles. The punitive action comes a little over a week since Israeli PM Netanyahu announced a reduction in the fishing zone from nine nautical miles and a partial closure of the crossing, with an exception for key humanitarian imports, on 7/9. The suspension in fuel and gas exports is set to begin on 7/17 and continue through 7/22. Meanwhile, the Egyptian authorities close down the Rafah border crossing, citing a technical malfunction. After a weekend of violence along Gaza’s border fence, Netanyahu visits border communities and warns that Israel should be prepared for a “protracted campaign” against Hamas and the other armed groups in Gaza. (JP, TOI 7/16)

IDF troops violently disperse them near Gaza City, al-Bureij refugee camp, Jabaliya refugee camp, Rafah, and Khan Yunis; 1 Palestinian is killed and more than 200 are injured. Today’s killing brings the death toll stemming from the Great March of Return to 131. Amid the protests, armed Gazans throw a small explosive at IDF troops on the other side of the border fence near Jabaliya refugee camp; 1 IDF officer is lightly injured. The IDF retaliates, bombing 2 Hamas tunnels and a training site. Hours after the Israeli attack, armed groups in Gaza launch approximately 31 rockets and other projectiles into Israel. The Iron Dome missile defense system intercepts 6, and the rest land in open areas, causing no major damage. In the West Bank, IDF troops arrest 1 Palestinian during late-night raids near Qalqilya, and patrol near Tulkarm, Salfit, and Nablus. They also violently disperse Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya; 1 journalist is injured. Thousands of Palestinian protesters gather along Gaza’s border to continue the Great March of Return for a 7th consecutive Friday. The march’s organizing committee says that the theme of the demonstrations this week is “preparation and warning of what’s to come,” referring to the mass protests set for 5/14 to coincide with the formal opening of the new U.S. embassy in Jerusalem. IDF troops violently disperse demonstrations along the border fence near Khan Yunis, Jabaliya refugee camp, al-Bureij refugee camp, Rafah, and Gaza City; 1 Palestinian is killed and hundreds of Palestinians are injured. The killing today brings the death total stemming from the Great March of Return to 43. Meanwhile, Palestinians set fire to a pipeline leading from Israel to Gaza at the Kerem Shalom border crossing, causing major damage. In the West Bank, hundreds of Israeli settlers visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 16 Palestinians are injured. Israeli settlers torch a Palestinian home in Duma near Nablus, causing moderate damage. IDF troops arrest 4 Palestinians during late-night raids in and around Nablus, Jenin, and Hebron; and patrol near Jenin, Tulkarm, and Hebron. They also violently disperse Palestinian minors throwing stones at IDF posts in al-Bireh and Jericho; 2 Palestinians are injured. An unidentified driver allegedly rams and slightly injures an IDF soldier at a checkpoint near Nablus. In East Jerusalem, Israeli police violently disperse Palestinians gathering outside Haram al-Sharif to protest Israeli excavation work at an Islamic cemetery nearby; 3 Palestinians are injured and 6 are arrested. For a 9th day in a row, Palestinians across the oPt gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Attendance spikes today, as the protests coincide with weekly Friday protests against Israel’s occupation, separation wall, and settlements. Israeli forces violently disperse demonstrations across East Jerusalem, Halhul village near Hebron, 2 areas near Ramallah (outside the Beit El settlement and in Nabi Salih), Kafr Qaddum near Qalqilya, Bethlehem, Tubas, Tulkarm, Huwwara checkpoint near Nablus, and along Gaza’s border near Bayt Hanun, Khan Yunis, Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City; 4 Palestinians are killed and approximately 150 are injured. The Israeli authorities announce that the Erez border crossing has reopened for Palestinians to enter and exit, but that the Kerem Shalom crossing is to remain closed indefinitely. Both were closed on 12/13. (TOI 12/15)

Israeli forces arrest a mentally unstable Palestinian after he stabs and kills a UK woman on the Jerusalem Light Rail nr. the Old City. Elsewhere in Jerusalem, Israeli police arrest 4 Muslim worshippers when they attempt to stop Jewish settlers from praying at Haram alSharif. They arrest 10 more as they are exiting the sanctuary, and also arrest 2 Palestinians during raids in Shu‘fat. In the West Bank, IDF troops arrest a Palestinian at a checkpoint outside Nabi Salih after he is found to be carrying a knife. Meanwhile, they violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, settlements, and withholding of Palestinian corpses in 3 villages nr. Ramallah (Nabi Salih, Bil‘in, and Ni‘lin), Kafr Qaddum nr. Qalqilya, and Bethlehem; 4 Palestinians are injured. The Gaza Electricity Distribution Company (GEDCO) temporarily cuts off power throughout the region in protest of “unfair measures” imposed on the people of Gaza, including the reduction of former PA employees’ salaries. (MNA 4/14)

Amid the ongoing investigation of the 3/24 killing of senior Hamas military cmdr. Fuqaha, the Hamas-run interior ministry in Gaza indefinitely shuts down the Erez border crossing, except for humanitarian cases; orders all fishermen to return to the shore; and shuts down the Rafah border crossing into Egypt. A spokesperson for the residents of the Amona settlement outpost warns that if the Israeli govt. does not build them a new settlement, as PM Netanyahu promised before Amona’s evacuation and demolition in 2/2017 (see JPS 46 [3]), they will “have to unilaterally move onto the [designated] land” and build it themselves. The spokesperson is likely responding to reports in the Israeli press about Israel-U.S. talks in Washington last week, and specifically an unconfirmed report that the U.S. may condone the Amona replacement in exchange for other limitations on settlement growth. Israeli authorities close the Kerem Shalom crossing with Gaza, indicating that they plan to keep it closed through 4/30. Elsewhere along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. In the West Bank, IDF troops shoot and injure a Palestinian at a checkpoint nr. Ramallah after he and another Palestinian allegedly attempt to stab an Israeli soldier. They also conduct raids nr. Bethlehem, issuing arrest summons to 3 Palestinians; patrol nr. Israeli PM Netanyahu’s office releases a statement formally rejecting the French peace initiative, including the peace conference planned for 5/30 in Paris. “Israel is ready immediately to begin direct negotiations with the Palestinians without any preconditions,” it reads, adding that “any other diplomatic initiative distances the Palestinians from the table of direct negotiations.” Meanwhile, a U.S. State Dept. spokesperson reiterates that the Obama admin. has not yet taken a position on the French initiative. Palestinians in the Gaza Strip fire a rocket intended to hit s. Israel, but the projectile lands in an open area inside the Palestinian territory, causing no damage or injuries. In the Gaza Strip, the IDF opens fire on Palestinian farmers in 2 separate incidents nr. Khan Yunis and Dayr al-Balah, causing no injuries. IDF troops also open fire on fishermen nr. Palestinians hold demonstrations in the West Bank, as an estimated 800 Palestinian prisoners declare a one-day fast in solidarity with long-term hunger striking prisoners being held as administrative detainees. Some 200 protesters clash with Israeli soldiers in the northern West Bank city, Hawara, causing no serious injuries. Meanwhile, UN Secy.- Gen. Ban Ki-moon expresses concern at the ongoing Palestinian hunger strike, saying that ‘‘those detained should be charged and face trial with judicial guarantees in accordance with international standards, or be promptly released. In the West Bank, the IDF patrols in 1 village each nr. Jenin and nr. Tulkarm in the morning, and in 1 village nr. Hebron in the afternoon; conducts house searches and arrest raids in Tulkarm, al-‘Arub r.c. nr. Hebron, 1 village nr. Hebron, Aida r.c. and al-Dheisha r.c. in Bethlehem at night. Head of the PA’s borders and crossing department Nathmi Muhanna announces that the European Union will fund expansion of the Kerem Shalom crossing into Gaza in order to increase its capacity to 500 truckloads per day (up from its current 300). Muhanna also says that Israel has informed his department of their intention to allow entry of new empty domestic gas cylinders into the Gaza Strip, as well as new fuel trucks, and the installation of a new phone and Internet line from Israel to the Gaza Strip. Meanwhile, Yousef Rizka, adviser to Hamas PM Ismail Haniyeh, says that the Egyptian authorities are flooding smuggling tunnels on the Rafah border with sewage water. (MNA 2/19)

Israeli security officials visit Cairo for the second time in a week to discuss the Gaza cease-fire with their Egyptian counterparts. An unnamed Hamas official says that the talks are focused on ‘‘humanitarian issues,’’ not politics. (MNA 2/19)

An Egyptian military source says that during meetings at the Kerem Shalom crossing, Israel and Egypt are negotiating over an increase of forces in the Sinai. (MNA 8/24)

In the Gaza Strip, the IDF arrests 5 Palestinians attempting to cross the border nr. al-Bureij r.c. to look for work in Israel in the morning; the IDF opens fire on an area nr. During the day, the IDF makes an air strike on a lumber store in Gaza’s Jabaliya r.c., destroying it, heavily damaging 20 other stores, wounding 11 Palestinians (including 5 children ages 1–6). Late in the evening, an IDF drone fires on 2 PRC mbrs. riding a motorcycle nr. Khan Yunis, assassinating PRC mbr. Ali al-Qidra, wounding a 2d PRC mbr. Israel allows 109 truckloads of humanitarian aid and commercial goods into Gaza, as well as a limited amount of fuel for Gaza’s power plant. In addition, Israel permits Gazans to export 25,000 carnations to Europe via the Kerem Shalom crossing and Ben-Gurion Airport, marking the 1st permitted exports in nearly a yr. Meanwhile, Palestinian pilgrims who left Gaza under a deal brokered by Hamas (see 12/5) begin to return via Egypt, where Egypt, under pressure fr. Israel, bars their passage through the Rafah crossing, saying they must go via the Israeli-controlled Kerem Shalom crossing; the pilgrims refuse, believing they would be arrested for their Hamas connections. Jasr Zughayb, assassinating him; fatally shoots 2 AMB mbrs. in an exchange of fire in Nablus, also demolishing the home in which they were staying; fatally shoots a 17-yr.-old Palestinian who attempts to cut through the separation fence nr. In Gaza, a combined group of Hamas, ESF mbrs. acting on rumors of Fatah of smuggling weapons halt, demand to inspect a 4-truck convoy escorted by Abbas’s presidential guard that entered Gaza fr. In interviews with the Israeli dailies Ma’ariv and Yedi’ot Aharonot, Israeli Military Intelligence cmdr. Maj. Gen. Amos Yadlin says that Israelis “should not frighten ourselves” about Hamas, “Gaza is not acquiring the kind of terror capabilities that should keep us awake at night,” adding, “[W]e certainly must not regard them as an existential threat or the end of the world. One must look at Hamas through a complex lens and not one-dimensionally. . . . Hamas is an organization with a realistic and pragmatic outlook, which requires it to compromise, at least in the short run, to achieve its long-term goals.
