Israeli artillery then shell 2 Hamas observation posts in the area, causing damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Khan Yunis, Jabaliya refugee camp, and Rafah, causing no damage or injuries. In the West Bank, Israeli settlers assault a Palestinian shepherd and steal 2 of his sheep in the northern Jordan Valley. Settlers also assault a Palestinian vegetable vendor in Jenin, causing minor injuries. IDF troops arrest 4 Palestinians during late-night raids in and around Tubas, Hebron, Tulkarm, and Jenin; and patrol near Qalqilya and Hebron. One raid in Tulkarm sparks minor clashes with stone-throwing Palestinian minors; there are no reported injuries or arrests. In East Jerusalem, Israeli police seal al-Rahma Gate leading into Haram al-Sharif. The move reportedly comes in response to certain Palestinian officials praying at the gate last week. Implementing legislation passed in 7/2018, Israel’s security cabinet approves a deduction to the monthly transfers of tax revenues to the PA equal to that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The cuts are expected to total NIS 502,697,000 (approximately $138 million) over a 12-month period. In response, a PA spokesperson calls the Israeli decision “arbitrary” and says that it will be “given a priority” in the Palestinian leadership’s discussions in the coming days. Hamas security forces forcibly prevent PA security forces from staffing the Palestinian side of the Kerem Shalom border crossing, according to the PA (Hamas claims that the PA troops left of their own free will). A senior Hamas official says that Hamas is carrying out “necessary security measures.” Sources in Gaza say that Hamas suspects the PA security forces are allowing Israel to transfer espionage equipment into Gaza. Hamas is reportedly demanding that PA staffers in Gaza submit to questioning and background checks. (HA, TOI 2/17)

During an undisclosed operation in southern Gaza, undercover Israeli special forces open fire on Hamas fighters from a moving car in Khuza‘a, sparking an exchange of heavy fire; 1 Israeli soldier and 1 Hamas fighter are killed and another Israeli soldier is critically injured. While the Israeli special forces are still in Gaza, the Israeli Air Force targets armed Palestinian fighters near Khuza‘a with a number of air strikes, killing 6, including a senior member of Hamas’s military wing. After the strikes, unidentified Palestinians launch at least 17 rockets and other projectiles into southern Israel. Three are intercepted by the Iron Dome missile defense system; the rest land in open areas, causing no damage or injuries. Israeli artillery and aircraft then strike more than 50 sites across Gaza, causing dozens of Palestinian injuries and extensive damage. Separately, dozens of right-wing Israeli activists block the road leading to the Kerem Shalom border crossing, preventing trucks bearing basic commodities and fuel to enter Gaza for hours in protest of the violence at the border protests on 11/9. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In the West Bank, IDF troops violently disperse dozens of Palestinian students at a rally commemorating the late Palestinian leader Yasir Arafat in Hebron; there are no reported injuries. They also arrest 5 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Hebron, Tulkarm, and Bethlehem; deliver stop-work orders to a Palestinian school under renovation in Hebron; and patrol in and around Qalqilya and Hebron. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Dayr al-Balah, causing no damage or injuries. In the West Bank, Israeli settlers assault a Palestinian farmer outside Salfit, preventing him from working his land. They also break into a Palestinian home in central Hebron and violently attack 2 Palestinian minors; there are no reported injuries. IDF troops conduct raids in central Hebron, sparking clashes with stone-throwing Palestinian minors; 1 Palestinian is injured. They arrest 5 Palestinians and issue 1 arrest summons during further raids near Jericho, Ramallah, Bethlehem, and Qalqilya; and patrol in and around Hebron and Qalqilya. In East Jerusalem, Israeli forces demolish a Palestinian residential building under construction in Issawiyya. They also detain 9 Palestinian women at Haram al-Sharif for undisclosed reasons (8 are released later in the day and banned from the sanctuary for 15 days); and arrest 4 Palestinians and issue 1 arrest summons during late-night raids in Silwan, Ras al-Amud, Sur Bahir, and the Old City. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. Abbas also criticizes the Trump administration’s peace efforts and reiterates that he wants to unify the West Bank and Gaza with “one government, one law, and one legitimate force without militias.” (TOI, WAFA 8/15)

The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. The Jerusalem City Council is expected to approve the plan next week. (HA, YA 8/15)

Thousands of Palestinians gather along Gaza’s border fence to continue the Great March of Return. IDF troops violently disperse the demonstrations near Rafah, Khan Yunis, Jabaliya refugee camp, Gaza City, and al-Bureij refugee camp; 1 Palestinian is killed and at least 200 are injured. The killing brings the Great March of Return death toll to 139. Amid the protests, a number of Palestinian protesters cut through the first layer of fencing near the Kerem Shalom border crossing. Israeli tanks then shell a Hamas observation post in the area, causing damage. Also along Gaza’s border fence, IDF troops open fire on Palestinian farmland near al-Maghazi refugee camp, causing minor damage. Meanwhile, Israeli firefighters put out 30 small fires near the border fence that were allegedly sparked by incendiary kite and balloon attacks emanating from Gaza. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Bayt Lahiya, causing no damage or injuries. In the West Bank, hundreds of Palestinians gather for Friday prayer in Khan al-Ahmar, the Jerusalem-area Bedouin village that is slated for evacuation and demolition. IDF troops violently disperse Friday protests at Kafr Qaddum near Qalqilya; 1 Palestinian is injured. They shoot and injure 3 more Palestinians during clashes sparked by arrest raids near Ramallah. The Israeli authorities partially reopen the Kerem Shalom border crossing, allowing more imports into Gaza. Gas, fuel, food, and medicine are now allowed to cross; commercial imports are still blocked. A statement from Israel’s Defense Ministry explains that the crossing is only being partially reopened because Hamas “has not put a complete end to terrorism, but is trying to maintain a low level of incendiary balloon launches and friction on the border fence.” (HA, MNA, TOI, WAFA, YA 7/24)

In the West Bank, IDF troops arrest 15 Palestinians during late-night raids near Ramallah, Bethlehem, and Nablus; and patrol near Nablus, Qalqilya, Salfit, and Hebron. One raid near Hebron sparks clashes with stone-throwing Palestinian minors; there are no injuries. Israeli settlers throw stones at a Palestinian home in central Hebron, causing damage. Israeli DM Lieberman announces a temporary suspension of fuel and gas exports to Gaza through the Kerem Shalom border crossing, and a further reduction of the fishing zone off Gaza’s coast from six to three nautical miles. The punitive action comes a little over a week since Israeli PM Netanyahu announced a reduction in the fishing zone from nine nautical miles and a partial closure of the crossing, with an exception for key humanitarian imports, on 7/9. The suspension in fuel and gas exports is set to begin on 7/17 and continue through 7/22. Meanwhile, the Egyptian authorities close down the Rafah border crossing, citing a technical malfunction. After a weekend of violence along Gaza’s border fence, Netanyahu visits border communities and warns that Israel should be prepared for a “protracted campaign” against Hamas and the other armed groups in Gaza. (JP, TOI 7/16)

In the West Bank, Israeli forces use cement blocks to seal off the entrances to Khan al-Ahmar, the Bedouin village near Jerusalem that the Israeli government plans to evacuate and demolish, preventing activists from joining a sit-in in the village. Meanwhile, IDF troops conduct raids in the village throughout the day. They also arrest 7 Palestinians during late-night raids near Ramallah, Salfit, Tulkarm, and Nablus; dismantle a number of makeshift structures being used as a school in a village near Hebron; and patrol near Nablus. Along Gaza’s border fence, Israeli forces conduct limited incursions to level land near Bayt Hanun and Rafah. They also open fire on Palestinian farmers and shepherds near Gaza City and Palestinian minors attempting to cross the border fence near Rafah; 1 Palestinian is injured and arrested. Later, Israeli drones bomb a site in Bayt Hanun, reportedly targeting a group of Palestinians preparing to fly incendiary kites across the border fence; there are no reported injuries. The Hamas-run Ministry of Agriculture in Gaza announces a ban of fruit imports from Israel. A senior official with the ministry says that the ban is intended to put pressure on Israel to reopen the Kerem Shalom border crossing. Before today, Gaza imported approximately 200 tons of fruit from Israel daily. (MNA, TOI 7/11)

Off Gaza’s coast, Israeli naval forces open fire on a Palestinian fishing boat attempting to ferry 7 wounded Palestinians out of Gaza for medical attention. The Israeli forces tow the boat to the port at Ashdod and arrest all 9 people aboard. In the West Bank, IDF troops arrest 18 Palestinians during late-night raids near Nablus, Ramallah, Hebron, Bethlehem, and Tubas; and patrol near Hebron and Tulkarm. They also deliver stop-work orders to 3 Palestinian homes under construction near Hebron. In East Jerusalem, Israeli forces arrest 2 Palestinians during raids in Silwan. UN special coordinator Nickolay Mladenov responds to the Israeli decision to temporarily shut down the Kerem Shalom border crossing: “I urge the [Israeli] authorities to reverse this decision,” he says, also calling on Hamas and the other armed groups in Gaza to “do their part” by “maintaining calm, stopping incendiary kites, and preventing other provocations.” (JP, MNA 7/10)

Hours later, the IDF declares Nabi Salih a closed military zone. The village is home to the Tamimi family of activists, whose resistance to the IDF has garnered international headlines in recent weeks. Late at night, the IAF bombs and completely destroys a Palestinian tunnel south of Rafah in the Gaza Strip. There are no reported injuries. The IDF later rejects Palestinian claims that the tunnel was used for smuggling goods from Egypt, and alleges that it extended from Egyptian territory all the way to the area of the Kerem Shalom border crossing. For a 9th day in a row, Palestinians across the oPt gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Attendance spikes today, as the protests coincide with weekly Friday protests against Israel’s occupation, separation wall, and settlements. Israeli forces violently disperse demonstrations across East Jerusalem, Halhul village near Hebron, 2 areas near Ramallah (outside the Beit El settlement and in Nabi Salih), Kafr Qaddum near Qalqilya, Bethlehem, Tubas, Tulkarm, Huwwara checkpoint near Nablus, and along Gaza’s border near Bayt Hanun, Khan Yunis, Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City; 4 Palestinians are killed and approximately 150 are injured. They arrest 10 more as they are exiting the sanctuary, and also arrest 2 Palestinians during raids in Shu‘fat. In the West Bank, IDF troops arrest a Palestinian at a checkpoint outside Nabi Salih after he is found to be carrying a knife. Meanwhile, they violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, settlements, and withholding of Palestinian corpses in 3 villages nr. Amid the ongoing investigation of the 3/24 killing of senior Hamas military cmdr. Fuqaha, the Hamas-run interior ministry in Gaza indefinitely shuts down the Erez border crossing, except for humanitarian cases; orders all fishermen to return to the shore; and shuts down the Rafah border crossing into Egypt. A spokesperson for the residents of the Amona settlement outpost warns that if the Israeli govt. does not build them a new settlement, as PM Netanyahu promised before Amona’s evacuation and demolition in 2/2017 (see JPS 46 [3]), they will “have to unilaterally move onto the [designated] land” and build it themselves. The spokesperson is likely responding to reports in the Israeli press about Israel-U.S. talks in Washington last week, and specifically an unconfirmed report that the U.S. may condone the Amona replacement in exchange for other limitations on settlement growth. Along Gaza’s border, the Israeli authorities prevent a truck from passing through the Kerem Shalom border crossing on the grounds that it contains materials that could be used to build rockets. Israel’s Knesset passes the 1st reading of the so-called regulations bill, which would retroactively authorize Israeli settlement outposts in the West Bank. Meanwhile, in response to the Israeli High Court of Justice’s 11/14 reaffirmation of its evacuation order for the illegal Amona settlement outpost, the Jerusalem Municipality approves demolition orders for 14 Palestinian homes in Bayt Hanina. Jerusalem mayor Nir Barkat says that thousands of Palestinian homes in Jerusalem lack proper permits and should be held to the same standard as Amona, adding that “the Amona verdict leaves us no discretion to legalize building offenses.” (HA, JP, MNA, TOI, YA 11/16; JP, MNA 11/17)

IDF troops shoot and kill a Palestinian close to the Bayt ‘Aynun junction nr. Hebron after he allegedly attempts to stab one of them, and the Palestinian Red Crescent reports that Israeli forces prevented medics from treating the man. Off the n. coast late at night, Israeli naval forces open fire on 2 Palestinian fishing boats, then arrest 4 fishermen. In the West Bank, IDF troops assault and arrest a Palestinian man on a late-night raid in al-‘Arub r.c.; conduct an arrest raid in Jalazun r.c. nr. Ramallah, sparking clashes with stone-throwing Palestinian youths (1 Palestinian is injured). They also conduct late-night raids in Hebron and 1 village each nr. Israel’s High Court of Justice rejects a petition calling for the planned route of the upcoming Jerusalem Day parade on 5/17 to be changed to avoid the Muslim Quarter of the Old City. Palestinians hold demonstrations in the West Bank, as an estimated 800 Palestinian prisoners declare a one-day fast in solidarity with long-term hunger striking prisoners being held as administrative detainees. Some 200 protesters clash with Israeli soldiers in the northern West Bank city, Hawara, causing no serious injuries. Meanwhile, UN Secy.- Gen. Ban Ki-moon expresses concern at the ongoing Palestinian hunger strike, saying that ‘‘those detained should be charged and face trial with judicial guarantees in accordance with international standards, or be promptly released. Head of the PA’s borders and crossing department Nathmi Muhanna announces that the European Union will fund expansion of the Kerem Shalom crossing into Gaza in order to increase its capacity to 500 truckloads per day (up from its current 300). Muhanna also says that Israel has informed his department of their intention to allow entry of new empty domestic gas cylinders into the Gaza Strip, as well as new fuel trucks, and the installation of a new phone and Internet line from Israel to the Gaza Strip. Meanwhile, 3,000 Hamas mbrs. hold a nonviolent demonstration at the Rafah crossing, demanding that Israel allow entry to some 6,000 Palestinians stranded in Egypt.
