In the West Bank, Israeli settlers with military escort attacked Palestinians in Hebron, leading to tear-gas related injuries. Israeli forces violently dispersed Palestinian celebrations of the ceasefire (see below) in Hebron and Bethlehem, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 2 with rubber-coated bullets and live ammunition; others suffered tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Huwwara, injuring 2 with live ammunition; others suffered tear-gas related injuries. Israeli forces also violently dispersed protesters in Kafr Qaddum, injuring 3 with rubber-coated bullets; others suffered tear-gas related injuries. 3 Palestinians were arrested during late-night raids in Bani Na‘im, Abu Njeim, and Jaba‘. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound after the Friday noon prayer, confiscating Palestinian flags, arresting 17, and injuring 23 worshipers with rubber-coated bullets. During the raid, 1 Agence France-Presse journalist was also beaten by Israeli forces. Israeli forces also closed down Shaykh Jarrah to all Palestinians, including those living in the area. In Gaza, 17 Palestinians, including 2 children, were found dead in rubble from Israeli air strikes, raising the comprehensive death toll since 5/10 from 236 to 253, including 67 children and 3 pregnant women. 1 toddler was found dead in rubble from an air strike on Gaza City 5/11; 1 child was found in rubble from an Israeli air strike on a house in al-Shati refugee camp on 5/15; and 15 Palestinians were also found dead in rubble from Israeli air strikes in a tunnel hit by Israeli missiles. In Israel, before the ceasefire took effect (see below), 1 Israeli was injured by rocket shrapnel and 1 house in Kibbutz Be’eri was damaged by a rocket from Gaza. A ceasefire agreement between Hamas and Israel, brokered by Egypt, took effect at 2 a.m. 263 Palestinians were killed in Gaza, including 68 children, and 12 people were killed in Israel, including 1 soldier, 2 Thai citizens, 1 Indian citizen, and 2 Palestinian citizens of Israel. Around 2,000 Palestinians and 345 Israelis were wounded over the 11 days. Israel partially reopened the Kerem Shalom crossing after the ceasefire, allowing some humanitarian aid and goods into Gaza. U.S. secretary of state Antony Blinken said he would meet with Israeli and Palestinian officials during a trip in the coming days. The Gaza housing ministry said that 16,800 housing units had been damaged by Israeli missiles, including 1,800 that had become unfit for living. Some 90,000 Palestinians in Gaza were reported to be internally displaced due to the Israeli attacks, including more than 66,000 seeking shelter at UNRWA facilities. It also reported that Palestinians in Gaza were getting between 3-4 hours of electricity a day, while they previously received 12 hours a day before the escalation started on 5/10. Israel said that some 4,350 rockets had been fired from Gaza toward Israel and that the Iron Dome had intercepted approximately 90% of them. Both Israel and Hamas declared victory. Egyptian officials also arrived in Gaza to discuss with Hamas officials about maintaining the ceasefire. Islamic Jihad in Palestine said that 19 of its fighters were among the 263 Palestinians killed by Israel in Gaza during the latest escalation. Hamas later said that 80 members of its militia had been killed. PA president Mahmoud Abbas discussed the Israel-Hamas ceasefire and the need for humanitarian aid with U.S. secretary of state Antony Blinken. In a phone call between President Abbas and Saudi king Salman, the latter condemned Israeli aggression in Jerusalem and Gaza. (AJ, WAFA 5/21)

The owner of 1 of the high-rise buildings in Gaza bombed by Israel said he is filing a formal complaint to the ICC about the attack on his building, calling it a war crime. His building, al-Jala Tower, housed AP and Al Jazeera offices in Gaza as well as many residential units. PA prime minister Mohammed Shtayyeh also pledged to refer the Israeli attacks on Gaza to the ICC. (AJ, WAFA 5/21)

Digital rights group 7amleh said Israel and the companies TikTok and Facebook, including its subsidiary Instagram, are cooperating in order to silence Palestinian voices and content on the social media platforms. Posts and hashtags have been deleted from the platforms and users, banned. 7amleh said it was especially concerned related to Gaza and Shaykh Jarrah, which had been censored. Sada Social also sent a formal complaint to Facebook, condemning the censorship. (AJ, WAFA 5/21)

Lebanese president Michel Aoun wrote a letter to the parliament, saying that prime minister-designate Saad Hariri is incapable of forming a cabinet. (HA, REU 5/21; MEMO 5/22)

The U.S. state department circumvented a potential obstacle from Congress by granting Boeing an export license for $735 million’s worth of weapons to Israel. U.S. senator Bernie Sanders (D-VT) said on 5/20 that he wanted the Senate to review the sale. (JC 5/25; ALM 5/27)

A bomb killed 7 people at a Palestinian solidarity rally in Chaman City, Pakistan. The bomb was said to have targeted a political leader who had organized the event. Pakistan’s foreign minister had declared the day a “day of solidarity” with Palestinians. (AJ 5/20; HA, MEMO 5/21)

China said it would send aid to Gaza to help treat the injured and house the homeless. (AJ 5/20)

In the West Bank, 1 Palestinian child was injured by a rubber-coated bullet fired by Israeli forces at the weekly anti-settlement protests in Kafr Qaddum near Qalqilya; other protesters suffered from tear gas inhalation. In East Jerusalem, 2 medics from the Palestinian Red Crescent were assaulted by Israeli police near the Lions’ Gate while treating a patient. On the 1st Friday of Ramadan, some 180,000 Muslim worshippers were reported to have been praying in and around the Haram al-Sharif compound for Friday prayers. In Gaza, Israeli forces killed 1 Palestinian using live ammunition and injured another 32 during the Great March of Return protest. This brings the death toll stemming from the Great March of Return to 221. Israeli forces injured 1 Palestinian farmer using live ammunition while he was working his land east of Gaza City. Israel reopened the Gaza fishing zone and expanded it to 12 nautical miles in the southern half off Gaza’s shore and 6 nautical miles off the northern half. The fishing zone had been completely closed since 5/4. Israel also partly reopened the Kerem Shalom border crossing for commercial traffic. (AJ, HA, MNA, MNA 5/10)

The U.S. department of defense announced that it would send a Patriot missile defense battery and another warship to the Middle East as tensions between Iran and the U.S. have been rising in recent weeks. (DOD 5/10; HA 5/11; AJ 5/12)

The annual report by the Israeli state comptroller showed that Israeli government ministries have neglected housing problems in Palestinian communities in Israel. (HA 5/10)

Unidentified Palestinians launch an incendiary balloon from Gaza into southern Israel, where it lands in an open area, causing no damage or injuries. Later, hundreds of Palestinians gather along the border fence near Jabaliya refugee camp to continue the Great March of Return. IDF troops violently disperse them, injuring 3 protesters (1 Israeli soldier is reportedly injured when a Palestinian throws an explosive across the border fence). Israeli artillery then shell 2 Hamas observation posts in the area, causing damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Khan Yunis, Jabaliya refugee camp, and Rafah, causing no damage or injuries. In the West Bank, Israeli settlers assault a Palestinian shepherd and steal 2 of his sheep in the northern Jordan Valley. Settlers also assault a Palestinian vegetable vendor in Jenin, causing minor injuries. IDF troops arrest 4 Palestinians during late-night raids in and around Tubas, Hebron, Tulkarm, and Jenin; and patrol near Qalqilya and Hebron. One raid in Tulkarm sparks minor clashes with stone-throwing Palestinian minors; there are no reported injuries or arrests. In East Jerusalem, Israeli police seal al-Rahma Gate leading into Haram al-Sharif. The move reportedly comes in response to certain Palestinian officials praying at the gate last week. Implementing legislation passed in 7/2018, Israel’s security cabinet approves a deduction to the monthly transfers of tax revenues to the PA equal to that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The cuts are expected to total NIS 502,697,000 (approximately $138 million) over a 12-month period. In response, a PA spokesperson calls the Israeli decision “arbitrary” and says that it will be “given a priority” in the Palestinian leadership’s discussions in the coming days. Hamas security forces forcibly prevent PA security forces from staffing the Palestinian side of the Kerem Shalom border crossing, according to the PA (Hamas claims that the PA troops left of their own free will). A senior Hamas official says that Hamas is carrying out “necessary security measures.” Sources in Gaza say that Hamas suspects the PA security forces are allowing Israel to transfer espionage equipment into Gaza. Hamas is reportedly demanding that PA staffers in Gaza submit to questioning and background checks. (HA, TOI 2/17)

Along Gaza’s border, IDF troops violently disperse hundreds of Palestinians gathering near Gaza City, Rafah, Dayr al-Balah, and Khan Yunis to continue the Great March of Return for a 6th day in a row; 1 Palestinian is killed and at least 9 are injured. This brings the death toll stemming from the Great March of Return to 156. Separately, unidentified Palestinians fly a number of incendiary balloons across the border fence into southern Israel near the Kerem Shalom border crossing, causing no damage or injuries. IDF troops arrest 2 Palestinians allegedly attempting to cut through the border fence near Gaza City. In East Jerusalem, approximately 40 right-wing Jewish activists tour Haram al-Sharif to commemorate Yom Kippur. In the West Bank, IDF troops confront Palestinian schoolchildren on their way to class in Hebron, sparking minor clashes; there are no serious injuries reported. They also assault and injure 2 Palestinians during raids in Hebron late at night; arrest 3 Palestinians during late-night raids near Jenin and Ramallah; and patrol in and around Hebron and Nablus. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Dayr al-Balah, causing no damage or injuries. In the West Bank, Israeli settlers assault a Palestinian farmer outside Salfit, preventing him from working his land. They also break into a Palestinian home in central Hebron and violently attack 2 Palestinian minors; there are no reported injuries. IDF troops conduct raids in central Hebron, sparking clashes with stone-throwing Palestinian minors; 1 Palestinian is injured. They arrest 5 Palestinians and issue 1 arrest summons during further raids near Jericho, Ramallah, Bethlehem, and Qalqilya; and patrol in and around Hebron and Qalqilya. In East Jerusalem, Israeli forces demolish a Palestinian residential building under construction in Issawiyya. They also detain 9 Palestinian women at Haram al-Sharif for undisclosed reasons (8 are released later in the day and banned from the sanctuary for 15 days); and arrest 4 Palestinians and issue 1 arrest summons during late-night raids in Silwan, Ras al-Amud, Sur Bahir, and the Old City. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. Abbas also criticizes the Trump administration’s peace efforts and reiterates that he wants to unify the West Bank and Gaza with “one government, one law, and one legitimate force without militias.” (TOI, WAFA 8/15)

The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. The Jerusalem City Council is expected to approve the plan next week. (HA, YA 8/15)

The IAF conducts an air strike on a site in Jabaliya refugee camp, targeting a group of Palestinians allegedly preparing to launch balloons fitted with incendiary devices into Israel; 2 Palestinians are injured. Along Gaza’s border, IDF troops violently disperse Palestinian minors gathering near al-Bureij refugee camp to continue the Great March of Return; 1 Palestinian is injured. In the West Bank, IDF troops arrest 7 Palestinians during late-night raids near Nablus, Hebron, Tulkarm, Ramallah, and Qalqilya; and patrol near Hebron. In East Jerusalem, approximately 1,440 Israeli settlers tour Haram al-Sharif in the morning; 15 are arrested for praying in the sanctuary. Hours before an air strike in Jabaliya refugee camp, Israeli DM Lieberman says that Israel will reopen the Kerem Shalom border crossing and expand the fishing zone off Gaza’s coast as early as 7/24 if Hamas enforces a de-escalation of tensions, including an end to rocket fire and incendiary balloon and kite attacks. In East Jerusalem, 3 Israeli MKs—Shuli Moalem-Refaeli (Jewish Home), Yehuda Glick (Likud), and Amir Ohana (Likud)—tour Haram al-Sharif, marking the second such tour since Israeli PM Netanyahu lifted (7/3) his ban on Israeli MKs and ministers visiting the sanctuary. Along Gaza’s border fence, Israeli forces conduct limited incursions to level land near Gaza City and al-Bureij refugee camp. In the West Bank, IDF troops confiscate approximately 10 dunams (2.4 acres) of Palestinian land in central Hebron. They also arrest 12 Palestinians during late-night raids in and around Ramallah, Jenin, Hebron, Salfit, and Qalqilya; and patrol near Hebron. Unidentified assailants open fire on the Beit El settlement near Ramallah, causing minor damage. Israeli troops conduct raids in the area, but they do not apprehend any suspects. Netanyahu announces a major reduction in the amount of traffic allowed to pass into Gaza through the Kerem Shalom border crossing, as well as a constriction of the fishing zone off Gaza’s coast. Fuel, food, and medicine are now the only goods allowed through the crossing. The fishing zone is now six nautical miles after temporarily being expanded to nine nautical miles. The IDF and DM Lieberman frame the new restrictions as a direct response to the wave of incendiary kite and balloon attacks from Gaza in recent weeks. (HA, JP, REU, TOI, YA 7/9; NYT 7/10)

Thousands of Palestinian protesters gather along Gaza’s border to continue the Great March of Return for a 7th consecutive Friday. The march’s organizing committee says that the theme of the demonstrations this week is “preparation and warning of what’s to come,” referring to the mass protests set for 5/14 to coincide with the formal opening of the new U.S. embassy in Jerusalem. IDF troops violently disperse demonstrations along the border fence near Khan Yunis, Jabaliya refugee camp, al-Bureij refugee camp, Rafah, and Gaza City; 1 Palestinian is killed and hundreds of Palestinians are injured. The killing today brings the death total stemming from the Great March of Return to 43. Meanwhile, Palestinians set fire to a pipeline leading from Israel to Gaza at the Kerem Shalom border crossing, causing major damage. In the West Bank, hundreds of Israeli settlers visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 16 Palestinians are injured. Israeli settlers torch a Palestinian home in Duma near Nablus, causing moderate damage. IDF troops arrest 4 Palestinians during late-night raids in and around Nablus, Jenin, and Hebron; and patrol near Jenin, Tulkarm, and Hebron. They also violently disperse Palestinian minors throwing stones at IDF posts in al-Bireh and Jericho; 2 Palestinians are injured. Approximately 1,000 Israeli settlers visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinians from nearby Balata refugee camp; 1 Palestinian is injured and another is arrested. The IDF later says that a cell-phone bomb was planted at Joseph’s Tomb prior to the activists’ visit, but that Israeli soldiers detonated it safely, causing no injuries. Elsewhere in the West Bank, IDF troops arrest 12 Palestinians during late-night raids near Bethlehem, Ramallah, Hebron, and Nablus; and patrol near Hebron. Israeli settlers vandalize several Palestinian vehicles in Bayt Iksa village near Jerusalem, and enter ‘Azun village near Qalqilya, sparking clashes between their IDF escort and stone-throwing residents (28 Palestinians are injured). The U.S. State Dept. announces that the Trump administration has decided to withhold $65 million from a $125 million transfer of aid to UNRWA. “There is a need to undertake a fundamental reexamination of UNRWA, both in the way it operates and the way it is funded,” a spokesperson says, explaining that the $65 million may be transferred after “future consideration” from the Trump administration. Meanwhile, Israeli forces raze 500 dunams (approximately 123 acres) of Palestinian land near Nablus and cut down dozens of Palestinian trees near Hebron. Israeli forces arrest a mentally unstable Palestinian after he stabs and kills a UK woman on the Jerusalem Light Rail nr. the Old City. Elsewhere in Jerusalem, Israeli police arrest 4 Muslim worshippers when they attempt to stop Jewish settlers from praying at Haram alSharif. They arrest 10 more as they are exiting the sanctuary, and also arrest 2 Palestinians during raids in Shu‘fat. In the West Bank, IDF troops arrest a Palestinian at a checkpoint outside Nabi Salih after he is found to be carrying a knife. Amid the ongoing investigation of the 3/24 killing of senior Hamas military cmdr. Fuqaha, the Hamas-run interior ministry in Gaza indefinitely shuts down the Erez border crossing, except for humanitarian cases; orders all fishermen to return to the shore; and shuts down the Rafah border crossing into Egypt. A spokesperson for the residents of the Amona settlement outpost warns that if the Israeli govt. does not build them a new settlement, as PM Netanyahu promised before Amona’s evacuation and demolition in 2/2017 (see JPS 46 [3]), they will “have to unilaterally move onto the [designated] land” and build it themselves.
