Along Gaza’s northern border, IDF troops shoot and kill a Palestinian fisherman working from the shore near Bayt Lahiya. The incident comes hours after the Israeli authorities informed their Palestinian counterparts in Gaza that fishermen were allowed to return to the sea today. As ordered by Israeli defense minister Lieberman on 10/31, the fishing zone is limited to 6 nautical miles from Gaza’s northern shore and 9 nautical miles from its southern shore. Also along Gaza’s border, IDF troops shoot, injure, and arrest a Palestinian approaching the border fence near Jabaliya refugee camp The IDF claims he was throwing grenades at Israeli posts. Dozens of right-wing Israeli activists stand in the road leading to the Kerem Shalom border crossing for several hours, blocking the entry of goods and fuel into Gaza in protest of the recent rocket fire. In East Jerusalem, Israeli forces shoot and injure a Palestinian outside a police station in Jabal Mukabir after he allegedly stabs and lightly injures 4 Israeli police officers (the Palestinian will succumb to his injuries on 11/20). The Israeli police deploy in force in the neighborhood after the incident, conducting arrest raids and blocking off several roads. In the West Bank, Israeli settlers torch a Palestinian-owned vehicle and spray racist graffiti on nearby walls in Urif village near Nablus. IDF troops arrest 3 Palestinians during raids in Tubas and near Hebron; shoot and injure a Palestinian during clashes sparked by further raids near Nablus; and patrol near Hebron and Salfit. In response to the Israeli security cabinet’s 11/13 decision to agree to a cease-fire with the armed Palestinian groups in Gaza, Israeli defense minister Avigdor Lieberman announces his resignation and calls for snap elections. Lieberman takes specific issue with both the cease-fire and the decision to allow Qatari money into Gaza to pay the civil servants of the Hamas-run government. “There is no other definition, no other significance, but a capitulation to terror,” he says. “What we are doing now as a country is buying short-term quiet at the cost of our long-term security.” Without Lieberman’s Yisrael Beytenu in the ruling coalition, Prime Minister Benjamin Netanyahu’s bloc still holds a majority of the seats in the Knesset (61–59). Israel Television News Company publishes a poll showing that 74% of the Israeli public is dissatisfied with Israeli prime minister Netanyahu’s handling of the recent conflict with Hamas. The poll was reportedly taken in the hours after Defense Minister Lieberman resigned earlier today. The results also show that Netanyahu’s Likud party would only win 29 seats in the Knesset if elections were held today, marking the weakest Likud has polled since 3/2018. Meanwhile, dozens of right-wing Israelis gather in Sderot for a 2d day in a row to protest Netanyahu’s handling of the recent escalation of violence. (HA, JP, TOI 11/14)

Along Gaza’s border fence, armed Gazans open fire on an Israeli army vehicle near Gaza City, causing no major damage. Israeli forces then fire flash bombs toward the source of the gunfire. The IAF conducts an air strike on a site near Jabaliya refugee camp allegedly being used as a staging area for incendiary kite and balloon attacks; 3 Palestinians are injured. Meanwhile, IDF troops violently disperse Palestinians gathering along the border fence near Jabaliya refugee camp to continue the Great March of Return; 1 Palestinian is injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Khan Yunis, causing no damage or injuries. The Israeli authorities partially reopen the Kerem Shalom border crossing, allowing more imports into Gaza. Gas, fuel, food, and medicine are now allowed to cross; commercial imports are still blocked. A statement from Israel’s Defense Ministry explains that the crossing is only being partially reopened because Hamas “has not put a complete end to terrorism, but is trying to maintain a low level of incendiary balloon launches and friction on the border fence.” (HA, MNA, TOI, WAFA, YA 7/24)

In East Jerusalem, 3 Israeli MKs—Shuli Moalem-Refaeli (Jewish Home), Yehuda Glick (Likud), and Amir Ohana (Likud)—tour Haram al-Sharif, marking the second such tour since Israeli PM Netanyahu lifted (7/3) his ban on Israeli MKs and ministers visiting the sanctuary. Along Gaza’s border fence, Israeli forces conduct limited incursions to level land near Gaza City and al-Bureij refugee camp. In the West Bank, IDF troops confiscate approximately 10 dunams (2.4 acres) of Palestinian land in central Hebron. They also arrest 12 Palestinians during late-night raids in and around Ramallah, Jenin, Hebron, Salfit, and Qalqilya; and patrol near Hebron. Unidentified assailants open fire on the Beit El settlement near Ramallah, causing minor damage. Israeli troops conduct raids in the area, but they do not apprehend any suspects. Netanyahu announces a major reduction in the amount of traffic allowed to pass into Gaza through the Kerem Shalom border crossing, as well as a constriction of the fishing zone off Gaza’s coast. Fuel, food, and medicine are now the only goods allowed through the crossing. The fishing zone is now six nautical miles after temporarily being expanded to nine nautical miles. For a 9th day in a row, Palestinians across the oPt gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Attendance spikes today, as the protests coincide with weekly Friday protests against Israel’s occupation, separation wall, and settlements. Israeli forces violently disperse demonstrations across East Jerusalem, Halhul village near Hebron, 2 areas near Ramallah (outside the Beit El settlement and in Nabi Salih), Kafr Qaddum near Qalqilya, Bethlehem, Tubas, Tulkarm, Huwwara checkpoint near Nablus, and along Gaza’s border near Bayt Hanun, Khan Yunis, Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City; 4 Palestinians are killed and approximately 150 are injured. (A video showing a 16-year-old Palestinian girl, Ahed Tamimi, shoving and slapping an Israeli soldier amid clashes in Nabi Salih near Ramallah, will go viral over the weekend. The Israeli authorities announce that the Erez border crossing has reopened for Palestinians to enter and exit, but that the Kerem Shalom crossing is to remain closed indefinitely. Both were closed on 12/13. (TOI 12/15)

In the West Bank, Israel Defense Forces (IDF) troops conduct an early morning raid in Ramallah, sparking clashes with stone-throwing Palestinian youths; 3 Palestinians are injured. The IDF arrests 8 Palestinians during late-night raids in and around Hebron, Bethlehem, and Tulkarm; and patrols nr. Jenin, Ramallah, and Hebron. Along Gaza’s border, the Israeli authorities prevent a truck from passing through the Kerem Shalom border crossing on the grounds that it contains materials that could be used to build rockets. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya refugee camp (r.c.), causing no damage or injuries. Israel’s Knesset passes the 1st reading of the so-called regulations bill, which would retroactively authorize Israeli settlement outposts in the West Bank. Meanwhile, in response to the Israeli High Court of Justice’s 11/14 reaffirmation of its evacuation order for the illegal Amona settlement outpost, the Jerusalem Municipality approves demolition orders for 14 Palestinian homes in Bayt Hanina. Jerusalem mayor Nir Barkat says that thousands of Palestinian homes in Jerusalem lack proper permits and should be held to the same standard as Amona, adding that “the Amona verdict leaves us no discretion to legalize building offenses.” (HA, JP, MNA, TOI, YA 11/16; JP, MNA 11/17)

Amid continuing heightened tension across the oPt during Passover, Israeli forces escort hundreds of Israeli settlers to Joseph’s Tomb outside Nablus and to Solomon’s Pools outside Bethlehem in the morning, sparking clashes in Nablus with stone-throwing Palestinian youths; 1 Palestinian is injured. Also, around 200 right-wing Jewish activists tour Haram al-Sharif; 5 are removed from the area when they attempt to perform religious rites. Israeli authorities close the Kerem Shalom crossing with Gaza, indicating that they plan to keep it closed through 4/30. Elsewhere along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. In the West Bank, IDF troops shoot and injure a Palestinian at a checkpoint nr. Ramallah after he and another Palestinian allegedly attempt to stab an Israeli soldier. They also conduct raids nr. Bethlehem, issuing arrest summons to 3 Palestinians; patrol nr. Israeli PM Netanyahu’s office releases a statement formally rejecting the French peace initiative, including the peace conference planned for 5/30 in Paris. “Israel is ready immediately to begin direct negotiations with the Palestinians without any preconditions,” it reads, adding that “any other diplomatic initiative distances the Palestinians from the table of direct negotiations.” Meanwhile, a U.S. State Dept. spokesperson reiterates that the Obama admin. has not yet taken a position on the French initiative. In Gaza, unknown assailants open fire on trucks at the Kerem Shalom border crossing, causing light damage to 1. In the West Bank, the IDF conducts house searches and raids in Qalqilya, 1 village nr. Ramallah, Tulkarm r.c. and 1 village nr. Tulkarm, as well as al-‘Arub r.c. and 1 village nr. Hebron, arresting 18 Palestinians; patrols in 2 villages nr. Jenin, 1 each nr. Qalqilya and Hebron, and ‘Aqabat Jabir r.c. nr. Jericho. Meanwhile, a group of armed men from the Balata r.c. shut down a main road in Nablus in protest of the PASF crackdown on the camp. In East Jerusalem, Israeli forces confiscate the contents of a store in Hizma and demolish a residential building under construction in Wadi al-Juz. They also conduct raids in Silwan, assaulting 2 Palestinians and arresting 3. Meanwhile, the Jordan-funded Islamic Waqf begins renovations at Haram al-Sharif, and Israeli minister Uri Ariel calls for the project to be halted. In the Gaza Strip, IDF troopsshoot and kill a Palestinian farmer approaching the border fence e. of Jabaliya. Separately, IDF troops open fire on 3 Palestinians approaching the Kerem Shalom crossing, injuring 1 and arresting 5 in 2 separate incidents. In the West Bank, a Palestinian shepherd is seriously injured when he steps on an explosive left by the IDF. (He succumbs to his injuries on 11/24.) During a peaceful demonstration in Hebron, IDF troops shoot and injure a Palestinian photojournalist. At a checkpoint outside al-‘Arub r.c., IDF troops detain 1 Palestinian man and lightly injure him. IDF troops raid homes nr. Ramallah and Tulkarm. In East Jerusalem, an Israeli woman breaks into a Silwan home and attacks a sleeping Palestinian woman with pepper spray. Separately, a Palestinian woman is arrested at the Shu‘fat r.c. checkpoint after, according to Israeli police, attempting to stab an Israeli officer with a sharp object. Later in the evening, clashes break out in Shu‘fat r.c. Seventeen Israelis attack a Palestinian taxi driver in the Bnei Brak neighborhood after 2 of them accuse the driver of trying to run them over. Israeli forces raid several homes and stores in al-Bustan, and they issue fines for violations of construction laws. Dozens of Israelis carrying Israeli flags and chanting “death to Arabs” gather in the Old City and demand that the Israeli govt. open Haram al-Sharif. Midterm elections are held in the U.S., and Republicans win enough seats to control both chambers of the 114th Congress—9 in the Senate, for a total of 54, and 13 in the House, for a total of 247. The 114th Congress, which will be convened on 1/6/15, is widely expected to pass new legislation adding restrictions and oversight to the ongoing negotiations between Iran and the P5+1 group, among other issues. IDF troops also shoot and wound 1 Palestinian during a raid in Jenin, and wound 3 with rubbercoated metal bullets during clashes with Bayt Umar residents nr. Hebron. At Qalandia checkpoint, Israeli troops violently disperse demonstrators, wounding 6, including 1 critically, with live ammunition. The IDF conducts house searches and arrest raids in Hebron and 3 nearby villages, Balata r.c. and 1 village nr. Nablus, and 2 villages nr. Qalqilya, 1 village nr. Israeli PM Netanyahu delivers a televised statement and says that the military is “in the middle of a complex operation” in the search for the missing teens. Netanyahu also calls PA Pres. Abbas and tells him he expects help in ensuring the safe return of the youth, their 1st telephone conversation in almost a year. Subsequently, Abbas releases a statement condemning the kidnapping as well as the Israeli crackdown that has followed. Talks between reps. of Iran and the P5+1 powers on the disputed Iranian nuclear program resume in Vienna, with discussions scheduled to last until 6/20. The 2 sides aim to resolve final differences, including the number of centrifuges Iran will operate, and begin drafting a final deal. (REU 6/17; AA 6/17)

Overnight, the IDF carries out air strikes on smuggling tunnels on the Rafah border in retaliation for the PFLP’s 12/31 Grad strikes, lightly injuring 4 Palestinians. Later in the day, after the Popular Resistance Committees (PRCs) fire at least 2 mortars toward the Kerem Shalom crossing (the IDF records 2, while the PRCs claim 5; only 1 lands inside Israel, causing no damage or injuries), the IDF carries out air strikes on an open area e. of Jabaliya in n. Gaza and on a farm in al-Qarara in s. Gaza, causing no damage or injuries. Of note: Israel permanently closes the Nahal Oz crossing, meaning that with the exception of the grain belt operating at Qarni crossing, Kerem Shalom will be the sole transit point for goods coming in and out of Gaza; all fuel shipments will also henceforth go through Kerem Shalom.
