In the West Bank, Israeli forces raided Hebron, leading to a confrontation with Palestinian residents; tear-gas related injuries were reported. Palestinians protested in solidarity with the Palestinian prisoners that escaped Gilboa prison on 9/6 in Tuqu‘, Fawwar refugee camp, and al-Arroub refugee camp. 6 Palestinians were arrested, including 2 during a late-night raid in Qarawat Bani Hassan and 4 minors leaving a school in Tuqu‘. In East Jerusalem, 1 Israeli settler rammed 1 Palestinian with their car in al-Tur, leading to a confrontation between Israeli forces and Palestinians; 1 was injured by a rubber-coated bullet and 3 were arrested. 1 other was arrested during a late-night raid in Silwan. In Gaza, for the 3d night in a row, 2 rockets were launched at Israel and intercepted, and Israel conducted air strikes, hitting 4 locations near Khan Yunis and Rafah, causing damage, including to a poultry farm. Israeli defense minister Benny Gantz submitted a request to the Israeli high court of justice to delay the relocation of Israeli settlers from the Shilo settlement outpost to Israel, citing the religious shmita year restrictions on cultivating land. The settlers have made an agreement with Israel to leave the settlement voluntarily in exchange for receiving land within the Green Line. (HA 9/13)

In a speech at a university in Herzliya, Israeli foreign minister Yair Lapid said that the Israeli policy of blockading Gaza since the 2005 withdrawal had not been effective and proposed a plan to exchange economy for security. Foreign Minister Lapid said that Israel would not directly negotiate the terms with Hamas but would do so through international mediation. Lapid also said his proposal was backed by Israel’s prime minister Naftali Bennett and defense minister Benny Gantz, but that it was not a government plan. The 1st phase of Lapid’s plan is to update Gaza’s electricity, health, and transportation systems, of which water and electricity would be under Israeli control. The 2d phase entails creating a seaport in Gaza and connecting Gaza to the West Bank. In the 2d phase, the PA would gain control over Gaza. (HA, TOI 9/12; JP, MEMO 9/13)

In the West Bank, Israeli forces gave evacuation notices for land seizure to several Palestinians in Bittir near Bethlehem and Halhul and Bayt Umar near Hebron. Israeli forces also gave notice to Palestinians in 7 villages in the Nablus area that 406 dunams (100 acres) will be seized by Israel for a settler-only road and 384 dunams (94 acres) for a military road in the northern Jordan Valley. In Hebron, several Palestinian students, a teacher, and a janitor suffered from tear gas inhalation when Israeli forces fired tear gas into the school yard. The teacher and janitor were taken to a hospital for treatment. Israeli forces also halted construction of a road west of Yatta near Hebron. South of Bethlehem, a Palestinian was hospitalized after an Israeli settler rammed his car. In East Jerusalem, 2 Palestinians were injured and 3 arrested by Israeli police after a confrontation with Israeli settlers. Israeli settlers also sealed the door to the Shaykh Makki Mosque in the Old City for a 3d time (2 previous sealings happened in March). An Israeli court released 5 Palestinians who had been detained since March but banned them from returning to their homes in Silwan for 30 days. Off the coast of Gaza, Israeli naval forces fired at Palestinian fishermen 3 nautical miles offshore from al-Sudaniyya. After the postponement of the Palestinian prisoners’ hunger strike reported on 4/7, Palestinian prisoners in Israeli jails started an open-ended hunger strike to protest their treatment by the Israelis. (HA, WAFA 4/8)

A French employee at the French consulate in Jerusalem was sentenced to 7 years in prison by an Israeli court for smuggling arms from Gaza to the West Bank. He confessed to having smuggled 30 guns, receiving $7,200 for his services. (HA 4/8; MEMO 4/9)

Russian president Vladimir Putin said weeks after U.S. president Donald Trump’s recognition of Israeli sovereignty of the Golan Heights that the U.S. change of policy is “a violation of the United Nations Security Council Resolutions.” (MNA 4/9)

In response to Israeli prime minister Benjamin Netanyahu’s comment on 4/6 that he would extend Israeli sovereignty to the West Bank, the Arab League’s assistant secretary-general Saeed Abu Ali said that such actions would lead to “dangerous repercussions” and called for an “immediate official investigation” by the International Criminal Court of “the ongoing settlement crimes in the Palestinian territories.” (MEMO 4/9)

In a White House statement, President Trump announced that the U.S had decided to designate Iran’s Islamic Revolutionary Guard Corps as a foreign terrorist organization. Prime Minister Netanyahu later tweeted on his Hebrew language account, “Thank you for the answer to another important request that serves the interests of our country and the region,” implying that the terror designation was made upon request by Netanyahu. On Netanyahu’s English language Twitter account, the word “request” was omitted. (NPR 4/8; HILL 4/9; HA 4/10)

The IDF carries out air strikes on a number of targets in the Gaza Strip, killing 1 armed Palestinian and wounding a number of civilians. Palestinian groups fire around 100 rockets and mortars into Israel, causing 3 injuries and structural damage. Israeli PM Netanyahu tells the weekly cabinet meeting that the army is prepared to intensify its attacks; a number of ministers urge an escalation in military operations (such as assassinations), as well as other measures, like cutting off electricity. U.S. pres. Barack Obama tells PA pres. Abbas that his administration opposes a Palestinian bid for non-state membership of the UN. Abbas tells a rally in Ramallah marking the anniversary of Yasir Arafat’s death that the PA is under huge pressure to stop the UN initiative, but that they would continue regardless, as it is intended to save the two-state solution. PA pres. Abbas announces that Russia will join an international investigation into whether Yasir Arafat was murdered. French and Swiss experts will exhume the late Palestinian leader’s body later in the month, after an Al Jazeera report in July suggested he was murdered with polonium. (REU 11/11)

In the West Bank, the IDF patrols in 1 village nr. Ramallah and 1 village nr. Bethlehem (firing rubber bullets and tear gas at children going to school) in the morning; patrols in 2 villages nr. Tulkarm and 1 village nr. Ramallah at night; conducts house searches and arrest raids in Hebron and 1 village nr. Ramallah. Israeli forces fire into Syria in what the military calls a warning, after stray munitions from fighting between Syrian troops and rebels hit the Israeli-occupied Golan Heights. The incident, described by Israel Radio as the 1st direct engagement of the Syrian military on the Golan since the countries’ 1973 war, highlights international fears that Syria’s civil war could ignite wider regional conflict. An Israeli security source said the military fired in the direction of a Syrian army mortar crew that had launched a shell that overshot the Golan disengagement fence on Sunday, exploding near a Jewish settlement without causing casualties. Israeli newspaper Yedi’ot Ahronot reports that in 2010 Israeli PM Netanyahu engaged in mos. of secret, U.S.-brokered discussions with Syria about a negotiated peace treaty including Israeli withdrawal from the occupied Golan Heights. The U.S. State Dept. confirms that Netanyahu relayed a message to Syrian pres. Bashar al-Asad, but Netanyahu denies the accuracy of the story. (HA, NYT, REU, YA 10/12)

Unidentified Palestinians fire a Grad rocket from the Gaza Strip into Israel, causing no injuries. IDF troops on the Gaza border fire a missile at an olive grove nr. al-Bureij r.c. at night, injuring 1 Palestinian child inside a nearby home, and fire 1 missile at an open area nr. Nussayrat r.c. at night, causing no injuries. Israeli naval vessels fire at Palestinian fishermen in the morning, causing no injuries. In the West Bank, the IDF patrols in 2 villages nr. Ramallah in the morning, and in 1 village nr. Ramallah and 2 villages nr. Jenin at night. The IDF also uses tear gas against Palestinians, Israelis, and internationals taking part in a nonviolent protest in Bil‘in village nr. Ramallah against the separation wall and settlements. The Israeli government formally requests that the Israeli High Court postpone the 5/1/12 deadline for the evacuation and demolition of Ulpana outpost for 90 days. By 5/8, the High Court has extended the deadline to 7/1/12. (WP 4/28; NYT 5/9)

1,000s of Israeli Palestinians gather at al-Aqsa Mosque in response to threat by Revava to raid the compound, perform prayers there. Some 2,000 Israeli police and border guards close off the streets to the compound to bar Jews fr. entering and to regulate Palestinian access more closely. Revava mbrs. are successfully prevented fr. reaching the compound; a few incidents are reported of Palestinians throwing stones and the Israeli police firing tear gas and stun grenades, leaving 7 Palestinians injured. The IDF conducts arrest raids, house searches in Nablus, nr. Ramallah; issues a military order confiscating Palestinian land s. of Hebron for construction of a settler bypass road. 6 Jewish settlers destroy an electricity tower serving Palestinians in al-Mawasi, throw stones at nearby Palestinian homes. (to around 8/15), hinting that if Hamas were to win Palestinian legislative elections in 7/05 and take control of the PA, disengagement could be canceled.
