In the West bank, Israeli settlers plowed 10 dunams (2.5 acres) of Palestinian farmland in al-Kharouba. Israeli forces punitively demolished the family home of a Palestinian prisoner in Aqraba. Israeli forces also shot and injured a Palestinian using a baton round and seized a vehicle in Ramallah. Elsewhere, Israeli forces shot and injured 2 Palestinians, including a child, in Deir Nizam. Israeli forces also raided Carmel, assaulting a Palestinian and seizing vehicles. Meanwhile, Israeli forces made 15 Palestinians close their shops in ‘Azzun. Israeli forces also seized a tractor in Qaryut. Separately, Israeli forces demolished a well and issued stop-work notices for 3 homes in Beit Umar. 23 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Qalqilya, Salfit, Nablus, and Jericho. In Gaza, Israeli forces bombed Rafah, Khan Yunis, Nuseirat refugee camp, Gaza City, al-Bureij, Jabalia refugee camp, and Dayr al-Balah; it was unclear how many casualties there were. Israeli forces also raided al-Awda Hospital, arresting all boys and men over the age of 16 and stripping them to their underwear, including 6 Doctors Without Borders staffers, and bombed the UNRWA headquarters in northern Gaza. In Lebanon, Israeli forces shelled several sites, killing 4 Hezbollah members. 2 Israeli soldiers were injured in Malkia. More than 19,667 Palestinians had been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 54,000 had been injured since 10/7. At least 8,000 people were missing in rubble, including 1,700 children. 294 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 74 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 132 Israeli soldiers have been killed and 719 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 104 trucks carrying aid entered Gaza via the Rafah crossing and 60 entered via the Karem Abu Salem (Kerem Shalom) crossing. A survey conducted by the Euro-Mediterranean Monitor said 71% of Palestinians in Gaza suffer from extreme hunger. 98% said they were not able to eat enough food. 64% said they had eaten grass and expired food. (AJ 12/19)

Israeli defense minister Yoav Gallant visited Israeli soldiers in southern Gaza, saying the Israeli ground invasion would expand to other areas beyond Khan Yunis in the south. UN Security Council members negotiated for the second day in a row over the wording of a resolution. The U.S. opposed language calling for a ceasefire and putting the UN in charge of inspecting aid deliveries to Gaza instead of Israel. The vote was postponed until 12/20. French foreign minister Catherine Colonna said that France will sanction violent Israeli settlers, saying she had witnessed the violence they commit during her trip to the West Bank last week. The PA called the decision a step in the right direction. (AJ, WAFA 12/19)

Senior Houthi official Mohammed al-Bukhaiti said the Yemeni government would not cease its attacks on Israel-linked ships until Israel stops its attacks on Gaza, even if it means war with the U.S.-led naval coalition. (AJ, HA, REU 12/19; NYT 12/20)

In the West Bank, Israeli settlers vandalized some 100 olive trees near Tarqumiyah. Israeli forces razed land east of Yatta. Israeli forces also closed all entrances to Husan. Elsewhere, Israeli forces demolished 1 house under construction in al-Baqaa and 1 house under construction near Yatta. Israeli forces also shot and injured 1 Palestinian during a raid in Jenin. Meanwhile, Israeli forces declared Palestinian rights activist Issa Amro’s home a closed military zone, preventing anyone but Amro from entering the house. The issuances of the order by brigade commander Yehuda Yishai Rozolio comes after Amro reported a settler attack on his property. 20 Palestinians were arrested during late-night raids in Jenin, Qalqilya, Tulkarm, Nablus, Bir Nabala, Husan, Hebron, Yatta, Ein al-Beida, and Ma‘in. October was the deadliest month for Palestinians in the West Bank since the UN started compiling data on fatalities in 2005. At least 29 Palestinians were killed by Israeli forces during October. (MEE 11/1)

The U.S.-based organization Democracy for the Arab World Now filed a complaint with the ICC against Eyal Toledano, an Israeli military prosecutor, for alleged war crimes and crimes against humanity. In the West Bank, Israeli settlers assaulted 3 Palestinians in Burqa and threw stones at vehicles and homes in the town. Israeli forces closed the main road between Nablus and Qalqilya, impeding Palestinian movement. Israeli forces also leveled 3 dunams (0.75 acres) of land planted with olive trees near Wadi Rahal. 24 Palestinians were arrested during late-night raids in Silwad, Ramallah, Huwwara, Qalqilya, Ya‘bad, Yatta, Sa‘ir, and Bani Na‘im. In East Jerusalem, 5 Palestinians were arrested during raids. In Gaza, Israeli forces opened fire at Palestinians east of Khuza‘a and Maghazi; no injuries were reported. The PA announced it had finished its investigation into the killing of Al Jazeera journalist Shireen Abu Akleh, concluding that Israel deliberately killed her. The PA findings are aligned with investigations made by AP and CNN, and with eyewitness accounts. Israel called the PA conclusion “a blatant lie.” The investigation found that the bullet that hit Abu Akleh was a 5.56 mm round used by NATO forces and that it was fired from 186 yards. PA president Mahmoud Abbas appointed PA minister for civil affairs Hussein al-Sheikh the new secretary-general of the PLO Executive Committee. The position of secretary-general had been vacant since Saeb Erakat passed due to complications from the COVID-19 virus on 11/10/2020. (HA, MEE, WAFA 5/26)

Al Jazeera said it was preparing a file to be sent to the ICC pertaining to the Israeli killing of its journalist Abu Akleh and the Israeli bombing their offices in Gaza in May 2021. (AJ, MEE, REU 5/26; AP, HA 5/27)

The Iraqi parliament approved a law criminalizing the normalization of Israel, with 275 out of 329 votes in favor. The law applied to all Iraqi citizens, state and independent institutions, and foreigners working in Iraq. Violations of the law can be punishable by death sentences or life imprisonment. 83 Democrats in the U.S. house and senate signed a letter to U.S. secretary of state Antony Blinken urging him to intervene against Israeli plans to forcefully displace more than 1,000 Palestinians living in Masafer Yatta, an area Israel has converted into a firing zone. The letter underscored that the Israeli move “could further undermine efforts to reach a two-state solution” and contravenes international law. (ALM, HA 5/26; MDW, MEE, WAFA 5/27; TOI 5/31)

The U.S. company Meta, which operates Facebook, turned down an Israeli request to block a Facebook page Israel claims is “clearly linked to Hamas.” Meta said that the Israeli claim did not hold any merit. (HA 5/26)

In the West Bank, 1 Israeli settler attempted ramming 1 Palestinian photojournalist working for Agency France Presse with their car at the Huwwara checkpoint. Israeli forces shot and injured 1 Palestinian man who had allegedly attempted to stab Israeli soldiers near the Shomron Regional Brigade military base by Nablus; the Palestinian man was taken to a hospital while none of the Israeli soldiers were injured. Israeli forces also notified Palestinians in Wadi Fukin that Israel is seizing 40 dunams (10 acres) of Palestinian-owned land near the village. 26 Palestinians were arrested during late-night raids in Dura al-Qari, Husan, Misilyah, Barta‘a, Silat al-Harithiya, al-Fara‘a refugee camp, Qalqilya, Qarawat Bani Hassan, Dheisheh refugee camp, Halhul, Beit Umar, and Qabatiya. In Jerusalem, Israeli forces assaulted the family of 1 Palestinian who was seriously injured on 5/16 during a funeral procession in East Jerusalem at a hospital while trying to arrest their seriously injured relative. 1 of the family members was beaten unconscious by the Israeli police and treated at the hospital. Later, Israeli police informed the family that the seriously injured man was not under arrest and they were still allowed to visit him. Israeli forces also razed 1 dunam (0.25 acres) of Palestinian land and demolished 1 fence in Shu‘fat refugee camp. 1 Palestinian was arrested at the Damascus Gate plaza. In Israel, Israel said it had shot down a drone entering Israeli air space from Lebanon, claiming it was operated by Hezbollah. Israel’s prime minister Naftali Bennett visited the Elkana settlement in the West Bank a week after his government approved 500 new settlement units there. It was Prime Minister Bennett’s 1st visit to an Israeli settlement outside of East Jerusalem since he took office. The PA denounced Bennett’s trip. (HA 5/17)

PA civil affairs minister Hussein al-Sheikh met with Russian foreign minister Sergei Lavrov and deputy foreign minister Mikhail Bogdanov in Moscow. Deputy Foreign Minister Bogdanov met with a Hamas delegation in Moscow earlier this month. (WAFA 5/18)

Israel’s public security minister Omer Bar-Lev decided to allow Israeli settlers and right-wing activists to march through the Damascus Gate plaza and the Muslim quarter of the Old City on “Jerusalem Day” on 5/29. Prime Minister Bennett spoke to French president Emmanuel Macron. According to the official French readout of the conversation, President Macron expressed concern about Israel’s decision to advance 4,000 settlement units and urged Israel to swiftly investigate the killing of Al Jazeera journalist Shireen Abu Akleh on 5/11. The Israeli readout did not mention the French concern about the Israeli settlement expansion. (AJ, HA, REU 5/17)

In the West Bank, Israeli settlers assaulted 1 Palestinian farmer working his land near Qalqilya. Israeli forces uprooted some 100 olive trees while razing some 30 dunams (7.4 acres) of land in Jayyus. Israeli forces also delivered demolition notices for 10 houses in Ni‘lin and Dayr Qaddis in Area B. Elsewhere, Israeli forces seized 2 residential tents and 2 agricultural tents, displacing 15 Palestinians in al-Buwayb in the Masafer Yatta area. Palestinians protested Israeli attacks on Palestinian and international journalists at the office of the Palestinian Journalists Syndicate in Ramallah. 11 Palestinians were arrested, including 10 during raids in and around Bethlehem, Nablus, al-‘Arub refugee camp, Bayt Umar, Hebron, Dayr Abu Mash‘al, Idhna, al-‘Amari refugee camp, Dayr Balut, and Surayf, and 1 was arrested at a checkpoint in Huwwara. In East Jerusalem, 5 Palestinians were arrested in al-Tur, Silwan, and the Old City. In Gaza, 1 Palestinian was found dead in rubble resulting from Israeli air strikes in Gaza City, raising the comprehensive death toll since 5/10 from 260 to 261, including 67 children and 3 pregnant women. In Gaza, electricity remained limited to 6 hours followed by blackouts for 12 hours despite repairs made to power lines that were damaged during the most recent escalation between Israel and Hamas. It was reported that the power shortages were due to Israel continuing to withhold fuel transfers to Gaza’s power plant. It was also reported that Israel continues to prevent Palestinians in need of cancer treatment from traveling to East Jerusalem for chemotherapy. (HA, HA 5/31; MEMO 6/1)

Palestinian prisoners started an open-ended hunger strike for the Israel Prison Service allow family visits, which has been prohibited since March of 2020 due to the COVID-19 pandemic. (WAFA 5/31)

2 Palestinians were charged with terrorism for allegedly throwing stones at 1 Jewish family traveling by car in East Jerusalem on 5/9, a day where more than 330 Palestinians were injured by Israeli settlers and police. (HA 5/31)

Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. Israeli public security minister Amir Ohana backed a call by Lydda councilman Amichai Langfeld to have armed Jewish-Israeli civilians patrol the streets of the city to “protect the Jewish community” there. Jewish-Israeli member of Knesset from the Joint Arab List Ofer Cassif said such calls were incitement. (HA 6/1)

Israel summoned the ambassador of Mexico to Israel because of the country’s vote at the UN Human Rights Council (UNHRC) on 5/27 to investigate potential Israeli war crimes. On 5/30, Israel also summoned the ambassador the Philippines over his country’s vote at the UNHRC. (JP 6/1)

More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. The letter mentioned Israel-Palestine as a place where, without the ICC, there “is no accountability for grave human rights violations, it is the victims seeking justice and people longing for lasting peace who are paying the price.” The letter also called allegation of anti-Semitism waged against the ICC “unfounded.” (GDN, GDN 5/31; MEMO, WAFA 6/1)

The UN’s International Atomic Energy Agency said in a report that Iran has failed to explain why traces of uranium were found at undeclared sites. (REU 5/31)

The casualties included: 1 in an air strike a house south of Gaza City; 1 of a heart attack during heavy bombardment of Rafah; and 1 Palestinian infant succumbed to her wounds sustained on 5/11 during an air strike on Gaza City that killed her father, mother, and sister. In Israel, Israeli police shot and seriously injured 1 Palestinian-Israeli minor who was sitting in a car with friends in Umm al-Fahm. Rockets fired from Gaza killed 2 Thai citizens working at a factory in Moshav Ohad, raising the Israeli death toll to 12. Israel also said it had destroyed 7.5 miles of Gaza tunnels overnight. 1 drone of unknown origin was shot down by Israeli forces near the northern part of the Israeli-Jordanian border. The Israeli high court of justice ruled that 1 Israeli settler must stop cultivating 170 dunams (42 acres) of land near Turmus ‘Ayya, saying the cultivation is illegal. The court, however, refused to rule on the ownership of the land, stating that the 8 Palestinian petitioners must obtain permission to farm the land from a different body as the court does not consider itself the proper venue for the question. Israel’s Channel 12 said that an Egyptian truce proposal calling for an end to violence from 6 a.m. on 5/20 had been agreed to by Hamas. (AJ 5/19)

The Israeli police commissioner Kobi Shabtai was criticized by the public security minister Amir Ohana for saying that there “were terrorists from both sides [Jewish-Israeli and Palestinian-Israeli] and we will bring every one of them to justice.” (HA 5/18)

After saying that his committee would review a sale of arms to Israel on 5/17, chairman of the house of foreign affairs committee Gregory Meeks was said to have reversed course and that he is looking at discussing the arm sales with the Biden administration. The Biden administration had informed Congress on 5/4 that it would be selling Israel $735 million’s worth of precision-guided missiles. It was reported that Chairman Meeks had come under significant pressure after saying he would review the sale. Israeli forces razed 5 dunams (1.2 acres) of land, including 20 olive trees, in Ras Karkar. Israeli forces also seized an agricultural structure east of Yatta. 1 Palestinian was severely injuried after stepping on an unexploded ordinance left behind by Israeli forces east of Jericho. 13 Palestinians were arrested during raids in and around Bethlehem, Tuqu‘, Tulkarm, Qalqilya, Nablus, and Jericho. Haaretz reported that the Israeli Jerusalem municipality had asked the court for local affairs to reactivate demolition orders against 70 structures in al-Bustan, which would displace 1,500 Palestinians. The Israeli municipality wants to place a tourism park named The King’s Garden where the 70 structures are located, but plans for the structure demolitions have been suspended during the negotiations between residents and the municipality. Now, the municipality wants to push forward with its plans without a settlement. (HA 3/17; HA, WAFA 3/18)

60,000 COVID-19 vaccines provided by the WHO COVAX program to the PA arrived in Israel. 40,000 will be shipped to the West Bank and 20,000 to Gaza. PA health minister Mai al-Kaila said the PA will wait to use the AstraZeneca vaccines until the WHO confirms that they are safe to use. Many EU countries have suspended using the AstraZeneca vaccines after 1 otherwise healthy Danish woman died and 3 Norwegian health workers were in severe condition from blood clots after receiving the vaccine. Israel said that an Israeli-owned ship was attacked by 1 or 2 missiles in the Gulf of Oman. Other reports said that the damage done to the ship was caused by a blast, to which the cause had not been determined. Israeli defense officials claimed that the missiles were fired by the Iranian Revolutionary Guard Corps. No injuries were reported, and the ship was able to continue to the UAE to repair the damage. The pro-Israel group J Street said it was circulating their own letter, calling Cardin and Portman’s letter an “unnecessary act of political posturing,” saying the U.S. state department already rejected the ICC’s decision. The protesters adopted the slogan “Free homeland, free women.” The protests were sparked by a number of murders of Palestinian women by members of their families. Around 100 Palestinian prisoners in Israeli jails ended a 15-day-long hunger strike after the Israel Prison Service agreed to limit the jamming devices installed in the prisons and to install public phones. (WAFA 9/26)

Later, Israel’s security cabinet meets to discuss the situation, and they decide to allow the transfer of $15 million in Qatari funds into Gaza within 24 hours. A senior IDF officer says that the IDF recently identified a new Hezbollah observation post built to look like an environmental NGO site along the Israel-Lebanon border. A PA official who monitors settlement growth in the West Bank reveals that Israeli officials recently informed Palestinians in villages nr. Nablus of their intention to confiscate 1,200 dunams (around 300 acres) of nearby land. The IDF’s Coordinator of Govt. The Jerusalem District Court rules that the municipal govt. must draft a plan to build at least 20 playgrounds in Shu‘fat and Bayt Hanina within 5 years, responding to a suit filed in early 2015 by Palestinian residents of East Jerusalem.
