Unidentified Gazans fly a number of incendiary devices strapped to balloons into southern Israel. They land in open areas and no damage is reported. Also along Gaza’s border, hundreds of Palestinians gather along Gaza’s northern shore to continue the Great March of Return and to cheer on a number of Palestinian boats sailing in a symbolic challenge of Israel’s blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; at least 35 Palestinians are injured. Four more Palestinians are injured when IDF troops violently disperse a late-night protest along the border fence near al-Bureij refugee camp. Meanwhile, Israeli forces conduct a limited incursion to level land near Khan Yunis. In the West Bank, the Israeli authorities order approximately 50 Palestinian families to temporarily leave their homes near Tubas to clear the area for IDF training. Also near Tubas, Israeli settlers assault and injure a Palestinian shepherd. Settlers also chant racist slogans and march through central Hebron, causing minor damage when they throw stones at Palestinian homes. Meanwhile, IDF troops arrest 12 Palestinians during late-night raids in and around Ramallah, Hebron, Jenin, Tubas, and Salfit; and patrol near Nablus. The raid in Tubas sparks clashes with stone-throwing Palestinians; 1 Palestinian is injured. In East Jerusalem, Israeli forces conduct raids at al-Quds University in Abu Dis, sparking minor clashes with students; 17 Palestinian students suffer from tear gas inhalation. After reports of an Israeli strike in Syria on 2/11, Israeli prime minister Benjamin Netanyahu says that Israel is “constantly operating” against “Iran and its satellites” in Syria. “We do whatever is necessary.” His statements today are taken as a confirmation that Israel was responsible for the 2/11 strikes in Syria. Undercover Israeli forces shoot and kill a Palestinian after apprehending him on a road outside Surda village near Ramallah late at night. The man was wanted in connection to the drive-by shooting attack that led to the injury of 7 Israeli settlers on 12/9. After the killing, IDF troops raid the alleged attacker’s home in nearby Kobar village, detaining his extended family, arresting his father and brother, sparking clashes with residents of the area; 3 Palestinians are injured. Separately, they arrest 4 other Palestinians accused of conspiring to perpetrate the 12/9 attack and confiscate the vehicle they allegedly used during raids in and around Ramallah. Elsewhere in the West Bank, IDF troops shoot and kill a Palestinian amid a firefight sparked by an arrest raid in ‘Askar refugee camp near Nablus. The Palestinian was reportedly wanted in connection with the killing of 2 Israeli settlers on 10/7. IDF troops shoot and injure 1 Palestinian amid clashes sparked by an IDF raid in Nabi Salih village near Ramallah; arrest 10 Palestinians and issue 1 arrest summons during late-night raids in and around Tulkarm, Tubas, and Hebron; and patrol near Hebron throughout the day. In East Jerusalem, Israeli forces demolish a Palestinian car garage in Bayt Hanina and conduct raids at al-Quds University in Abu Dis, confiscating surveillance tapes and detaining several Palestinians. An Israeli newborn succumbs to complications stemming from the drive-by shooting attack outside the Ofra settlement on 12/9. His mother was 7 months pregnant when she was shot and seriously injured in the attack. She gave birth hours after the shooting and remains in stable condition. (HA, JP, TOI, YA 12/12)

Elsewhere in East Jerusalem, Israeli forces conduct raids in Abu Dis, sparking clashes with dozens of Palestinian students at al-Quds University; there are no reported injuries. They also demolish a Palestinian home in Silwan. In the West Bank, Israeli forces demolish 2 Palestinian homes in Anata refugee camp and a 3d in Bayt Hanina. IDF troops shoot and injure 3 Palestinian journalists amid clashes in Ras Karkar village near Ramallah; arrest 5 Palestinians during late-night raids in and around Bethlehem, Hebron, Tulkarm, and Qalqilya. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah and later near Jabaliya refugee camp, causing no damage or injuries. Paraguay’s Foreign Minister Luis Alberto Castiglioni announces that Paraguay will be returning its embassy in Israel to Tel Aviv, reversing former president Horacio Cartes’ decision to move it to Jerusalem in 5/2018. “Paraguay wants to contribute to an intensification of regional diplomatic efforts to achieve a broad, fair and lasting peace in the Middle East,” he says. In response, the Israeli government announces the closure of the Israeli embassy in Paraguay and a recall of the Israeli ambassador. (WAFA 9/5; HA, MNA, REU, YA 9/6)

The Israeli authorities announce the indefinite closure of the Erez border crossing, following the damage done to the crossing amid protests along the border fence on 9/4. An official statement explains that the closure is to allow for maintenance work. Exceptional humanitarian cases are still allowed to cross. (HA, HA, MNA, MNA, TOI, WAFA, YA 9/5)

Denying a petition from the residents, Israel’s High Court of Justice gives its final authorization for the Israeli government’s plan to evacuate and demolish Khan al-Ahmar, a Bedouin village near Jerusalem. “We have exhausted all legal means at this point and there is nothing more we can do other than be present in the area to protect it and prevent its demolition,” says a PA official who has been working on the case. The Jerusalem Local Planning and Building Committee advances a plan to build 150 housing units in Bayt Hanina, East Jerusalem. The current plan earmarks 75 of the units for Palestinians, but it is unclear if that earmark will remain as the plan proceeds through the authorization process. (HA 9/6; FMEP 9/7)

IDF troops conduct raids in Abu Dis nr. Jerusalem, sparking clashes with students at Al-Quds University; 6 students are injured. Elsewhere in the West Bank, IDF troops raid the Silwad home of the family of the Palestinian driver who allegedly rammed and killed an Israeli on 4/6. They confiscate NIS 85,000 (approx. $23,000) and a vehicle during raids nr. Jenin; and patrol nr. Ramallah and Hebron. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis and arrest a Palestinian attempting to cross into Israel nr. Jabaliya r.c. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c. and again nr. Bayt Lahiya, causing no damage or injuries. In East Jerusalem, Israeli forces ban 7 Palestinians from Haram al-Sharif for periods as long as 6 mos. (They have banned more than 40 Palestinians from the sanctuary in the past few weeks.) PA pres. Abbas says that he may take “unprecedented steps” to end the Hamas-Fatah rivalry that prevents the PA from taking control of Gaza. “These days, we are in a dangerous and tough situation that requires decisive steps, and we are [ready] to take these decisive steps. Therefore, we are going to take unprecedented steps in the coming days to end the division,” he says. Some analysts say that Abbas’s moves come in response to Hamas’s 3/16 announcement of the formation of a new comm. to administer Gaza. (TOI 4/13)

The Gaza-based Ministry of Interior announces that it will begin accepting applications for jobs in the security forces from female Palestinians. The change in policy marks the first time females will be hired as security forces since 2014. (MNA 4/13)

In Beijing, PA FM al-Maliki calls on China to play a more active role in the Palestinian peace effort, including support for Palestinian initiatives in international forums. China’s FM Wang Yi says that the fact that the Palestinians do not have a sovereign state yet is a “terrible injustice.” (HA, REU, WAFA 4/13)

Human Rights Watch (HRW) calls on the Egyptian govt. to “immediately disclose” whether or not it is detaining the 4 Palestinian men, all reportedly Hamas affiliates from Gaza, who were abducted on 8/19/2015 as they traveled by bus from the Rafah border crossing to Cairo. HRW says that Al Jazeera published a photograph purporting to show 2 of the men in a Cairo facility in 8/2016. The report reads, “incommunicado detention violates basic protections for both civilians and fighters under Egypt’s code of criminal procedure, which requires authorities to bring criminal suspects in front of a prosecutor within 24 hours and prosecutors to charge the detainee based on evidence or release the person immediately. It also violates international law, which requires that all detainees, regardless of their particular status, be brought ‘promptly’ (i.e., within days) before a judicial officer or equivalent to review the legality and necessity of their detention.” (HRW 4/13)

In the West Bank, dozens of Palestinians gather in c. Ramallah to call for the Israeli authorities to release the body of the Palestinian killed by IDF troops on 11/3. IDF troops arrest 6 Palestinians and issue 1 arrest summons during late-night raids nr. Jericho, Qalqilya, Bethlehem, and in Hebron; and patrol nr. Hebron and Nablus. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In East Jerusalem, armed assailants open fire on an Israeli police vehicle in al-‘Izzariya, causing no serious damage. For the 2d day in a row, the IEC cuts off power to a major West Bank city, this time affecting parts of Hebron from 9:00 A.M. to 10:00 A.M. and 2:00 P.M. to 3:00 P.M. It is the 3d time the IEC has implemented its plan to intermittently and punitively disrupt power supplies to areas of the West Bank in response to unpaid debts. (HA, JP, MNA 4/5)

In the West Bank, Israeli forces demolish a slaughterhouse, a balcony, and a water well in a village nr. Bethlehem and force a number of Palestinian shops to close in a village nr. Nablus, arresting 2 Palestinians who allegedly threw stones at them. IDF troops also conduct latenight raids and house searches in Nablus and nr. Hebron arresting 9 Palestinians and issuing arrest summons to 2; take measurements and photographs of a home nr. Hebron, threatening punitive demolition; and patrol nr. Qalqilya, Jenin, and Hebron. Israeli settlers enter a village nr. Nablus late at night, sparking clashes with stone-throwing Palestinians; 1 Palestinian is injured. Meanwhile, Palestinian youths throw Molotov cocktails at Israeli forces on a patrol nr. Ramallah; there are no serious injuries. In East Jerusalem, Israeli forces raid al-Quds University in Abu Dis, destroying and confiscating property, and issue an arrest summons for a Palestinian journalist during a raid in al-Thawri. The day after Israeli PM Netanyahu invited him to Jerusalem for a face-to-face meeting, PA pres. Abbas says that he is prepared to work with Israel to stop and monitor “mutual incitement,” calling for the reinstatement of the joint Palestinian-Israeli-U.S. comm. for monitoring incitement, which was established as part of the Wye River Memorandum in 1998 and met regularly until 9/2000. Israeli forces confiscate construction equipment Palestinians were using to build a new road in the n. Jordan Valley. Meanwhile, IDF troops conduct late-night raids in Dahaysha r.c. nr. Bethlehem, issuing arrest summons to 4 Palestinians; patrol during the day in 1 village nr. Salfit and 4 each nr. Hebron and Ramallah. French FM Laurent Fabius announces that France will begin preparing for an international peace conference in an effort to “preserve and achieve the 2-state solution.” He also says,“If this attempt to achieve a negotiated solution reaches a dead end, we will take responsibility and recognize the Palestinian state.” (HA, JP, NYT, YA 1/29; MNA 1/30)

In the Gaza Strip, IDF troops e. of al-Bureij r.c. arrest 2 Palestinians attempting to cross the fence into Israel after firing warning shots. Off the coast nr. al-Sudaniyya, Israeli naval forces detain 12 Palestinian fishermen and confiscate 5 of their boats. Around 20 Palestinian youth volunteer to help clean up the European Hospital in Khan Yunis as the hospital sanitation workers continue their strike for a 4th day. In the West Bank, Israeli settlers throw stones at Palestinian homes in Hebron while Israeli soldiers stand by. At the al-Karama crossing into Jordan, the IDF arrests a Palestinian Al-Quds University prof. The IDF conducts arrest raids and house searches nr. Hebron, Ramallah, and Bethlehem; patrols in Hebron and 1 village each nr. Jenin and Salfit. In East Jerusalem, 5 Israeli settlers board an Egged bus and assault its Palestinian driver, causing him moderate injuries before Israeli police intervene. Palestinian prisoners threaten to go on a hunger strike if the Israeli Prison Service does not meet demands of a fellow prisoner, Nahar al-Sa‘adi, who has been on hunger strike since 11/20 in protest of a lack of family visits and his year-long solitary confinement; 70 of them begin a strike on 12/9. In the Gaza Strip, IDF troops open fire on Palestinian fishermen nr. Bayt Lahiya, causing no damage or injuries. In the West Bank, Israeli troops clash with residents in Bayt Umar village nr. Hebron during a patrol, with 2 Palestinians wounded by shrapnel of a sound bomb and a bullet respectively. The IDF conducts house searches and arrest raids in 1 village nr. Nablus in the afternoon, and in 2 villages nr. Salfit and 1 village each nr. Bethlehem and Ramallah at night; patrols in 1 village nr. Jenin at night. In East Jerusalem, Israeli forces fire rubber-coated metal bullets and tear gas at Al-Quds university students in Abu Dis after staff prevented soldiers from entering the campus. U.S. Secy. of State John Kerry meets with Palestinian pres. Mahmud Abbas in London, their 1st such talks since direct negotiations recommenced. Earlier, Kerry holds talks with Arab League officials—including the FMs of Egypt, Qatar, and Saudi Arabia—in Paris, after which Kerry affirms the “commitment” of both sides to “continuing the talks.” The Arab League’s Peace Initiative Cmte. also expresses support for U.S. efforts to promote the direct talks. Meanwhile, Israeli officials protest Palestinian media leaks concerning the talks in complaints made to Washington. (AFP, JTA 9/8)

Following discussions in Paris, U.S. Secy. of State John Kerry says that Arab League ministers have agreed on the need for an international response to the alleged use of chemical weapons by the Asad regime. Kerry says that a number of countries immediately signed the statement produced at the G20 talks, but only names Saudi Arabia. (AFP 9/8)

The IDF patrols in 2 villages nr. Tulkarm (synchronized) and 1 nr. Ramallah during the day; patrols in Jenin, Jericho and 2 villages nr. Jericho and Ramallah late at night; and conducts late-night arrest raids, house searches nr. Hebron. The Knesset education comm. votes to grant full university status to an academic center in Ariel settlement, deep in the West Bank, making it the first accredited Israeli university in occupied Palestinian territory. The decision comes as Palestinian medical students from al-Quds University in Abu Dis, just outside East Jerusalem, await a verdict on their appeal of a 2/2012 Israeli ruling that denied their request to be allowed to sit for Israeli exams that would certify them to practice in East Jerusalem or Israel. The Israeli government had denied the students permission to sit for the exams on the grounds that al-Quds was not an accredited Israeli university and could not gain accreditation because it was a Palestinian entity located in the West Bank. When they then sought permission to take the tests as foreigners, the Israeli court denied permission on the grounds that al-Quds could not be considered a foreign university, since it also has a campus in East Jerusalem. There has long been a shortage of doctors to treat Palestinians in East Jerusalem, where most Palestinian doctors are forced to work without licenses. (HA 2/13/12)

After 2 weeks of unsuccessful efforts to draft plans that would integrate ultraOrthodox Jews and Palestinian citizens of Israel into the Israeli military, Kadima head Shaul Mofaz quits PM Netanyahu’s governing coalition; Netanyahu does not try to dissuade him. Analysts believed the decision (e.g., NYT 7/19) hurts both Kadima and Likud, and might hasten early elections. (NYT 7/18, 7/19)

Fmr. Israeli government attorney David Scharia is named the UNSC’s chief counterterrorism lawyer, marking the first time that an Israeli has been appointed to a security post within the UN Secretariat. (WP 7/18)

The IDF raids al-Quds University in Ramallah, searches computers and files; demolishes 2 Palestinian homes in Hebron, 1 in Bayt Lahia; fires on residential areas of Canada r.c.; conducts arrest raids in al-Bireh, Jenin, Nablus (targeting the AMB), Ramallah; bulldozes 80 dunams of land in al-Qarara. IDF soldiers at Ma’ale Ephraim checkpoint halt a PRCS ambulance, search it, confiscate the paramedics IDs, order 1 paramedic at gunpoint to strip and stand in a garbage pile; when the medic refuses to remove his underwear, a soldier threatens to shoot him in the head, but the medic again refuses and is not harmed; the ambulance is held for another 3 hrs. before being ordered back to Nablus. In a 2d incident nr. Nablus, an IDF tank rams its gun barrel into an ambulance transporting a patient, lifts it off the ground, eventually allows it to proceed to the hospital.
