B’Tselem reported that 2021 saw the most killing of Palestinians since 2014. According to B’Tselem, 319 Palestinians were killed by Israeli forces and Israeli settlers. 9 Israelis were killed by Palestinians. The human rights organization also said 2021 saw the most demolitions of Palestinian homes in 5 years. 295 residential structures were demolished, displacing 895 Palestinians, including 463 minors. The Hebron Rehabilitation Committee said Israeli forces prevented its workers from renovating 12 Palestinian-owned homes in the al-Jabari area of Hebron. 12 Palestinians were arrested during raids in Bethlehem, Tuqu‘, Beit Fajjar, Beit Sahour, al-Am‘ari refugee camp, Beita, Bayt Dajan, and Rujeib. In East Jerusalem, 1 Palestinian minor, facing eviction by Israeli settlers, allegedly stabbed an Israeli settler in her neighborhood in Sheikh Jarrah; the settler was lightly injured. The Palestinian girl was found in a nearby school 1 hour later and was arrested by Israeli forces; she denied involvement. Israeli forces also arrested 3 other people at the school and raided the girl’s home, arresting her mother. The Israeli Jerusalem municipality advanced early-stage plans for a new Israeli settlement in East Jerusalem near Bayt Safafa, to be called Givat Shaked. The plans for the new settlement include 473 settler units, 2 schools, and synagogues. Jordan rescinded its submission to the Academy Awards, also known as the Oscars, and apologized after pressure from Palestinians who called the film Amira offensive. The film depicts a Palestinian girl who is ostracized from her community after she discovers that she was conceived by sperm from an Israeli prison guard and not the Palestinian prisoners she thought was her father. Israeli defense minister Benny Gantz claimed, in response to a formal query by members of the Meretz party, that the 6 rights organizations he had declared terrorist organizations on 10/22 had PFLP members who did not work for them on their payroll. Lebanon’s labor minister Mustafa Bayram said Lebanon would ease restrictions on what professions Palestinian refugees in the country are allowed to work. Labor Minister Bayram’s office quickly sought to clarify that the changes would be within the confines of the current Lebanese legislation. The legislation does not allow much leeway for substantial changes to the rules banning Palestinians from certain jobs. Bayram, who is from the Amal party, was quickly shunned by Lebanese politicians from other parties, who said he does not have the authority to make any changes on the issue. Gebran Bassil of the Free Patriotic Movement called the comments “‘naturalization in disguise’ of the Palestinians . . . there shouldn’t be any stealing of jobs from Lebanese under the current circumstances.” Bayram eventually completely retracted his initial statement, saying that there will be no changes. ABC News reported that Facebook employees expressed concern over the restrictions on the Palestinian activist Muhammed El Kurd’s Instagram account during Israel’s May assault on Gaza. The document was leaked to ABC News by a congressional staffer after the testimony by Frances Haugen, a Facebook whistleblower. The Texas-based company A&R Engineering and Testing Inc., along with the Council on American-Islamic Relations, filed a lawsuit against the city of Houston and the Attorney General of Texas, saying that the state’s anti-boycott of Israel laws are unconstitutional, citing the 1st and 14th amendments. The lawsuit was filed after the engineering company on 10/13 was told to sign a pledge that the company is not engaging in a boycott of Israel; the company has been providing services for the city of Houston for 17 years. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. Prior to the reporting, Israeli prime minister Benjamin Netanyahu had called a meeting at the security cabinet. Shortly after the 2 sides announced the ceasefire, U.S. president Joe Biden praised Egyptian president Abdel Fattah al-Sisi for his role in the ceasefire and Prime Minister Netanyahu for agreeing to it. Biden said in remarks that “Palestinians and Israelis equally deserve to live safely and securely and to enjoy equal measures of freedom, prosperity, and democracy,” in what can be viewed as a slight shift in the paradigm of U.S. statements on Israel and Palestine. President al-Sisi also praised President Biden for his work on the ceasefire agreement. Several prominent Democrats in the U.S. House and Senate welcomed the news of the ceasefire, but said it was time to do more to resolve the roots of the conflict. Haaretz reported that 90% of the Israeli citizens charged for the violence in Israeli towns and cities since the start of the Hamas-Israel escalation were Palestinian citizens of Israel. District prosecutors have been criticized for not indicting Jewish-Israelis. (HA 5/20)

Adalah filed a petition on behalf of Palestinians in Shayk Jarrah to have Israeli police remove checkpoints around the neighborhood, which are severely impeding the residents’ freedom of movement. Hamas said it estimated that $92 million’s worth of damage was sustained to residential buildings and non-governmental offices since 5/10. $22 million’s worth of damage was sustained to the power grid as people in Gaza only are receiving 3-4 hours of electricity a day. An Israeli court ruled that Israeli forces had violated international law when they shot and killed 1 Palestinian 14-year-old in 2004 near Rafah, but that the family was not entitled to compensation, citing a wartime action principle. The Israeli soldiers shot her after she ran away from them as they fired warning shots. After she ran from the soldiers, they fired at her back and the commander shot her again as she lie dead on the ground. The commander was acquitted of all charges at an Israeli military court the year after. (HA 5/20)

A spokesperson for the Israeli military said that it had been trying to assassinate the head of Hamas’s military division Mohammed Deif throughout the duration of the ongoing attack on Gaza. Hamas later told AP that Deif is still alive and in charge of its military operations. (HA 5/19; AP 5/20)

U.S. president Joe Biden spoke to Israeli prime minister Benjamin Netanyahu, urging him to de-escalate the violence, according to a White House readout. It was the 4th time the 2 spoke in a week. Prime Minister Netanyahu said later in a statement that he was “determined to carry on with the attacks until calm and security are restored to Israeli citizens.” It was also reported that Egypt had secured a ceasefire agreement in principle between Hamas and Israel. Hamas spokesperson Hazem Qassem said calm could only be restored if Israel stopped its attack on Jerusalem and Gaza. The letter also called for more than doubling the U.S. funding to the UNRWA, bringing the U.S. funding back to the level it was before the Trump administration ended all funding. Elsewhere, Israeli forces seized a caravan in Sabastiyya. 5 Palestinians were arrested during late-night raids in Tarqumiyya and Jenin refugee camp; Israeli forces also seized a vehicle during a house raid in Aqraba. In East Jerusalem, 1 Israeli settler rammed Palestinians with his vehicle near the Old City, causing injuries; Palestinians were throwing stones at the vehicle but it was unclear what transpired before the ramming, which appeared in a video. Israeli settlers also attacked Palestinians in Shaykh Jarrah during a tour of the neighborhood by 2 Israeli lawmakers, Itamar Ben-Gvir and Bezalel Smotrich. Israeli forces attacked Palestinian worshipers with tear gas, sound bombs, and rubber-coated bullets at the Haram al-Sharif compound, injuring more than 305 people, including inside of al-Aqsa Mosque where a sound bomb caught a carpet on fire. Israeli forces prevented the Palestinian Red Crescent from entering the compound. Israel also reversed its decision from 5/9 to allow Jewish worshipers to enter the Haram al-Sharif compound for the Israeli celebration of Jerusalem Day. The Jerusalem Day march was later canceled by its organizers as Israeli police decided to prevent the settler march to go through the Damascus Gate plaza. Israeli forces also confiscated the keys to the al-Aqsa Mosque from the Islamic Waqf. Also at the Haram al-Sharif compound, Israeli police were filmed beating up an Israeli-accredited Palestinian journalist covering the events for Anadolu Agency. The Palestinian Red Crescent said that 612 Palestinians were injured throughout Jerusalem, including 333 who were hospitalized. In Gaza, Israeli started a military operation later dubbed “Guardian of the Wall” after Hamas fired rockets at Israel, giving Israel hours to leave the Haram al-Sharif compound. Hamas had earlier in the day warned Israel that it would fire rockets at 6 p.m. if Israel did not remove its forces from the holy places. 20 Palestinians were killed, including 9 children, and dozens were injured. The casualties included: 2, including 1 child, in 1 drone strike at Jabaliya; 10, including 6 children in 2 drone strikes at Bayt Hanun, with 32 others wounded, including 12 children; and 1, with 2 injured, in an Israeli air strike in Khan Yunis. 7 were also killed, including 1 child, and 34 were injured in Jabaliya in an explosion that was not conclusively attributed to an Israeli air strike. Additionally, damage was sustained in al-Bureij refugee camp, al-Qarara, and Rafah. In Israel, 1 Palestinian citizen of Israel was shot dead and 1 other injured by 1 Jewish-Israeli in Lydda; 3 Jewish-Israelis were arrested. Israeli forces later violently dispersed Palestinian-Israeli protesters at the Lydda city hall. In Ramla, Jewish-Israelis threw stones at Palestinian-Israelis and their property and set fire to trash cans. The PA prime minister Mohammed Shtayyeh and the PA presidency condemned Israel’s attack on the Haram al-Sharif compound and called on the international community to take action. UN security council members met at an emergency session to discuss the situation in Palestine-Israel. No statement was issued after the meeting. U.S. state department spokesperson Ned Price said that the U.S. administration wanted to make sure that a statement would “not escalate tensions.” Spokesperson Price also refused to say if the U.S. condemned the Israeli air strike that killed 9 Palestinian children, and suggested that Palestinians, contrary to Israelis, do not have the right to defend themselves, saying that only states recognized by the U.S. have that right. In the West Bank, about 30 Israeli settlers attacked Palestinian farmers working their lands in Humra; Israeli left-wing activists who witnessed the attack said the settlers also attacked them, and that Israeli forces intervened on behalf of the Israeli settlers, firing tear gas at Palestinians. Israeli forces raided ‘Aqabat Jabir refugee camp, injuring 2 with live ammunition and others suffered tear-gas related injuries. Israeli forces also clashed with Palestinian youth in Hebron, leading to tear-gas related injuries. According to a Haaretz source, Hamas and Islamic Jihad sent a message to Israel via Egypt that the 2 groups are not interested in escalating tensions with Israel after several dozen rockets were fired at Israel on 4/23 and Israel fired missiles, causing damage in Gaza. 2 groups, Nidal al-Amoudi Division and the Abu Ali Mustapha Brigades, claimed responsibility for the rockets fired at Israel, saying they were in response to the violence by Israeli right-wing activists in Jerusalem on 4/22. 5 Democrats in the U.S. senate wrote a letter to U.S. secretary of state Antony Blinken urging him to pressure Israel to provide vaccines to all Palestinians in the occupied territories, citing international law. The letter was signed by Bernie Sanders (D-VT), Elizabeth Warren (D-MA), Tom Carper (D-DE), Sherrod Brown (D-OH), and Jeff Merkley (D-OR). 12 members of the house of representatives led by Rashida Tlaib (D-MI) and Mark Pocan (D-WI) also sent a letter to Secretary Blinken urging him to rescind the Trump administration’s “peace plan” and to pressure Israel to stop violations of international law. The U.S. released a declassified report that concluded that Saudi crown prince Mohammed bin Salman is responsible for the murder of U.S. resident and journalist Jamal Khashoggi on 10/2/2018. Despite publishing that the administration had reaching that conclusion the Biden administration said it would not move to punish Mohammed bin Salman. President Joe Biden said during his presidential campaign that he would hold Saudi Arabia accountable for its actions after the Saudi royal family had been shielded by the Trump administration. 14 Palestinian factions, including Fatah and Hamas, released a joint statement following 2 days of meetings in Cairo confirming the Palestinian elections to be held in May, July, and August. German foreign minister Heiko Maas tweeted that Germany does not agree with the ICC on the issue of the ICC’s territorial jurisdiction in the West Bank, East Jerusalem, and Gaza, saying that the State of Palestine is not recognized in international law. Foreign Minister Maas’s tweet came 1 day after he spoke with Israeli foreign minister Gabi Ashkenazi, who has been reaching out to allies to have them publicly side with Israel in the matter of the ICC investigation. Unlike the U.S. and Israel, Germany is part of the ICC. The EU has said it supports the independence of the ICC. Canada and Australia, also members of the ICC, have also expressed dismay about the territorial jurisdiction ruling. The PA foreign ministry said it regretted that Israel had been successful in convincing Germany, Canada, Australia, Austria, Brazil, and others in opposing the ICC investigation. 1 Palestinian from the South Hebron Hills who called the Israeli Civil Administration—the Israeli authority charged with controlling Palestinians in the West Bank—to complain about settler incursions on his property was told that the Civil Administration would declare his property a closed military zone if he contacted journalists or activists about his complaint. PA president Mahmoud Abbas signed a presidential decree setting dates for Palestinian elections. The elections for the Palestinian Legislative Council are scheduled to be held on 5/22 and presidential elections on 7/31. The decree was signed after weeks of meetings between chairman of the Palestinian Central Election Committee Hanna Nasser and Hamas and Fatah leadership. It remains unclear how the elections will be carried out given the Israeli-controlled physical barriers between Gaza, East Jerusalem, and the West Bank. Elections for the PLO National Council are scheduled for 8/31. Hamas welcomed the presidential decree. An Israeli court froze the bidding process for an Israeli settlement in East Jerusalem after a petition by Palestinian residents and Ir Amim. The residents and human rights organization complained that 40% of the planned housing would be for Israeli citizens only, forbidding Palestinian residents of East Jerusalem from buying the property. At the same time, the Israeli ministry of housing and the Israel land authority opened the bidding process for the construction of 1,257 new settler units in the Givat Hamatos settlement in East Jerusalem.
