In the West Bank, Israeli settlers set fire to 3 olive trees in Tel Rumeida in Hebron. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, ad-Doha, al-Asakra, Bil’in, Turmus ‘Ayya, Jalazun refugee camp, Ya’bad, Burqin, and Bardala; Israeli forces injured 1 with live ammunition and others with tear gas during the raid in Dheisheh refugee camp. In East Jerusalem, Israel forced 1 Palestinian man to demolish his commercial structure in Silwan. Israeli authorities also issued 3 demolition orders for homes in Silwan. 4 Palestinians were arrested during raids in Silwan. Fighting broke out in Ain al-Hilweh refugee camp in Lebanon after Palestinian Islamist groups launched attacks, injuring 6. A committee of Palestinian factions in the camp had announced on 9/5 that security forces would begin raids to find the accused killers of Fatah general Mohammad al-Armoushi who was killed on 7/30. The security forces also said that on 9/8 they would begin clearing militants who have been occupying UNRWA-run schools in the camp. (AP 9/8)

The Israeli Ministry of Education sent letters to schools in East Jerusalem threatening to revoke their licenses if they teach the Palestinian curriculum printed by the PA. (PCHR 9/14)

The Israeli Civil Administration advanced plans for creating 22 solar power plants in West Bank settlements. Haaretz reported that the plans were approved 2 weeks ago. A source in the Civil Administration told the newspaper that Palestinians will not be able to decide not to purchase electricity generated in the settlements. (HA 9/7)

The U.S., Germany, the UK, and the EU condemned remarks by PA president Mahmoud Abbas, who said in a speech at the Fatah Revolutionary Council that Adolf Hitler killed European Jews over ‘social functions’ such as usury, rather than out of anti-Semitism. Paris mayor Anne Hidalgo also stripped Abbas of the Grand Vermeil de Paris medal which he received from her in 2015. Abbas’ remarks were published by the pro-Israel group Middle East Media Research Institute which is known for distorting statements by critics of Israel. Spokesperson for Abbas, Nabil Abu Rudeineh, said Abbas was quoting American and Jewish historians and that he “full[ly] condemn[ed]” the Holocaust and anti-Semitism. U.S. national security advisor Jake Sullivan told reporters that “[m]any of the elements of a pathway to normalization [between Israel and Saudi Arabia] are now on the table. We do not have a framework, we do not have the terms ready to be signed. There is still work to do,” further stating that there is a “broad understanding of many of the key elements.” (HA, REU 9/8)

In the West Bank, Israeli forces raided Ni‘lin and punitively demolished the family home of a Palestinian man who was killed after he allegedly killed 1 Israeli woman in Tel Aviv on 3/9; 2 Palestinians were injured by live ammunition while protesting the demolition. The punitive demolition was carried out in a 4-story apartment building on the second floor with explosives, causing damage to other apartments. Israeli forces also shot and injured 2 Palestinians during a raid in Qabatiya. Elsewhere, Israeli forces issued a demolition order for a house under construction in Tura. Israeli forces also seized 2 tractors in Deir Sharaf. Meanwhile, Israeli forces raided Bardala, sealing water wells. 18 Palestinians were arrested during raids in Qabatiya, al-Jalama, Tubas, al-Am’ari refugee camp, Nablus, Salem, al-Arroub refugee camp, Birzeit, al-Mughayyir, and al-‘Awja. The head of the Israeli police’s operational division Sigal Bar-Zvi said that Israel should declare a state of emergency over the continuing rise in gun violence in the Palestinian cities and towns in Israel. So far this year, 80 Palestinian citizens of Israel have been murdered. Bar-Zvi blamed organized crime for the rise in the murder rate. (HA 5/24)

Haaretz reported that the second largest Israeli spyware company QuaDream had announced that it would shut down due to its failure to get authorization from the Israeli Defense Ministry to sell its Reign spyware to Morocco and other new clients. Morocco was reportedly barred by Israel from buying QuaDream’s spyware as it had used NSO Group’s Pegasus spyware to target senior officials in Europe, including French president Emmanuel Macron. Turkish media reported that Turkish intelligence had arrested 11 members of a Mossad spy ring that operates against Iran. (HA 5/23)

The City of Geneva banned an exhibition organized by Samidoun and Rouge secour organization that highlights the plight of Palestinian prisoners in Israeli prisons. (NA 6/1)

Germany pledged $134 million in support of Palestinian development projects in the West Bank, Gaza, and East Jerusalem for 2023-24. (WAFA 5/23)

In the West Bank, Israeli forces delivered a stop-work notice for renovations at a cemetery near Yatta. Israeli forces also seized 1 bulldozer in Bardala. 4 Palestinians were arrested, including 3 at checkpoints in Jericho and Bethlehem, and 1 during a house raid in Hizma. In East Jerusalem, for the 6th night in a row, Palestinians protested the Israeli-imposed restrictions on the Old City during the month of Ramadan; Israeli police violently dispersed the protest with water cannons and stun grenades and 3 Palestinians were arrested. In Israel, Palestinian-Israelis protested the sale of a building in Jaffa to a Jewish religious organization, saying their community is being settled by Jewish-Israelis; 3 members of the Jewish organization were reportedly assaulted and clashes with police ensued. Gaza saw the highest COVID-19 death toll in a 24-hour period as 23 Palestinians died in Gaza of the virus. 761 people have died of COVID-19 in Gaza since the start of the pandemic. This occurred as Israel reopened society after vaccinating the majority of people within the Green Line while refusing to provide vaccinations to the people in its occupied territory. PA president Mahmoud Abbas spoke, via video link, at the annual J Street conference, where he said that the PA is “ready to resume negotiations with our Israeli counterpart on the basis of international legitimacy, resolutions and signed agreements and under the auspices of the International Quartet.” He also said that moving away from a 2-state solution would lead to apartheid. President Abbas also commended the Biden administration for resuming aid and restoring bilateral relations. (HA 4/18)

Israel and Greece signed a defense procurement deal worth $1.65 billion. According to the deal, the Greek air force will get a training center operated by Elbit Systems, and Elbit will maintain the Greek air force fleet for 20 years. The deal was signed in Cyprus after a meeting between the foreign ministers of Israel, Greece, Cyprus, and the UAE. (AJ, HA, REU 4/18)

The Financial Times reported that Iranian and Saudi Arabian officials met in Baghdad on 4/9 to see if the 2 countries could move toward repairing relations. It was reported that no agreement was reached. (AJ, HA, REU 4/18; REU 4/19; AP 4/21)

In the West Bank, Israeli settlers attacked 1 Palestinian man in Burqa, causing fractures and bruises. An Israeli settler also set a car on fire and wrote racist graffiti in Zeita, south of Nablus. Israeli forces destroyed a 200-meter-long water pipe near Bardala and took measurements for a punitive demolition of the home belonging to the family of an alleged attacker in Ya‘bad. 11 Palestinians were arrested during raids in and around Bethlehem, Hebron, Ramallah, and ‘Azun. U.S. president Donald Trump announced sanctions on the ICC and ICC personnel in retaliation to investigations into potential U.S. war crimes committed in Afghanistan. While Israel was not mentioned in Trump’s executive order, the country was mentioned in the accompanying press release: “the International Criminal Court has taken no action to reform itself and continues to pursue politically motivated investigations against us and our allies, including Israel.” (HA 6/11; WAFA 6/12)

More than 50 members of the U.S. congress called, in a letter, on U.S. ambassador David Friedman to condemn violence committed by Israeli settlers in the same manner he condemns violence committed by Palestinians. The letter noted the rise in cases of violence committed by Israeli settlers against Palestinians in recent months. (HA 6/11; WAFA 6/12)

The European Court of Human Rights ruled that the French courts had violated freedom of expression when 12 people from the BDS movement were convicted of inciting racism and anti-Semitism for distributing leaflets calling for boycotts of Israeli goods. Along Gaza’s border, IDF troops open fire on Palestinian shepherds working near Khan Yunis, causing no damage or injuries. Later, they open fire on Palestinian minors approaching the border fence near Gaza City, injuring 1. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces cut down or uproot at least 520 olive trees in a Palestinian grove outside Bardala village near Jericho. They also demolish a recently repaired road outside Hebron and a Palestinian home between Jerusalem and Bethlehem. IDF troops arrest 2 Palestinian brothers at a checkpoint in central Hebron when one of them is found with a knife on his person; arrest 8 more Palestinians during late-night raids near Salfit, Jenin, Tulkarm, and Hebron; and patrol near Hebron. The raids in Jenin refugee camp spark clashes with stone-throwing Palestinians; 1 Palestinian is lightly injured. In East Jerusalem, Israeli forces arrest a Palestinian imam while he is leaving his mosque in Silwan and demolish a Palestinian home in al-Walaja village. A U.S. official denies that the Trump administration has asked U.S. and international financial institutions to stop transactions with the Palestinians, denying a charge leveled by a senior PA official on 2/10. “The U.S. has not requested that foreign donors restrict assistance to the Palestinians, nor has it requested that financial institutions cease transfers to Palestinian Authority (PA) bank accounts,” the official says. U.S. representative Ilhan Omar (D-MN) apologizes for her 2/10 tweet about Israeli influence in U.S. politics. “Anti-Semitism is real and I am grateful for Jewish allies and colleagues who are educating me on the painful history of anti-Semitic tropes,” she writes in an apology statement. “At the same time, I reaffirm the problematic role of lobbyists in our politics, wither it be AIPAC, the NRA, or the fossil fuel industry.” (NYT 2/11; CNN 2/12)

They violently disperse another protest in central Nablus against the Israeli occupation (1 Palestinian is injured); fire sound bombs and tear gas at Palestinian minors returning from school in central Hebron; arrest 17 Palestinians during late-night raids near Ramallah, Bethlehem, Qalqilya, Hebron, Tulkarm, and Jenin; and patrol in and around Nablus, Jenin, Tulkarm, Salfit, and Hebron. Israeli forces seize a tractor from a Palestinian farm outside Bardala in the northern Jordan Valley. Israeli settlers puncture the tires of 4 Palestinian vehicles and spray racist graffiti on nearby walls in Odlah village near Nablus. In East Jerusalem, Israeli forces arrest 4 Palestinians during a late-night raid in Hizma. The Israeli authorities release the PA’s governor in Jerusalem, Adnan Ghaith, from detention, but they also ban him from entering the West Bank for 2 weeks. Ghaith was arrested during a raid on his home on 11/24. Israel’s cabinet approves NIS 700 million (approximately $187 million) in funding for a plan to “strengthen the civilian resilience” of communities in southern Israel surrounding Gaza. “They are steadfast and we support them,” Prime Minister Netanyahu says. (TOI 12/2)

The PA Ministry of Agriculture imposes a ban on purchases of lamb from Israel. The move comes amid a drop in lamb prices, and ministry officials say it is an effort to protect Palestinian lamb sellers. (TOI, TOI, WAFA 12/19; TOI 12/27)

In the West Bank, Israeli forces demolish a 4-story building in al-Bireh near Ramallah; an agricultural structure in Khirbet al-Marajim near Nablus; and a makeshift residential structure, 3 tents, and 3 agricultural structures in Bardala near Jericho. IDF troops patrol near Hebron, Tulkarm, and Qalqilya. Approximately 50 Israeli settlers throw stones at a Palestinian school in Urif village near Nablus, sparking clashes between their IDF escort and Palestinian students and residents of the area; 1 Palestinian is injured. The IDF reinforces its troops stationed along Gaza’s border with additional tanks, artillery and engineering forces ahead of the planned protests on the other side of the border fence on 10/19. Al-Hayat reports that Hamas and the other factions in Gaza recently agreed to scale back the Great March of Return protests along Gaza’s border fence to help facilitate the Egyptian effort to mediate a long-term Hamas-Israel cease-fire. The deal was reportedly reached on 10/15, before rocket fire and air strikes heightened tensions on 10/17. Meanwhile, a delegation of senior Egyptian officials shuttle between Gaza and Israel throughout the day, negotiating with both Hamas and Israeli officials on a long-term cease-fire and the stalled Palestinian reconciliation process. U.S. secretary of state Mike Pompeo announces that the U.S. consulate general in Jerusalem, which serves Palestinians, is to be merged with the new U.S. embassy in Jerusalem. “This decision is driven by our global efforts to improve the efficiency and effectiveness of our operations,” he says. “We will continue to conduct a full range of reporting, outreach, and programming in the West Bank and Gaza as well as with Palestinians in Jerusalem through a new Palestinian Affairs Unit inside the U.S. Embassy Jerusalem.” (JP, MNA, MNA, REU, TOI, WAFA, YA 10/19)

Israel’s High Court of Justice rules in favor of Lara Alqasem, the U.S. student who the Israeli authorities denied entry into Israel on 10/2 and have detained ever since over her support for BDS. “Since the appellant’s actions do not raise satisfactory cause to bar her to entry to Israel, the inevitable impression is that invalidating the visa given to her was due to the political opinions she holds,” the court’s ruling reads. “If this is truly the case, then we are talking about an extreme and dangerous step, which could lead to the crumbling of the pillars upon which democracy in Israel stands.” (EI, HA, MNA, TOI 10/19)

Along Gaza’s border, Israeli forces conduct a limited incursion to level lands near al-Bureij refugee camp. In the West Bank, Israeli forces uproot 130 Palestinian olive trees outside the Jordan Valley village of Bardala. Israeli soldiers shoot and injure 2 Palestinians in a car near Hebron. It’s unclear why they opened fire. The IDF also arrests 2 Palestinians during latenight raids in Qalqilya and near Bethlehem, and patrols near Tulkarm and Hebron. Israeli settlers slash the tires of 3 Palestinian cars and leave racist graffiti on a 4th in Jalud village near Nablus. A Palestinian journalist succumbs to injuries sustained when the IDF violently dispersed peaceful protests along Gaza’s border on 4/13, bringing the death toll stemming from the Great March of Return to 37. Israeli forces shell a Hamas military post along Gaza’s border nr. Dayr al-Balah, causing no injuries, in response to shots fired at an IDF patrol in the area earlier in the day. In the West Bank, hundreds of Israeli settlers visit Joseph’s Tomb nr. Nablus overnight, sparking clashes between their IDF escort and Palestinian youths from nearby Balata r.c.; there are no serious injuries. Elsewhere, Israeli settlers assault and moderately injure a Palestinian nr. Jenin and damage his car. Israeli forces demolish water pipelines serving Bardala village in the n. Public and private Palestinian institutions across the West Bank and Gaza observe a general strike in solidarity with the Palestinian prisoners who have been on hunger strike since 4/17. Approximately 500 mbrs. of PIJ declare a 1-day hunger strike in solidarity as well. Meanwhile, Israeli settlers open fire on Palestinian protesters marching through al-Bireh in solidarity with the prisoners; there are no serious injuries. The PA informs the Israeli govt. that it will no longer be paying for the electricity that Israel supplies to the Gaza Strip, marking a major change in the PA’s policy toward Hamas’s control over Gaza. The move comes amid an escalating electricity shortage in Gaza, and also follows reports that PA pres. Abbas has been planning to increase pressure on Hamas to give up control of the Gaza Strip. The PA generally pays Israel about NIS 40 m. (approx. $11 m.) per mo. to provide Gaza with around 30% of the electricity it requires. Israel takes the electricity fees out of the taxes it collects on behalf of the PA. Meanwhile, UN coordinator for humanitarian aid and development activities Robert Piper approves the release of $500,000 to buy emergency power for hospitals in the Gaza Strip. Five missiles strike ammunition depots nr. the Damascus International Airport overnight, causing damage but no reported injuries. Syria’s official news agency blames Israel for the strike.
