In the West Bank, Palestinians prevented Israeli settlers with military escort from entering Nablus at the Joseph’s Tomb site; 2 Israeli soldiers were reported injured by stone-throwers. Israeli settlers chased Palestinian herders off their own land in Masafer Yatta. Israeli forces violently dispersed a protest at an Israeli checkpoint near al-Bireh, injuring 1 journalist with a rubber-coated bullet and others with tear gas. 6 Palestinians were arrested during late-night raids in Biddu and Deir Nidham. In East Jerusalem, more than 770 Israeli settlers toured the Haram al-Sharif compound, waving Israeli flags. 5 Palestinians were arrested during late-night raids in Isawiya, al-Tur, and the Old City. The trial against 14 PA security officers charged with beating PA critic Nizar Banat to death on 6/24 began in Ramallah. Banat’s brother Ghassan Banat said that the PA was using the 14 officers as scapegoats and that the trial was incomplete without prosecution of the head of the Preventive Security Services and the interior minister. All 14 officers pledged not guilty to charges of battery, abuse of power, and violation of military instructions. According to a cousin of Banat, 1 of his other cousins was arrested before the hearing. The arrested cousin is said to be 1 of the key witnesses to the killing of Banat. (HA, REU 9/27; MEMO 9/28)

At the UN general assembly, Israeli prime minister Naftali Bennett did not overtly mention Palestine or Israel’s occupation, but did say that “Israelis don’t wake up in the morning thinking about the conflict.” Prime Minister Bennett dedicated a portion of his speech to Iran, saying that its alleged nuclear weapons program had “hit a watershed moment, and so has our patience.” (HA, HA, MEMO, REU 9/27; AJ, ALM, AP, HA, HA, HA, HA 9/28; JP, JP 9/29)

The UN Conference on Trade and Development issued a report, saying that 2020 was the worst year for the PA economy since its establishment in 1994. The report stated that the COVID-19 pandemic and the Israeli occupation were the main factors behind the economic decline. (MEMO, WAFA 9/28)

At a UK Labour conference in Bristol, members of the party voted for a motion that called for sanctions against Israel for its violations of international law, stopping arms trades with Israel, and ending trade with Israeli settlements. The motion noted that Israel is guilty of the crime of apartheid. The motion is non-binding. PA president Mahmoud Abbas thanked the Labour party for passing the motion. IDF troops conduct raids in Dayr Nizam village nr. Ramallah, sparking clashes with stone-throwing Palestinians; 1 Palestinian is injured. Elsewhere in the West Bank, they arrest 2 Palestinians during raids nr. Hebron; and patrol nr. Hebron and Nablus. Israeli settlers hang dozens of Israeli flags on the walls of al-Ibrahimi Mosque in c. Hebron in commemoration of Israel’s Independence Day, which starts in the evening. In East Jerusalem, Israeli forces arrest 2 Palestinians during raids in al-Tur. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Dayr al-Balah and again nr. Israeli forces disperse Palestinians gathering at Damascus Gate in Jerusalem for a protest in solidarity with the 1,500-plus hunger-striking Palestinian prisoners who have been observing the Dignity Strike since 4/17; 1 Palestinian is arrested. In Doha, Hamas unveils a new platform, titled “Document of General Principles and Policies,” including provisions accepting the notion of a Palestinian state with borders based on the pre-1967 armistice lines and calling for resistance to Israel, rather than a war against Jews. Salfit to protest the IDF’s recent closure of the village’s water well; there are no serious injuries. IDF troops escort archaeologists into a village nr. Jenin to photograph ruins in the area, sparking clashes with local residents; conduct late-night raids and house searches in Bayt Jala, Jalazun r.c. and 1 village nr. Ramallah, and 1 village nr. Jenin, arresting 5 Palestinians and issuing an arrest summons to 1; patrol during the day in 2 villages nr. Hebron and 1 nr. Salfit. Around 200 Israeli settlers throw stones at Palestinian homes in a village s. of Jenin late at night, sparking minor clashes with local residents. In East Jerusalem, a French Christian tourist attempts to raise the Israeli flag at Haram al-Sharif, sparking clashes with stone-throwing Palestinians; at least 7 are arrested, including a number of Islamic Waqf employees. Later, Israeli forces nonviolently disperse a demonstration organized by the Islamic Waqf in protest of the detention of their colleagues earlier in the day; 2 Palestinians are arrested, including 1 journalist. Hamas dep. chief Abu Marzuq says that Hamas will not work with the 5 new ministers sworn in to the PA consensus govt. on 7/31 and calls for PM Hamdallah to be removed from office. (MNA 8/5)

In the Gaza Strip, a bomb explodes in an Egyptian troop transport in the n. Sinai Peninsula along the border with Gaza. Then, Egyptian soldiers open fire on 2 Palestinian military posts across the border nr. Rafah, causing no injuries. The Hamas-run govt. in Gaza says that it was not involved in the initial bombing, while Egyptian authorities blame Hamas for the bombing. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Meanwhile, dozens of Palestinian refugees gather in front of the Ministry of Labor, protesting the lack of jobs in the Strip. In the West Bank, around 250 Palestinian and international activists set up a tent camp, named “Gate of Jerusalem,” in Abu Dis to protest the Israeli govt.’s settlement policies and its plans to displace Palestinian bedouins in the E1 area. Late at night, Israeli soldiers raid the camp and later return to demolish it and forcibly remove the activists. IDF troops conduct late-night house searches and arrest raids nr. Hebron and ‘Aqabat Jabir r.c.; patrols nr. Hebron, Jenin, Jericho, and Qalqilya. They also deliver demolition notices to the Palestinian owners of 3 tents and 2 barns nr. Ramallah. Meanwhile, Israeli settlers, accompanied by IDF troops, break into a Palestinian residential complex nr. Bethlehem and erect Israeli flags. In East Jerusalem, over 20 right-wing Jewish activists accompanied by 12 Israeli police enter Haram al-Sharif and tour the area. During a patrol in the Old City, Israeli forces arrest a Palestinian. Abbas addresses the UNGA and officially submits the papers requesting full UN member-state status. UN secy.-gen. Ban Ki-Moon immediately sends the application to the UNSC. Rotating UNSC head, Lebanese amb. Nawaf Salam, says he will distribute it to UNSC mbrs. on 9/26. (NYT, WP, WT 9/24)

Netanyahu also addresses the UNGA session, calling on Abbas to resume talks immediately in New York, again without giving details on the basis or goal of talks. (WP 9/24) Within 3 hrs. of Abbas’s speech, the Quartet issues a vague statement calling on Israel and the Palestinians to return to talks within a month, with the objective of reaching a final agreement within a year. While Quartet special envoy Blair heralds this as “breakthrough,” UN and U.S. officials say the idea is to delay UNSC consideration of the Palestinian application to the UN on the assumption that if talks are “underway and making progress,” the UNSC would put off a vote in hopes that the parties could reach negotiated agreement. In the West Bank, 1,000s of Palestinians gather in Ramallah’s Clock Tower Square after dark to watch Abbas’s UN address televised live and celebrate the application for statehood. Similar rallies are held across the West Bank, but are banned in Gaza by Hamas authorities, who are angry that Abbas did not consult with Hamas over the process. Observers note (e.g., NYT, WP 9/24) that the “festive mood was tempered with resentment at . . . Obama’s firm stance against the initiative.” One Palestinian on the street states (WP 9/24): “We are choking on the American double standard. America supported the movements for freedom in Egypt, Tunis, Libya and Yemen, but this stops when it comes to the Palestinian people. We are asking, why?” During the day, the regular weekly protest against the separation wall in Bil‘in, al-Nabi Salih, and Ni‘lin are turned into rallies in support of the UN statehood initiative; in al-Nabi Salih, Palestinian demonstrators burn Israeli flags and posters of Obama. Similar small rallies are held at Qalandia r.c. The IDF fires rubber-coated steel bullets, tear gas, and percussion grenades at the demonstrators, causing no serious injuries. Meanwhile, nr. Kiryat Arba settlement in Hebron, a Palestinian boy is killed in a hit-and-run by a vehicle with Israeli plates. Later in the day in the same area, a Jewish settler man and his infant son, residents of Kiryat Arba, die in a car crash; the IDF says it was an accident, but local settlers accuse the army of covering up a murder, claiming that vengeful local Palestinians stoned the vehicle causing it to crash. The IDF denies the claims and expresses concern that settlers are attempting to provoke violence on the eve of Abbas’s UN speech. Meanwhile, unarmed Palestinians patrolling the outskirts of Qusra village in the n. West Bank (subject of numerous recent attacks by Jewish settlers fr. Esh Kodesh outpost) throw stones at a group of armed Jewish settlers that try to enter the village, sparking a clash; the IDF intervenes, firing tear gas and live ammunition at the Palestinians, killing 1 Palestinian and wounding 7. The IDF also patrols in 2 villages nr. Ramallah and Salfit in the morning, in Jericho in the afternoon, and in al-Bireh, 2 villages nr. Salfit, and 1 nr. Tulkarm late at night. Under pressure fr. the U.S., Israel halts demolitions in the PA's Ramallah compound, though soldiers maintain the siege and raise an Israeli flag atop the remaining building where Arafat and his men are holed up. 1,000s of Palestinians defy curfews across the West Bank to protest for a 2d day, demonstrations also continue in Gaza. In Balata r.c., the IDF fires on a group of Palestinian, international protesters killing a 14-yr.-old Palestinian boy. The IDF also bulldozes 9 dunams of land nr. Kefar Darom settlement.
