In the West Bank, Israeli settlers threw stones at Palestinian-owned vehicles in the Old City of Hebron, causing damage. 20 Palestinians were arrested during late-night raids in Beit Sira, Hebron, Jenin, Tubas, Tulkarm, and Qalandia refugee camp. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting Israeli air strikes on Gaza at the Damascus Gate plaza, assaulting several and arresting 1. In Gaza, Israel continued its assault on Gaza for the 2d day in a row, assassinating Islamic Jihad commander in southern Gaza Khaled Mansour, using fighter jets to fire 6 missiles on a 3-story building in Rafah refugee camp; 2 other members of Islamic Jihad were killed in the assassination, as were 4 others, including 1 child. 35 were injured, including 18 children. Israel further killed 7 other Palestinians in air strikes: 2 on a street in Beit Hanun; 2 riding a motorcycle in Khan Yunis; 2 near a market in Khan Yunis; and 1 while firing a mortar shell east of Jabaliya. Additionally, 7 Palestinians were killed in an explosion in Jabaliya refugee camp, including 4 children; it was unclear whether the explosion was caused by an Israeli missile or misfire of an Islamic Jihad rocket. This raises the death toll from Israel’s Operation Breaking Dawn to 31 since 8/5, including 10 children. 265, including 95 children, have been injured. The Gaza power plant stopped operations in the middle of the day due to a lack of fuel. 2 Israeli soldiers were reportedly lightly injured by a mortar shell. Islamic Jihad leader Ziad al-Nakhala met with head of the Iranian Revolutionary Guard Corps Hossein Salami in Tehran. Major-General Salami told al-Nakhala that Palestinians are not alone in their struggle against Israel. (AJ 8/6)

U.S. national security council spokesperson John Kirby said that the U.S. is working with Israeli and Palestinian partners to achieve calm in Gaza but “remain[s] unwavering in our commitment to Israel’s security.” Spokesperson Kirby also said that the U.S. “absolutely fully supports Israel’s right to defend itself against terrorist groups.” Secretary of defense Lloyd Austin “expressed concern regarding reports of civilian deaths and called for a timely and thorough investigation into any civilian casualties,” according to a readout of Austin’s conversation with Israeli defense minister Benny Gantz. In the West Bank, Israeli forces raided Jenin, attempting to arrest the brothers of 1 Palestinian man who was shot and killed in Jaffa after he allegedly killed 3 Israelis and wounded 10 others in Tel Aviv on 4/7; Israeli forces shot and killed 1 Palestinian minor who was selling hot drinks near the raid. Israeli forces also clashed with Palestinians in Ya‘bad, injuring 6. Elsewhere, Israeli forces shot and killed 1 Palestinian in al-Khader, who they claimed had thrown a Molotov cocktail at the Israeli forces during a raid on the town. Israeli forces also shot and killed 1 Palestinian woman who allegedly stabbed 1 Israeli soldier in Hebron. Meanwhile, Israeli forces shot and killed 1 Palestinian widower and mother of 6 who the forces claimed had acted in a “suspicious manner” in Husan. The woman was unarmed. 20 were arrested during raids in Ya‘bad, Jenin, and Nur Shams refugee camp. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Sudaniyya; no injuries were reported. The Israeli supreme court ruled that the PA may by liable for damages to Israeli victims of attacks by Palestinians, citing payments to Palestinian prisoners in Israeli jails and their families by the PA. The Israeli cabinet voted to form a committee to study the possibility of revoking social benefits from Palestinian citizens and residents of Israel who are related to Palestinians charged with committed terror activity. The proposal was made by prime minister Naftali Bennett, foreign minister Yair Lapid, and labor minister Meir Cohen. (HA 4/10)

In a video recorded at the Damascus Gate plaza, MK and leader of the Joint List Ayman Odeh called on Palestinian citizens of Israel in the Israeli forces to lay down their arms and leave their posts in East Jerusalem and the West Bank. (ALM, HA, MEMO 4/11; HA 4/12)

Elsewhere, Israeli settlers attacked 1 Palestinian American man working his land in Mukhmas near the Ramat Migron settlement outpost, causing severe injuries. The man was arrested by Israeli soldiers before being released after showing proof that he owns the land during his interrogation. Israeli settlers also opened fire at 1 Palestinian vehicle traveling in Tarqumiyah, injuring 1. Israeli forces shot and injured 2 Palestinians during a late-night raid in Turmus ‘Ayya. Israeli forces also shot and injured 3 Palestinians during a late-night raid near Tulkarm. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in al-Ram, injuring 1 Palestinian minor who lost 1 of his eyes after being hit with a baton round. In East Jerusalem, between 50,000-80,000 Muslim worshippers prayed at the Haram al-Sharif compound on the 1st Friday in the month of Ramadan. Some 25,000-40,000 of them were from the West Bank. Israel only allowed Palestinians 50 years or older to enter East Jerusalem from the West Bank for Friday prayers. Past years have seen more than 200,000 Muslim worshippers pray at the compound on the 1st Friday of Ramadan. Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, injuring 2 with baton rounds and arresting 2 others. Off the coast of Gaza, Israeli naval forces detained 6 Palestinian fishermen within 3 nautical miles northwest of Rafah in 2 separate incidents before confiscating their 3 boats. In the West Bank, 9 Palestinians were arrested during late-night raids in Bayt Awa, Beit Umar, al-Twana, Nablus, and Birin. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, detaining and assaulting 2 and arresting 3 others. 3 Palestinian citizens of Israel were indicted on charges of smuggling pistols and hashish from Lebanon into Israel. According to the indictment, the 3 were going to sell the pistols to a man in Hebron. (HA 4/6)

PA prime minister Mohammed Shtayyeh met with 15 conservative members of the UK Parliament in Ramallah. Prime Minister Shtayyeh called on the MP to recognize the State of Palestine, citing the UK’s historical responsibility for the current situation. Shtayyeh also asked the politicians to help facilitate elections being held in Jerusalem. (WAFA 4/6)

The 6 Palestinian rights organizations deemed terrorist organizations by Israel in October 2021—al-Haq, Addameer, Bisan Center for Research and Development, Defence for Children International – Palestine, the Union of Palestinian Women’s Committees, and the Union of Agricultural Work Committees—issued a joint statement calling for international help to have their terror designations rescinded. The organizations said that verbal condemnation of the designations had not helped their situation. (AHQ 4/6; MDW 4/12)

Idit Sliman of Yamina said she would leave the Israeli government coalition after striking a deal with former prime minister Benjamin Netanyahu. Sliman’s departure from the coalition ended the coalition’s majority in the Knesset that is now split 60-60. Sliman commented that “the time has come to form a national, Jewish and Zionist government.” Sliman was promised, by Netanyahu, the role of health minister if he wins the next election. In the West Bank, Israeli forces shot and injured 1 Palestinian using live ammunition during a raid in Faqqua. Israeli forces also delivered a stop-work order for 1 residential structure, 1 agricultural structure, and 1 water well near Hebron. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, for the 3d day in a row, arresting and assaulting 9 Palestinians. The PA, Jordan, Egypt, and the OIC criticized Israel for violently dispersing Palestinians in East Jerusalem and restricting Palestinians’ access to the Haram al-Sharif compound during the 1st weekend of the month of Ramadan. (HA, WAFA 4/4)

The PA health ministry released a report on Israeli forces’ attacks on Palestinians in 2021. The report said that 355 Palestinians were killed by Israeli forces and more than 16,500 were injured. 265 Palestinians were killed in Gaza, mainly in May 2021, and 90 in the West Bank and East Jerusalem. 87 of the Palestinians killed by Israel in 2021 were children. Japan’s Social Development Fund announced a $2.4 million grant to help improve the Palestinian Heritage Trail in the West Bank. The project is aimed at improving the Palestinian economy through tourism opportunities. (WAFA 4/4; ALM 4/5)

In East Jerusalem, Israeli settlers raided Ras al-Amud, leading to a confrontation between Palestinians and Israeli police; 3 were arrested. 2 other Palestinians were assaulted and arrested near the Damascus Gate plaza. The Israeli state prosecutor’s office charged 4 Palestinians from Sur Baher with acts of terrorism and supporting Hamas. Israel claimed that they were tasked by Hamas to “establish and operate a military and organizational infrastructure in Jerusalem.” (HA, JP 3/18)

In the West Bank, Israeli settlers with military escort toured Sabastia, closing parts of the town off to Palestinians. Israeli forces shot and injured 2 Palestinians with live ammunition during a raid in Jenin. Israeli forces also demolished 2 agricultural structures in Duma and confiscated a tractor in al-‘Awja. 8 Palestinians were arrested during late-night raids in Abu Dis, Aida refugee camp, Bethlehem, Hebron, Nablus, Deir Istiya, and Jenin. In East Jerusalem, Israeli settlers marched near the Damascus Gate plaza, chanting anti-Palestinian slogans, and attacked a grocery store. Israeli forces demolished 1 commercial structure in Isawiya. Armed Israeli settlers raided Susiya, chanting racist slogans and throwing stones, injuring 1 Palestinian man. Israeli forces violently dispersed a protest in al-Bireh, injuring 1 journalist with a rubber-coated bullet; others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 12 with rubber-coated bullets and others with tear gas. The Directorate of the Islamic Waqf in Jerusalem said Israel is preventing the implementation of a Waqf decision to increase the number of Waqf guards at the Haram al-Sharif compound.
