Palestinian citizens of Israel and Palestinians across Gaza, East Jerusalem, and the West Bank observe a general strike in protest of the so-called Nation-State Law, which codified Israel’s status as the nation-state of the Jewish people when it passed in the Knesset on 7/19/18. Israeli forces violently disperse demonstrations against the law on the outskirts of Ramallah, and in Nablus, Qalandia refugee camp, and Qalqilya, as well as 2 neighborhoods in East Jerusalem, (al-‘Izzariya and Abu Dis); 14 Palestinians are injured. Elsewhere in the West Bank, IDF troops patrol in Hebron, sparking clashes with stone-throwing Palestinian minors; there are no reported injuries. They also arrest 3 Palestinians during late-night raids near Hebron and Bethlehem. Along Gaza’s border, IDF troops violently disperse Palestinians gathering near al-Bureij refugee camp, Khan Yunis, and Jabaliya refugee camp throughout the day to protest the Israeli blockade, protest the Nation-State Law, and continue the Great March of Return; at least 44 Palestinians are injured. In the evening, several Palestinian fishing boats sail in a symbolic challenge to Israel’s blockade. They turn back to shore after Israeli naval forces fire warning shots in their direction, causing no damage or injuries. Meanwhile, Israeli firefighters put out 4 fires in southern Israeli border communities reportedly sparked by incendiary kites or balloons flown from Gaza. In East Jerusalem, Israeli settlers assault a number of Palestinians and damage a number of their vehicles in the Old City. Later, Israeli forces violently disperse of Palestinian minors congregating near the Damascus Gate to the Old City; 1 Palestinian is injured and 2 are arrested. They also arrest 2 Palestinians during late-night raids in Abu Dis and Hizma, sparking minor clashes in the latter. In the West Bank, IDF troops conduct raids in Dayr Abu Mash‘al nr. Ramallah for the 4th time this week, confiscating about 20 vehicles and arresting 2 relatives of the 3 Palestinians killed in a confrontation with Israeli forces on 6/16. They also arrest 2 Palestinians during latenight raids nr. Hebron and Nablus, and patrol during the day nr. Hebron. Israeli forces level land nr. Nablus for a 2d day in a row. In East Jerusalem, around 300,000 Muslims pray at Haram al-Sharif late at night, marking Laylat al-Qadr, the night Muslims observe to mark the revelation of the Qur’an to the Prophet Muhammad. Son-in-law and senior advisor to U.S. pres. Jared Kushner arrives in Israel and meets with Israeli PM Netanyahu to discuss U.S. efforts to restart Palestinian-Israeli peace talks. According to the White House, the 2 sides reaffirmed their desire to make peace and acknowledged the need for “economic opportunities for Palestinians and major investment in the Palestinian economy.” Kushner and U.S. rep. Greenblatt then travel to Ramallah to meet with PA pres. Abbas. No further details are made available. (HA, TOI, WHPO, YA 6/21; WAFA 6/22)

Netanyahu meets with several top defense and security officials to approve a new “security strategy” for Damascus Gate, the main entrance to Jerusalem’s Muslim Quarter, following the 6/16 attack in East Jerusalem. The new strategy reportedly includes new “surveillance points,” increased numbers of cameras, and other measures. (They will announce it on 6/22.) (MNA 6/22; TOI 6/23)

Israeli forces shoot and kill a Palestinian youth in the Old City of Jerusalem after she allegedly attempts to stab an Israeli police officer at Damascus Gate, causing no injuries. Palestinian witnesses say that she did not pose a threat to the police, and that she was “executed in cold blood.” Elsewhere in East Jerusalem, the Israeli police open a new station in Shu‘fat r.c. It’s the first of 5 new stations planned across East Jerusalem as part of the NIS 1 b. plan to increase security announced in 8/2016 (see JPS 46 [1]). Meanwhile, Israeli forces arrest 6 Palestinians during late-night raids in Silwan and the Old City. Along Gaza’s border, Israeli forces conduct limited incursions to level land nr Dayr al-Balah and Khan Yunis. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In the West Bank, Israeli settlers assault Palestinian farmers protesting the expansion of a settler bypass road nr. Ramallah; there are no serious injuries. IDF troops confiscate surveillance tapes, arrest 8 Palestinians, and issue 2 arrest summons during late-night raids in and around Bethlehem, Qalqilya, and Hebron; and patrol nr. The Egyptian authorities open the Rafah border crossing for the 2d of 3 planned days. They also announce that the crossing will be open an additional day on 5/9. (WAFA 5/7)

The IPS releases footage, taken on 4/27 and 5/5, purportedly showing Marwan Barghouti eating cookies and candy in his prison cell. Barghouti, the Fatah leader who organized the Dignity Strike, is currently being held at Kishon Prison. Some IPS sources say that they provided him with the food to see if they could get him to break his strike. Barghouti’s lawyer and various Palestinian leaders dismiss the videos as forgeries. Israel’s Ministerial Comm. for Legislation approves a new version of the so-called nation-state bill, which would cancel Arabic’s status as an “official language” of Israel and codify Israel’s status as the “national home of the Jewish people”. Disagreements over previous drafts of this bill led to the dissolution of the Knesset and national elections in 3/2015 (see JPS 44 [3, 4]). Unlike earlier drafts, the version approved today does not subordinate Israel’s democracy to its Jewish character. (HA, JP, TOI 5/7)

IDF troops conduct raids in Dayr Nizam village nr. Ramallah, sparking clashes with stone-throwing Palestinians; 1 Palestinian is injured. Elsewhere in the West Bank, they arrest 2 Palestinians during raids nr. Hebron; and patrol nr. Hebron and Nablus. Israeli settlers hang dozens of Israeli flags on the walls of al-Ibrahimi Mosque in c. Hebron in commemoration of Israel’s Independence Day, which starts in the evening. In East Jerusalem, Israeli forces arrest 2 Palestinians during raids in al-Tur. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Dayr al-Balah and again nr. Israeli forces disperse Palestinians gathering at Damascus Gate in Jerusalem for a protest in solidarity with the 1,500-plus hunger-striking Palestinian prisoners who have been observing the Dignity Strike since 4/17; 1 Palestinian is arrested. In Doha, Hamas unveils a new platform, titled “Document of General Principles and Policies,” including provisions accepting the notion of a Palestinian state with borders based on the pre-1967 armistice lines and calling for resistance to Israel, rather than a war against Jews. In Gaza, fighters from the Salafi group Sarayat al-Shaykh Umar Hadid fire a rocket into Israel late at night, causing no damage or injuries. IAF jets launch a retaliatory air strike on a Hamas weapons facility in c. Gaza, causing damage but no injuries. Following 2 days of increased tension in East Jerusalem, a Palestinian attacks a group of Israeli border police nr. the Damascus Gate to the Old City, stabbing and injuring 1. The Israeli police assault and arrest the man. Israeli forces demolish 2 Palestinian homes and 7 stores in al-‘Izzariya to clear space for the expansion of the separation wall. They also detain 4 Palestinians at Haram al-Sharif. Late at night, Palestinian youths throw a firebomb at an Israeli police jeep in al-Tur, sparking clashes with Israeli forces; 2 Palestinians are detained. In the West Bank, IDF troops conduct house searches and raids nr. Tulkarm, Hebron, Jenin, and Qalqilya, arresting 11 Palestinians. In the Gaza Strip,IDF troopsshoot and injure a Palestinian as he approaches the border fence e. of Jabaliya. Later, IDF troops along the border fence arrest 2 Palestinians attempting to enter Israel. In the West Bank, an Israeli settler opens fire on a Palestinian taxi driver n. of Hebron, causing no injuries. IDF troops enter Yatta village s. of Hebron and deliver a summons to the home of a Palestinian who has been incarcerated for 3 years. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation, as well as the recent violence in Jerusalem, in 5 areas nr. Ramallah (Bil‘in, Nabi Salih, Ni‘lin, Silwad, and outside Ofer prison), 1 village nr. Qalqilya (Kafr Qaddum), Qalandia r.c., and nr. al-Shuhada Street in Hebron, injuring 12 Palestinians. The IDF conducts house searches and raids nr. Tubas. In East Jerusalem, an Israeli man runs over a Palestinian woman with his car nr. Shu‘fat r.c., seriously injuring her. After 3 Israeli settlers provoke local residents in al-Tur, 2 of the settlers are stabbed and 1 Palestinian is hospitalized with moderate injuries. Separately, Israeli settlers attack Ahmad al-Ghoul, the head of the Fatah Youth Movement in Jerusalem, nr. Damascus Gate, moderately injuring him. In n. In the Gaza Strip, Israeli forces open fire on Palestinians close to the border fence nr. Dayr al-Balah, wounding 1. Off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in Bethlehem and 1 nearby village and Aida r.c., 2 villages nr. Hebron and 1 village each nr. Ramallah and Salfit at night; patrols in 2 villages nr. Hebron at night. In Jerusalem, a Palestinian stabs an Israeli man nr. the Damascus Gate of the Old City, wounding him. Former Israeli PM Ariel Sharon dies in Tel Hashomer hospital nr. Tel Aviv, aged 85, following 8 years in a coma. Sharon suffered a stroke in 1/2006 and never regained consciousness. U.S. Pres. Obama praises Sharon’s dedication to his country and his “unshakable commitment” to Israel’s security. (REU 1/11)

In the Gaza Strip, Israeli forces launch air strikes on 3 targets, causing no damage or casualties. Separately, Israeli forces open fire on 1 Palestinian collecting metal close to the border fence nr. Bayt Hanun, wounding him in the leg. Separately, during a protest, Israeli forces wound another Palestinian civilian close to the border fence with live ammunition. In the West Bank, the IDF conducts house searches and arrest raids in Hebron at night; patrols in 2 villages nr. Ramallah and 1 village nr. Jenin in the morning, in 2 villages nr. Jenin and 1 village nr. Hebron in the afternoon, and in 2 villages nr. Hebron and 1 village nr. Jericho at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 2 villages nr. Ramallah (Bil‘in and Ni‘lin), 1 village nr. Bethlehem (al-Ma‘sara), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries. U.S. Secy. of State Kerry meets with Israeli FM Lieberman in the morning, before meeting Netanyahu again, and then heads to Ramallah for talks with PA Pres. Abbas. Israeli media reports that in discussion with Kerry, Lieberman states his opposition to the return of Palestinian refugees to the West Bank. In Ramallah, meanwhile, Kerry’s visit is met with a demonstration by hundreds of Palestinians protesting against the U.S. official and the peace process. (AFP, JP, ToI 1/3)

In Egypt, clashes between supporters of ousted pres. Morsi and security forces leave 17 people dead, and 62 wounded, with 17 mbrs. of the security forces also injured. An anonymous govt. official says that 258 protesters were arrested. The violence took place in a number of cities, including Cairo, Giza, Ismailia, Fayoum, and Alexandria. (AP, REU 1/3)

In the Gaza Strip, Palestinians fire 1 rocket into s. Israel which causes no damage or injuries. In addition, Israeli troops fire upon a demonstration that approaches the border fence, as part of protests in solidarity with Palestinians facing restricted access to al-Aqsa mosque, injuring 5. In the West Bank, hundreds of Palestinians clash with Israeli troops as part of demonstrations marking the 13th anniversary of the 2d intifada. In al-Fawar r.c. nr. Hebron, the IDF opens fire with rubber-coated metal bullets, hitting a child and blinding her in 1 eye. In c. Hebron, more than 200 Palestinians throw stones at Israeli soldiers, who injure 23 Palestinians with live ammunition and rubber-coated metal bullets. There is also a protest outside Ofer prison nr. Ramallah, and in the Nablus area at Hawara checkpoint (where 1 person is injured with a rubber-coated metal bullet to the head). The IDF also conducts house searches and arrest raids in 1 village nr. Jenin and Hebron at night; patrols in 1 village nr. Ramallah in the morning, and in 2 villages nr. Ramallah at night. Jewish settlers set fire to 2 Palestinian vehicles nr. Beit El settlement n. of Ramallah. In East Jerusalem, Palestinian youths smash a hole in the separation wall in Abu Dis before Israeli forces arrive and violently disperse them. Diplomats from the Quartet meet on the sidelines of the UNGA in New York and issue a statement calling on both sides to take “every possible step” to make the current negotiations a success. Envoy Tony Blair says that the meeting heard of initiatives accompanying peace talks to boost the Palestinian economy. The Quartet reps. were also joined by Tzipi Livni and Saeb Erakat in their capacities as lead negotiators for their respective sides. (AP, JP 9/28)

The UNSC votes unanimously for a res. that will see Syria’s chemical weapons stockpile secured and destroyed. Kerry says that the res. shows diplomacy is able to “peacefully defuse the worst weapons of war,” adding that destruction of the arsenal will begin in 11/2013 and run through to mid-2014. The council also backs a road map for political transition in Syria, and calls for an international conference to be convened “as soon as possible.” (AP, ToI, REU 9/27)

U.S. Pres. Obama and Iranian pres. Ruhani speak on the telephone, the highest-level contact between the 2 countries since 1979. Obama, in comments at the White House, and Ruhani, via a Twitter account, said that both are committed to solving the nuclear issue. (REU 9/27)

Israel’s Jerusalem municipal authorities demolish 4 Palestinian shops nr. Damascus Gate in the Old City; the shops were the target of an arson attack the previous week, but had already been slated for demolition in 2/2010 as part of a municipal infrastructure development project. Late at night, Israeli warplanes make 2 air strikes on an IQB training site nr. Gaza City, causing no injuries. In the West Bank, the IDF conducts synchronized patrols in 2 villages nr. Tulkarm in the morning; conducts other daytime patrols in 1 village each nr. Tulkarm and Ramallah; and conducts late-night patrols in ‘Ayn Bayt al-Ma’ r.c. and 2 villages nr. Jenin and Ramallah.
