In the West Bank, Israeli settlers raided Umm Safa, throwing stones at Palestinian farmers working their land. Israeli settlers also blocked Route 60 between Jerusalem and Ramallah, burning tires in protest over an Israeli demolition of a settlement outpost nearby. Israeli forces issued 12 stop work notices for 1 soccer field and 11 shacks in Masha and demolished an irrigation system under construction in Artas. Israeli forces also razed some 50 dunams (12.35 acres) of Palestinian land near Bruqin to expand the Brukhin settlement. In East Jerusalem, Israeli forces violently dispersed Palestinians celebrating Mawlid, the birthday of the Prophet Mohammad, assaulting people gathered at the Damascus Gate Plaza. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, injuring 1 with live ammunition and others with tear gas east of Khuza’a. PA prime minister Mohammad Shtayyeh met with Saudi non-resident ambassador to Palestine and consul general in Jerusalem Nayef al-Sudairi in Ramallah. It was al-Sudairi’s third day of meetings with Palestinian officials in the West Bank. Al-Sudairi also canceled a visit to the Haram al-Sharif compound on the occasion of Mawlid, reportedly after social media calls to prevent the visit in protest over the Saudi-Israeli normalization plans and due to the visit not being coordinated with the Jordanian-run Waqf, making the security a matter for the Israeli police. UN envoy for the Middle East peace process Tor Wennesland said after visiting Gaza that the situation was dire and that all parties must avoid another conflict, saying that “the people of Gaza have suffered enough.” Wennesland also briefed the UN Security Council, saying that Israel has advanced more than 10,000 settlement housing units in the last 3 months, calling on Israel to cease settlement activity immediately and calling on member states to up funding for UNRWA and the World Food Programme, which both need funding for food assistance in Gaza and the West Bank. The U.S. admitted Israel into its Visa Waiver Program, allowing Israelis to enter the U.S. for 90 days without obtaining a visa. Democratic senators Chris Van Hollen (D-MD), Brian Schatz (D-HI), Jeff Merkey (D-OR), and Peter Welch (D-VT) criticized the move, saying Israel has failed to meet the reciprocity requirements as not all U.S. citizens are treated equally by Israel, referring to Palestinian Americans who do not enjoy the same freedom of movement in Israel and Israeli-controlled crossings in the Occupied Palestinian Territories as other Americans do. Palestinian American member of the House Rashida Tlaib also criticized the decision, saying “it explicitly condones and enables the Israeli government’s discriminatory practices towards Americans requesting entry, including hours of detainment and interrogation.” U.S. embassy to Israel chargé d’affaires ad interim Stephanie Hallett said the embassy had established a working group to solve the issue of Palestinian Americans not being able to drive from the West Bank to Israel. The Lebanese army said it had exchanged smoke grenades with Israeli forces while working to remove “infringements” placed by Israeli forces on the Lebanese side of the Blue Line. A similar incident occurred on 9/23. (HA 9/27)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Huwwara, causing damage. Israeli forces shot and killed 10 Palestinians, including 3 by surface-to-air missiles and wounded more than 28 others during a raid in Jenin refugee camp. The PA and Hamas called the Israeli actions “a massacre” and the PA said it was halting security cooperation with Israel in response. Israeli forces also shot and killed 1 Palestinian during a protest in al-Ram against the raid in Jenin earlier in the day. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beit Umar, causing tear-gas related injuries. Israeli forces also shot and injured 2 Palestinians during a raid in ‘Azzun, others suffered tear-gas related injuries. Meanwhile, Israeli forces shot and injured 4 Palestinians during raids in al-Bireh. Israeli forces also shot and injured 1 Palestinian during a raid in Bethlehem. Israeli forces also razed land in Jabara and issued notices that they will uproot 100 olive tree saplings in Khallet ad-Dabi‘ in the Masafer Yatta area. 4 Palestinians were arrested during late-night raids in al-Am’ari refugee camp, al-Bireh, Tammun, and Dheisheh refugee camp. In East Jerusalem, Israeli settlers chanted ‘Death to Arabs’ at the Damascus Gate plaza before vandalizing an Armenian restaurant in the Christian Quarter of the Old City. In Gaza, 1 Palestinian child succumbed to injuries sustained on 8/5/2022 during Israel’s assault on Gaza dubbed “Operation Breaking Dawn.” Islamic Jihad fired 7 rockets into Israel in retaliation for the Israeli attacks on Jenin refugee camp. Israel later conducted airstrikes in Gaza, causing damage. Several countries condemned Israel’s raid in Jenin, including Saudi Arabia, Jordan, Kuwait, and Oman. U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf said that the U.S. has reached out to Israel to understand the circumstances of the raid and urged the PA not to end its security coordination with Israel. The UN Security Council scheduled a closed-door session to discuss the raid on 1/27. The UN coordinator for the Middle East peace process Tor Wennesland called the raid alarming. In the West Bank, Israeli forces shot and arrested 1 Palestinian trying to enter Israel for work at the separation wall near Zeita. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces arrested PA governor of Jerusalem Adnan Ghaith during a house raid in Silwan. Governor Ghaith was later placed in house arrest on 8/4. 2 others were arrested, including 1 in the Hadassah hospital and 1 at the Damascus Gate plaza. The Israeli security cabinet voted to deduct $176 million from its yearly transfer of PA taxes collected by Israel to the PA, saying it is the amount the PA pays to Palestinian militants in Israeli prisons and their families. Meretz leader Nitzan Horowitz abstained from voting, calling the vote a charade as Israel makes up the money in other payments to the PA to alleviate its financial issues. The Israeli cabinet approved plans for the construction of a joint industrial park with Jordan. The $59 million plan will see Israeli and Jordanian factories on the Jordanian side while a logistics wing will be built in Israel above the West Bank. In the West Bank, Israeli settlers assaulted 1 Palestinian man near Turmus ‘Ayya. In East Jerusalem, some 150,000 Palestinian worshippers performed prayers at the Haram al-Sharif compound for Eid al-Adha. 2 Palestinians were arrested, including 1 at the Haram al-Sharif compound and 1 at the Damascus Gate plaza. The UAE announced it will donate $25 million to the Makassed hospital in East Jerusalem. According to Axios reporting, the Biden administration had asked the UAE, Saudi Arabia, and Qatar to donate $100 million in total to Palestinian hospitals in East Jerusalem ahead of Biden’s visit where he is expected to announce a U.S. donation of $100 million to hospitals serving Palestinians in East Jerusalem. In the West Bank, Israeli forces shot and injured 1 Palestinian using live ammunition during a raid in Faqqua. Israeli forces also delivered a stop-work order for 1 residential structure, 1 agricultural structure, and 1 water well near Hebron. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, for the 3d day in a row, arresting and assaulting 9 Palestinians. The PA health ministry released a report on Israeli forces’ attacks on Palestinians in 2021. The report said that 355 Palestinians were killed by Israeli forces and more than 16,500 were injured. 265 Palestinians were killed in Gaza, mainly in May 2021, and 90 in the West Bank and East Jerusalem. 87 of the Palestinians killed by Israel in 2021 were children. In the West Bank, Israeli settlers from the Homesh settlement outpost threw stones at Palestinian vehicles near Burqa. Israeli forces prevented Palestinian farmers from working their lands near Beit Umar. Israeli forces also violently dispersed Palestinians trying to enter Israel for work near Dahariya with tear gas and stun grenades, causing burns to 1 Palestinian. 5 Palestinians were arrested during late-night raids, including 4 near al-Bireh and 1 during a house raid in Mazra’a al-Qibliya. In East Jerusalem, Israeli police violently dispersed Palestinians at the Damascus Gate plaza, injuring 19 with batons and baton rounds; 10 were arrested. 1 Palestinian citizen of Israel said he was detained in Qalansawe by Israeli undercover forces who beat him before leaving him in a forest after discovering they had mistaken his identity for another person. The Israeli forces also damaged the man’s car during the incident. (HA 4/5)

1 Palestinian prisoner, arrested on 24 December 2020, was sentenced to life in prison and issued a fine of $936,600. The man’s family home was punitively demolished by Israeli forces on 10 February 2021. (WAFA 4/3)

In Lebanon, 1 member of the PA National Security Forces was shot and killed in the Ain al-Hilweh refugee camp. It was unclear who the perpetrator was. (JP 4/4)

Israeli prime minister Naftali Bennett spoke with Jordan’s king Abdullah II in a phone call. King Abdullah urged Prime Minister Bennett to avoid steps that could escalate violence during the month of Ramadan and to allow Muslim worshippers free access to the Haram al-Sharif compound. In the West Bank, Israeli forces violently dispersed Palestinians protesting in solidarity with the 6 prisoners who escaped from Gilboa prison on 9/6 in Huwwara, Hebron, Burqa, Qalqilya, Ramallah, Bethlehem, and al-Bireh, leading to dozens of tear-gas related injuries. Israeli forces also raided Ya‘bad, Arabbuna, ‘Anin, Faqqua, and Bir al-Basha searching for the escapees and harassing their families and friends; 7 were injured by rubber-coated bullets and 17 suffered tear-gas related injuries; 5 relatives of escapees were arrested during the raids. Islamic Jihad prisoners torched 8 cells in the Qetziot prison and 2 cells in the Ramon prison and clashed with guards after being told that the Israeli prison service would move them to other prisons as collective punishment for the prison escape by 6 Palestinians on 9/6. Clashes were also reported at Megiddo and Ofer prisons. After the prison protests, the prison service decided not to move the Islamic Jihad prisoners out of fear of them, according to Haaretz, but imposed collective punishment on prisoners by ending all family visits until the end of September. The PA said it had canceled an agreement made with Israel from 6/17 in which the PA would receive 1.2 million doses of Pfizer COVID-19 vaccine from Israel in exchange for giving Israel its shipment of Pfizer vaccines set to arrive in early 2022. The PA said that the initial batch of vaccines received from Israel did not “conform to the specifications contained in the agreement.” Photos circulating on social media showed that the vials received from Israel expired in June 2021. In the West Bank, Israeli settlers set fire to a field planted with wheat crops near al-Mughayyir, causing extensive damage. Israel deployed more forces to the West Bank, increasing the number of military forces by 50%. Israeli forces seized 1 excavator east of Yatta. 1 Palestinian was arrested at the Qalandia checkpoint. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters by the Damascus Gate plaza, injuring 3. Israeli forces also violently dispersed Palestinian protesters at the Hebrew University near Issawiyya, injuring 2 and arresting 3; 3 Israeli police officers were reportedly lightly injured. Earlier, Israeli settlers attacked 1 Palestinian in the area, leading to several other Palestinians coming to his defense. Elsewhere, Israeli forces closed off Shaykh Jarrah to prevent Palestinians from entering the neighborhood and violently dispersed Palestinians in the area, leading to 19 injuries, including 5 that required treatment at a hospital. 6 Palestinians were arrested during raids in and around the Haram al-Sharif compound, Bayt Hanina, Shu‘fat, and Sur Bahir. In Gaza, Israel said incendiary balloons from Gaza started several fires in Israel. 2 rockets were also reportedly fired from Gaza toward Israel; no damage was reported. Israeli forces subsequently attacked Dayr al-Balah, causing damage. Israeli forces also violently dispersed Palestinian protests against Israeli aggression in East Jerusalem near the Gaza fence east of Khan Yunis, injuring 1 protester with live ammunition and 2 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters east of al-Bureij refugee camp; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Israel, Palestinian citizens of Israel protested Israel’s aggression against Palestinians in East Jerusalem in Haifa and Nazareth. The Israeli high court of justice postponed the eviction hearing for the Palestinian families in Shaykh Jarrah under the most immediate threat of eviction. The hearing, which has already been postponed a number of times, was scheduled for 5/10. The postponement was made after a request by the Israeli attorney general Avichai Mendelblit, whom the attorneys representing the Palestinian families have requested be part of the proceedings. Israeli prime minister Benjamin Netanyahu said, “[w]e firmly reject pressure not to build in Jerusalem. And sadly, these pressures have been increasing recently. I say to our closest friends: Jerusalem is the capital of Israel. Just as every nation builds its capital and builds in its capital, we also reserve the right to build Jerusalem and build in Jerusalem. This is what we have done, and this is what we will continue to do.” His comments came after days of international condemnation of Israeli efforts to evict Palestinians in East Jerusalem, replacing them with Israeli settlers. Jordan summoned the Israeli envoy to the country to express its condemnation over Israeli behavior in East Jerusalem in recent days. Jordan’s king Abdullah II also called PA president Mahmoud Abbas to express his support. Jordan called the Israeli violence against Palestinians in East Jerusalem “barbaric.” Protests outside the Israeli embassy in Amman called for Jordan to end its peace treaty with Israel. U.S. national security advisor Jake Sullivan spoke to Israeli national security advisor Meir Ben-Shabbat, expressing concern over the recent violence in East Jerusalem and the Israeli eviction threat over the Palestinian families in Shaykh Jarrah. According to Axios, Security Advisor Ben-Shabbat told U.S. security advisor Sullivan that the U.S. and the international community should stay out of Israel’s actions in East Jerusalem. The spokesperson for UN secretary-general António Guterres urged Israel to “exercise maximum restraint and respect the right to freedom of peaceful assembly” and to stop demolitions and evictions in East Jerusalem. Pope Francis also called on the parties to stop the violence. Pakistan and Switzerland were also among the countries to criticize Israel’s aggression. In the West Bank, Israeli settlers raided al-Twana and near Yatta. Israeli forces violently dispersed Palestinian protesters near Huwwara, al-Jalama checkpoint, and in Beita, causing tear-gas related injuries. 2 Palestinians were arrested at a checkpoint near Jericho. In East Jerusalem, Israeli forces attacked Palestinian worshipers at the Haram al-Sharif compound, including inside al-Aqsa Mosque, injuring more than 100 with tear gas, stun grenades, and rubber-coated bullets; the Palestinian Red Crescent had set up a makeshift field office at the compound, but said that Israeli forces prevented the organization from evacuating injured Palestinians; around 30 were hospitalized. Israeli forces also dispersed Palestinians gathered around the Damascus Gate plaza using skunk water and stun grenades. Elsewhere, Israeli forces physically assaulted Palestinians in Shaykh Jarrah and arrested 5 protesters. Palestinians reportedly threw stones at Israeli settler vehicles in Shaykh Jarrah. 29 Palestinians were arrested in house raids throughout East Jerusalem. In Gaza, Israel said incendiary balloons from Gaza had sparked 10 fires in Israel. Israeli forces violently dispersed Palestinians by the Gaza fence near al-Bureij, protesting in solidarity with Palestinians in East Jerusalem, injuring 3. In Israel, Israeli forces blocked several buses carrying Palestinian citizens of Israeli to East Jerusalem where they were going to pray at the Haram al-Sharif compound; hundreds of the worshipers subsequently marched on the highway toward East Jerusalem, blocking the highway between Tel Aviv and Jerusalem. The Jordanian foreign ministry called on the international community to pressure Israel to cease the attack on Palestinian worshipers at the Haram al-Sharif compound. Turkish president Recep Tayyip Erdoğan also tweeted in Hebrew that Turkey “will continue to stand by our Palestinian brothers and sisters under any circumstances.” President Erdoğan also called Israel a “terror state.” Egypt, Russia, Saudi Arabia, Belgium, the EU, and the UAE also condemned the Israeli violence and threats of evicting Palestinian families in Shaykh Jarrah. In the West Bank, Israeli forces handed stop-work orders for 13 Palestinian houses in Qabalan. Israeli forces also seized 2 caravans in Susiya and 1 tractor in Bardala. 4 Palestinians were arrested at checkpoints near Nablus and Hebron. In East Jerusalem, Israeli settlers attacked 1 Palestinian man and 1 Israeli man trying to help him, causing injuries. Israeli forces arrested 2 Palestinian minors suspected of slapping 1 ultra-orthodox Jewish man and filming the incident on the Jerusalem light rail. 1 Palestinian family started demolishing their own home in Jabal Mukabir. 9 Palestinians were arrested, including 7 minors during late-night raids in the Old City and al-Tur, and 2 were arrested in the Old City during the 8th day of clashes between Israeli forces and Palestinians at the Damascus Gate plaza. PA health minister Mai al-Kaila said the PA had ordered 4.5 million doses of the Pfizer and Sputnik V COVID-19 vaccines. It is not clear when the doses will arrive. The total cost for the 4.5 million doses was $27 million. (HA, WAFA 4/20)

The Israeli supreme court dismissed a petition from 9 Palestinian-Israeli families to have the court order the local municipality to open an Arab school in Upper Nazareth. The Association for Civil Rights in Israel called the decision “saddening” and said the city has neglected its Palestinian-Israeli students, who constitute 1/3d of the total student body. (HA 4/20)

At a normalization celebration event at the UAE embassy in Washington D.C., the ambassadors of Israel and the UAE to the U.S., along with diplomats from Morocco and Bahrain, planted an olive tree. Israel sent COVID-19 medical aid to Jordan upon Jordanian request, including ventilators, test kits, and face masks. The move was seen as an Israeli effort to ease tension between the 2 countries, which have been high in recent months. The request was made in March, when Jordan’s COVID-19 cases were peaking.
