In the West Bank, 1 Palestinian man was shot and killed after he rammed 7 people, killing 1 and injuring 6, including 1 Palestinian minor, 2 soldiers, and 2 settlers at a checkpoint near Ni’lin. The man’s family said he had been humiliated by Israeli forces at a checkpoint 2 weeks ago. Israeli forces later raided the man’s home in Deir ‘Ammar refugee camp, injuring 1 with live ammunition and 1 with a baton round; others suffered tear-gas related injuries. Israeli settlers threw stones at a Palestinian family driving near the al-Mahkamah checkpoint, injuring 1 child and causing damage to the vehicle. Israeli settlers also stopped 1 Palestinian woman driving near Ramallah, smashing her window and stealing her bag. Israeli forces seized 1 bulldozer in Bidya. 16 Palestinians were arrested during late-night raids in Salfit, Jenin, Ramallah, and Hebron. In East Jerusalem, Israeli settlers assaulted 1 Palestinian taxi driver with tools and sticks near the Mamilla Cemetery. Israeli settlers toured the Haram al-Sharif compound. Israeli forces issued demolition notices for 9 Palestinian-owned homes in al-Bustan. In Haifa, around 3,000 Palestinian citizens of Israel marched with 164 coffins to protest the Israeli police’s failure to combat gun violence in their communities; the protest was attended by MK Ayman Odeh. Adalah petitioned the Israeli High Court of Justice to intervene against legislation from July which prevents 1,500 prisoners, mainly Palestinians, from being released from Israeli prisons on 9/1. Adalah said the law, pushed by National Security Minister Itamar Ben-Gvir, “is another step up in the racist, sweeping and arbitrary measures against Palestinian prisoners.” (HA 8/31; WAFA 9/2)

In a televised ministerial meeting, Libyan prime minister Abdul Hamid Dbeibeh said that his government rejects “any form of normalization” with Israel, saying “[l]ong live Libya, long live Palestine, and long live the Palestinian cause in all of our hearts.” The remarks followed the suspension of the Libyan foreign minister on 8/27 after it was made public that she held a meeting with Israeli foreign minister Eli Cohen in Rome last week. Former directors of the Shin Bet Yuval Diskin (2005-2011) and Ami Ayalon (1995-2000) urged U.S. president Joe Biden not to meet with Israeli prime minister Benjamin Netanyahu, citing the Israeli government’s effort to overhaul the judicial branch of government. (HA 8/31)

56 Democrats in the U.S. House of Representatives and 7 Democrats in the Senate led by Representative Andre Carson (D-IN) and Senator Bernie Sanders (D-VA) urged Senator Jim Risch (R-ID) and House Representative Michael McCaul (D-TX) to end their block on the dispersal of $75 million for UNRWA food program assistance in the West Bank and Gaza. Israel summoned the Belgian ambassador for a reprimand after the Belgian minister for international development Caroline Ganz said “entire villages are being wiped off the map by the Israelis,” referring to the Palestinian villages where residents have fled during the summer due to Israeli settler attacks and Israeli military demolitions. The Forward reported that in his forthcoming book The Last Politician: Inside Joe Biden’s White House and the Struggle for America’s Future, Franklin Foer wrote that President Joe Biden had directed his national security advisors to “[s]mother [Prime Minister Benjamin] Netanyahu with love” during Israel’s May 2021 assault on Gaza. According to Foer, Biden refrained from criticizing Israel’s assault to build trust with Netanyahu. (HA 8/31)

In the West Bank, Israeli settlers with a military escort raided Burqa, attacking Palestinians and setting a barn and olive trees on fire; tear-gas related injuries were reported. Israeli forces demolished 1 house in Dahariya, 1 agricultural structure in Beit Jala, 1 agricultural structure in Hebron, and 1 commercial structure in al-Walaja and razed land in Sur Bahir. A delegation of EU officials met with Sebastia mayor Mohammad Azem to learn about the recent Israeli measures to seize Sebastia’s archeological site. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli authorities demolished 1 house in Jabel Mukaber, displacing 5. 4 Palestinians were arrested during raids in al-Tur and Ras al-Amud. 3 Israeli soldiers were sentenced for abducting and assaulting 1 Palestinian man before releasing him in a remote area. 2 of the soldiers were sentenced to 60 days in prison while the third was sentenced to 40 days. (TOI, TOI 5/24; AJ 5/25)

The Knesset approved the Israeli government’s 2023-24 budget, which was criticized for heavily favoring ultra-orthodox communities in Israel. Approximately $4 billion is allocated in discretionary funds for ultra-Orthodox and pro-settler parties. The Otzma Yehudit party also said it had been appeased by the allocation of $67 million to Judaize the Naqab and Galilee through the Negev and Galilee development ministry. The EU and U.S. expressed dismay with a bill that the Knesset Ministerial Committee for Legislation was set to debate on 5/28. The bill would impose a 65% tax on non-profits that receive funding from foreign governments while engaging in public advocacy. According to the bill it seeks to curb foreign interference. PayPal shareholders warned the company that they will take action if it does not expand access to the platform to Palestinians in the West Bank and Gaza. At the same time, U.S. congressperson Mark Pocan (D-WI) circulated a letter among his colleagues calling on PayPal CEO Dan Shulman to allow Palestinians equal access to the company’s services. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Turmus ‘Ayya. Israeli settlers also set fire to 2 Palestinian-owned cars and wrote racist graffiti in Sinjil. Israeli forces shot and killed 1 Palestinian at a checkpoint in Hebron. Israeli forces also issued 6 stop-work notices for houses in Deir Balut and a demolition notice for 1 residential structure in Bayt Jala. Representatives from a dozen of countries visited Palestinians threatened by forced displacement in Khan al-Ahmar. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli municipal workers demolished a commercial structure and leveled land in Jabel Mukaber and demolished a wall in Silwan. A bill that will see residency permits and citizenship revoked for Palestinians who receive money from the PA after being accused of attacking Israelis passed the first reading in the Knesset with 89 votes in favor and 8 against. (HA 1/31; MEE 2/7)

U.S. secretary of state Antony Blinken met with Israeli prime minister Benjamin Netanyahu in Israel. The U.S. State Department said that the 2 spoke about Israeli-Palestinian relations and the need for a diplomatic solution. Secretary Blinken met with Egyptian president Abdel Fattah al-Sisi earlier in the day in Cairo. According to Yediot Ahronot, the U.S. offered Netanyahu help with normalizing ties with Saudi Arabia and curbing Iran’s nuclear program if Netanyahu reigns in his far-right coalition partners, ends his plans to weaken the judiciary, and maintain the status quo at the Haram al-Sharif compound. Adalah filed an objection to the U.S. plans to build a new embassy to Israel on land in Jerusalem that was seized from Palestinian landowners. The objection was accompanied by letters to U.S. ambassador to Israel Tom Nides and U.S. secretary of state Antony Blinken. (MEE, WAFA 1/30)

Israel’s security cabinet approves the reconciliation deal with Turkey announced officially on 6/27. Only 3 ministers vote against it: DM Lieberman, Education Minister Naftali Bennett, and Justice Minister Ayelet Shaked. During a debate over the deal in the Knesset, MK Haneen Zoabi (Joint List) calls the IDF soldiers who raided the Mavi Marmara in 5/2010 “murderers,” sparking a heated confrontation with several right-wing MKs.
