In the West Bank, Israeli settlers assaulted 1 Palestinian man and stole his donkey in Halaweh in the Masafer Yatta area. Israeli forces shot and injured 5 Palestinians during a raid in Jenin refugee camp, including 1 who was rushed to a hospital in Haifa for treatment; 3 were arrested. Israeli forces also demolished 1 Palestinian home in Tura. 11 Palestinians were arrested during late-night raids in Kobar, Kafr Malik, Tammun, ‘Askar refugee camp, Kafr Qaddum, al-Eizariya, and Deir Sammit; 1 Palestinian was injured by live ammunition during the raid in Tammun. In East Jerusalem, Israeli forces assaulted and arrested 1 Palestinian woman in the Old City, claiming she had tried to stab an Israeli police officer. Al Watan Voice reported that Israel transferred a group of Palestinian prisoners, including Fatah leader Marwan Barghouti, from the Nafha prison to the Ofer prison. (MEMO 9/5)

The Israeli Attorney General’s office informed the family of Eyad Hallaq that it would not appeal the decision of the Jerusalem District Court to acquit the police officer who shot and killed Hallaq in Jerusalem on 5/30/2020. In the West Bank, 1 Palestinian man was shot and killed after he rammed 7 people, killing 1 and injuring 6, including 1 Palestinian minor, 2 soldiers, and 2 settlers at a checkpoint near Ni’lin. The man’s family said he had been humiliated by Israeli forces at a checkpoint 2 weeks ago. Israeli forces later raided the man’s home in Deir ‘Ammar refugee camp, injuring 1 with live ammunition and 1 with a baton round; others suffered tear-gas related injuries. Israeli settlers threw stones at a Palestinian family driving near the al-Mahkamah checkpoint, injuring 1 child and causing damage to the vehicle. Israeli settlers also stopped 1 Palestinian woman driving near Ramallah, smashing her window and stealing her bag. Israeli forces seized 1 bulldozer in Bidya. 16 Palestinians were arrested during late-night raids in Salfit, Jenin, Ramallah, and Hebron. In East Jerusalem, Israeli settlers assaulted 1 Palestinian taxi driver with tools and sticks near the Mamilla Cemetery. Israeli settlers toured the Haram al-Sharif compound. Israeli forces issued demolition notices for 9 Palestinian-owned homes in al-Bustan. In Haifa, around 3,000 Palestinian citizens of Israel marched with 164 coffins to protest the Israeli police’s failure to combat gun violence in their communities; the protest was attended by MK Ayman Odeh. Adalah petitioned the Israeli High Court of Justice to intervene against legislation from July which prevents 1,500 prisoners, mainly Palestinians, from being released from Israeli prisons on 9/1. Adalah said the law, pushed by National Security Minister Itamar Ben-Gvir, “is another step up in the racist, sweeping and arbitrary measures against Palestinian prisoners.” (HA 8/31; WAFA 9/2)

In a televised ministerial meeting, Libyan prime minister Abdul Hamid Dbeibeh said that his government rejects “any form of normalization” with Israel, saying “[l]ong live Libya, long live Palestine, and long live the Palestinian cause in all of our hearts.” The remarks followed the suspension of the Libyan foreign minister on 8/27 after it was made public that she held a meeting with Israeli foreign minister Eli Cohen in Rome last week. Former directors of the Shin Bet Yuval Diskin (2005-2011) and Ami Ayalon (1995-2000) urged U.S. president Joe Biden not to meet with Israeli prime minister Benjamin Netanyahu, citing the Israeli government’s effort to overhaul the judicial branch of government. (HA 8/31)

56 Democrats in the U.S. House of Representatives and 7 Democrats in the Senate led by Representative Andre Carson (D-IN) and Senator Bernie Sanders (D-VA) urged Senator Jim Risch (R-ID) and House Representative Michael McCaul (D-TX) to end their block on the dispersal of $75 million for UNRWA food program assistance in the West Bank and Gaza. Israel summoned the Belgian ambassador for a reprimand after the Belgian minister for international development Caroline Ganz said “entire villages are being wiped off the map by the Israelis,” referring to the Palestinian villages where residents have fled during the summer due to Israeli settler attacks and Israeli military demolitions. The Forward reported that in his forthcoming book The Last Politician: Inside Joe Biden’s White House and the Struggle for America’s Future, Franklin Foer wrote that President Joe Biden had directed his national security advisors to “[s]mother [Prime Minister Benjamin] Netanyahu with love” during Israel’s May 2021 assault on Gaza. According to Foer, Biden refrained from criticizing Israel’s assault to build trust with Netanyahu. (HA 8/31)

In the West Bank, Israeli settlers set up tents and a mobile home on Palestinian-owned land in Battir. Israeli forces assaulted and arrested 1 Palestinian in Hebron. Israeli forces also shot and injured 1 Palestinian with a rubber-coated bullet and others suffered tear-gas related injuries during a raid in Abu Dis; 7 were arrested. 25 other Palestinians were arrested during late-night raids ‘Azzun, Silat al-Harithiya, Nur Shams refugee camp, Nablus, Beitunia, al-Bireh, Dayr Abu Mash‘al, al-Khader, Hebron, and Dura. In East Jerusalem, Israeli forces shot and killed 1 Palestinian man who allegedly had stabbed 2 Israeli soldiers in the Old City; the man was shot by Israeli forces while he was lying on the ground. Israeli police removed 10 checkpoints in Sheikh Jarrah after Adalah petitioned the Israeli supreme court to have the checkpoints removed. The checkpoints were erected to help protect Israeli settlers that have been harassing Palestinians threatened by eviction in the neighborhood. 1 Palestinian family demolished their own home in Bayt Hanina, displacing 5. 1 other Palestinian was arrested in Kafr ‘Aqab. In Gaza, Israeli forces opened fire east of Khuza‘a and Maghazi, damaging a vehicle; no injuries were reported. Israel charged 4 Palestinians from Sheikh Jarrah with throwing a Molotov cocktail at the home of 1 Israeli settler family’s residence in the neighborhood, causing a fire that destroyed the house and a vehicle in January. (HA 3/7)

In the West Bank, Israeli settlers razed 20 dunums (5 acres) of land near Jalud. Israeli forces punitively demolished the home of an alleged attacker in Turmus ‘Ayya, displacing his family and damaging nearby buildings as the house was blown up. 8 Palestinians were arrested during late-night raids in and around al-Arroub refugee camp, Hebron, Dahariya, al-Khader, and Abu Dis. In East Jerusalem, Israeli forces delivered a demolition order for a 4-story building in Shu‘fat, which would displace 55 Palestinians. 2 Palestinians were arrested during raids in Isawiya and the Old City. In Gaza, Israeli forces opened fire on residential buildings east of Rafah, causing damage but no injuries. Israel charged a Palestinian Israeli imam of Lydda’s largest mosque, Shaykh Yousef al-Baz, with incitement to violence for sharing a movie clip on Facebook showing people killing a police officer. Shaykh al-Baz was arrested on 6/17. (ALM, HA 7/8)

Israeli foreign minister Yair Lapid and Jordanian foreign minister Ayman Safadi met at the Allenby Bridge, where the 2 made agreements for Jordan to buy 50 million cubic meters of water from Israel and to increase the Jordanian export to the West Bank from $160 million to $700 million. Foreign minister Safadi also called for Israeli to halt settlement expansions, maintaining the status quo of the holy sites in Jerusalem, and called evictions of Palestinians from their homes in East Jerusalem a “war crime.” Walla News also reported that Israeli prime minister Naftali Bennett secretly met with Jordan’s king Abdullah II in Amman last week and that PA president Mahmoud Abbas was summoned to meet King Abdullah shortly after his meeting with Prime Minister Bennett. The Israeli high court of justice denied petitions challenging the legality of the nation-state law, ruling 10-1 that the law is not anti-democratic in the eyes of the judges. The dissenting judge is the court’s only Palestinian Israeli judge. Chairman of the Joint Arab List Ayman Odeh called the ruling “racist and anti-democratic.” Adalah said that the court had “enshrined Jewish supremacy and racial segregation as founding principles of the Israeli regime” with its ruling. The U.S. embassy in Israel issued a statement criticizing the Israeli punitive demolition of the house of an accused Palestinian-American assailant in Turmus ‘Ayya (see above); secretary of state Antony Blinken “raised concern directly with senior Israeli officials” about the issue, possibly because the family living in the building are U.S. citizens. In the West Bank, Israeli forces raided Qatanna, leading to clashes with Palestinians; tear-gas related injuries were reported. Israeli forces arrested 1 Palestinian and seized his vehicle. Israeli forces also clashed with Palestinians during a raid in Sabastiyya; 1 Palestinian bystander was hit in the head with Israeli-fired live ammunition. 20 Palestinians were arrested during raids in and around Jenin, Tubas, Qalqilya, Nablus, Hebron, and Ramallah. In East Jerusalem, 19 Palestinians were arrested during raids in and around Issawiyya, al-Tur, and Wadi al-Juz. In Gaza, Israeli forces made incursions to level agricultural lands east of Khan Yunis. In Israel, 2 Palestinians from Gaza were arrested after breaching the Gaza fence; according to the Israeli military, the 2 had 2 defective grenades and 1 knife in their possession when they were arrested. The Israeli ministry of justice said, in response to a petition made by Adalah in August, that Israel will have to limit the amount of home demolitions conducted in Israel, which includes East Jerusalem. (Adalah, WAFA 10/5)

The PA ministry of local government issued building permits for Palestinian residents in the Jordan Valley. The minister, Majdi Salah, said that the PA no longer recognizes the classifications of areas A, B, and C made during the Oslo Accords and therefore is not bound by Israel’s claims of civil and military control in Area C. Israel’s high court of justice rejected a petition to free a 49-year-old Palestinian who is held on administrative detention and has been hunger-striking for more than 60 days. The petition was rejected despite the Shin Bet and the Israeli Central Command caught lying about the Palestinian’s affiliation to Islamic Jihad. According to the prosecutors, he had been filmed saying he was a proud member of Islamic Jihad while interrogated; however, the transcripts do not back up their claim. (HA 10/6)

Israel and Lebanon confirmed that they would begin direct talks about their maritime borders on 10/14. The direct talks will be mediated by the U.S. and the UN. (AJ, BBC, HA, REU, TOI 10/1)

Armenia said it had recalled its ambassador to Israel over Israeli weapons sales to Azerbaijan. Azerbaijan has acknowledged use of Israeli-made drones to bomb Armenian forces and civilians in Nagorno-Karabakh, a de facto self-governed predominantly ethnically Armenian region within the borders of Azerbaijan. In Gaza, IDF troops conduct a limited incursion e. of Khan Yunis to level land. Later, troops on the border e. of Khuza‘a open fire on agricultural land, causing no damage. Off the coast nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, Israeli forces deliver a demolition notice and a stop-work order to 2 Palestinian homes in a village nr. Hebron. Late at night, the IDF conducts house searches and raids in al-Bireh, Hebron, and a village nr. Jenin, issuing arrest summons to 4 Palestinians and seizing NIS 2,500 ($646), as well as various personal effects. In East Jerusalem, a Palestinian driver rams a car into 2 Israelis nr. the Old City, killing 1. (The Palestinian man will be arrested on 4/16.) In c. In response to the recent demolitions of Palestinian property in Israel on 4/13, 4/14, and today, Israeli PM Netanyahu attempts to set up a meeting with Joint List chair Odeh. The Arab High Follow-Up Comm. calls for Palestinian citizens of Israel to conduct a general strike on 4/28. Meanwhile, Israel’s Supreme Court upholds the 7/2011 Anti-Boycott Law, which allows for sanctions to be placed against individuals or organizations that call for boycotts against Israel.
