In the West Bank, Israeli settlers uprooted 13 olive trees in Hares. Israeli settlers also threw stones at Palestinian vehicles traveling between Nablus and Jenin. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 1 with a rubber-coated bullet and others were injured by tear gas. Israeli forces also violently dispersed Palestinian protesters in Tulkarm, injuring 1 with a rubber-coated bullet. Elsewhere, Israeli forces violently dispersed protesters in Qalqilya, arresting 1. 4 Palestinians were arrested at checkpoints near Bethlehem, Qalandia, and Hizma. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters, injuring 50 using rubber-coated bullets, beatings, and tear gas near the Haram al-Sharif compound, Silwan, Issawiyya, Wadi al-Juz, and Shaykh Jarrah; 4 were arrested. In Gaza, several dozen rockets were fired at Israel and Israel fired missiles and shells at Gaza east of al-Bureij refugee camp; causing damage; 2 groups, the Nidal al-Amoudi Division and the Abu Ali Mustapha Brigades, claimed responsibility for the rockets fired at Israel, saying they were in response to the violence by Israeli right-wing activists in Jerusalem on 4/22. Israeli public security affairs minister Amir Ohana condemned attacks against Jewish-Israelis in Jerusalem on 4/22, despite the fact that large crowds of right-wing Israeli activists and Israeli settlers had attacked Palestinians throughout Jerusalem, leading to more than 100 injuries. The attacks were planned by the Lehava group, which has links to right-wing Israeli lawmakers in the Otzma Yehudit (Jewish Power) party. The U.S. embassy in Israel said that the U.S. is “deeply concerned about the incidents of violence” and called on “all responsible voices” to promote calm. Jordan condemned the violence, saying that Israel as “the occupying power” in East Jerusalem must protect the Palestinian residents against the violence. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s separation wall, occupation, and settlements, as well as U.S. president Trump’s 12/6/17 recognition of Jerusalem as Israel’s capital in Hebron, Jericho, Kafr Qaddum near Qalqilya, 2 areas near Nablus (Beita village and the Huwwara checkpoint), 5 villages near Ramallah (al-Janiya, al-Bireh, Nabi Salih, Ni‘lin, and Bil‘in), and along Gaza’s border near Gaza City, Khan Yunis, al-Bureij refugee camp, and Jabaliya refugee camp. At least 31 Palestinian are injured and 2 are arrested. In the West Bank, Israeli soldiers shoot and injure 3 Palestinian minors during clashes sparked by an IDF raid near Nablus. IDF troops also arrest 3 Palestinians and assault 1 during late-night raids near Hebron and Bethlehem, and patrol near Hebron and Tulkarm. Israeli settlers throw stones at, and open fire on, Palestinian homes in Burin village near Nablus, causing no major damage or injuries. The attack sparks minor clashes; there are no serious injuries. In East Jerusalem, Israeli forces arrest a Palestinian during late-night raids in Issawiyya. In 4 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Jabaliya refugee camp, causing no damage or injuries. The U.S. State Department announces that the new U.S. embassy in Israel will open in Jerusalem in 5/2018, implementing President Trump’s 12/6/17 pledge to move the embassy from Tel Aviv. The embassy is set to open with ambassador David Friedman and a skeleton staff working out of an existing U.S. facility in the Arnona neighborhood. “This decision will turn the 70th anniversary of Israeli independence into an even bigger celebration,” says Israeli PM Netanyahu. “Thank you, President Trump, for your leadership and your friendship.” Palestine Liberation Organization (PLO) secretarygeneral Saeb Erakat says, “The U.S. decision to recognize Jerusalem as Israel’s capital and now to move its embassy on the eve of marking 70 years since the Nakba [. . .] shows the determination of the U.S. administration to violate international law, destroy the 2-state solution, and provoke the feelings of the Palestinian people, as well as of all Arabs, Muslims, and Christians around the globe.” (AP, HA, JP, TOI, WAFA 2/23)

In the Gaza Strip, IDF troopsstationed along the n. border open fire on a group of stonethrowing Palestinians, injuring 4. A Palestinian is injured in an explosion nr. the French Cultural Center in Gaza City. (A small armed group takes responsibility for the attack on 12/18.) In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation, as well as the recent death of a senior PA official on 12/10 nr. Ramallah, Nablus, Hebron, and 1 village nearby (Bayt Umar), and 1 village nr. Qalqilya (Kafr Qaddum). Two Palestinians are hit by tear gas canisters in Bil‘in and 7 are shot with rubbercoated metal bullets elsewhere. Meanwhile, a Palestinian man throws vinegar at a family of 5 Israeli settlers nr. Bethlehem, lightly injuring all of them. (The Israeli press 1st reported the story as an acid attack.) Another Israeli settler hits the Palestinian man with his car and shoots him in the leg, moderately injuring him. Shin Bet officers arrive soon after to detain the Palestinian man. The IDF then conducts a raid of his home. Separately, Palestinians throw stones at IDF troops on a patrol of Bayt Umar nr. Hebron, sparking clashes in which 3 Palestinians are injured with rubber-coated metal bullets. The IDF also patrols in the n. Jordan Valley, where they assault a Palestinian farmer and lightly injure him. IDF troops fire tear gas at dozens of Palestinians throwing stones at the soldiers; 1 Palestinian youth and 1 Israeli officer are injured. Israeli soldiers also conduct a raid s. of Bethlehem; patrol in Tulkarm. Following a march marking Hamas’s 27th anniversary, the IDF conducts late-night arrest raids nr. Hebron. In East Jerusalem, the Israeli police increase their patrols and deploy additional officers around Haram al-Sharif. The Israel Prison Service threatens to move the 70 Palestinian prisoners on hunger strike since 12/9 to criminal sections of their prisons, which would decrease their quality of life, if they continue their strike. (MNA 12/12)

U.S. Secy. of State Kerry phones Russian FM Sergey Lavrov and PA Pres. Abbas separately to discuss the French and Palestinian draft UNSC res. Kerry pressures Abbas not to end security coordination with Israel in response to the 12/10 death of senior PA official Ziad Abu Ein. Following the call, senior PLO and Fatah officials postpone their meeting to discuss a response until 12/14. (JP, MNA 12/13)

Palestinians fire 2 rockets fr. Gaza towards Ashkelon, damaging a building; in response, IDF artillery shells n. Gaza, hitting an apartment building, causing damage but no injuries; the IDF closes the Sufa commercial crossing into Gaza for the day. The IDF demolishes 2 Palestinian homes in and just southeast of Jerusalem; conducts arrest raids nr. Bethlehem, Qalqilya and in Askar r.c., Bayt Jala, Qabatya (occupying 2 homes as observation posts), Tulkarm. Nr. al-Arub r.c., IDF soldiers stop and search a Palestinian school bus; when a student on the bus allegedly opens a window without permission, a soldier shoots him in the face, seriously wounding him. Jewish settlers fr. Elon Moreh nr. Nablus vandalize Palestinian homes in nearby Bayt Furik; the IDF intervenes, removes the settlers. AMB Nablus cmdr. Nasir Abu Aziz says the Nablus faction will take steps to foil the success of the Hamas-led government, saying “we would continue opening fire until they [Hamas] fail in their cabinet as they foiled Fatah.” (IMEMC, XIN 2/14; HA, PCHR 2/16)

The IDF conducts arrest raids, house searches nr. Hebron (occupying 2 houses as observation posts); occupies a house in Nablus as an observation post. Jewish settlers beat 2 Palestinians nr. Tulkarm. The Evangelical Lutheran Church of America (ELCA) passes a resolution (668– 269) that condemns Israeli operations in the occupied territories, calls for dismantling of the separation wall, urges members to use financial means to “advocate for peace with justice,” but denies it is calling for divestment and rejects the idea of a boycott. An ELCA spokesman says the intention is to encourage “positive investment” to encourage the peace process, not to pull out funds. Palestinians across the West Bank, Gaza, East Jerusalem observe a general strike. IDF soldiers seriously beat mbrs. of an Egyptian TV crew filming the strikes nr. Qalqilya; fatally shoot 1 Palestinian wanted for killing a Jewish settler on 7/24. The IDF also bars a pregnant Palestinian fr. crossing a checkpoint to reach a hospital to deliver her baby; directs shells/heavy machine gun fire residential areas of Gaza City, Rafah; shuts the Rafah crossing; reinforces the closures on Jinin, Khan Yunis, Tulkarm. Jewish settlers attack Palestinian residents of Hebron. Israeli police arrest 10 protesters outside Orient House.      Late this evening, the IDF sends tanks and bulldozers, escorted by helicopters, into Jinin to surround PA offices, demolish the local PSF headquarters and a PSF checkpoint; soldiers also occupy the local governor's office. The PSF, which evacuated the sites hrs. earlier, does not engage the IDF troops; the incursion sparks only isolated exchanges of gunfire, which leave 3 Palestinians wounded. Israel says the move--marking the IDF's 1st sustained foray into a major PA-controlled city--is to punish the PA for not halting a number of recent suicide bombers who have come fr.
