Occupied Palestine/Israel: Arab merchants in E. Jerusalem continue commercial strike. About 600 police and border police stand guard outside al-Haram al-Sharif; 4 Palestinians are arrested on charges of inciting demonstration. Jerusalem Police Chief Yosef Yehudai asks for, receives emergency security powers; Jerusalem neighborhood of al-Tur is placed under curfew [WP 1/23]. Military closes al-Quds for 45 days [FBIS 1/22]. Israel reports capture of 8-member armed PFLP cell in W. Bank, alleges group was responsible for October 1987 murder of Yigdal Shahaf [FBIS 1/26]. Arsonists set fire to customs department in Hebron [FJ 1/24].

Other Countries: UN Sec. Gen. Javier Perez de Cuellar releases report on Palestinian uprising in occupied territories, condemning Israeli use of harsh methods against demonstrators and endorsing plan for international peace conference on Middle East [WP 1/23].

Military Action

Occupied Palestine/Israel: Military lifts curfews on Rafah, Khan Yunis, Beach, and Dayr al-Balah refugee camps. Curfews remain in effect in Gaza Strip's Jabalya, Nusayrat, Maghazi, and Burayj camps. Curfews continue in W. Bank's old and new 'Askar camps and villages of Sa'ir and al-Mazra'ah al-Sharqiyyah. Curfews are imposed on Tulkarm refugee camp and Ramallah-area village of Bayt 'Ur al-Tahta after marches and stone throwing [FBIS 1/22; FJ 1/24].

Arab World: Amal releases 3 Palestinians [FBIS 1/22]. Salah Salah, Palestinian command secretary in S. Lebanon, announces his forces will withdraw from Sidon and Iqlim al-Tuffah roads [FBIS 1/25].

Social/Economic/Political

Occupied Palestine/Israel: Prime Minister Peres announces last stage of IDF withdrawal from southern Lebanon will be completed by 6 June; but unspecified number of soldiers will remain in "security zone" [NYT 6/3]. U.S. Ambassador to Israel Samuel Lewis ends 8-year tour of duty [JTA 6/3]. Council of Jewish Settlements in West Bank calls for official action to deport Palestinians released 20 May [JTA 6/3]. Council Chair Yisrael Har'el says harassment tactics used againsthem by settlers igenerating sympathy for Palestinians among some Israelis. Wives of Jewish underground defendants end 13-day hunger strike after receiving order from rabbi to desist and assurances Knesset bill will be introduced to grant defendants clemency. Defendants tell court attempted Temple Mount sabotage was intended only "to frighten," not kill. Summer visiting season for relatives to West Bank residents begins. 2,500 visitors will be allowed to cross Allenby Bridge per day, up from 1,250; 1,100 over Damiya Bridge, up from 800 [JP 6/3]. Israeli settlers in West Bank and Gaza meet at Pesagot near Ramallah to discuss how to torpedo the envisaged peace talks with Jordan and how to force out of the country Arabs freed May 20 [JP 6/3]. Rejecting Hussein Plan and U.S. overtures, Shamir and Likud want direct talks with non-PLO/PNC-Jordanian or Jordanian-Palestinian delegation. Peres and Labor party take "wait and see" position on delegation that includes PNC members.

Arab Countries: Red Cross evacuates 29 from Burj al-Barajinah [FT 6/3]. 93 Palestinians taken to hospitals in Druze-held mountain town of Shuwayfat. Shi'a militiamen take 5 Palestinians from ambulances, later let them be evacuated.

Other Countries: Sec. of State Shultz sends message to P. M. Peres seeking Israeli backing for projected American talks with Jordanian-Palestinian delegation as step toward direct talks with Israel [NYT 6/3]. U.S. accepts PNC representation idelegation. Shultz says he is glad PLO has accepted UN resolutions 242 and 338 but says U.S. needs public statement before considering talking to PLO [JTA 6/3]. He opposes Hussein's proposal of Soviet participation in peace talks. 

Political Responses:

Israel/ Occupied Territories: Hundreds of former residents of Birim, Maronite village on Israel's northern border evacuated in 1948, call on government to allow them to return now that security prevails, government reportedly will not agree to setting precedent since estimated 50,000 Arabs in Israel might also demand return to their original homes; another outbreak of mass sickness on West Bank causes hospitalization of 164 girls from Tulkarm and Anabta, 240 in Yatta; results of International Red Cross investigation of illnesses, released by Israeli Health Ministry, indicate no evidence of poison or toxic material, conclude that epidemic is mass phenomenon devoid of danger; curfew imposed in Yatta, 6 other areas; 2 IDF soldiers, border policeman, and 2 Nablus residents wounded by hand-grenade in Nablus; Israeli bank ransacked during protest demonstrations in Tulkarm; Israeli targets stoned in other West Bank towns; 18 year-old boy shot in arm and stomach by settler driving past al-Arub refugee camp, police question settler and impound his rifle; 2 Israelis injured by stones in Qalqilya; 2 Arab youths injured when Israeli driver swerves his car into group throwing stones; 65 year-old Jerusalem woman hospitalized after being beaten and stabbed, members of Jewish religious school seeking to take over her property are suspected; IDF investigating 2 settler-related shooting incidents in Hebron and Nablus areas; Muslim religious leaders call students to hold protest gathering at Dome of Rock against last year's Easter attack by Israeli soldier; police use teargas to disperse demonstration near Damascus Gate, 8 arrested; police prevent group of 50 Jewish religious nationalists, including Meir Kahane, from entering Temple Mount, group then holds prayers outside gates; teenage nephew of Kahane arrested after firing Uzi at Palestinian demonstrators.

Palestinians/ Lebanese: Arafat and Hussein hold third round of talks, Arafat tells news conference he is still committed to Fez summit resolutions, Farouk Kaddoumi says Reagan plan is not a vehicle for negotiation, Abujihad says PLO is not giving a mandate to anyone.

Arab Governments: Mubarak, in Peking, urges PLO and King Hussein to enter talks on Reagan plan soon, before next US election campaign.

US and Other Countries: US diplomats in Tel Aviv and Jerusalem reportedly sceptical of official Israeli explanation of mass illnesses, point to fact that Israelis on West Bank displayed same symptoms.
