About 600 police and border police stand guard outside al-Haram al-Sharif; 4 Palestinians are arrested on charges of inciting demonstration. Jerusalem Police Chief Yosef Yehudai asks for, receives emergency security powers; Jerusalem neighborhood of al-Tur is placed under curfew [WP 1/23]. Military closes al-Quds for 45 days [FBIS 1/22]. Israel reports capture of 8-member armed PFLP cell in W. Bank, alleges group was responsible for October 1987 murder of Yigdal Shahaf [FBIS 1/26]. Arsonists set fire to customs department in Hebron [FJ 1/24].

Other Countries: UN Sec. Gen. Javier Perez de Cuellar releases report on Palestinian uprising in occupied territories, condemning Israeli use of harsh methods against demonstrators and endorsing plan for international peace conference on Middle East [WP 1/23].

Military Action

Occupied Palestine/Israel: Military lifts curfews on Rafah, Khan Yunis, Beach, and Dayr al-Balah refugee camps. Curfews remain in effect in Gaza Strip's Jabalya, Nusayrat, Maghazi, and Burayj camps. Curfews continue in W. Bank's old and new 'Askar camps and villages of Sa'ir and al-Mazra'ah al-Sharqiyyah. Curfews are imposed on Tulkarm refugee camp and Ramallah-area village of Bayt 'Ur al-Tahta after marches and stone throwing [FBIS 1/22; FJ 1/24].

Arab World: Amal releases 3 Palestinians [FBIS 1/22]. Salah Salah, Palestinian command secretary in S. Lebanon, announces his forces will withdraw from Sidon and Iqlim al-Tuffah roads [FBIS 1/25].

Occupied Palestine/Israel: Israeli troops open fire to break up Nablus demonstration marking 20th anniversary of 1967 war; kill 15-year-old boy, wound 10-year-old [LAT 6/6]. Some stores reopen in E. Jerusalem and Ramallah, on 2d day of 2-day general strike [LAT 6/6]. Stone thrown at Israeli bus near Dahayshah refugee camp injures 1 woman passenger; curfew imposed on camp [FJ 6/7; BG 6/8]. Israeli troops open fire after Molotov cocktail is thrown at patrol in Hebron's Bab al-Zawiyah; no injuries are reported [FJ 6/7]. Classes at Bethlehem University are suspended to protest 20 years of Israeli occupation [FJ 6/7]. Estimated 8,000 Arabs and Jews participate in Tel Aviv demonstration protesting 20 years of occupation [FJ 6/14]. Nablus' al-Najah University is ordered closed for 2 days [FJ 6/14]. Arab World: Speaker of Lebanese Parliament Husayn Husayni resigns citing Pres. Jumayyil's failure to conduct thorough investigation of assassination of P.M. Karami [BS 6/6].

Other Countries: U.S. officials confirm that grand jury investigating Iran-contra affair has issued subpoenas for Al Schwimmer, Israeli businessman, Amiram Nir, counterterrorism adviser to prime ministers Peres and Shamir, and Ya'acov Nimrodi, Israeli arms dealer. Israeli government isprotesting the action [WP 6/6].

Military Action:

Druze and Phalange militia exchange fire in Chouf; US Marines on full alert and deploy in firing positions as IDF patrol confronts Marines at checkpoint near Lebanese University; IDF armored car backs into barbed wire fence at another Marine checkpoint; US Embassy expresses concern over incidents to Israeli Government.

Political Responses:

Palestinians/ Lebanese: Following week of meetings in Tripoli, Libya, PFLP, DFLP, PFLP-GC, Saiqa and PSF statement rejecting Fez and Reagan plans and any form of recognition or negotiation with the expansionist Zionist entity, adherence to armed struggle to liberate Palestine and all the occupied Arab territories; Lebanese- Israeli-US negotiators, meeting for 51?2 hours at Khalde, discuss ending state of war and security zone, make enough progress to turn issues over to subcommittee of Antoine Fattal, Eli Rubenstein, Christopher Ross, and form another subcommittee to deal with timetable for withdrawal of troops.

Arab Governments: Egyptian President Mubarak says Arabs must act on Reagan plan by end of year, PLO Chairman should recognize Israel, unilaterally if necessary; Syrian Foreign Minister Khaddam tours Bahrain, Saudi Arabia, Kuwait, UAE and Qatar; King Hussein returns to Jordan from talks with King Fahd in Saudi Arabia.

US and Other Countries: Habib and Draper will divide responsibilities to accelerate the peace process; State Department refuses to qualify last week's statement suggesting possibility of shortening the autonomy period; US says USSR has sent 90 aircraft, mostly MiG-21s, and 12 SA-5 missiles to Syria, which would be particularly effective against E2-C Hawkeye surveillance aircraft used by Israel in Lebanon war; 2 US soldiers in multinational force in Sinai wounded in mine explosion near Ofira; former Presidents Carter and Ford, in joint article, say that Israeli occupation of West Bank and Gaza is a major obstacle to any moderate Arab initiative for peace in the Middle East, and urge King Hussein to join autonomy talks; West German Foreign Minister Genscher attacks Israeli settlement policy, does not recognize the PLO or support an independent Palestinian state, but supports the June 1980 Venice Declaration that the PLO be involved in the peace process.

Military Action:

IDF reportedly spent lS215 m. in past 4 months building new roads linking military installations to Lebanese roads in South Lebanon; US Sixth Fleet soldiers on shore leave in Haifa for first time since June.

Casualties:

Israel reportedly seeking alternative homes for 640 non-Arab detainees it wants to free from Ansar, but whose home countries refuse to admit them.

IDF jeeps and APCs come under RPG attack near Shuweifat; artillery, machine gun exchanges between Druze and Phalange in Aley, IDF rushes 50 APCs and tanks, 500 troops to area, imposes curfew and cuts traffic between Chouf villages; IDF forces withdraw from Yarze area housing Lebanese Army command and home of US Ambassador Dillon.

Casualties:

UNRWA begins distributing cement and stoves in Ain el-Hilweh; 1 attacker killed, 1 IDF soldier wounded in Shuweifat.

Casualties:

IDF estimates 15 killed in 4 days of Druze-Phalange fighting.

Military Action:

Top PLO military strategist Abu Walid killed in ambush in Bekaa 45 miles east of Beirut (Abu Walid organized PLO resistance during two-month siege, helped negotiate withdrawal); units from France, Italy enter Sabra and Shatila camps to take up security duties, remove land mines; Lebanese Army bulldozes illegal shops along waterfront built during civil war; more IDF forces withdraw, but some return.

Casualties:

Prayers for those killed in the massacre held at a mass grave at Shatila; 4 more victims found; Lebanese authorities now estimate 600 killed; leftist political groups report homes, offices ransacked by Lebanese Army; Lebanese Army detains 3,000, deports about 300 mostly to Syria; hundreds of Palestinians flee Ein al-Hilweh after rumor that Haddad forces were coming; about 12,000 people have returned to Ein al-Hilweh since Israeli invasion.

Political Responses:

Israel/ Occupied Territories: Cabinet is scheduled to meet, decide on establishment of full inquiry into massacres.

Palestinians/ Lebanese: Lebanese government considering a plan to reduce the number of Palestinian refugees in Lebanon from 500,000 to 50,000 by moving them outside major cities and then to other countries and eventually closing all refugee camps; government concerned that any continued Israeli presence at airport will make other Arab airlines boycott Lebanon.

US and Other Countries: Shultz, at UN, says US favors extension of UN force mandate beyond October 19 expiration date (US feels this force could oversee demilitarized buffer zone); US may allow Israelis to remain at airport.
