In the West Bank, Israeli settlers graze their sheep on Palestinian land in al-‘Awja, damaging wheat and barley crops. Israeli settlers also throw stones at Palestinian vehicles and block the road leading to the Huwwara checkpoint. Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling near al-Lubban ash-Sharqiya, causing damage. Israeli settlers also attack a Palestinian home in Khalayl al-Louz. Israeli forces violently disperse Palestinians in Huwwara, causing tear-gas related injuries. In Gaza, Israeli forces bomb Dayr al-Balah, Rafah, Khan Yunis, and Nuseirat refugee camp, killing at least 63 people, including 7 aid workers of Palestinian, Polish, American, British, and Australian nationality from World Central Kitchen in Dayr al-Balah. Israeli forces also withdraw from al-Shifa Hospital after a 14-day siege, leaving it completely destroyed; witnesses say that hundreds of bodies are found in and around the hospital. The Gaza Media Office says that 400 Palestinians were killed during the attack on al-Shifa. In the Naqab, Israeli police arrest the sister of Hamas political leader Ismail Haniyeh, who is an Israeli citizen, in Tel as-Sabi. A drone launched from Iraq damages an Israeli military building in Eliat; no injuries are reported. The Islamic Resistance in Iraq takes responsibility. In Lebanon, Israeli forces bomb Rachaya Al Foukhar. In Jordan, protesters demonstrate near the Israeli embassy in Amman for the ninth day in a row. More than 32,845 Palestinians have been killed by Israeli forces in Gaza, including at least 13,750 children and 8,900 women, and around 75,392 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 445 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 254 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. World Central Kitchen (WCK) suspends all operations in Gaza after 7 of its workers are killed in an Israeli airstrike (see above), returning 3 ships docked off the coast of Gaza carrying 240 tons of aid to Cyprus. The organization runs 68 community kitchens in Gaza and has sent some 1,700 truckloads of aid into Gaza. Several investigations into the Israeli bombing of the WCK aid convoy reveal that the 3 vehicles the aid workers were in were targeted in 3 strikes 1.5 miles apart. The 3 vehicles were clearly marked with WCK’s logo on the top of the cars. The Israeli narrative changes several times during the period after the attack, from saying an armed person was traveling with the vehicles to saying the clearly marked vehicles were misidentified. Prime Minister Benjamin Netanyahu calls the attack “unintended” and “tragic” and says “[t]hese things happen in wartime.” UN special rapporteur on the occupied Palestinian territories Francesca Albanese says the Israeli attack was a deliberate effort to starve the population of Gaza. Australian prime minister Anthony Albanese calls Netanyahu, expressing “anger and concern” at the killing of the Australian aid worker. U.S. president Joe Biden says he is “outraged and heartbroken,” adding Israel is not doing enough to protect aid workers. The White House claims that there is no evidence that the aid workers were killed deliberately. UN secretary-general Antonio Guterres says 196 aid workers have been killed in Gaza since 10/7/2023. Refugees International president Jeremy Konyndyk calls the attack “a clear war crime.” Hamas labels the attack terrorism. The Israeli Civil Administration announces that it will seize 206.3 dunams (51 acres) of land in Jiftlik, adding it to the settlement council in the Jordan Valley and declare 170 dunams (42 acres) of Palestinian land south of Furaydis near the Etzion settlement bloc as state land. The Knesset passes a law allowing the Israeli government to ban Al Jazeera in Israel in a 71-10 vote. Al Jazeera says Prime Minister Netanyahu, who called it a “terror channel,” is lying about the news organization to justify the killing of its employees. PA president Mahmoud Abbas speaks with U.S. secretary of state Antony Blinken in a phone call, calling on the U.S. to stop the Israeli attacks on Gaza. The 2 also discuss the new PA government. PA ambassador to the UN Riyad Mansour calls on the UN Security Council to schedule a vote on full Palestinian membership of the UN in April. Reuters reports that the U.S. considering approving an arms transfer to Israel worth $18 billion, including 25 F-15 fighter jets. White House spokesperson Karine Jean-Pierre says the Biden administration is seeking more information from Israel about footage of executions at al-Shifa Hospital. PA president Mahmoud Abbas approves the new government presented to him by prime minister Mohammed Mustafa. The government will be sworn in on 3/31. The PA says Israel is showing “total contempt” for the UN Security Council ceasefire resolution with its continued attacks on Gaza. Abbas meets with Belgian foreign minister Hadja Lahbib. Lahbib says during a tour of West Bank villages “[c]olonization and increasing violence perpetrated by settlers in the West Bank are illegal. Israel claims to have killed Hamas commander Raad Thabet at al-Shifa Hospital, calling him a top 10 commander. The Gaza Media Office says Israeli forces have killed around 200 people on the hospital grounds since 3/18, including 65 members of the civil defense. The Euro-Mediterranean Human Rights Monitor says Israel has executed 13 children in and around al-Shifa since 3/18. (AJ, HA 3/28)

The ICJ issues new provisional orders against Israel, including ordering Israel to ensure the unhindered provision of humanitarian assistance to Gaza, including food, water, electricity, fuel, shelter, clothing, hygiene and sanitation requirements, and medical supplies. The ICJ also orders Israel to open up more crossings and keep them open for “as long as necessary.” The ICJ says that since the provisional measures were first ordered on 1/26 the situation in Gaza has changed from a risk of famine to the beginning of a famine. Israeli national security minister Itamar Ben-Gvir publicly complained that the Israeli response to the rockets fired at Israel after the death of Khader Adnan on 5/2 was too “lenient.” Prime Minister Benjamin Netanyahu subsequently issued a statement saying that Ben-Gvir can leave the government if he does not accept the decisions made. In protest Ben-Gvir’s party held a meeting in Sderot near the Gaza fence instead of attending proceedings in the Knesset. (HA 5/3; HA, HA 5/4)

U.S. State Department spokesperson Vedant Patel told reporters that the U.S. has been seeking accountability for the Israeli killing of Al Jazeera journalist Shireen Abu Akleh by asking Israel to review its rules of engagement. Patel also called the Israeli killing of Abu Akleh “unintentional” despite several investigations having found it intentional. (AJ 5/3)

The Office of the UN Special Coordinator for the Middle East Peace Process (UNSCO) released a report saying that a strategic shift by the parties and the international community is necessary to reverse the negative trajectory of the PA. UNSCO proposed that a policy change that would include “addressing the continuing drivers of conflict and instability;” “strengthening Palestinian institutions and addressing the challenge of Palestinian governance;” “improving access, movement, and trade and thereby creating space for the Palestinian economy to grow;” and “better aligning the framework of economic and administrative relationships with the economic transformations of the past decades.” (WAFA 5/2; UNSCO 5/3)

Lebanon and Israel officially signed their maritime border demarcation agreement. Lebanese president Michel Aoun and Hezbollah secretary general Hassan Nasrallah both praised the agreement, saying that it does not signify a move towards normalization with Israel. The agreement provides Lebanon with the vast majority of potential profits from the Qana gas field and Israel all the profits from the Karish gas field. 20 Democratic members of the U.S. house of representatives signed a letter, circulated by representative Don Beyer (D-VA), to U.S. secretary of state Antony Blinken saying that Israel should not be included in the U.S. visa waiver program due to its ethic discrimination and racial profiling. In the West Bank, Israeli forces shot and injured 5 Palestinians with live ammunition during a raid in Dheisheh refugee camp. Israeli forces also ordered Palestinian farmers near Jenin to stop drilling water wells for irrigation, delivered stop-work orders for 4 houses under construction in al-Karmel, and demolished 4 residential structures in al-Jiftlik. 17 Palestinians were arrested, including 16 during late-night raids in Silwad, Ras Karkar, Deir Jarir, Dheisheh refugee camp, and Hebron, and 1 was arrested at a checkpoint near Jericho. An Israeli court extended the solitary confinement of Palestinian prisoner Ahmad Manasra to November. Manasra, who is now 21 years old, has been held in Israeli prison since he was 13 and suffers from mental health issues. PA president Mahmoud Abbas met with German chancellor Olaf Scholz in Berlin. During a press conference, President Abbas responded to a question of whether he would apologize for the 1972 Munich Olympics killing of Israeli hostages by remarking that “[f]rom 1947 to the present day, Israel has committed 50 massacres in Palestinian villages and cities. 50 massacres, 50 Holocausts, and until today, and every day there are casualties killed by the Israeli military.” Abbas’s Holocaust remark drew widespread condemnation, including from Chancellor Scholz, who issued a statement on the matter after the press conference. In the West Bank, Israeli settlers set fire to 1 Palestinian-owned truck in Kafr Malik. Palestinians protested Israeli-inflicted electricity blackouts in Jiftlik. 5 Palestinians were arrested, including 1 Palestinian who was arrested after being summoned for interrogation, and 4 teens were arrested in Hebron for throwing snow at Israeli forces. In East Jerusalem, Israeli forces clashed with Palestinians during a raid in Issawiyya; 3 Palestinians were injured by rubber-coated bullets, others suffered tear-gas related injuries, and 2 were arrested. 10 other Palestinians were arrested, including 9 who allegedly threw snow at Israeli police in Shu‘fat, Jabal Mukabir, and the Old City, and 1 was arrested at the Haram al-Sharif compound and reportedly beaten by Israeli police. The PA said the UAE is sending a shipment of 20,000 Russian-made Sputnik V vaccine doses to Gaza via the Rafah crossing. Israel allowed on 2/17 2,000 doses of the same vaccine to enter Gaza from the West Bank after refusing to let them enter Gaza. (AP, HA 2/18)

Israel announced that Palestinians from the West Bank working in Israel will be allowed to return to the West Bank from 2/21 after having to stay in Israel from the beginning of the 3d Israeli lockdown on 12/27/2020. The Palestinian workers have not and will not be offered a COVID-19 vaccine by Israel, according to a statement by the Israeli health ministry on 2/10. (HA 2/18; WAFA 2/20)

Nasser al-Kidwa, a member of the Fatah central committee, said he is involved in forming an alternative slate to Fatah and called on Marwan Barghouti, who is imprisoned in an Israeli jail, to join him. Al-Kidwa said the new slate is meant to change the PA, not to reform it. Russia mediated in a prisoner swap between Israel and Syria where 1 Israeli woman who had entered Syria a couple of weeks prior was released to Israel in exchange for 2 Syrian nationals, nullifying a sentence given to a Druze woman in the Israeli-occupied Golan heights. According to Axios, Israel had meant to exchange 1 Syrian prisoner who had 14 years left of a sentence, but he opted to finish his sentence in Israeli jail rather than going to Syria. Israeli forces then arrested 2 Syrian shepherds in the buffer zone who were then released in the prisoner swap. Haaretz reported that the prisoner exchange deal included an undisclosed clause which could potentially anger the Israeli public. Later reports suggested that Israel has promised to provide hundreds of thousands of COVID-19 vaccines to the Syrian government as the undisclosed clause. 2 days later, the Israeli military removed a gag order revealing that the secret clause was that Israel would pay for millions of the Russian-made vaccine Sputnik V on behalf of the Syrian government. Israel announced that it and the U.S. have started developing a 4th missile shield called Arrow 4 to counter potential threats of ballistic missiles from Iran. The International Panel on Fissile Material (IPFM) said that Israel is expanding the Dimona nuclear facility, believed to be used for manufacturing material for nuclear weapons. U.S. secretary of state Antony Blinken said the U.S. would return to the Joint Comprehensive Plan of Action (JCPOA) agreement if Iran came back to full compliance with the deal. Iran’s foreign minister Mohammad Javad Zarif responded that Iran would “immediately reverse all remedial measures” if the Biden Administration lifted all sanctions. Iran has told the U.S. and the other JCOPA partners that if the U.S. doesn’t start reversing sanctions by 2/23, Iran will ban short-notice inspections by UN officials. In Lebanon, the Lebanese government declared a 2-week state of emergency in Beirut in the wake of the deadly blast on 8/4, which killed more than 135 people and wounded more than 5,000. UAE’s minister of foreign affairs Anwar Gargash tweeted that “[c]ontinued Israeli talk of annexing Palestinian lands must stop. Any unilateral Israeli move will be a serious setback for the peace process, undermine Palestinian self determination & constitute a rejection of the international & Arab consensus towards stability & peace.” The tweet comes after the PA on 5/21 rejected COVID-19-related aid flown directly from the UAE to Tel Aviv. PA Jerusalem affairs minister Fadi Hidmi filed a complaint to the Israeli justice department for his arrest on 4/3. Minister Hidmi said that he was beaten and repeatedly forced to wear a dirty mask with blood on it. The complaint further said that Israeli police blasted down his front door without trying to knock on it and that the police seized $2,800. Hidmi was ultimately released 6 hours after his arrest without any charges. (HA 4/6)

Israeli prime minister Benjamin Netanyahu and Kahol Lavan leader Benny Gantz agreed on preliminary terms for a unity government, which includes that Netanyahu can propose to the Israeli cabinet a West Bank annexation plan if it’s backed by the U.S. (HA, JP 4/6)

Gaza border fence, killing 2 Hamas mbrs.; fatally shoots an ESF officer nr. the Erez crossing, a mentally handicapped Palestinian who strays nr. the border fence e. of Dayr al-Balah. In the West Bank, the IDF demolishes 1 Palestinian home, confiscates a mobile home in Jiftlik nr. Israel announces that the IDF will resume targeting Islamic Jihad mbrs. for assassination. The PA warns that the move could rupture the unofficial cease-fire, but Israel argues that the targeting would still be in line with truce provisions, which it claims allow Israel to defend itself against imminent attack if the PA security forces fail to do so; the PA rejects this. Later, the IDF fires missiles at a group of Islamic Jihad mbrs. in Bayt Lahiya in an apparent assassination attempt. The IDF also conducts major arrest raids, house searches in Balata r.c. and Nablus, clashing with local gunmen, leaving no reported casualties; conducts other arrest raids, house searches in Hebron, nr. Jenin; demolishes 10 Palestinian homes in Jiftlik nr. Jericho; bulldozes 5 d. of land in, fires on residential areas of Khan Yunis; conducts patrols in Kafr Dik nr. Nablus, Tamun nr. Jenin. A Palestinian grabs the gun of an Israeli security guard at the Barkan industrial zone nr. Ariel settlement, shoots and wounds the guard, flees. Palestinian gunmen fire on an IDF outpost nr. Palestinian gunmen fire on a building in Balata r.c. where Qurai‘ is giving a speech, detonate a roadside bomb as he and his convoy leave the area; no injuries are reported in either incident, no group claims responsibility. The IDF moves troops back into Jenin, after withdrawing to the outskirts of the city on 10/18; fires on Palestinian farmers in Jenin; bulldozes 18 Palestinian homes (15 in Jiftlik, 1 in `Ayn Bayt al-Ma’ r.c., 1 in Balata r.c., 1 in Rafah, 1 in Salim); bars a Palestinian heart attack victim fr. crossing and IDF checkpoint to reach a hospital for 2 hrs., allowing him to die; raids 2 homes in Hebron, sets fire to residents’ belongings. IDF commandos raid Balata r.c., arrest 2 Palestinians, leave behind their van, booby trapped with explosives; the van later explodes, injuring 10 Palestinians. With the IDF’s pledge of protection, Palestinian residents of Yanun return to their homes (see 10/18). The PA complains that btwn. 9/4 and 10/16, the IDF has taken 750 single-bed truckloads, 250 double-bed truckloads of sand out of Gaza for use in construction projects inside Israel.
