In the Gaza Strip, Israel Defense Forces (IDF) troops open fire on open land nr. Khan Yunis, causing no injuries. In the West Bank, IDF troops conduct house searches and arrest raids in 1 village each nr. Hebron, Jenin, Nablus, and Salfit at night; patrols in 1 village each nr. Hebron and Salfit, and in Qalqilya and 1 nearby village in the afternoon, in 3 villages and al-‘Arub refugee camp (r.c.) nr. Hebron and 2 villages nr. Ramallah at night. (PCHR 2/20)

Palestinian Authority (PA) Pres. Mahmud Abbas tells a group of visiting Israeli students in Ramallah that he does not seek to “flood Israel” with millions of Palestinian refugees or to change the country’s “social composition.” Meanwhile, at an Al Jazeera event in Oxford, UK, Palestinian chief negotiator Saeb Erakat warns that Palestinians will call for a boycott of Israel and turn to international tribunals if the negotiations fail. In Egypt, a bomb explodes on a bus in Sinai, killing 2 South Korean tourists and the local driver, and wounding 12. Ansar Bayt al-Maqdis claims responsibility, and says that a suicide bomber executed the attack. (AP, REU 2/16; JTA 2/17; REU 2/18)

The Free Syrian Army (FSA) announces that it has replaced its leader, Gen. Selim Idriss, with Col. Abdelilah al-Bashir, a decision prompted by “the ineffectiveness of the command in the past few mos.,” according to an FSA statement issued following a meeting in Gaziantep, Turkey. Meanwhile, Syrian FM Walid Muallem accuses the U.S. of creating a “negative climate” for dialogue at the 2d round of talks in Geneva, as the Syrian delegation returns from Switzerland to Damascus. U.S. Secy. of State Kerry praises the opposition’s “seriousness of purpose,” and criticizes the Syrian govt. for stalling in Geneva and attacking civilians in Syria. On the Syria-Jordan border, 10 gunmen from Syria open fire on Jordanian troops as they patrol, according to a Jordanian military spokesperson. The soldiers return fire, wounding 7 and arresting 3, while suffering no injuries. (AP, REU 2/16)

Hizballah’s leader, Shaykh Hasan Nasrallah, says that his group intends to stay and fight in Syria because Lebanon is threatened by Takfiri groups. He also urges Arab nations to help a process of Syrian national reconciliation. (DS 2/16)

Other Countries: Canadian diplomats for first time meet with PLO representatives at UN [NYT 3/31].

Occupied Palestine/Israel: In Tulkarm soldiers shoot, kill 17-year-old Palestinian. In al-Jib 22-year-old Palestinian is shot, killed by Israeli troops. In Jabalya camp soldiers open fire, kill 24-year-old Palestinian [FBIS 4/3]. In Salfit 20-year-old Palestinian is shot, killed by Israeli troops. In Hebron at least 6 Palestinians are shot by Israeli troops. In Bayt Ummar 7 Palestinians are shot. At least 30 other Palestinians are wounded in O.T. [FJ 4/3]. IDF destroys the homes of 4 Palestinians in Gaza and demolishes part of a 5th house [FBIS 4/3]. In the Galilee, Israeli authorities arrest 17 Palestinians for possessing "inciting material" [FJ 4/10].

Occupied Palestine/Israel: After 10 days Israeli authorities lift curfew on the village of Burqa; villagers are forbidden to harvest olive crop [FJ 10/23].

Arab World: Christian Science Monitor reports that Israel's Labor party asked PLO through the Soviets to calm the uprising in order to help with the election [CSM 10/ 17].

Other Countries: Leaders of the American Jewish Congress, the American Jewish Committee, and the Anti-Defamation League of B'nai B'rith declare that the American-Israel Public Affairs Committee is out of step with the feelings of the American Jewish community; the three groups have agreed to form a joint political committee to work on behalf of Israel [NYT 10/17]. UNRWA releases its annual report at UN headquarters. In 1987 it spent $207 million to help 2.3 million Palestinian refugees. UNRWA reports that 47 workers are being detained by Israeli authorities [NYT 10/18].

Occupied Palestine/Israel: Demonstrations erupt throughout the Gaza Strip: in Rafah 5 Palestinians are shot, injured; in Khan Yunis troops injure 4 people with plastic bullets; in Beach camp 3 Palestinians are injured by Israeli troops. In Salfit 4 Palestinians are wounded by soldiers. In Nablus troops wound 4 Palestinians. In Kufr Thulth troops arrest 15 Palestinians [FJ 10/ 23].

Occupied Palestine/Israel: Former nuclear technician Mordechai Vanunu is sentenced to 18 years imprisonment for selling Israeli nuclear secrets to the Sunday Times (London) [WP 3/28]. Israeli soldier is sentenced to 18 months in military prison and 18 months suspended for fleeing his post during 11/25 hang glider attack on Israeli army base [WP 3/28; LAT 3/29].

Arab World: PLO statement terms meeting between U.S. sec. of state Shultz and 2 Palestinian American professors an "important political step" [WP 3/28].

Occupied Palestine/Israel: Palestinians use axes, iron bars, stones, and cars in attack on Israeli troops conducting early morning raid in village of Maythalun, north of Tubas; 3 Palestinians are shot dead. At least 1 Palestinian youth is killed in Salfit; Israeli sources claim youth was killed when soldiers came to aid of tour bus that had mistakenly entered village [WP 3/28; FJ 4/3]. Army uses tear gas, rubber bullets to break up demonstration in Ramallah. There are also demonstrations inHebron, Bethlehem, Bayt Sahur village, and Burqa village. Shopowners in E. Jerusalem, W. Bank, and Gaza Strip strike [FBIS 1/21; FJ 1/24]. Attorney for 5th Palestinian scheduled for deportation announces his client is dropping his appeal [FBIS 1/22].

Arab World: Egypt's Pres. Husni Mubarak calls for 6-month cease-fire in occupied territories, international peace conference on the Middle East as part of new peace initiative [WP, LAT 1/22]. Jordan's P.M. Zayd Rifa'i tells parliament that 23 PFLP members have been detained on charges of attempting to instigate disturbances in Jordan [FBIS 1/25].

Other Countries: U.S. criticizes Israel's new policy of beating Palestinian protesters [WP 1/22].

Occupied Palestine/Israel: Israeli soldiers kill 3 armed Palestinians shortly after they cross Israel's northern border from Lebanon. Fateh claims responsibility for infiltration. At least 20 stone-throwing Palestinian demonstrators aearrested during violent riots in al-Ram, near Jerusalem. Reports indicate many residents of Shu'fat in E. Jerusalem are detained, beaten by border police in nighttime crackdown on alleged protesters [WP 1/21; FJ 1/24]. Violent clashes between demonstrators and Israeli troops are reported in E. Other Countries: In interview, PLO Chairman Yasir Arafat denies local leaders in occupied territories challenge his position, calls for UN peacekeeping force in W. Bank and Gaza Strip. Israeli Ambassador to the UN Benjamin Netanyahu said violence must be ended before talks begin, denies Israel is preventing food from reaching W. Bank and Gaza Strip [LAT 1/18].

Soldiers teargas demonstrators outside Ramallah church. Youths stone soldiers breaking locks on Ramallah stores to force owners to open; at least 1 soldier is injured. Residents of al-Mazra'ah al-Sharqiyyah are prevented from leaving village for 10th straight day. Several are injured in Balatah when Israeli troops open fire on protesters.
