In the West Bank, Israeli forces raided Jenin, injuring 1 Palestinian with live ammunition and arresting 1. Israeli forces also delivered stop-work notices to 2 families for several structures in Humsa. 10 Palestinians were arrested during late-night raids in Nil‘in, Burqa, Qalqilya, Aida refugee camp, Hebron, and Kuseis. In East Jerusalem, 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces made incursions to level agricultural land east of Dayr al-Balah. Israel ended the trial program to extend the hours at the Allenby Bridge crossing. The trial program ran from 11/6 to 11/10 and was initiated under U.S. pressure during President Joe Biden’s visit to Israel in July. The U.S. had announced that Israel would open the crossing 24 hours a day from September, but Israel insisted on carrying out the trial before changing the operating hours. The Times of Israel reported that Israel is preparing to open the Allenby crossing 24 hours a day between Sunday morning and Friday afternoon and on Saturdays between 8 a.m. and 3.30 p.m. starting from 2 April 2023. Otzma Yehudit leader Itamar Ben-Gvir attended an event commemorating the 22nd anniversary of the death of Israeli American terrorist Meir Kahane. Ben-Gvir, who is expected to become a minister in the incoming Benjamin Netanyahu-led government, was jeered when he said that unlike Kahane he does not support expelling all Palestinians from Israel. Ben-Gvir said “Kahane’s main characteristic was love.” At the event, participants burned Palestinian flags. Adalah and the Center for Constitutional Rights wrote a letter to U.S. secretary of state Antony Blinken and ambassador to Israel Tom Nides urging them not to move forward with plans to build an embassy in Jerusalem on lands confiscated from Palestinians. The letter, written on behalf of the Palestinian landowners, stated “[s]hould the US proceed with this plan, it would not only be complicit with Israel's illegal confiscation of Palestinian-owned land, but it would also become an active participant in the seizure of the land of US citizens.” (MEE, WAFA 11/11; WAFA 11/14; MDW 11/17)

The Israeli government and the world soccer federation FIFA announced that direct flights between Israel and Qatar would be available for World Cup ticket holders. Palestinian ticket holders were said to be allowed to use Ben-Gurion International Airport if they receive a special permit. In the West Bank, Israeli settlers attacked Palestinian homes in Madama with stones, leading to a confrontation between Israeli forces and Palestinians in the village; 8 Palestinians were injured by Israeli settlers and 13 by tear gas fired by Israeli forces. Israeli settlers also threw stones at Palestinian vehicles traveling near Bizarya, causing damage. Elsewhere, Israeli settlers raided Burqa, leading to a confrontation between Palestinians and Israeli forces; no injuries were reported. Israeli forces shot and killed 4 Palestinians and injured 44 others during a raid in Jenin refugee camp, where Israeli forces also fired 4 missiles in residential areas. Al-Aqsa Martyrs’ Brigades said 3 of the casualties were members of their organizations while Islamic Jihad said the 4th was an Islamic Jihad member. The PA and OIC condemned the killings and Fatah called for a Day of Rage. Several Palestinian cities held general strikes over the killings. Later, on 10/10, 1 12-year-old Palestinian boy died of wounds sustained during the raid. The boy was shot in the stomach by Israeli forces using live ammunition. Israeli forces also violently dispersed Palestinian protesters at the Beit El checkpoint, injuring 3, including 1 critically. Israel announced that it will start a pilot program to open the Allenby Bridge crossing between the West Bank and Jordan 24 hours a day, beginning on 10/24. Haaretz reported that Shin Bet director Ronen Bar ignored his predecessor’s advice to demote or fire a Shin Bet operative and decided to promote him instead. The operative is accused of rape and demanding the examination of Palestinian women’s genitals. The investigation against the operative was closed in 2021 due to alleged insufficient evidence. In the West Bank, Israeli settlers vandalized 3 Palestinian-owned vehicles and sprayed “Jews wake up, Arabs leave” and the Star of David on a wall near the vehicles in Marda. Israeli forces violently dispersed a funeral procession in Abu Dis for a Palestinian woman who was killed in June 2021 and whose body was handed to her family on 8/23; 1 was injured by a baton round to his head. Israeli forces demolished 1 agricultural structure and 1 carwash in Huwwara and residential and agricultural structures belonging to 8 families near Fasayil. 14 Palestinians were arrested during late-night raids in al-Bireh, Jalazun refugee camp, Beit Rima, Silwad, Qatanna, al-Azza refugee camp, Husan, Beit Sahour, Nablus, and Jenin. 1 6-year-old Palestinian boy died in Gaza after being denied exit permits for medical treatment at the Hadassah medical center in Jerusalem. The boy was unable to attend 2 appointments for medical treatment on 1/12 and 8/10, as the request for his exit permit remained “under review.” (HA 9/1)

The Israeli army suspended 4 soldiers of the Ultra-Orthodox Netzah Yehuda Battalion after a video surfaced of them beating 2 Palestinians near Ramallah. In the West Bank, unidentified militants shot and injured former Hamas deputy prime minister and professor at An-Najah University Nasser al-Shaer in Kafr Qalil; PA president Mahmoud Abbas condemned the assassination attempt and ordered an investigation into the incident. Hamas blamed Fatah incitement against Hamas on the attempt. Israeli settlers uprooted 70 olive saplings in al-Masara. Israeli settlers also vandalized 30 olive trees in Turmus ‘Ayya. Chief of staff of the Israeli armed forces Aviv Kochavi visited Morocco for meetings with Moroccan defense officials. 21 Democratic members of the U.S. House of Representatives led by Ayanna Pressley (D-MA) wrote a letter to secretary of state Antony Blinken and director of national intelligence Avril Haines, expressing concern over Israel’s decision to label 6 Palestinian rights organizations terrorist organizations without producing any credible evidence to support the claim. EU foreign ministers agreed to restart the EU-Israel Association Council set up in 1995 but suspended in 2012 due to Israel’s settlement policy. U.S. president Joe Biden continued his 4-day Middle East trip, leaving Israel for East Jerusalem and the West Bank. In East Jerusalem, President Biden visited the Augusta Victoria Hospital, announcing $100 million in aid for the East Jerusalem Hospital Network that serves Palestinians from East Jerusalem, the West Bank, and Gaza. The funding of the hospital will need U.S. congressional approval. Biden’s predecessor Donald Trump had cut U.S. funding in medical aid for the PA. Biden’s visit was the 1st by a sitting U.S. president to East Jerusalem, outside of the Old City. In Bethlehem, Biden and PA president Mahmoud Abbas met and held a press conference, where President Abbas stressed that a 2-state solution will not be tenable forever and called for accountability for Israel’s killing of Palestinian American journalist Shireen Abu Akleh. Additionally, Abbas called on the U.S. to reopen its consulate to Palestinians and delist the PLO from the U.S. list of terrorist organizations, saying “we are not terrorists.” Biden for his part called for a “full and transparent” investigation into the killing of Abu Akleh, voiced support for a 2-state solution along the 1967 borders with land swaps, and announced that Israel had said it would allow Palestinian phone companies to connect to 4G networks by the end of 2023. Biden also announced $201 million in funding for UNRWA and $15 million in aid for food security via the UN World Food Program and 2 NGOs. Additionally, it was reported that Israel will open the Allenby Bridge on a 24-hour basis and assess if the PA should have a presence at the crossing. It was reported by Palestinian sources that the 2 leaders gave separate statements after failing to agree on a joint statement. After meeting with President Abbas, Biden headed to Saudi Arabia where he was greeted by Saudi crown prince Mohammed bin Salman with a “fist-bump,” despite promising during his presidential campaign to make Saudi Arabia a pariah due to Crown Prince bin Salman’s involvement in the killing of journalist Jamal Khashoggi. It was announced by U.S. national security advisor Jake Sullivan that Saudi Arabia had opened its air space to all Israeli flights as part of the 2 countries’ path to normalization and Saudi officials said they would start discussions to approve flights from Israel to Saudi Arabia for Muslim pilgrims. Saudi Arabia’s foreign minister Adel al-Jubeir told CNN in an interview that his country remains committed to the Arab Peace Initiative, saying “we need to have a process, and this process needs to include the implementation of the Arab Peace Initiative. Haaretz reported that the World Zionist Organization’s settlement division was finalizing plans to invest $8.5 million to connect settlement outposts in the West Bank to the Israeli electrical grid and preparing plans to have the outposts retroactively authorized by the Israeli government. Israeli defense minister Benny Gantz approved 5,500 Palestinians to be registered with the Palestinian population registry and increased Gaza merchant permits for commerce in Israel from 1,500 to 15,000. Defense Minister Gantz also gave final approval for construction in Hizma and Harmaleh and 1st level approval for construction in Haris, Kisan, and Battir. Additionally, Israel said it would open a new crossing from Israel to the northern part of the West Bank to ease access to Jenin and delayed a meeting to expand Israeli settlements in East Jerusalem. The moves were described by Israel as a result of a meeting between Gantz and PA president Mahmoud Abbas last week and comes 1 day before U.S. president Joe Biden will arrive in Israel for a 4-day tour of Israel, Palestine, and Saudi Arabia. 4 members of the U.S. senate Chris Van Hollen (D-MD), Patrick Leahy (D-VT), Chris Murphy (D-CT), and Dick Durban (D-IL), wrote a letter to U.S. secretary of state Antony Blinken saying that the U.S. review of the evidence into the killing of Palestinian American journalist Shireen Abu Akleh “hardly constitutes an independent investigation into the overall circumstances of her killing.” In a separate letter, U.S. senators Cory Booker (D-NJ) and Bob Menendez (D-NJ) called on the Biden administration to provide a senior-level classified briefing on the investigation details and the administration’s plan for accountability. Citing insufficient evidence, the foreign ministries of Belgium, Denmark, France, Germany, Ireland, Italy, Holland, Spain, and Sweden issued a joint statement saying that the countries have decided to dismiss Israeli claims that 6 Palestinian rights organizations are linked to terrorism and will continue funding them. In the West Bank, Israeli settlers assaulted 1 Palestinian man working his land near Kafr al-Labad; the man was hospitalized for treatment of his injuries. Israeli forces shot and injured 1 Palestinian at the al-Hamra checkpoint in Jericho. Israeli forces also delivered stop-work notices for 2 houses under construction near Yatta. 11 Palestinians were arrested, including 10 during late-night raids in Silwad, Yabrud, and Nabi Salih; 1 was arrested after returning from Jordan at the Allenby Bridge crossing. Israel announced that it will allow 400 Palestinians living in Gaza—only men over the age of 55 and women over 50—to visit Jerusalem for the celebration of Eid al-Adha, and 500 Palestinians in the West Bank will be given permits to travel through Ben-Gurion airport. (HA 7/3)

In the West Bank, Israeli settlers raided al-Juwaya in the Masafer Yatta area, bringing their cattle to graze on wheat and barley crops and assaulting Palestinian herders. Israeli forces shot and killed 1 Palestinian journalist at a checkpoint in al-Arroub refugee camp while she was on her way to work, claiming she had attempted to carry out a stabbing attack against Israeli soldiers; the woman was left without medical assistance for 20 minutes before a Palestinian ambulance arrived. Later, during her funeral, Israeli forces violently dispersed the funeral procession, critically injuring 1 with live ammunition, moderately injuring 2 with live ammunition, and injuring others with tear gas. The Knesset passed a preliminary vote 63-14, banning the flying of Palestinian flags at state-funded institutions. Members of Meretz and Joint List voted against the bill. The bill will still have to pass 3 additional votes to become law. During the debate leading to the vote, MK Eli Cohen of Likud told Sami Abu Shehadeh of Joint List that he should “go to Gaza or Jordan.” On the same day, Israeli authorities removed a large Palestinian flag placed next to an Israeli flag with the words “We are destined to live together” from an office building in Tel Aviv. Axios reported that the Pentagon is considering downgrading the U.S. official in charge of security coordination with the PA from a 3-star general to a colonel, as part of a larger push to reduce the number of U.S. generals. The ranks of the military attachés in Saudi Arabia and the UAE would also be affected by the potential change. Later, on 6/17, a bipartisan group of 32 U.S. senators wrote a letter to secretary of defense Lloyd Austin, urging him not to downgrade the post of security coordinator. In the West Bank, 1 Israeli settlement security guard was shot and killed by 2 assailants at the entrance to the Ariel settlement. Israel said it arrested the alleged attackers on 4/30 in Qarawat Bani Hassan and identified them as Palestinians. Al-Aqsa Martyrs’ brigade took responsibility for the attack. Israeli settlers razed farmland in al-Farisiya. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 9 with baton rounds and others with tear gas. The head of Bisan Center for Research and Development Ubai Aboudi said Israel had prevented him from traveling to a conference in Mexico via the Allenby bridge. Aboudi, who is a U.S. citizen, said the Israeli officers refused to tell him why they prevented him from traveling abroad. The Bisan Center is 1 of 6 Palestinian rights organizations that was placed on Israel’s terrorism list in October. 1 day later, on 4/30, Israel prevented the director of Addameer, Sahar Francis, from traveling to the same conference from Ben Gurion airport. In the West Bank, Israeli forces arrested PA governor of Jerusalem Adnan Ghaith at the Allenby crossing to Jordan, where he was traveling to Saudi Arabia for the 2022 Arab Cities Conference. Governor Ghaith was released on 3/20 and told he was banned from traveling abroad. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4, including 3 minors, with rubber-coated bullets; others suffered tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 1 Palestinian using live ammunition and others with tear gas. In East Jerusalem, 1 Palestinian man stabbed 1 Israeli settler while he was jogging; Israeli forces shot and seriously injured the Palestinian man. In the days following the incident, Israeli police refused the doctors treating the man from removing his cuffs, despite the doctors saying they were endangering his recovery. Later, on 3/25, an Israeli court ordered police to remove the man’s restraints, citing his level of consciousness given he was in an induced coma. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of Abasan and east of Dayr al-Balah; no injuries were reported.
