In the West Bank, Israeli settlers vandalized 3 Palestinian-owned vehicles and sprayed “Jews wake up, Arabs leave” and the Star of David on a wall near the vehicles in Marda. Israeli forces violently dispersed a funeral procession in Abu Dis for a Palestinian woman who was killed in June 2021 and whose body was handed to her family on 8/23; 1 was injured by a baton round to his head. Israeli forces demolished 1 agricultural structure and 1 carwash in Huwwara and residential and agricultural structures belonging to 8 families near Fasayil. 14 Palestinians were arrested during late-night raids in al-Bireh, Jalazun refugee camp, Beit Rima, Silwad, Qatanna, al-Azza refugee camp, Husan, Beit Sahour, Nablus, and Jenin. In East Jerusalem, 1 Palestinian family demolished their own home in Silwan, displacing 10. 1 6-year-old Palestinian boy died in Gaza after being denied exit permits for medical treatment at the Hadassah medical center in Jerusalem. The boy was unable to attend 2 appointments for medical treatment on 1/12 and 8/10, as the request for his exit permit remained “under review.” (HA 9/1)

The Israeli army suspended 4 soldiers of the Ultra-Orthodox Netzah Yehuda Battalion after a video surfaced of them beating 2 Palestinians near Ramallah. The 4 soldiers had detained the 2 Palestinians after stopping their car. A statement from the Israeli military said that the soldiers used “unnecessary force.” (AP, HA, MEMO 8/24)

In response to U.S. air strikes in Syria on 8/23, groups said to be affiliated with Iran attacked the U.S. Mission Support Site Conoco in Syria, lightly injuring 1 U.S. soldier. The U.S. responded by attacking militants with helicopters, killing at least 2 people. (REU, REU 8/24; AJ, HA, MEE 8/25)

In the West Bank, Israeli settlers raided al-Juwaya in the Masafer Yatta area, bringing their cattle to graze on wheat and barley crops and assaulting Palestinian herders. Israeli forces shot and killed 1 Palestinian journalist at a checkpoint in al-Arroub refugee camp while she was on her way to work, claiming she had attempted to carry out a stabbing attack against Israeli soldiers; the woman was left without medical assistance for 20 minutes before a Palestinian ambulance arrived. Later, during her funeral, Israeli forces violently dispersed the funeral procession, critically injuring 1 with live ammunition, moderately injuring 2 with live ammunition, and injuring others with tear gas. Israeli forces also shot and killed 1 Palestinian and injured 6 others with live ammunition, including 2 who were critically injured during a punitive demolition raid in Ya‘bad; 1 family home of an alleged Palestinian attacker was demolished by Israeli forces using explosives, displacing 6. 1 of the Palestinians critically injured later succumbed to his injuries on 6/11. Elsewhere, Israeli forces handcuffed and detained for 30 minutes 2 Palestinian girls aged 11 and 12 in Hebron, claiming that Israeli settlers had reported that 1 of them carried a knife—an accusation the girls and their father denied. Israeli forces also demolished 8 residential structures and 2 agricultural structures, and seized 3 tents in al-Fakhit and al-Mirkez in the Masafer Yatta area. Separately, Israeli forces also demolished 1 house and 1 agricultural structure in az-Za’ayyem, displacing 5. Israeli forces also delivered stop-work notices for 6 houses and 4 other structures in Marda, despite the homes and structures being in Area B. Elsewhere, Israeli forces seized 6 Palestinian-owned tractors in the Jordan Valley. 14 Palestinians were arrested during late-night raids in Ras Karkar, al-Midya, Beit Sira, Beit Fajjar, ‘Urif, and Nablus. In East Jerusalem, Israeli authorities demolished 1 Palestinian-owned house in Isawiya, displacing 8; 1 member of the displaced family had her arm fractured by Israeli forces during the demolition. In Gaza, Israeli forces opened fire at Palestinians east of Beit Hanun; no injuries were reported. The Knesset passed a preliminary vote 63-14, banning the flying of Palestinian flags at state-funded institutions. Members of Meretz and Joint List voted against the bill. The bill will still have to pass 3 additional votes to become law. During the debate leading to the vote, MK Eli Cohen of Likud told Sami Abu Shehadeh of Joint List that he should “go to Gaza or Jordan.” On the same day, Israeli authorities removed a large Palestinian flag placed next to an Israeli flag with the words “We are destined to live together” from an office building in Tel Aviv. Axios reported that the Pentagon is considering downgrading the U.S. official in charge of security coordination with the PA from a 3-star general to a colonel, as part of a larger push to reduce the number of U.S. generals. The ranks of the military attachés in Saudi Arabia and the UAE would also be affected by the potential change. Later, on 6/17, a bipartisan group of 32 U.S. senators wrote a letter to secretary of defense Lloyd Austin, urging him not to downgrade the post of security coordinator. In the West Bank, Israeli forces shot and killed 1 Palestinian man and injured 3 others during a late-night raid in Nablus, Israel claimed that explosives had been thrown at the Israeli forces as they raided the city; no Israeli was injured during the raid; the PA condemned the killing. 23 Palestinians were arrested, including 1 at the Allenby Bridge and 22 during raids in Beitunia, Bayt Liqya, Ramallah, al-Bireh, al-Eizariya, Hebron, al-Arroub refugee camp, Qarawat Bani Hassan, Bidya, Ras al-Ain, Jamma‘in, and Qalqilya. In East Jerusalem, the Israeli municipality began razing land seized from 4 Palestinian families in Sheikh Jarrah, which served as a parking lot and car wash in preparation for construction of a settler park. 5 Palestinians were arrested during late-night raids in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Beit Lahiya; no injuries were reported. In Gaza, Israeli forces made incursions and leveled land in the northern part of Gaza near the Gaza fence. Israeli forces also opened fire at Palestinian farmers working their lands east of Maghazi and Khuza‘a; no injuries were reported. Haaretz reported that the Custodian General’s unit in the Israeli Justice Ministry is exploring plans to build 5 Jewish settlements in East Jerusalem: 1 in Sheikh Jarrah, 1 near the Damascus Gate, 1 in Sur Baher, 1 in Bayt Hanina, and 2 in Bayt Safafa. The Custodian General manages private property claimed by Israel to have unknown owners. Most of the properties managed by the Custodian General are in East Jerusalem. (HA, MEE 12/13)

The patriarchs and heads of local churches of Jerusalem released a statement warning that Israeli government is failing to protect the Christian community in Jerusalem from physical attacks by “radical groups” and groups trying to displace the Christian community from Jerusalem by acquiring “strategic property . . . using underhanded dealings and intimidation tactics to evict residents from their homes.” (TOI 12/19; BBC, HA, MEE 12/21)

Israel’s prime minister Naftali Bennett met with UAE crown prince Mohammed bin Zayed Al Nahyan in Abu Dhabi. The 2 were said to have discussed Iran and building on the 2 countries’ normalization agreement. Israel’s public security minister Omer Bar-Lev told Undersecretary Victoria Nuland that he views settler violence “severely” and is taking action against it. Public Security Minister Bar-Lev’s comments drew the ire of Israeli politicians in his coalition and further right, who said that there is no issue with Israeli settler violence toward Palestinians. IDF troops arrest 1 Palestinian during a late-night raid in Hebron and patrol nr. Qalqilya and Nablus during the day. In East Jerusalem, Israeli settlers enter Silwan en masse after an Israeli settler vehicle is found burned in the neighborhood overnight, leading to minor clashes between the Israeli forces escorting them and Palestinian residents of the neighborhood (there are no serious injuries). Separately, Israeli forces arrest a Palestinian student during a raid in Bayt Hanina late at night. (PCHR 6/16) COGAT confirms that, beginning today and ending on 9/10, the Allenby Bridge border crossing between Jordan and the West Bank will be open 24 hours a day, 5 days a week. (MNA 6/10)

Amid an upswing in tension across the West Bank, Israeli soldiers shoot and seriously injure a Palestinian after he allegedly stabs and moderately injures an Israeli officer outside the Efrat settlement nr. Bethlehem. IDF troops on a patrol nr. Jenin clash with and violently disperse stone-throwing Palestinian youths; 4 Palestinians are arrested. They arrest 3 more Palestinians during late-night raids in and around Nablus; and patrol throughout the day nr. Nablus, Hebron, and Salfit. Israeli forces shut down the entrance to Bayt Umar village nr. Hebron to allow for maintenance work on an IDF watchtower in the area (the work will continue through 9/22). Meanwhile, the Israeli authorities return the body of the Jordanian killed on 9/16 to his family via the Allenby border crossing. Meanwhile, 100s of Palestinians march through Ramallah to the home of the Jordanian amb. following ISIS’s 2/3 video depicting its fighters killing a Jordanian hostage. In the morning, IDF troops raid a Palestinian high school in Nablus, evacuating it and detaining its principal and asst. principal. The IDF arrests a Palestinian child at the Allenby border crossing with Jordan; conducts house searches and arrest raids nr. Hebron, Ramallah, Salfit, and in Tulkarm. Israeli forces also deliver demolition orders to Palestinians in Silwan nr. Ramallah for several wells. In East Jerusalem, Israeli police arrest a 10-year-old Palestinian outside his home in al-Tur. The Israeli govt. continues freezing transfers of tax revenues to the PA in response to the Palestinians’ accession to the ICC. Following the 1/2 freeze of NIS 500 m. (around $127.6 m.) of revenues collected in 12/2014, Israel collected around $100 m. worth of revenues in 1/2015. A senior Israeli official says that the freeze will continue until the govt. “finishes formulating its response to the PA’s unilateral move to the ICC, a step that runs contrary to all previous agreements.” (JP 2/4; MNA 2/11)

In the West Bank, IDF troops shoot and kill a man at the Allenby Bridge crossing on the Jordanian border. The man, a PalestinianJordanian judge who worked in Amman, was on his way to visit family in Nablus. The IDF initially says that he tried to attack the soldiers. However, many eyewitnesses describe a different version of the events. In response, PM Netanyahu’s office promises a joint investigation with Jordanian authorities, and expresses regret and sympathies. Jordanian FM Judeh condemns the killing, and summons the head of Israel’s mission in Amman. A protest also takes place outside the Israeli embassy in Amman, where demonstrators call for the annulment of the 2 countries’ peace treaty. IDF troops also shoot and kill a Palestinian in Baytin village nr. Ramallah, in response to a group of Palestinians throwing stones at vehicles owned by Jewish settlers. The man’s relatives say he was tending goats when he was shot. The IDF conducts house searches and arrest raids in Hebron, and 1 village each nr. Jenin and Qalqilya at night; patrols in 1 village each nr. Hebron and Ramallah in the afternoon, and in 3 villages nr. Hebron, 2 villages nr. Ramallah, and 1 village each nr. Ramallah and Qalqilya at night. Jewish settlers cut down several trees and saplings in an-Nabi Samuil nr. Jerusalem.
