In the West Bank, Israeli settlers attacked Palestinian homes in Madama with stones, leading to a confrontation between Israeli forces and Palestinians in the village; 8 Palestinians were injured by Israeli settlers and 13 by tear gas fired by Israeli forces. Israeli settlers also threw stones at Palestinian vehicles traveling near Bizarya, causing damage. Elsewhere, Israeli settlers raided Burqa, leading to a confrontation between Palestinians and Israeli forces; no injuries were reported. Israeli forces shot and killed 4 Palestinians and injured 44 others during a raid in Jenin refugee camp, where Israeli forces also fired 4 missiles in residential areas. Al-Aqsa Martyrs’ Brigades said 3 of the casualties were members of their organizations while Islamic Jihad said the 4th was an Islamic Jihad member. The PA and OIC condemned the killings and Fatah called for a Day of Rage. Several Palestinian cities held general strikes over the killings. Later, on 10/10, 1 12-year-old Palestinian boy died of wounds sustained during the raid. The boy was shot in the stomach by Israeli forces using live ammunition. Israeli forces also violently dispersed Palestinian protesters at the Beit El checkpoint, injuring 3, including 1 critically. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Huwwara, injuring 1 with a baton round and 33 with tear gas. Israeli forces also violently dispersed Palestinian protesters in Qalqilya, injuring 14 with tear gas. Meanwhile, Israeli forces violently dispersed Palestinian protesters in al-Bireh, leading to tear-gas related injuries. An Israeli court extended the administrative detention of Khalil Awadeh to 10/9, despite an Israeli promise to release him on 9/2 after he challenged his detention with 172-day-long hunger strike. (AJ, MEMO 9/29)

Israel announced that it will start a pilot program to open the Allenby Bridge crossing between the West Bank and Jordan 24 hours a day, beginning on 10/24. The 24/7 opening of the Allenby crossing was 1 of the announcements U.S. president Joe Biden made when he visited the West Bank in June. (HA, MEE 9/28; MEMO 9/29)

Israeli media reported, after a meeting with Israeli defense officials, that Israeli military chief of staff Aviv Kochavi has approved carrying out “targeted assassinations” in the West Bank and the use of drones for the purpose. (JP, MEMO 9/29; ALM, HA 9/30)

Haaretz reported that Shin Bet director Ronen Bar ignored his predecessor’s advice to demote or fire a Shin Bet operative and decided to promote him instead. The operative is accused of rape and demanding the examination of Palestinian women’s genitals. The investigation against the operative was closed in 2021 due to alleged insufficient evidence. UN envoy for the Middle East peace process Tor Wennesland told the UN security council that Israel continues to defy the 2016 security council resolution calling for an immediate halt to Israeli settlement activity in the West Bank. (AP 9/28; MEMO 9/29)

In the West Bank, Israeli settlers threw stones at Palestinian houses and vehicles in ‘Urif, causing damage. Israeli settlers also threw stones at vehicles traveling near Silat ad-Dhahr. Israeli forces arrested the wife of a Palestinian man who shot and killed 1 Israeli settler in East Jerusalem on 11/21 as she was entering the West Bank via the Allenby Bridge from Jordan. Israeli forces also blocked off the entrances to Deir Abu Mash’al. Elsewhere, Israeli forces handed a stop-work order for a water well in Atuf. 17 Palestinians were arrested during raids in Tulkarm, Wadi al-Far‘a, and Qalandia refugee camp. In East Jerusalem, Israeli forces raided the home of PA Jerusalem governor Adnan Ghaith in Silwan, injuring 4 by physical assault and temporarily detaining 3. 2 Palestinians were arrested in Silwan. Israel said it had arrested 50 alleged operatives of Hamas in the West Bank, claiming that they were plotting to commit attacks against Israelis. It was unclear when Israeli forces had apprehended the alleged plotters. (HA 11/22)

2 Palestinian prisoners held on administrative detention suspended their hunger strikes as their lawyers made deals with Israel to release them within a few months. 1 of the prisoners had been hunger-striking for 131 days when he suspended his protest; the other for 51 days. Israel and Jordan signed an agreement of intent to build a solar power plant in Jordan to supply 600 megawatts of electricity to Israel in exchange for Israel to send 200 million cubic meters of desalinated water to Jordan. The agreement was signed in the UAE in the presence of U.S. climate envoy John Kerry. Jordanians protested against the agreement in Amman on 11/23. 26 Democratic members of the U.S. house of representatives urged U.S. secretary of state Antony Blinken to prevent settlement construction in the E1 area of the West Bank by pressuring Israel. The 26 members were led by representative Mark Pocan (D-WI). (HA 11/22; MEE, MEMO 11/23)

In the West Bank, Israeli settlers razed 20 dunums (5 acres) of land near Jalud. Israeli forces punitively demolished the home of an alleged attacker in Turmus ‘Ayya, displacing his family and damaging nearby buildings as the house was blown up. 8 Palestinians were arrested during late-night raids in and around al-Arroub refugee camp, Hebron, Dahariya, al-Khader, and Abu Dis. In East Jerusalem, Israeli forces delivered a demolition order for a 4-story building in Shu‘fat, which would displace 55 Palestinians. 2 Palestinians were arrested during raids in Isawiya and the Old City. In Gaza, Israeli forces opened fire on residential buildings east of Rafah, causing damage but no injuries. Israel charged a Palestinian Israeli imam of Lydda’s largest mosque, Shaykh Yousef al-Baz, with incitement to violence for sharing a movie clip on Facebook showing people killing a police officer. Shaykh al-Baz was arrested on 6/17. (ALM, HA 7/8)

Israeli foreign minister Yair Lapid and Jordanian foreign minister Ayman Safadi met at the Allenby Bridge, where the 2 made agreements for Jordan to buy 50 million cubic meters of water from Israel and to increase the Jordanian export to the West Bank from $160 million to $700 million. Foreign minister Safadi also called for Israeli to halt settlement expansions, maintaining the status quo of the holy sites in Jerusalem, and called evictions of Palestinians from their homes in East Jerusalem a “war crime.” Walla News also reported that Israeli prime minister Naftali Bennett secretly met with Jordan’s king Abdullah II in Amman last week and that PA president Mahmoud Abbas was summoned to meet King Abdullah shortly after his meeting with Prime Minister Bennett. The Israeli high court of justice denied petitions challenging the legality of the nation-state law, ruling 10-1 that the law is not anti-democratic in the eyes of the judges. The dissenting judge is the court’s only Palestinian Israeli judge. Chairman of the Joint Arab List Ayman Odeh called the ruling “racist and anti-democratic.” Adalah said that the court had “enshrined Jewish supremacy and racial segregation as founding principles of the Israeli regime” with its ruling. The U.S. embassy in Israel issued a statement criticizing the Israeli punitive demolition of the house of an accused Palestinian-American assailant in Turmus ‘Ayya (see above); secretary of state Antony Blinken “raised concern directly with senior Israeli officials” about the issue, possibly because the family living in the building are U.S. citizens. In the West Bank, Israeli settlers chop down 25 Palestinian-owned olive trees in Nahalin. Israeli forces violently dispersed an anti-settlement protest in al-Humma, causing 5 tear-gas related injuries. In East Jerusalem, Israeli forces violently dispersed a protest in support of hunger-striking prisoners in Israeli jails, causing tear-gas related injuries and arresting 2 of the protesters. In Gaza, 1 Palestinian was injured by Israeli forces while driving a sanitation vehicle east of Khan Yunis. Separately, Israeli forces opened fire on Palestinian farmers; no injuries were reported. A Palestinian working for Amnesty International was briefly detained at the Allenby Bridge and told he was not allowed to leave the West Bank. The Secretary-General of Amnesty International, Kumi Naidoo, called it “a sinister move imposed as punishment for work defending human rights of Palestinians.” (Amnesty 10/31; HA 11/1; AJ 11/2)

Israeli PM Rabin meets Jordan's King Hussein in Aqaba to discuss border issues. Hussein demands return of land transferred to Israel when border was moved in 1968. Rabin agrees in principle, but requires increased Jordan-Israel cooperation in return. Hussein disagrees saying return should follow fr. end of hostilities.
