Israeli police shoot and kill 3 Palestinian youths outside the Old City of East Jerusalem after they attack Israeli guards at Damascus Gate with knives and guns: 1 Israeli police officer is lightly injured and 1 is fatally wounded, succumbing to her injuries later in the day. After the attack, IDF troops conduct raids in the alleged attackers’ village of Dayr Abu Mash‘al nr. Ramallah, imposing a lockdown on the village and sparking clashes with residents; 2 Palestinians are injured. While the Israeli authorities ramp up their crackdown, thousands of Palestinians visit Haram al-Sharif on the 3d Friday of Ramadan, and Israeli police deploy additional battalions throughout East Jerusalem. IDF troops shoot and injure 2 Palestinian youths attempting to cross into Jerusalem from Bethlehem to pray at the sanctuary. Separately, IDF troops also violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. Jabaliya r.c., al-Bureij r.c., Rafah, and Khan Yunis; 7 Palestinians are injured. They arrest 7 Palestinians during late-night raids in and around Hebron and Tulkarm, and patrol nr. Hebron throughout the day. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. Jabaliya r.c., Rafah, and al-Bureij r.c.; 1 is killed in Gaza and at least 18 other Palestinians are injured. IDF troops also arrest 6 Palestinians during late-night raids nr. Hebron and patrol nr. Qalqilya and Hebron during the day. Meanwhile, thousands of Palestinians visit Haram al-Sharif, marking the 2d Friday of Ramadan. A group of Jewish settlers disguised in religious Muslim garb visit the sanctuary in a reported attempt to pray at the holy site. Islamic Waqf guards escort them out when they respond to questions in Hebrew. Turkish and Palestinian officials reveal that Ankara has sent a cargo ship full of humanitarian aid, which will arrive in Gaza by the end of Ramadan. It will be the 3d shipment of Turkish aid since the IsraeliTurkish rapprochement of 6/2016 (see JPS 46 [1]). (MNA 6/9)

IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s occupation, settlements, and separation wall in 3 villages nr. Ramallah (Nabi Salih, Bil‘in, and Ni‘lin), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c. and Gaza City; at least 3 Palestinians are injured. Meanwhile, IDF troops arrest a Palestinian youth at Qalandia checkpoint, claiming that she was planning to carry out an attack against Israelis; and patrol nr. Hebron. In East Jerusalem, 10,000 Palestinians pray at Haram al-Sharif, marking the first Friday of Ramadan. Among them are 100 elderly Gazans who were permitted to travel to East Jerusalem for the first time in 6 mos. (see JPS 46 [4]). Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c., causing no damage or injuries. (MNA, TOI 6/2; PCHR 6/8)

Israeli police close several roads and deploy massively across East Jerusalem on the 2d Friday of Ramadan; sealing off Issawiyya with cement barricades after reports of a firebomb attack in the neighborhood. Around 200,000 Palestinians from Israel, East Jerusalem, the West Bank, and Gaza pray at Haram al-Sharif throughout the day. However, only men above the age of 45 or those with special permits are allowed to enter the sanctuary. Palestinians entering Jerusalem from the West Bank comprise those accounted for in the standard weekly quota, according to a COGAT spokesperson; “Larger numbers were supposed to enter for Ramadan,” she says; “that has been canceled.” Across the oPt, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih) and Kafr Qaddum nr. Qalqilya; there are no serious injuries. Elsewhere in the West Bank, IDF troops conduct raids and house searches in Yatta; and patrol nr. In the Gaza Strip, the IDF opens fire on Palestinians gathered close to the border fence nr. Bayt Lahiya and separately nr. Abu Safiya, causing no injuries in either case. In the West Bank, the IDF attacks Palestinian and international activists who built 3 tents on confiscated land e. of Yatta nr. Hebron, demolishing and confiscating the tents. The IDF patrols in 1 village nr. Qalqilya in the morning; in 1 village nr. Jenin, 1 village nr. Tulkarm, and 1 village nr. Ramallah in the afternoon; in 3 villages each nr. Qaliqlya and Ramallah, and 1 village each nr. Hebron and Jericho at night. The IDF also conducts house searches and arrest raids in 1 village each nr. Hebron and Salfit at night. Israeli soldiers attack weekly nonviolent demonstrations held by Palestinians, Israelis, and internationals in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih, Budrus), 1 village nr. Bethlehem (al-Ma‘sara), and 1 village nr. Qalqilya (Kafr Qaddum). In all, 1 Palestinian in Budrus is seriously wounded by a rubber-coated bullet and 2 Palestinians in Kafr Qaddum are moderately injured by tear-gas canisters. (PCHR 2/14)

The Lebanese military say that Israeli jets conducted mock raids overnight in Lebanese airspace. Meanwhile, a report by Lebanon’s amb. to the UN, Nawaf Salam, is published, detailing 54 violations of UNSC Res. 1701 committed by Israel in 12/2012. (JP, ToI 2/8)

To mark the start of Ramadan, Israel eases access restrictions for West Bank Palestinians wanting to enter East Jerusalem, permitting children 12 and under and adults over 40 to enter without permits. In addition, the IDF removes 2 key roadblocks: one on the main road from Aqraba village to Nablus and the other in the Jordan Valley, opening the main northeastern entrance to Jericho from Road 90 (closed since 2000). The IDF also patrols in 1 village nr. Ramallah in the morning, 1 nr. Qalqilya in the afternoon, and 1 nr. Qalqilya late at night; conducts late night arrest raids, house searches nr. Jenin. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, al-Nabi Salih, and Ni‘lin. IDF soldiers fire live ammunition (al-Nabi Salih only), rubbercoated steel bullets, tear gas, and stun grenades at the protesters; no serious injuries or arrests are reported. (PCHR 7/26; OCHA 7/27)

Israel announces restrictions on Palestinian access to East Jerusalem for Friday prayers during Ramadan, permitting access only to women over age 35 and men ages 45–50. Israel also deploys 2,000 security forces in the city to enhance security during Friday prayers. In the West Bank, the IDF patrols in 3 villages nr. Ramallah and 1 nr. Jenin. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, Ni‘lin, and Nabi Salih. In the West Bank, the IDF patrols Qalandia r.c. nr. Ramallah, firing rubbercoated steel bullets, sound bombs, tear gas at stone-throwing Palestinians who confront them, wounding 1 (possibly a bystander); fires rubber-coated steel bullets, sound bombs, tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas inhalation) and at Palestinian activists, some of whom throw stones at IDF troops, taking part in a demonstration against the separation wall in Bil‘in (injuring 2); conducts late-night raids, house searches nr. On the 3rd Friday of Ramadan, the IDF continues to enforce age restrictions announced on 8/23 limiting Palestinian access to Jerusalem for prayers; an estimated 190,000 Palestinians enter the city, but as a result of intense crowding at Qalandia checkpoint, many other “qualified” Palestinians are prevented fr. entering, and 80 people (primarily women and children, and 20 of whom are hospitalized) are injured. Unidentified assailants fire 2 Katyusha rockets (the 1st in 6 mos.) fr. Lebanon into Israel, causing no reported damage or injuries. In retaliation, the IDF fires at least 14 missiles toward the port of Tyre and sends fighter jets across the border; no casualties are reported in either attack. (NYT, WP 9/12; JPI 9/24)

IDF troops on the n. Gaza border nr. Bayt Hanun fire on Palestinian farmers approaching their land some 600 m fr. the border fence, killing 1 Palestinian teenager. In the West Bank, the IDF fires rubbercoated steel bullets, sound bombs, tear gas at Palestinian and international human rights activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (injuring 3, including an Israeli and a Palestinian journalist) and at Palestinian activists, some of whom throw stones at IDF troops, taking part in a demonstration against the separation wall in Bil‘in (injuring 2, including 1 teenager); conducts latenight raids, house searches in and around Tulkarm town and r.c., in al-Fara‘a r.c. nr. Tubas, and nr. Jenin, Ramallah, and Hebron, making no arrests but summoning at least 1 Palestinian for questioning; patrols Qabatya but makes no arrests. (PCHR 9/10)

On the 2d Friday of Ramadan, the IDF continues to enforce age restrictions announced on 8/23 limiting Palestinian access to Jerusalem for prayers; an estimated 130,000 Palestinians enter the city, but as a result of intense crowding at Qalandia checkpoint, many other “qualified” Palestinians are prevented fr. entering and 19 people (primarily women and children) are injured in the crush of worshipers awaiting entry at IDF checkpoints around the city. In the West Bank, the IDF fires rubbercoated steel bullets, sound bombs, tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas inhalation) and at Palestinian activists, some of whom throw stones at IDF troops, demonstrating against the separation wall in Bil‘in (injuring 1 Palestinian and exposing 10s of others to tear gas); closes the entrance to al-Ma‘sara, fires sound bombs and tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall there, beating a number of them (injuring 2, including a 9-yr.-old child); conducts late-night raids, house searches in Nablus and nearby ‘Ayn Bayt al-Ma’ r.c., nr. For unknown reasons, IDF troops on the n. Gaza border nr. Bayt Hanun fire at Palestinian farmers and houses, wounding a farmer who is at least 1,800 m fr. the border. (OCHA 8/25; PCHR 8/27; OCHA Humanitarian Monitor 8/09)

Israel announces a general easing of restrictions on movement of West Bank Palestinians during Ramadan (which began on 8/22), though Palestinian access to East Jerusalem is restricted to men over 50 yrs. old, women over 45, and children under 12. In the West Bank, the IDF violently beats a Palestinian who allegedly threw rocks at a checkpoint in Hebron; conducts late-night raids, house searches in and around Jenin town and r.c., arresting 3 Palestinians. Jewish settlers fr. Avraham Avino throw stones, empty bottles, garbage at nearby Palestinian houses; the IDF observes but does not intervene. Muhammad Ibrahim Abu Rahma, the deputy mayor of Bil‘in arrested by the IDF on 8/19, is released on bail under strict conditions, including that he agree not to participate in demonstrations, remain at least 6 km away fr. the separation wall every Friday, and make a 3-hr. visit to an Israeli police station every day. Israel imposes a 2-day seal on its West Bank border for Yom Kippur. In Gaza, the IDF sends troops back into al-Shuka village, raiding and searching homes (reportedly stealing jewelry, money, personal articles from at least 1 residence), arresting 11 Palestinians. Nr. Bayt Lahiya, 4 Palestinians are injured when they accidentally trigger IDF UXO. In the West Bank, the IDF ends a 4-day incursion into ‘Ayn Bayt al-Ma’a r.c., having arrested around 50 Hamas and PFLP mbrs., including 2 senior local Hamas cmdrs. The IDF also conducts arrest raids, house searches in and around Hebron; fires rubbercoated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstrations against the separation wall in Bil‘in, injuring 4. Citing national preparation for Yom Kippur, Israel bars all West Bank Palestinians fr. attending Friday prayers in Jerusalem, raising anger during Ramadan. In the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring several) and a similar protest at alWalaja (causing no reported injuries). Palestinian gunmen fire on a Jewish settler’s vehicle nr. Karnei Shomron settlement nr. Qalqilya, injuring 2 settlers. Having sealed the West Bank border for Rosh Hashanah (see 9/12), the IDF allows only Palestinian men over age 60 to enter Jerusalem fr. the West Bank to attend prayers marking the 1st Friday of Ramadan.
