The Palestine Chronology

The Israeli navy turns back a Libyan freighter carrying 3,000 tons of humanitarian aid attempting to breach Israel’s blockade of Gaza. In the West Bank, the IDF sends an undercover unit into Nablus to ambush and assassinate al-Aqsa Martyrs Brigade (AMB) mbr. Muhammad Abu Thira’ while he is in PA security force (PASF) custody in a PASF vehicle being transported fr. his home to a PASF facility where he would stay overnight, as part of the process to be granted amnesty by Israel. IDF also conducts late-night arrest raids, house searches in and around Jenin town and r.c., nr. Bethlehem; conducts separate, synchronized late-night house searches in 4 villages nr. Jenin, without making any arrests. The IDF guards buses bringing 100s of Jewish settlers to Hebron to “defend” Beit Shalom. After dark, settlers rampage through Palestinian neighborhoods, attempt to seize a Palestinian home, heavily damage others. Jewish settlers fr. Shilo nr. Ramallah protesting the government order to evacuate Beit Shalom rampage through the villages of Turmusayya and Sinjil, slashing tires, vandalizing homes and a mosque, spraying graffitti saying “Death to Arabs” and “Muhammad is a Pig.” (NYT, WT 12/2; WJW, PCHR 12/4)

As the quarter opens, Israel maintains its strict siege of Gaza, imposed following Hamas’s 6/07 takeover of Gaza and tightened dramatically in 1/08 to allow no exports and only the bare minimum of humanitarian imports. A 6-mo. Gaza cease-fire, in place since 6/19, technically remains in effect, although significant cross-border exchanges resumed on 11/4. Israel has sealed Gaza borders completely since 11/5, allowing in an average of 5 containers/day of humanitarian aid, whereas the UN estimates that 500/day are needed to sustain the basic human needs of the 1.5 m. population. Today, the Israel Defense Forces (IDF) makes an air strike on Gaza City targeting a group of Popular Resistance Comm. (PRC) mbrs. preparing to fire a rocket into Israel, killing 4 PRC mbrs. (The IDF reports that in the past 48 hrs., Palestinians have fired 20 rockets and mortars, including 2 Grad-type rockets, into Israel, causing no damage or injuries.) In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Hebron and Nablus, and nr. Bethlehem, Jenin. Israel’s High Court orders Jewish settlers to evacuate the illegal outpost of Beit Shalom, in the al-Rajabi building in the Wadi al-Nassara area of Hebron, or face eviction, also declaring the State of Israel the temporary custodian of the building until ownership disputes are resolved; settlers ignored a 10/29 High Court order demanding they vacate the building within 24 hrs. Another FGM boat (see 8/23) carrying 27 international activists defies Israel’s naval blockade of Gaza, sails into a Gaza port delivering humanitarian supplies; Israeli naval vessels do not challenge the boat. In the West Bank, IDF troops operating in Yamun village nr. Jenin before dawn fatally shoot a 67-yr.-old Palestinian shepherd who fired a rifle at the patrol fearing they were rustlers; demolish 6 structures in the bedouin village of Umm al-Khayr nr. Carmiel settlement s. of Hebron, displacing 45 Palestinians, including a 1-wk.-old baby; conduct late-night arrest raids, house searches in and around Jenin town and r.c., in Nablus, and nr. Bethlehem and Hebron. Israel’s High Court orders Jewish settlers to vacate the illegal outpost of Beit Shalom, in the al-Rajabi building in Hebron, within 24 hrs. or face eviction (at the end of the quarter, however, the settlers have not been forced to leave). Israel’s High Court also gives approval for the demolition of the historic Ma’man Allah Muslim cemetery (4,000 tombs) in West Jerusalem for construction of the Center for Human Dignity–Museum of Tolerance, designed by Frank Gehry. In the West Bank, the IDF conducts latenight arrest raids, house searches nr. Jenin and in Dahaysha r.c., Nablus, Ni‘lin Inside Israel, Hebrew University professor Ze’ev Sternhell, a prominent critic of Jewish settlements and the siege of Gaza, is lightly injured when suspected hardcore right-wing settlers throw a pipe bomb at him outside his Jerusalem home; police find posters in his neighborhood offering a reward of $320,000 to anyone who kills a member of Peace Now, an Israeli group that campaigns against settlements and of which Sternhell is a mbr. Israel’s siege of Gaza, imposed after Hamas’s takeover of the Strip in 6/07, remains tight. In Gaza, the Israel Defense Forces (IDF) conduct late-night arrest raids, house searches in Shuka nr. Rafah, arresting 3 Palestinians, wounding 1 with live ammunition, bulldozing 8 dunams (d.; 4 d. = 1 acre) of greenhouses and a poultry farm (killing 50,000 chickens). In the West Bank, the IDF patrols in Qaryut nr. Nablus, detaining 4 Palestinians (including 3 teenagers) for questioning; conducts late-night arrest raids, house searches nr. Jenin and Hebron (partially bulldozing a Palestinian home in Bayt Umar); fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in n. of Jerusalem nr. Ramallah (10s suffer tear gas inhalation); and beats demonstrators at a similar protest al-Ma‘sara nr. Bethlehem (lightly injuring 3). Nr. Nablus, 10s of armed Jewish settlers fr. Yitzhar vandalize Palestinian homes in nearby Asira al-Qibliyya. In Gaza City, unknown assailants detonate a bomb outside a Catholic school in Gaza City, causing damage but no injuries. UNRWA suspends operations in Gaza citing lack of fuel because of Israel’s blockade, stating that more than 700,000 Palestinians will not receive food aid as a result. Operation of UNRWA schools, clinics are also affected; because of fuel cuts, 12 municipalities and solid waste management councils have stopped all operations, affecting at least 500,000 Gazans. Early in the morning, the IDF send troops under cover of aircraft into Abasan to level land, making an air strike on a group of armed Palestinians, wounding 2 gunmen, 2 bystanders. In the West Bank, the IDF conducts late-night house searches nr. Tulkarm (no arrests are reported). Jewish settlers enter the Homesh settlement site (evacuated by the IDF in 2005), attack a Palestinian shepherd nearby, kill 2 of his sheep, steal 2. Unidentified assailants kidnap a fmr. IDF troops inside Israel fatally shoot an armed Palestinian who approaches the s. Gaza border. The IDF also bulldozes 5 d. of Palestinian land inside the border fence nr. Wadi al-Silqa; later conducts arrest raids, house searches in Wadi al-Silqa, detaining 3 Palestinians. In the West Bank, the IDF conducts late-night house searches in and around Nablus but makes no arrests; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring 8, including 3 children). Jewish settlers fr. Efrat uproot 100 Palestinian olive trees to make way for new construction begun on 3/23. Palestinians stone Jewish settler vehicles nr. Ramallah, causing no injuries. In n. Gaza, 50,000 Hamas, Islamic Jihad, and Fatah al-Yasir (an AMB offshoot) supporters hold a peaceful demonstration calling on the Arab League summit assembling in Damascus to find a way to break Israel’s siege of Gaza. In Jabaliya r.c., 2,000 Palestinians attend a rally organized by Islamic Jihad to call on Fatah and Hamas to form a unity government. (OCHA 4/2; PCHR 4/3)

Hamas’s Haniyeh publicly offersIsrael a comprehensive cease-fire deal covering the West Bank and Gaza in exchange for a lifting of the siege of Gaza and a halt to all Israeli “assassinations, killings, and raids.” The Israeli government does not officially reply, but hrs. later in the West Bank, IDF undercover units in Bethlehem ambush, assassinate Islamic Jihad’s Bethlehem cmdr. Muhammad Shihada, senior AMB mbr. Ahmad Balbul), and 2 Islamic Jihad mbrs. driving with them. The IDF also sends troops into Sa‘ida village nr. Tulkarm in search of Islamic Jihad’s Tulkarm cmdr. Salih Karouir, wounding him in an exchange of fire and then shooting him in the head execution style. In an “initial response,” Islamic Jihad mbrs. in Gaza resume rocket fire into Israel, damaging 1 building. The IDF also conducts house searches nr. Hebron, firing on stone-throwing Palestinian youths who confront them, wounding 2; conducts late-night arrest raids, house searches in and around Hebron, Nablus, Tulkarm, as well as in Qabatya, Qalqilya, and nr. Bethlehem, Jenin. In Gaza, 1 Palestinian is killed, 5 are injured when a smuggling tunnel they are renovating collapses; 1 Palestinian is killed when explosives he is handling detonate prematurely. The World Food Program and UNRWA, which distribute food to 887,000 Gazans, say that because of Israel’s restrictions on food and fuel imports, they will have to cease operations by 1/24 and 1/25, respectively. Bakeries are expected to run out of flour within days, and meat prices have doubled in the past 10 days. The UN reports 40–50% of Gazans no longer have access to running water. In Gaza City, 1,500 Palestinians attend a PPCAS rally urging Israel to lift the siege. Reform and Change legislators lead a peaceful demonstration of 1,000 Palestinians at the Rafah border, appealing to Egypt to open the crossing. Palestinians fire 8 rockets and mortars fr. Gaza into Israel, causing no damage or injuries. Egyptian security forces uncover a smuggling tunnel on the Rafah border, exchange gunfire with the tunnel’s Egyptian owners, leaving 1 dead, 1 injured. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron; fires on 10s of Palestinians in al-Shayukh nr.
